Specifically our responses to your like numbered comments are as follows: • South Windsor:Engineering Dept. 1/31/07 1. Grading has been revised to allow for draining of the site as intended, and eliminating any • depressions. 2. Additional spot elevations have been provided along with notations"grade to drain"in areas of concern. 3. With documented high groundwater,we feel that a design to infiltrate roof leaders would be inappropriate.A design for roof leader discharge onto splash pads will allow for infiltration into the sandy subsoil. 4. Water quality will be achieved by the extensive contact of storm water runoff with vegetation. The proposed lawn areas will drain toward the proposed culverts which will discharge from the site into the existing storm system within Main Street.Note#14 on sheet 3/5,which will be on record, reflects the inability to change grading within areas dedicated on the lots • without prior approval of the town engineer. 5. Additional spot elevations have been provided along both driveways. 6. Notes have been added to the plans indicating that both the tobacco barn and the remains, are to remain. : 7. The standard details for a drainage manhole with frame and grate have been added to the detail sheet.A detail for a curb-less catch basin structure and an alternate circular basin have also been added to the plans. 8. The detail for the bituminous concrete driveway has been revised to show an 8"gravel base. 9. A curbless catch-basin structure is being provided for the Lot IA driveway. We have provided additional spot grades along both driveways which depicts the design for runoff.Runoff from the proposed driveways,as designed,is being directed away from adjacent properties. • 10. We agree that the elevations of the basements are within the documented high groundwater. Please review the revised plans and let me know if you have any additional comments and/or questions. The existing interior lot has approximately 20 feet of frontage on Main Street, and the statutory division will create an additional interior lot. There are no wetlands on the site per Jeff Folger of the Town of South Windsor. The site is located in the outer reaches of the Podunk River basin which eventually joins the CT Main Stem Regional Basin and the CT Major Basin. The proposed development consists of two single-family, four bedroom houses with : private septic systems, public water service, and electric/telephone/cable connections. The proposed driveway for Lot#lA will be 18 feet wide and paved for approximately 280 If,reducing to a 12 foot wide gravel driveway with a gravel access turnaround at the garage. The driveway for lot#113 is a 12 foot wide gravel driveway proposed within an easement through an adjacent property and provides a gravel access turnaround for emergency vehicles. The proposed total area of disturbance(total of both lots)is approximately 3.56 ac. • The site presently drains to a low spot on the western side of the site.No existing drainage structures are currently in place. The proposed development will result in an : increase of impervious coverage of 36,530 s.f. (0.83 ac). A storm drain is proposed to collect runoff from this low area and discharge to the storm sewer within Main Street. A swale will be graded on site to divert runoff to this storm pipe. The portion of this impervious coverage which will be entering the proposed swale and storm drain is 33,708 s.f. (0.77 ac.)—the remaining impervious area(the portion of the entrance drive not draining towards the interior of the site)will drain overland to the north and west. Additionally, a portion of the site(approximately 4.62 ac of lawn area)will drain to the east and will not enter the proposed swale and storm drain. Proposed footing drains will be directed towards the shallow water quality swales directing water to the storm drain. The storm drains will discharge via a 15 inch PVC pipes set at 0.5%to 0.7%slope to storm drainage manholes located within the Main Street Right Of Way. Assuming a change in runoff coefficients from existing to developed of 0.35 (lawn)to 0.90 (impervious),the peak increase in runoff for a 10-year design storm would be: Q=CIA C=increase(0.90-0.35) =0.55 I=3.1 (10 year storm with 25 minute time of concentration) A=0.77 ac. : Q increase(peak)= 1.31 cfs Drainage Statement Nicholson—Statutory Division/Special Exception 646&648 Main Street South Windsor,CT Richard D. &Margaret A.Nicholson are proposing a free split/statutory division of their property located on the east side of Main Street. Doolittle, P.E.,Town Engineer Bobb Grillo, P.E., Project Engineer 9 Date: 1/31/07 RE: App 07-03P Nicholson Int. Lot, 646&648 Main Street(Ref 06-35P) I have reviewed the revised 12/20/06 plans for the proposed Interior lots for Nicholson located at 646 &648 Main Street and I have the following comments. The numbers in parentheses refer to the related comment in my 8/9/06 memo. 1. (5)The low spot in the south west corner of lot 1 B,where surface water ponds during wet times of the year, is now shown as filled up to about elevation 36 to drain water towards the proposed water quality swale. However, the 36 foot contour doubles back on itself close to the property comer leaving a depression in the berm. The 36 foot contour should extend continuously to the north to eliminate the depression. 2. (7)Swales had been requested to direct most of the water from the western and southern sides of the house and surrounding filled area on lot 1 B to the north and east where it currently drains. The revised plan shows a new house location with new grading that should reduce the risk of water draining onto the adjacent property but no defined swale is shown. More spot elevations and notations should be added to the revised grading to direct surface flow away from the southwestem property line. 3. (8) Infiltration of the water from the roof leaders should be provided for these houses, especially since the existing ground is flat and there are structures on adjacent properties close to this lot. The percolation rates indicate that infiltration should function. 4. (11) Label the water quality depressions in front of each house and add a detail drawing for these areas on the detail sheet. I suggest these be made into rain gardens that would allow for infiltration and have plants to treat surface water and improve their appearance 5. (9)Show proposed elevations of the driveways for these two lots. 6. (10)What will happen to the existing tobacco bams(including remains)on this site? 7. (12) Include a TOSW standard detail for a drainage manhole with a frame and grate. 8. (13)The Bituminous Concrete Driveway Detail needs to show an 8"gravel base. 9. Both driveways are very close to the adjacent properties and improvements on those properties. The drain manholes should be shown with open grates, spot elevations should be shown for the driveways and notations should be added stating that the runoff from each driveway must be directed away from the adjacent properties and towards the drain manholes. 10. The basement floors and foundation drains will be below the seasonable high water table indicated by the test pit data and, due to the fast percolation rate, the sump pumps can be expected to operate frequently. Please call me if you have any questions. RE: Subdivision Extension DPI Proj.No. 1750 Nicholson Subdivision Main Street South Windsor, Connecticut Dear Ms. Banach, • On behalf of my clients,Richard Nicholson&Margaret Nicholson, I hereby request two consecutive 90-day extensions from the original filing date for recording mylars for the above-referenced project in the office of the Town Clerk. Please advise us of the new filing deadline. Thank you. • Sincerely, DESIGN PROFESSIONALS INC. Andrea M. Momnie Executive Coordinator CC: Richard Nicholson I Nicholson Interior Lot #07-03P- PH 2/13/07 1. Request for approval of a Special Exception to article 4.6 and a statutory subdivision to create one new interior lot on approximately 4.032 leaving behind a 5 acre property located at 646 Main Street, A-40 zone. 2. The requirements for the interior lot in the A-40 zone include 80,000 sf minimum lot size and 225 feet minimum lot width. The proposed interior lot appears to conform to these requirements. The new lot will have their access through a 20 feet easement onto Main Street. A row of arborvitaes is shown along the northerly side of the drive. 3. The criteria for approval of interior lots include: a. the subject area's boundary configurations, topography, soils or other natural resource characteristics; b. proximity to neighboring properties and dwelling units; c. restriction of existing views; d. proposed buffering/screening; e. potential drainage, traffic & environmental impacts f, driveway locations, slopes & sight lines g. utility service capabilities h. property value impacts; and i. future land use alternatives. 4. This is a situation is a little unusual as the existing rear lots were created in 1937 and are lots of record based on map which was field in the office of the town clerk. 5. Staff suggests that some screening be provided between the new lot and the existing house lot line. 6. The lots will be serviced by septic systems and public water. The septic design has been approved by the Town Sanitarian. 7. The Fire Marshal has reviewed the plans and is satisfied with the driveway access as proposed. 1 8. There are no regulated wetlands on the new lot, therefore no wetlands application is required. There is no 100-year floodplain. 9. We note that the "representative" house footprint shown. If this application is approved, when an actual house plan is submitted, it is especially critical for elements to remain as shown on this application. The applicant and any purchasers need to understand that any modifications other than very minor ones would need to return to the Commission for approval. If this application is approved, the Planning Dept. requests an approval condition that reflects the need for additional approval in the event of proposed modification to the house location. 2
