This series consists of deep, poorly drained soils formed in a coarse-loamy mantle underlain by firm, compact glacial till from Triassic materials. They are nearly level to Sloping soils located in drainage ways and low lying positions on till plains, low ridges and drumloidal landforms. The soils have developed in glacial till derived mainly from reddish Triassic sandstone, conglomerate and shale with some basalt. Typically, these soils have a dark brown Silt loam surface layer 8 inches thick. The subsoil from 8 to 25 inches is reddish brown, mottled silt loam. The substratum from 26 to 60 inches is reddish brown, mottled, very firm fine sandy loam. Aquents (305). This soil map unit consists of poorly drained and very poorly drained, disturbed land areas. They are most often found on landscapes, which have been subject to prior filling and/or excavation activities. In general, this soil map unit occurs where two or more feet of the original soil surface has been filled over, graded or excavated. The Aquents are characterized by a seasonal to prolonged high ground water table and either support or are capable of supporting wetland vegetation. Aquento are recently formed soils that have an aquic moisture regime. An aquic moisture regime is associated with a reducing soil environment that is virtually free of dissolved oxygen because the soil is saturated by groundwater or by water of the capillary fringe. The key feature is the presence of a ground water table at or very near to the soil surface for a period of fourteen days or longer during the growing season. Upland Soils Narragansett silt loam (67). This series consists of deep, well drained soils formed in silt mantled, friable glacial till on uplands. They are nearly level to very steep soils on till plains and hills. The soils formed in acid glacial till derived mainly from schist, gneiss or granite. Typically, these soils have a surface layer of dark brown silt loam 8 inches thick. The subsoil from 8 to 28 inches is yellowish brown silt loam. The substratum from 26 to 60 inches or more is light olive brown gravelly fine sandy loam or loamy sand. Wapping silt loam (54). This series consists of deep, moderately well drained loamy soils formed in silty mantled, friable, glacial till on uplands. They are nearly level to steeply sloping soils on till plains, low ridges and hills, being typically located on lower slopes and in slight depressions. The soils formed in acid glacial till derived mainly from schist, gneiss or granite. Typically, these soils have a surface layer of very dark brown silt loam 5 inches thick. The upper part of the subsoil from 5 to 19 inches is dark yellowish brown silt loam. The lower part of the subsoil from 19 to 30 inches is mottled, dark brown silt loam. The substratum from 30 to 60 inches mottled, brown Sandy loam. A- 20,A-30, RR Residential Zone. Dated at South Windsor, CT this 22nd day of February, 2007 Elizabeth A. Warren, Chairperson Major functions of wetland(A)would be flood storage, sediment and nutrient trapping, ground water recharge, and wildlife habitat. Stormwater is planned to drain to a detention basin located between two proposed house lots located within the existing historic road cut coming in from Abbe Road. Impacts: The soils on the property are listed as Narragansett silt loam and Wapping silt loam. Both of these soils were formed from the Triassic sandstone parent material similar to the material found along the Buckland Road section of South Windsor and Manchester. Significant cuts and fill are proposed to accommodate the access road and several of the building lots. As a result of land grading activities, silt laden sediment will be generated with a component particle size that will pass through conventional erosion controls (silt fence) and cause excess turbidity to potentially impact receiving watercourses. The stormwater system within Abbe Road is comprised of a pipe system that empties directly to the Podunk River with no water quality structures present between the subject property and the River. A phased clearing plan should be adopted to minimize the amount of disturbed soil generated. The silty component of the soil will have to be treated with the use of flocculents. At this time, no erosion and sediment control plan has been submitted for review. Additionally,no stormwater runoff calculations have been submitted for review. Determinations of the proper sizing, residence time, and capacity of proposed stormwater structures cannot be determined without this information. The proposed plan should not result in negative impacts to onsite wetlands. Lot 14 was added to the west of the proposed cul-de-sac (Parcel "C"), while Lot 13 was added to the larger wooded eastern portion of the site (Parcel "B"). The house for Lot 13 would be constructed on the somewhat gentler slopes of the drumlin, and at least 270 feet upgradient of Wetland 3, which occurs in the northeastern corner of the overall property. Just as with the rest of the site, care is necessary during construction due to erosible soils on the site. However, the location of the house does not pose any substantial risks to the regulated resource. The house for Lot 14, as well as grading for it, will be placed within the 80-foot wide upland review area for Wetland 2. An approximately 25 foot undisturbed buffer will be left Soil&Wetland Studies • Ecology 9 Environmental Planning&Management •Permitting 9 Ecological Restoration&Habitat Mitigation 9 Expert Testimony Mr. Robert Mannarino RE. 320 Abbe Road, South Windsor, CT March 7, 2007 Page 2 4 to Wetland 2, which is sufficient to protect the isolated wetland, given the gentle slopes associated with this lot. As mentioned in our March 5t", 2007 report, this wetland, while less disturbed than Wetland 1, does not confer significant wetland functional values. It also has been disturbed in the past. Thus, it is our opinion that this wetland is being sufficiently protected from long-term physical alterations. Please feel free to contact our office with any questions on the above. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: March 1, 2007 Re: Review of the proposed Kilkenny Heights subdivision, plans dated 2/15/07. The project is to create a 15 building lot, 18 parcel single family subdivision. Proposed regulated activities include the establishment of two residential house lots within the Upland Review Area.(URA). The proposed disturbance will be approximately 11,700 sgft within the URA. Site: A large portion of the site is located in the Podunk River watershed with the eastern portion draining to the Dry Brook watershed. The parcel is comprised of 30 acres. Currently the site is forested with mature hardwoods occurring in the center and eastern portions of the site. The western portion has areas of disturbance associated with historic access roads cut through the property from Abbe Road and heading north. This site was approved for a 25 lot subdivision in the 1980s which.has since expired, but initial grading was done on an access road and detention basin. Most of the disturbed areas have been colonized by early to mid successional hardwoods such as grey birch, red maple, and aspen. The parcel has a ridge running south to north through the mid portion of the site. The area proposed for development is located on the western portion of the site. The topography on this area slopes moderately from east to west. The site is located uphill behind established residential houses located along the Abbe Road frontage. The subdivision would result in 15 residential building lots, 2 parcels 2.9 acres and 9.3 acres respectively, and a 6 acre parcel for open space. The proposed access road would extend the existing Maskel Road from the present cul-de-sac northward. The wetlands on the site occur in three places. There is a small wetland(A), 1200 sgft in size located adjacent to Abbe Road. There is a small wetland(B) 5200 sqft in size located in the northwest portion of the property, and a watercourse that flows south to north along the eastern portion of the site. This appears to be the headwaters of Dry Brook, a tributary of the Scantic River. Major functions of wetland(B)would be limited sediment and nutrient trapping, and very limited wildlife habitat.
