The narrative has been revised correcting the location of vehicle sales spaces. 2. All vehicles awaiting repairs or in the process of being repaired will be stored within the building. 3. The car carriers currently parked in front of the building will be moved off site within the next • week. There will be no future storage of car carriers on the site by the applicant. 4. The fence along the eastern property line will not be restored. In response to the neighbor's concern, additional pavement will be removed in that area to prohibit traffic from exiting the site to the east. 5. The parking calculation has been revised on the cover sheet to correctly reflect the plans. The applicant is seeking a waiver of seven parking spaces from the Commission. 6. The impervious coverage calculation has been updated on the cover sheet. 7. The yard setbacks for the site have been corrected on the plans. : 8. No additional site lighting is being proposed on the site at this time. • • 9. There are no floor drains within the building and the narrative has been revised to reflect as such. 10. The sanitary line is shown throughout the site on the plans, including the existing monitoring manhole near the entrance drive. However, based on our research,an easement granting the Town the rights to inspect the manhole was proposed, but never officially recorded. We have shown the proposed easement on the revised plans for this application. If the project is approved, a separate easement map will be created and filed in the Town's land records. • Please let us know if you have additional questions. • • • Sincerely, • DESIGN PROFESSIpNALS,INC. • Benjamin P. This building is one of several on the site and this application pertains to improvements located only in the vicinity of the building at the southeast • corner of the site. • The facility will operate primarily for the sales of previously owned automobiles, but will also offer minor • automobile repair services. All vehicles sold will be to on-site customers. The proposed hours of operation • • for the business are as follows: • Monday-Friday: 9:00 a.m.—6:00 p.m. Saturday: 10:00 a.m.—4:00 p.m. Sunday: closed : As shown on the site plan submitted with the application, the business will have a total of twenty parking spaces for vehicle sales along Sullivan Avenue. Five spaces will be located in existing spaces west of the entrance drive. Fifteen spaces will be located east of the entrance drive, where some existing pavement will be removed to ensure the vehicle display areas are a minimum of 10 feet from the street line and property ® line in compliance of the zoning regulations. A row of low-growing landscaping is proposed along this line e of spaces to enhance the view from Sullivan Avenue and filter, but not block, the view of the vehicles for sale. Eight parking spaces for employees and customers, including one that is van accessible, will be located to the east and north(rear)of the building. At this time,New Country Auto anticipates a maximum of three employees at any one time, some, if not all,of which will be driving automobiles to be sold that will be parked in the display spaces and not occupy any of the employee/customer spaces. Aside from the removal of small pavement areas, striping of parking areas, and the landscaping along Sullivan Avenue,no other site improvements are proposed, demonstrating the site is physically suited for the proposed use. All vehicles awaiting repair or in the process of being repaired will be stored within the building. • The building will have 2,570 SF of designated office space and 3,895 SF of vehicle repair area. There is also a proposed oil waste tank located within the building as shown on the plans. The building is currently connected to public sewer lines. No existing floor drains are contained in the building. No exterior improvements are proposed to the building at this time, except for a building mounted sign as shown on the plans. A dumpster and dumpster pad are proposed to be located behind the building, outside of the required side yard setback. Because of the location of the subject building and a building near the property line on the • parcel to the east, the dumpster will not be visible from Sullivan Avenue. Since the property has already been developed, is located in the Industrial zone and minimal improvements are proposed, the impact to the surrounding properties, the surrounding road network, the utilities infrastructure, the neighborhood character, the environment, are expected to be negligible. In fact,a similar business already operates on the abutting parcel to the east of the site. Lastly, there are no known historic features contained within the site to be considered for preservation. • • G:\jobs\2989\Docs\Applications\2989 Narrative revised.doc • PERMITS/INSP PAYMENT RECPT#: 20466537 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 DATE: 01/14/11 TIME: 15:51 CLERK: mariadace DEPT: CUSTOMER#: 0 PARCEL: CHG: DEP DEP FEE 235.00 AMOUNT PAID: 235.00 i PAID BY: E PAYMENT METH: CHECK 1163 REFERENCE: AMT TENDERED: 235.00 AMT APPLIED: 235.00 CHANGE: .00 Jan 14 11 05:20p Design Professionals, Inc 860-291-8757 p.4 P.O. The narrative describing the scope of the business has a reference that should be corrected. It refers to twenty-two spaces on the west side of the entrance drive—actually is the east side. 2. Will there be any outdoor storage of vehicles waiting to be worked on—if so where and will they be screened if left out over night? 3. Will the car carriers that have been parked on the site over the last couple of months continue to park there? 4. Will the fence along the easterly property line be restored? A previous concern from the neighbor was that car trailers exit the site to the east across the abutting property. 5. The parking calculation for this use would require more spaces than are allotted (as it appears vehicle for sale takes up 22 of the required spaces). Are you requesting a waiver or does the applicant have permission to part in other areas on the site as overflow.? 6. The proposed impervious coverage in the zoning data block should be modified to reflect the additional green space that is being added. 7. Front yard setback requirement is 35 feet and should be shown correctly on the plans. 8. Is there any lighting being added to the site? 9. It must be determined if there are floor drains in the building(and reflected in the narrative). 10. The sanitary line should be shown throughout the site. (Fred Shaw does not believe that line ever received WPCA approval and should have.)WPCA approval will be required with this application. Appl #11-04P, New Country Auto PH 2-8-11 Planning Department Report 1. Request for Special Exception to Article 4.1.1A and Site Plan of Development to allow sale of used automobiles and operate a general repairer's facility at 280 -302 Sullivan Ave., I zone. 2. The applicant is requesting twenty parking spaces along the property frontage to display the used cars along with approval to conduct minor repairs of vehicles. 3. Automobile sales are a special exception use in Industrial zones. In determining the appropriateness of this use in the industrial zone, the Commission considers the following criteria: • The goals and objectives of the Plan of Development are met; • Adverse traffic impacts are not created; • Negative impacts on property values are not created; • The land is physically suited for the proposed use; • Adverse environmental impacts are not created; • There is a balance between neighborhood acceptance and community needs; • Present and proposed utilities, streets, drainage system, and other improvements have adequate capacity to accommodate the proposed use; • Historic factors are adequately protected; • The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. 4. The area where the used car display is proposed is in front of the existing facility on the southeastern portion of the lot with an additional five spaces on the western side of the access drive. The only improvements proposed include the restriping of the parking area, adding a landscaping strip along Sullivan Ave wrapping it along the property line and adding a building mounted sign. 5. The applicant is also proposing to conduct minor automobile repairs. Parking of these vehicles will be on the back side of the building during the day. Any cars left on the site overnight will be parked within the facility. 6. Parking requirement based on the size of the facility and the use require 16 spaces, with a total of 67 spaces for the use on the site. The applicant is showing 60 spaces and requesting a waiver of 7 spaces. 7. The applicant has indicated that the hours of operation will be M-F 9:00- 6:00 PM and Sat 10:00 —4:00 pm. 8. Existing impervious coverage is non-conforming at 90%, with 65% maximum impervious coverage allowed. With the addition of the landscaping strip the impervious coverage will be reduced to 89%. 9. The site is served by public water and sewer. WPCA approval is required for the change of use. If this application is approved, the Planning Dept has no requested approval modification. . 3 PERMITS/INSP PAYMENT RECPT#: 20477467 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 DATE: 03/14/11 TIME: 15:10 CLERK: mariadace DEPT: CUSTOMER#: 0 PARCEL: CHG: BOND_PL BOND FEE - PLAN 1000.0 AMOUNT PA-ID--- PAID BY: NEW COUNTRY AUTO PAYMENT METH: CHECK 6759215 REFERENCE: AMT TENDERED: 1000.00 AMT APPLIED: 1000.00 CHANGE: .00 BOND TRANSMITTAL DATE: APPLICANT NAME -Ld1 cvm yi -ADDRESS so PROJECT LOCATION/ADDRESS -,2h ( GLIvao, .
