RE: Redland Brick, Inc.Clay Quarry
South Windsor,Connecticut
Dear Mr. Folger:
I delineated the wetland boundary at Redland Brick,Inc. Clay Quarry Phase 6 &7, on June 8 & 12,2007.
The wetland boundary was marked with pink flags, All of the wetlands, ponds and intermittent
watercourses, which were delineated, are man-made and were created as a result of previbus mining
operations,
The excavation plan for Phase 6 & 7 involves excavating some of the wetlands for the clay quarry
constructing a haul road, The excavation plan for Phase 6 & 7 involves the following wetland and
watercourse activity:
1. Excavate wetland area 2, 3 &4 for expanding the existing clay quarry.
2. Construct a haul road through the existing sediment pond and excavate the northern section
of the pond of the expansion of the clay quarry.
3. Regrade existing stream channel west of the pond.
4. Construct a 1.2 acre shallow and deep water marsh in the southern section of the pond and
upland area south of the pond.
The following is a description of the wetlands in the project area. The vegetation was inventoried on
January 6, 2008.
Wetland Area 3 and 4
These two wetland areas are surface drainage swales, which were created to divert and transport surface
water around the edge of the clay quarry. The surface drainage swales are laden with sediment and are
mostly devoid of vegetation. A few soft rush and small willow shrubs occur in the swales. The drainage
swales do not provide any wildlife habitat. The main wetland function they provide is surface water
transport and some sediment trapping. These two wetlands have a very low function and value for most
of the typical wetland functions,
Wetland Area 2
The wetland was created several years ago when the sand was excavated, The majority of the wetland is
vegetated by herbaceous plant species including Wool Sedge, Burreed,Canada Rush,Cattail, Phragmites,
Soft Rush, Goldenrod and Willow. The wetland ponds several inches of water during the wet season.

The surface water drains to a culvert at wetland flag#179,which discharges into the sediment pond. The
wetland may provide some habitat for amphibian species such as spring pe6pers and green frogs. The
wetland may also provide habitat for the Eastern Water Snake and Garter Snake. The wetland is
surrounded by spoil piles, out banks and barren sand as a result of the previous mining operation which
created the wetland. The wetland is a groundwater discharge area which was created when the mining of
sand extended below the seasonal high groundwater table. The wetland aids in trapping sediment due to
the thick herbaceous plant growth. The wetland has a low wildlife habitat value, If amphibians are
utilizing the wetland, the wetland value may be moderate.
Wetland Area 1
Wetland 1 is mainly a man-made open water pond. The pond was created for a sediment pond. Surface
water exits the pond via a man-made intermittent watercourse on the western side of the pond. The
intermittent watercourse, drainage ditch, has very steep banks and'the channel is laden with fine
sediment.
A wooded man-made wetland occurs on the eastern section, wetland flags 48 -- 95. The wetland is
dominated by sapling and shrub size woody plants. The dominant plant species include Red Maple,
Birch and Highbush Blueberry. The pond is surrounded by steep slopes. Phragmites occurs around
approximately 90 percent of the pond. Multiflora Rose and Autumn Olive is growing around the edge of
the pond. No emergent plants.were observed in the pond.at the time of the wetland delineation in June
2007: The main wetland function of the pond is sediment trapping and settling, which was the purpose
for its construction. The pond does have some flood storage capacity due to the constricted outlet. The
wildlife value to low to moderate. The low value is due to the-low plant diversity, absence of herbaceous'
plants on the edge of the pond and the abundant Phragmites growth.
Painted turtles were observed several times sunning on the logs in the pond. I do not know if the pond
supports a fishery. The pond has merky water, The visibility is often less than a foot. The pond
probably provides habitat for green frogs, bull frogs and water snakes. Waterfowl probably visit the
pond. The wildlife food value of the pond is low due to the abundance of Phragmites around the pond
edgewhich restricts the growth of native wetland plants.
Wetland Mitigation
The-permanent areas of wetland loss due to the expansion of the clay quarry and construction of the haul
road through the pond is 69,204 s.f.or 1.59 acres. The regroding of the stream is a temporary disturbance
which involves 6,880 s.f. or 0.158 acres. 7,575 s.f. of the wooded wetland in Area 1 will be converted'
into a marsh. 36,379 s.f. or 0.835 acres-of a shallow and deep water marsh will be constructed to mitigate
for the filling and excavation of the wetlands, The marsh will be constructed on the southern side of the
pond. 0.586 acres of the pond will remain on the south side of the haul road. Wildlife structure such as
stumps, logs and nesting islands will.be placed in the created marsh. Seven native herbaceous wetland
species will be planted in the marsh to provide food and cover for wildlife. All the seven plant species
-have a high wildlife value. See Sheet WM-1 for Wetland Construction Details.

The created marsh adjacent to the pond will provide habitat for a variety of wildlife species including
amphibians, waterfowl, herons, egrets, muskrats, hawks, snakes and aquatic invertebrates. The created
marsh will enhance the wildlife habitat on the Redland Brick property. The created marsh will have a
high function and value of wildlife habitat, pollutant renovation and sediment trapping, The flood
storage capacity in the marsh will be higher than the pond due to the herbaceous plants slowing the travel
of water. T believe the created marsh is appropriate mitigation for the filling in a portion of the sediment
pond and the excavation of the man-made wetlands which have a low value.
