The access area shall be excluded from 15 acre minimum requirement for establishing a MF zone and must be appropriately screened from adjacent properties. - mu(, ._- Appl 11-06P, Kryla Zoning Amendment II—Planning Report 3/22/11 L Applicant is requesting to modify the frontage requirement for a multi-family property which would allow a reduction in the required frontage based on setting the development back further off of the road. 2. Under the current regulations, an applicant is required to have 200 feet of road frontage and structures are required to be set back a minimum of 75 feet. There is no buffer required along the road frontage. 3. The Commission might want to consider requiring that the property have a minimum of 200 feet width parallel to the road before any structures. Also, this line is subject to a 25 foot buffer and we would recommend a minimum 50 foot front yard be added to ensure adequate distance from adjacent properties. 4. Staff concern is that there is adequate screening of properties that may be adjacent to this development and would recommend that the access way be appropriately screened from adjacent properties. To accomplish this, the Commission may want to consider requiring a minimum of 60 feet street frontage. 5. One advantage of this regulation is that it would allow the developer to propose a multi-family development without adding a short, town owned cul de sac street for the simple reason to get the appropriate frontage. 6. If this amendment is approved the planning department requests consideration of the following provisions: a. The area where the frontage is parallel to the road, must be at least 200 feet in width and is subject to the 25 foot buffer requirement and an additional 50 foot front yard setback, i.e. 75 foot building setback(unless a greater setback is required by reduced frontage). b. The access area shall be excluded from 15 acre minimum requirement for establishing a MF zone and must be appropriately screened from adjacent properties. c. The street frontage minimum width is 60 feet. Suggested wording if approved: Modify Table 3.1.2.A to Add Footnote#9 to apply to the frontage requirement for the MF A/AA Zone The minimum frontage requirement may be reduced by one (I)for every one and one-halffeet(L5) b which the develo ment's ront and setback is increased;provided that the onta a is not reduced Y 1 .f Y I ." g to less than 60 feet, subject to the following: a. It that case the Town would have to assume the burden of maintaining, repairing and replacing a short public road including any storm drainage and sanitary sewers, that primarily serve one private property. It would be better for the Town to have a private driveway come all the way out to an existing public street that serves a much larger area. The Kryla Zoning Amendment II would allow for a private driveway to serve a large property with limited frontage from an existing public road. Thank You Jeffrey Doolittle, P.E. Thank you. Maria Acevedo Town of South Windsor Planning&Zoning Administrative Secretary 860-644-2511(Ext. 253) 2/15/2011 RECEIVED MAR 22 2Oil March 21, 2011 To the Planning and Zoning Commission, With regard to the proposed 11-06 P, Kryla Amendment II to the MF A/AA zoning, requesting a reduction in the minimum frontage requirement from 200 feet to 50 feet, it is the consensus of the Historic District Commission that this change should not be granted. It would set an irrevocable precedent in considering future MF applications. If approved, this amendment would reduce restraints on future projects that could impinge not only on residential neighborhoods, but historic structures as well. By its opposition, the Historic District Commission is not objecting to multi-family housing per se,but to the probability of significantly increased traffic in potentially inappropriate locations. Retaining the 200-foot frontage requirement gives the P &Z Commission more control over development in South Windsor. 06 t 1y 1(l '-tj 'I 1v1?i/il _LL P.O.BOX 1167 I / 425 SULLIVAN AVENUE SOUTH WINDSOR,CT 06074 PHONE:860.291.8755 8757 f 'OMIS 2A C /Gu, . ,,9Se YO" FAX:8onalsi ..coin Gibt www.designprofessionalsinc.com- CIVIL & TRAFFIC ENGINEERS I PLANNERS I SURVEYORS I GIS ANALYSTS I LANDSCAPE ARCHITECTS Serving Connect/LOB Massachusetts, *Rhode Island • • • • • • Proposed Zoning Amendment L Revision.to.Table 3.1.2A Add footnote#9 to apply to the frontage requirement for the MF A/AA Zone "The minimum frontage requirement may be reduced by one foot(1')for every one and one-half feet I3')by wfiich e eve opment s front yar set ac is uicrease— d;provideic, n ever,tTiatt ie frontage is not reduced to less than 50 feet." • • • • Documentl • From: kennedysinsw@aol.com{mailto:kennedysinsw@aol.com] Sent: Thursday, March 24, 2011 10:49 AM To: Acevedo, Maria Cc: Lipe, Michele Subject: Fwd: P&Z Meeting Maria, Please print this out and put it in the file to be read into the record at the continued public hearing on this application. I apparently forwarded the wrong letter to Donna Thompson in the Town Manager's office to print out and prepare for the meeting. I was in Philadelphia visiting my daughter on a quick visit. I knew that I had to get a letter opposing the proposed Amendment to the P&Z Commission before the meeting on Tuesday evening. Since I had not had a sufficient response from the Historic District Commission, I decided to send the letter on my own behalf. I deleted all references to the HDC and sent the letter to Donna, asking her to copy it to plain paper with no letterhead. Unfortunately, I must not have saved my corrections, or sent the original version to Donna to copy. I can only blame myself and the wonders of modern technology for the mistake. I deeply regret any difficulty that this error has caused. I hope you will accept my apologies.
