PREPARED BY JOHN P.IANNI PROFESSIONAL SOIL SCIENTIST SEPTEMBER 2007 \ P.O.Box 337,Storrs,Connecticut 06268 • (860)742-5868 The inland wetland boundaries on the subject site were field delineated on May 21, 2007. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440, Section 22A-38. The plans prepared by Design Professionals,Inc. have been reviewed and the representation of the field delineated wetlands is substantially correct. For purposes of discussion the on-site wetlands are divided into five areas. WETLAND AREA#1 This wetland area is in the northeastern portion of the property and is delineated by wetland flags#97 to#110. This wetland is an isolated depression wetland containing soils of the poorly drained Scitico and very poorly drained Maybid Series. The vegetation in the wetland is characterized by herbaceous and shrub species that include: Broad-leaved Cat- tail,Jewelweed,Poison Sumac,Elderberry,Dogwood,Purple Loosestrife,Japanese Knotweed,Cardinal Flower, Skunk Cabbage and Red Maple trees along the perimeter. Standing water is common in this wetland for most of the year. An existing gravel driveway is north of the wetland and the area outside of the wetland is maintained as lawn. WETLAND AREA#2 Wetland flags#50 to#72 and#38 to#49 demarcate this wetland. The wetland is located in the north-central porti q ot the property end the wetland limits extend into the hay field located to the south of the obvious wetland. This area is the largest area of wetlands on the subject property. It is similar in characteristics to the previously described wetland. It is a maitlly herbaceous wetland with woody species just beginning to colonize the interior portion of the wetland. Individual tree species such as Red Maple,Shagbark Hickory and Pin Oak were noted along the edges of the wetlands. The interior of the wetland typically t on*ins open water punctuated by robust growth of Purple Loosestrife,Daisy Fleabane, BroA&Joved Cat-tail,Jewel Weed, and Cardinal Flower. Woody vegetation that is beginning to colonize the wetland includes species of Dogwood as well as Elderberry and Willow. This wetland was most likely altexed some years ago when agricultural activities dominated the aced. The most likely impwtwas dredging or other agricultural pond construction activities. The soils in this wetland area contain poorly drained soils of the Scitico 8efies and very poorly drained soils of the Maybid Series. These soils formed in silty and clayey glacial lake deposits. WETLMM#3 This wetland is located along the western limits of the site and is identified by flags #82 to#92. The wetland is an isolated depression that ponds water in the wet periods of the year. It is surrounded by wooded areas and the tree species along the perimeter include Red Maple,Pin Oak and Shagbark Hickory. The interior of the wetland is generally devoid of r vegetation except during dry years when growth of annual species can occur. This area contains poorly drained soils of the Scitico Series. WETLAND#4 This wetland is mainly wooded with Red.Maple as the dominant tree species. This wetland area continues off-site to the south and also connects to the final wetland located along Clark Street. Wetland flags#72 to#81 and#29 to#38 were used to identify this wetland. An old agricultural ditch was noted in the vicinity of flags#72 to#75 and#35 to #38. This ditch was probably dug to drain water from the wetland to the larger wetland identified as Wetland#2. The ditch is dry most of the year and only conveys water during the wettest parts of the year. Elimination of the ditch will have little impact on the hydrology of either wetland. As with the other wetlands, the soils are from the Scitico and Maybid Series. WETLAND#5 Wetland#5 is a wooded area located along Clark Street. Flags#1 through#28 were used in the identification of this wetland. The wetland is dominated by Red Maple along the periphery and small Red Maple trees were found growing on hummocks within the wetland. The interior of the wetland is generally devoid of vegetation with only a few species that include Royal Fern, Sensitive Fern,Skunk Cabbage,Arrowwood and Tussock Sedge. The wetland is part of a system that exepds off site to the south and also connects to the previously described Wgtland 414. In late June 2997 this-wetlaad qFa was intensively surveyed for the present/pf obligate vernal pool species. Although the survey was conducted late in the season one obligate species(Wood Frog)was found in portions of the wetland. The tadpoles were found congregating in a small pool of water in the north-central portion of the wetland. The water level was extremely low but the frogs were far along in growth and appeared ready to leave the pool: Based on the'limited study time it is my professional opinion that the wetland can support breeding of a small population of Wood Frogs. The upland areas on the property consist of lawn areas around the existing house and a stand of cultivated White Pines between the house and Wetland#5. The large upland area south of Wetland#2 is periodically mowed and contains annual weed species such as Golden Rod. The upland soils have been identified as belonging to the well drained Agawam Series. These soils developed in a sandy mantle over glacial lake deposits. The other dominant upland soil on the property is from the Brancroft Series which developed from silty and clayey glacial lake deposits. -MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: September 18, 2007 Re: App. #07-52P—Kelly Subdivision- Plans dated 08/22/07. The project is to create a four-lot residential subdivision on 9.7 acres. Projected disturbance within the Upland Review Area(URA)is estimated at 47,600 sgft. Direct wetland impact is estimated to be 250sgft. Site: The 9.7 acre site is located in the Podunk River watershed. The parcel is a mixture of mid successional hardwood forest, shallow marsh, and hay field. The site is level to gently sloping to the north. The proposed house sites would occur in the two hay fields and on an existing storage barn site. The wetlands on the site jut into the parcel from several places. Wetlands occur in the southern portion adjacent to Clark Street, they protrude into the lot from the northern property boundary, and two places along the southern property boundary. . A combination of surface runoff and groundwater feed the wetlands, with groundwater providing the main supply. The report submitted by Highland Soils LLC provides an accurate description of the wetland areas that occur on the site Two of the wetland areas pond water during the wet portions of the year. Both occur along the southern portion of the site. The one of special interest is the wetland adjacent to Clark Street. This wetland has been shown to be an ecologically functional vernal pool capable of successfully supporting obligate species metamorphosis, namely wood frogs. Impacts: Clearing and excavation within the URA is proposed to accommodate each of the dwellings and yards. Lot#2 was moved from an original proposed location to increase the distance from the adjacent wetland. The access drive is situated to accommodate all of the new lots without crossing the wetland in the front of the parcel. The soils on the site are listed primarily as Agawam 0 to 3% slopes, and Bancroft 0 to 3% slopes. These soils have erosion potentials listed as low to medium. However the soil profile description below 24"indicates a high silt and clay content. This would indicate that a high portion of the subsoil stock pile and any deep excavation or dewatering will produce runoff with high turbidity. Planned erosion controls are not adequate to contain expected sediment loads. The addition of a more restrictive perimeter measure such as haybales or wood chips along with the silt fence will act to further contain the fine portion of the soils. The wetland area#5 as described in the soils/wetland report contains an ecologically viable vernal pool, as demonstrated by the presence of emerging amphibian adults. This wetland would be contained within proposed lot#2. The existing plan would result in the house being constructed approximately sixty feet from the high water mark in the pool. The existing clearing brings the field to within ten feet of the high water mark in the pool. Measures to protect the integrity of the pool need to be demonstrated. Additionally an accommodation must be made to preserve a reasonable dispersal area for the adult amphibians. The amount of area that is considered reasonable is the topic of debate. Recommended figures range from 40 feet to 1500 feet on non-disturbance area adjacent to the pool. Wetland#3 shows indications of being seasonally ponded. The duration of ponding and the presence of obligate vernal pool species has not been determined. The only direct wetland disturbance proposed is to provide a crossing of an existing drainage ditch separating the northern portion of the site. The proposal of a 12"culvert in this area would not result in unreasonable warm to the adjoining wetlands. Temporary disturbances within the URA are proposed east of the vernal pool to install utilities. This action should be accomplished during the dry season. tOW N sz',< o Tov op Sow V&U&01t w 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 rOsox•co TELEPHONE (860) 644-2511 To: Design Professionals 165 Sullivan Avenue South Windsor, CT 06074 From: Jeffrey H.
