Please make appropriate revisions and submit seven complete sets (including landscaping and architectural elevations)to the Planning Department at least 10 days prior to the scheduled public hearing (scheduled for June 26). Engineering comments will be forthcoming. If you have any questions, please call. 1. Zoning data table — indicates a parking waiver of 16 spaces. Please address section 5.7.4d. 2. How is section 5.7.4e being addressed?(I was unable to find storage areas on the plans) 3. How are you meeting the intent of the Special Exception criteria 5.7.5d? 4. How does the applicant propose to handle refuse and recycling? If the residential units are proposed to be rental, that is considered a commercial use and the owner must provide for trash collection. If they will be condominiums, arrangements will have to be made with the town for curbside pick up (Fred Shaw has indicated that trucks will not enter the site). Note: ADRC will be meeting on the application on May 17, 2007 and further comments may be forthcoming. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail lipe@southmfindsor.org 0 Page 1 RECEiVEC) P.O.BOX 1167 JUN 15 425 SUWVAN AVENUE 7 / SOUTH WINDSOR,CT 06074 PHONE: 860.291.8755 SOUTH WINDSOR PLANNING DEpT .8757 I FAX:8onalsi c.com www.designprofessionalsinc.com CIVIL & TRAFFIC ENGINEERS / PLANNERS I SURVEYORS/ GIS ANALYSTS / LANDSCAPE ARCHITECTS Transmitted via certified mail April 23,2007 Dear Current Abutting Property Owner Re: Connecticut Valley Properties of South Windsor DPI Project No. 1345 Site Plan Application 1678& 1700 Ellington Road South Windsor,Connecticut In accordance with regulations of the Planning&Zoning Commission,we are required to notify you that an application has been filed on the property abutting yours and is subject to a hearing(s)by the Planning&Zoning Commission. Acevedo Administrative Secretary MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer DO Date: 6/19/07 RE: App 07-25P Webster Commons, 1678 Ellington Road have looked at the proposed plans for Webster Commons at 1678 and 1700 Ellington Road. I have the following comments about these plans. Note, comments 1-6 were previously submitted to the IWA/CC. 1. In the Stormwater Management Plan; the "water" gardens should be changed to "rain" gardens, 2. The catch basins need to be inspected at least twice a year. The last catch p Y basins on the drainage system in the parking lot, CB #1 and CB #5 are the most critical to be kept clean of sediment and debris. These need to be inspected monthly. Clean out all sediment from all catch basins before it reaches a depth of 2 feet in the 4 foot sumps (half the capacity). This is in the Maintenance and Operation notes on sheet 4. 3. The granular fill used on the site needs to be good gravel material in accordance with Conn 'DOT Form 816 Article M.02.06, Grading B. Recycled material shall not be used as fill on this site. 4. On the detail for the galleries include 6 inches of stone both above and below the galleries. 5. The Design Engineer needs to inspect the installation of the drainage galleries, certify to the Town they are installed according to the approved plans, and include their exact locations and invert elevations on the as-built plan before any Certificates of Occupancy are issued for this site. This is note 3 on sheet 4. 6. All stormwater runoff during construction shall go into a temporary sediment basin to be pumped out to a suitable discharge point until the site is stabilized and paved. The construction sequence for this site needs to insure the galleries are not exposed to silty stormwater during construction. 7. Provide at least 1% slope in the paved parking areas and driveways for drainage. Additional spot elevations need to be provided to show these slopes, especially on the east side of the site. --8.---Why-is-the-existing sanitary-lateral-being-removed-instead-of being-reused? - - -- 9. Provide back-up information for the size and slope of the proposed sanitary sewer lines on site. This needs to include expected sewer flows from each building. The sewer lines should have minimum cleansing velocities of 2.5 fps or be installed at a minimum slope of 2%. It appears the sewer lines into the site should be 8" diameter. Label all the sanitary sewer pipe sizes and slopes. 10.Only one sewer lateral is shown for each building but each building has several units. How will the units in each building be served by the sanitary sewers and will these units be under the control of separate owners or be owned by one entity with rented/leased spaces? 11. 1 did not see water service to building A or gas service to buildings A, C and D. 12.The sidewalks along the front of this property must be laid out and graded to connect to future sidewalks in front of abutting properties on both sides. Please call me if you have any questions. I - Bubfl;Traffic James G.Bubaris,P.E. Since this development lies in a commercial section of the Town of South Windsor, we have evaluated both the am and pm commuter peaks on a typical weekday, as well as the retail peak on a typical Saturday. Existing and Background Traffic Volumes Please refer to Exhibits 2 through 4 that provide graphical summaries of the three existing 2006 peak periods based on recent manual turning movement counts that were conducted in this study area in early-May 2006. The am peak counts were conducted between 7 and 9 am. The pm peak counts were conducted between 4 and 6 pm. The Saturday peak counts were conducted between 11 am and 1 pm. Please refer to Exhibits 5 through 7 that provide graphical summaries of the 2008 background peak periods that can be expected when it is anticipated that this development will be fully occupied. Exhibits 5 through 7 showing 2008 background volumes were developed by expanding the 2006 existing volumes in Exhibits 2 through 4 by 2 percent per year for each of two years to 2008. Site-Generated Traffic Site-generated traffic volume projections were made for the four components of the proposed development utilizing the data source that is available to the profession for this purpose entitled Trip Generation, 7th edition, 2003, by the Institute of Transportation Engineers (ITE). This document provides trip generation estimates for various land uses based on their size. Please refer to Exhibits 8a through 8d of the Appendix that provide the trip generation calculations, respectively, for the retail portion, the office portion, the medical office portion, and the residential apartments proposed for this site. Please refer to Table 1 on the next page which summarizes the estimated trip generation for the subject development. In total, the total site-generated traffic for the proposed development is estimated at 61, 135 and 54 vehicles per hour, respectively, during the weekday am commuter, weekday pm commuter, and Saturday midday retail peak hours. Please refer to Exhibits 10 through 12 of the Appendix that provide graphical summarizes of the peak site-generated traffic volumes for the proposed development, including the weekday am peak, the weekday pm peak, and the Saturday midday peak. These peak hour traffic volumes were developed by utilizing the trip generation estimates from Exhibits 8a through 8d of the Appendix and Table 1 above, and distributing these on the surrounding roadway network based on the distributions shown in Exhibit 9 of the Appendix and Table 2 above. Please refer to Exhibits 13 through 15 of the Appendix that provide graphical summaries of the 2008 combined peak periods that can be expected when it is anticipated that this development will be fully occupied. These combined 2008 traffic volumes represent the build condition for the subject project. These combined 2008 traffic volumes were derived by adding the 2008 background traffic volumes from Exhibits 5 through 7 to the respective site-generated traffic volumes shown in Exhibits 10 through 12. Operations Analysis 2006 Existing AM, PM and Saturday Peak analyses, representing the existing condition, are based on the peak hour traffic volumes shown as Exhibits 2 through 4 of the Appendix. 2008 Background AM, PM and Saturday Peak analyses, representing the no- build condition in the year when the subject development is expected to be fully - -- - occupied,are-based-on-the-peak-hour-traffic-volumes-shown-as-Exhibits-5—-- - _ - - ---- through 7 of the Appendix. 4 2008 Combined AM, PM and Saturday Peak analyses, representing the build condition for the subject development, are based on the peak hour traffic volumes shown as Exhibits 13 through 15 of the Appendix. Intersection operations analyses were performed for the study intersections utilizing the methodology described in the latest edition of Highway Capaciiy Manual, Special Report 209, Transportation Research Board, 1985, updated to 2000. Application of this methodology was facilitated by use of Synchro Analysis Software, developed by the Trafficware Corporation, Version 7, 2004. Operations analyses are utilized to determine a Level of Service (LOS) for a given intersection operating under either signalized or unsignalized control. In the case of signalized intersections similar to the intersection of Route 30 at Town Center Shopping Center, Level of Service (LOS) is defined in terms of control delay, which is a measure of driver discomfort, frustration, increased fuel consumption, and lost of travel time. The delay experienced by a motorist is comprised of a number of factors that relate to control, geometric, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference travel time that would result during base conditions in the absence of traffic control, geometric delay, any incidents, and any other vehicles. Specifically, LOS criteria for traffic signals are stated in terms of the average control delay per vehicle, typically for a 15-minute analysis period. Delay is a complex measure and depends on a number of variables, including the quality of progression, the cycle length, the green ratio, and the volume-to- capacity (v/c) ratio for the lane group. In the case of signalized intersections, the Level of Service for each approach is computed, and an overall Level of Service for the entire intersection is determined. In today's environment, Levels of Service C to D are considered acceptable, and Levels of Service A to B are seldom achieved at signalized intersections. Please refer to Exhibit 16 in the Appendix, which provides details on the definitions of Levels of Service for signalized intersections. In the case of unsignalized intersections similar to the proposed site drive intersection, Level of Service (LOS) is defined in terms of the average control delay for the approach or movement evaluated. Control delay involves movements at slower speeds and stops on intersection approaches as vehicles move up in the queue or slow down upstream of an intersection. The delay experienced by a motorist is comprised of factors that relate.to control, geometrics, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference time that would result during base conditions in the absence of incident, control, traffic, or geometric delay. Control - - --- ---delay-includes-initial-deceleration-delay,queue-move=up-time,-stopped-delay;-and-- - -- --- final acceleration delay. At two-way stop-controlled and all-way stop-controlled 5 intersections, control delay is the total elapsed time from a vehicle joining the queue until its departure from the stopped position at the head of the queue. The control delay also includes the time required to decelerate to a stop and to accelerate to the free-flow speed. Level of Service for a one-way or two-way stop-controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. LOS for a one-way or two-way stop-controlled intersection is not defined for the intersection as a whole. In today's environment, Levels of Service D to F are common and are often experienced on minor street approaches to major streets carrying relatively high traffic volumes. Please refer to Exhibit 17 in the Appendix, which provides details on the definitions of Levels of Service for unsignalized intersections. The results of the operations analyses, which compare 2006 existing, 2008 background (no-build), and 2008 combined (build) conditions, are summarized in Table 3 on the next page of this study. The computer-generated worksheets for these operations analyses are included as Exhibits 18 through 26 of the Appendix as follows: • Exhibit 18 —2006 Existing Weekday AM Peak • Exhibit 19—2006 Existing Weekday PM Peak • Exhibit 20—2006 Existing Saturday Midday Peak • Exhibit 21 —2008 Background Weekday AM Peak • Exhibit 22—2008 Background Weekday PM Peak • Exhibit 23—2008 Background Saturday Midday Peak • Exhibit 24—2008 Combined Weekday AM Peak • Exhibit 25 —2008 Combined Weekday PM Peak • Exhibit 26—2008 Combined Saturday Midday Pea A review of the results of the operational analyses summarized in Table 3 for the subject development proposal indicates that the signalized intersection of Route 30 at Town Center Shopping Center will continue to operate at the same overall level of service A during peak periods that would otherwise exist without this development, which is an excellent level of service. The proposed unsignalized site drive intersection on Route 30 will continue to provide level of service C (considered good) for the exiting drive from the credit union site (former Webster Bank building), and levels of service C to E (considered good to fair), changing from levels of service C to D, for the exiting drive from the subject site. The queuing analyses show eastbound queues of 52, 165 and 100 feet, respectively, during the weekday am commuter, the weekday pm commuter, and the Saturday midday retail peaks, which will not extend the 600±feet to the proposed site drive. Sight Line Evaluation Available sight lines from the southbound (outbound) approach of the proposed site drive on Route 30 were reviewed utilizing the guidelines set forth by the Connecticut Department of Transportation for evaluating available sight line distances from side streets or site drives. These reviews were made at a point 15 feet back of Route 30, at a viewing height of 3.5 feet above the grade, to an object height 3.5 feet above the Route 30 grade in either direction. Available sight line distances were found to be over 650 feet to approaching traffic from either direction. Please refer to the results of automatic traffic recorder measurements that were made on Route 30 in the vicinity of the proposed site drive as summarized in Exhibit 27 of the Appendix. A review of Exhibit 27 shows average and 85th percentile speeds, respectively of 34 and 40 miles per hour eastbound, suggesting minimum sight lines of 445 feet to and from the west of the site, and average and 85th percentile speeds, respectively of 37 and 44 miles per hour westbound, suggesting minimum sight lines of 500 feet to and from the east of the site. Therefore, available sight lines are excellent and well beyond the minimums recommended for the design approach speeds. Conclusion It is the professional opinion of Bubaris Traffic Associates that the proposed Webster Commons, consisting of retail, office, medical office, and residential components, to be located on the north side of Ellington Road opposite the former Webster Bank building site, should not adversely impact traffic operations on the surrounding roadway network. It is estimated that the proposed development will generate 61 trips per hour during the weekday am peak, 135 trips per hour during the weekday pm peak, and about 54 trips per hour during the Saturday peak. 7 A review of the operational analyses indicates that the levels of service of the immediate signalized intersection of Route 30 at Town Center Shopping Center will remain at unchanged, excellent levels, and that the proposed site drive will operate at good to fair levels. Queuing analyses indicate that the proposed location of the site drive will not adversely impact or be impacted by the eastbound queue on Route 30 extending back from the traffic signal at Town Center Shopping Center. A review of available sight lines from the proposed site drive location on Route 30 found these sight lines to be excellent. .jua«1n1111111i Very truly yours, CoNNFr Bubaris Traffic Associates CO fit. 9, ,►' .. • No.9W3 .=Z James G. MANUAL (HCM), 2000 TRANSPORTATION RESEARCH BOARD(1) Level of Service for signalized intersections is defined in terms of control delay, which is a measure of driver discomfort, frustration, increased fuel consumption, and lost travel time. The delay experienced by a motorist is comprised of a number of factors that relate to control, geometric, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference travel time that would result-during base conditions in the absence of traffic control, geometric delay, any incidents, and any other vehicles. Specifically, LOS criteria for traffic signals are stated in terms of the average control delay per vehicle, typically for a 15-minute analysis period. Delay is a complex measure and depends on a number of variables, including the quality of progression, the cycle length, the green ratio, and the volume-to-capacity (v/c) ratio for the lane group. In the case of signalized intersections, the Level of Service for each approach is computed, and an overall Level of Service for the entire intersection is determined. Levels of Service (LOS)for signalized intersections are defined as follows: LEVEL OF SERVICE CONTROL DELAY PER CONDITION VEHICLE (SECONDS) LOS A < 10 LOW DELAY LOS B > 10 TO 20 SHORT DELAY LOS C > 20 TO 35 AVERAGE DELAY LOS D > 35 TO 55 CONGESTION NOTICEABLE LOS E > 55 TO 80 LIMIT OF ACCEPTABLE DELAY LOS F > 80 UNACCEPTABLE In today's environment, Levels of Service C to D are considered acceptable, and Levels of Service A to B are seldomly achieved at signalized intersections. 1 HCM Exhibit 16-2. EXHIBIT 17 LEVEL OF SERVICE CRITERIA UNSIGNALIZED INTERSECTIONS SOURCE: HIGHWAY CAPACITY MANUAL (HCM), 2000 TRANSPORTATION RESEARCH BOARD (1) Level of Service for unsi nalized intersections similar to the stud intersections is g Y defined in terms of the average control delay for the approach or movement evaluated. Control delay involves movements at slower speeds and stops on intersection approaches as vehicles move up in the queue or slow down upstream of an intersection. The delay experienced by a motorist is comprised of factors that relate to control, geometrics, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference time that would result during base conditions in the absence of incident, control, traffic, or geometric delay. Control delay includes initial deceleration delay, queue move-up time, stopped delay, and final acceleration delay. At two-way stop-controlled and all-way stop-controlled intersections, control delay is the total elapsed time from a vehicle joining the queue until its departure from the stopped position at the head of the queue. The control delay also includes the time required to decelerate to a stop and to accelerate to the free-flow speed. Level of Service (LOS)for a two-way stop-controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. LOS is not defined for the intersection as a whole. Level of Service (LOS)for an all-way stop-controlled intersection is determined by the computed or measured control delay and is defined for all movements. A LOS is then defined for the intersection as a whole. Levels of Service (LOS) for unsignalized intersections are defined as follows: LEVEL OF SERVICE AVERAGE CONTROL DELAY CONDITION PER VEHICLE SECONDS LOS A 0 TO 10 LITTLE OR NO DELAY LOS B > 10 TO 15 SHORT DELAY LOS C > 15 TO 25 AVERAGE DELAY LOS D > 25 TO 35 LONG DELAY LOS E > 35 TO 50 VERY LONG DELAY LOS F > 50 EXTREME DELAY In today's environment, Levels of Service D to F are common and are often experienced on minor street approaches to major streets carrying relatively high traffic volumes (1) HCM, Exhibits 17-2 and 17-22.
