From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: May 25, 2011 Re: Review of the proposed Satellite Tool industrial building expansion at 185 Commerce Way. Plans dated 5/9/11 The project is to construct a 3400 sgft addition to an existing industrial building located at 185 Commerce Way. Site: The site is located in the Scantic River watershed. The parcel is comprised of 1.04 acres. Currently the site is 90%open with 10%lightly forested in the northern portion. Proposed activities include a portion of the addition and grading within the Upland Review Area. Estimated disturbance is 2400 sgft. The majority of the site is flat and has been developed into an industrial building and associated blacktop areas. The rear 25%of the site consists of a gravel access area that allows vehicle circulation around the building, and small detention basin in the northeast corner and a slope that is part of a large gully that is oriented east to west and extends from Rye Street to the east to the Scantic River to the west. There are no wetlands on the site. A watercourse exists approximately 30 feet from the northern property line or 40 feet from the property boundaries on the slope and is part of a groundwater seep that heads north to the bottom of the gully. The existing detention basin outfall is in need of significant repair. The plunge pool has failed and headcutting of the soil toward the structure has occurred. Impacts: The site is comprised of medium and fine sands overlaying silts and clays. Erosion potential is expected to be high because of the proximity to the slope. Planned erosion controls will have to be reinforced to insure that there is no migration of construction borne sediments into the watercourse off site. The method and location of excavation for the foundation should be specific to include a prohibition of large equipment operated in the northern portion of the proposed construction area. This will minimize unnecessary disturbance to the top of the slope. • • The outfall from the small detention basin is severely eroded. The rip-rap splash pad has failed. Base and storm flows are travelling unchecked along a small gully to the receiving watercourse to the north. As a part of the application, the applicant is proposing to repair and stabilize the area. Details on the method proposed, approach area and erosion controls needed should be shown on the plans. .3 a'' r -, `+ .r, ~•{ems 1,1 h- t }: ' r 4. ,r' .-. ;,eft . `f?
