DRAINAGE IMPROVEMENT
FOR THE
COMMUNITY CENTER PARKING LOT EXPANSION
MAY 16,2008
The number of parking spaces at the Nevers Park Community Center is insufficient for
many of the activities at the park and at the Community Center. Overflow parking often
occurs on the grassed areas within the park, which degrades the grass and soils. The
proposed project will expand the southern most existing parking lot by adding
approximately 70 parking spaces to the south and west, abutting My Friend's Place
playground and the embankment to the ball fields.
The existing drainage system receives the surface runoff from the parking lots at the
Community Center and pipes the water to the Plum Gully Brook next to the High School
practice field west of Nevers Road. The drainage system handles the existing flow, 20
cubic feet per second(cfs) for the 10 year storm, with no apparent problems. The water
from the Community Center flows south along the east side of Nevers Road through a 24
inch diameter pipe from the Community Center driveway to a sediment structure, then
across Nevers Road to a newer catch basin and an older catch basin. From the older catch
basin the water flows west, across the practice field, through a 15 inch diameter pipe to
the brook. The 24 inch pipe is adequate but the 15 inch pipe should not have the capacity
to handle the calculated existing flows, however,no problems have been observed.
The parking lot expansion will increase the existing flow by 3 cfs to 23 cfs for the 10 year
storm. Runoff from the parking lot expansion will enter the existing drainage system
through catch basins with sumps to collect sediment. The existing drainage system is
adequate for the increased flow except for the 15 inch diameter pipe through the practice
field. To accommodate the increased flow and to improve the quality of the entire flow
from the Community Center drainage system, all this water will be directed to Plum Gully
Brook through a water quality swale south of the practice field, parallel to Collins
Crossing. The grassed swale will have an 8 foot wide bottom and gentle, 5:1 side slopes.
Three stone check dams across the swale will provide detention and reduce the flow
velocity, providing for the removal of sediments and nutrients. A thick layer of topsoil,
amended with additional organic material, will enhance the growth of vegetation within
the Swale. The swale will end before the wetlands where the brook is already lined with
riprap by the inlet to the culvert under Collins Crossing. No wetlands will be disturbed to
construct this swale.
1
ti
With the use of the water quality swale, the project will have minimal impact on the
wetlands. There will be a small increase in the total flow volume but it will have a much
lower velocity and enhanced storm water quality treatment through a broad vegetated
swale with several check dam pools, rather than the existing direct discharge though a
higher velocity pipe.

Avery Street
South Windsor
May 2008
Existing Site Conditions
Avery Street, in the vicinity of the project area, is a two lane paved road with varying widths and
evident cracking. The project area stretches from Chandler Drive to Talcott Ridge. The adjacent
properties consist of residential homes with grass lawns and scattered trees. Currently,
conditions along the road promote gutter erosion and stormwater runoff into some adjacent
properties. This is mostly evident along the easterly shoulder from Chandler Drive to
Cornerstone Drive. The westerly edge from School Drive to Hitchcock Way and the easterly side
from Cornerstone Drive to the crosswalk for School Drive currently has curbing. From the top
of the hill (Chandler Drive) to the low point (approximately Sta. 20+00), only two catch basins
currently exist. According to Town employees only one is effective in capturing stormwater
runoff. Stormwater flows down the hill past Cornerstone drive and enters a catch basin on the
east side (by Sta. 11+50) that discharges into the Town open space which has a large wetlands
area. There is also a leak-off on the east side by Sta. 13+0 that carries stormwater into the same
Town open space, near the wetlands. This leak-off does not work well because it frequently gets
clogged with debris and is filled with snow and ice in the winter. The basins at the low point do
not work well because the road is flat for about 400 feet and this lack of slope creates ponding
and icy conditions. Stormwater flows off the road in this flat area where it can into the Town
open space, near other wetlands. The drainage system from this low point to the end of the
project limits works more effectively and seems to recently been installed in conjunction with
residential development.
Existing Wetland Environment
Currently, wetland environments exist on both sides of Avery Street. To the east of station
13+00, an extensive area of wetlands is present along a sinuous watercourse presently managed
by the Town as open space. At Sta. 17+50 the roadway is flanked by two wetland environments
where its' continuity seems to have been previously altered due to the construction of the
roadway. To the east (Sta. 17+50) a wetlands area exists which connects to the larger
aforementioned wetland area. To the west (Sta. 17+50), the wetlands consist of a small ponded
area bordered by cattails which drains into the existing drainage system and eventually to the
watercourse. This watercourse flows southeast, crossing under Avery Street from Sta. 24+50 to
23+75 and is bordered by wetlands.
Proposed Site Conditions
The proposed project consists of approximately 2100 feet of roadway work to improve roadway
conditions and drainage. The proposed roadway will be crowned at 3/8" per foot and a uniform
width of 14 feet will be maintained. Curbing will be installed along the entire project length in
order to promote stormwater runoff into the drainage system. Four foot sumps will be installed
at all proposed catch basin locations. High density polyethylene pipe (H.D.P.E.) has been
proposed where a minimum of 2 feet cover can be achieved. Class V reinforced concrete pipe
(R.C.P.) is proposed where a minimum of 2 feet cover can not be provided. Additionally,R.C.P.
is proposed at all outfall locations. For all drainage pipes a minimum of 1% slope was used,
except for drainage system 3, where elevations required a slope below minimum. In order to

improve drainage along Avery Street four drainage systems have been proposed and are briefly
described below:
• System 1 consists of seven catch basins along Avery Street from Station 4+50 to 11+50.
Note CB 6 (existing basin south of Cornerstone Drive)will remain. The proposed outfall
discharges to a sediment forebay, which serve as pretreatment structure. Stormwater is
then conveyed to Water Quality Swale via a riprap spillway(see Design Summary). A
level spreader is designed to dissipate any energy and evenly disperse water before
entering the wetlands.
• System 2 consists of five catch basins in the vicinity of the intersection of School Drive
and Avery Street. In order to collect roadway stormwater before the crosswalk, two catch
basins (CB11 &CB10) are proposed at Sta. 13+00 (14'R and 29.4'L). Catch basin CB 9
and CB 10 are designed to capture flow from School Drive prior to reaching Avery Street.
The proposed outfall will convey stormwater to a plunge pool designed to dissipate
energy and reduce erosive velocities prior to reaching the wetlands.
• System 3 consists of a single catch basin located at Sta.17+50, 14'L,which will convey
roadway runoff into the wetlands along the westerly side of the road. The invert of the
R.C.P Flared End will be set at Elv. 297.25,which is 0.25' below the water surface
elevation of 297.50(which is controlled by the outlet pipe invert to the north). Due to
low outfall velocities(3.27 ft/s), the water surface will be used as energy dissipation in
lieu of placing riprap into the wetlands.
• System 4 will consist of a paved leak-off located at Sta.17+50, 14'R, which will convey
roadway runoff into the wetlands along the easterly side of the road. The paved leak-off
will extend to 19'R and then transition into an 8 foot wide modified riprap swale. The
swale will then convey the stormwater into a plunge pool to dissipate the energy before
entering into the wetlands.
Table 1 -H draflow Analysis Summary 10 Year

System 1 Sta 4+50 to 11+50 3.57 5.11
System 2 Sta 12+69 to 15+00 4.70 5.11
System 3 Sta 17+50, 14'L 1.16 3.27
System 4 (Sta 17+50, 14'R) 1.00 1.36
Alternatives Analysis
Alternatives considered included not improving the road drainage system and using sheet flow
and leak-offs to convey stormwater from the road to the open space near the wetlands. Not
improving the drainage system is not acceptable to the Town because the existing poor drainage
system along this section of road causes water to pond in areas and erode the edges of the road
and adjacent properties. This creates a safety hazard in wet and freezing conditions and increases
road maintenance needs and cost. Sheet flow was not used because there are sidewalks along the
west side of the road near the low area. Only one Leak-off is proposed because stormwater needs

to be conveyed under sidewalks in two places and leak-offs do not work well as mentioned
above. The proposed stormwater improvements will not significantly change the stormwater
flows that are already going to the Town open space and wetlands areas.
Proposed Wetland Environment
The proposed wetland environment will remain relatively unchanged and only small impacts are
proposed to the wetland environment (See Amounts of Wetland Impacts). The Water Quality
Swale proposed for system 1 was designed in accordance with the DEP Stormwater Quality
Manual design criteria and provides higher pollutant removal than a traditional grass swale (See
Drainage Calculation Report for design criteria). Furthermore, native vegetation, which is
tolerant to salt and continued inundation, has been proposed to be planted for enhanced
biodiversity and wildlife habitat. Energy dissipaters have been designed at all proposed outfall
locations in order to slow velocities and minimize erosive effects. Also all proposed catch basins
will be installed with four foot sumps.
Amount of Wetland Impacts

In general the area of wetland impacts is quite small comprising of less than 0.5% of the entire
project area (Project Area 2.2 A.C.). Permanent and Temporary wetland impacts are a direct
result of drainage improvements along Avery Street. Existing grade will be held and turf will be
established in the disturbance area. Hopefully over time, wetland species will naturally takeover
and reestablish existing wetland limits. The Upland Review Area comprises of 35% of the total
area and all siltfence within this limit will be backed by staked hay bales. The intent of this
project is not to increase impervious area, but to improve drainage and roadway conditions along
this stretch of Avery Street.

5/Wr Wilbraham silt loam (Aquic Dystruchrepts)—This is a deep, poorly drained, reddish-colored, loamy
glacial till soil developed in a friable solum over dense, basal till(hardpan). The till was derived from sandstone,
shale and basalt. The hardpan is within 20 to 30 inches. Wilbraham soils occur on glaciated plains, hills and
ridges.
12/Rb Raypol silt loam (Aeric Endoaquepts)-This is a deep, poorly drained, friable, loamy textured soil
developed over sandy and gravelly outwash. Outwash soils occur in valleys, outwash plains and terraces.
109/Ff Fluvaguents-Udifluvents This soil map unit consists of well drained to very poorly drained, nearly level
soils that formed in recent alluvial deposits. The soils are occasionally to frequently flooded, which often results
in stream scouring, lateral erosion and shifting of soil from place to place. Soil characteristics, such as texture
and stoniness, are usually highly variable within short distances.
NON-WETLAND SOILS
53/We Wapping very fine sandy loam (Aquic Dystrudepts) - This is a deep, moderately well drained, soil
formed in a friable, silty textured, eolian (windblown) mantle overlying friable to firm, coarse-loamy textured
glacial till. The till was derived from schist, gneiss, sandstone and basalt. Wapping soils occur on glaciated
plains, hills and ridges.
66/Na Narragansett silt loam (Typic Dystrudepts)- This is a deep, well drained, friable soil formed in a silty

DEFINITIONS AND METHODOLOGY
DEFINITIONS OF STATE REGULATED WETLANDS & WATERCOURSES
INLAND WETLANDS AND WATERCOURSES: According to Section 22a-38 of the State of
Connecticut Inland Wetlands and Watercourses Act, Wetlands "means land, including submerged land,
not regulated pursuant to sections 22a-28 to 22a-35, which consists of any of the soil types designated as
poorly drained, very poorly drained, alluvial, and floodplain by the National Cooperative Soils Survey, as
may be amended from time to time, of the Natural Resources Conservation Service (MRCS) of the United
States Department of Agriculture." Watercourses "means rivers, streams, brooks, waterways, lakes,
ponds, marshes, swamps, bogs and all other bodies of water, natural or artificial, vernal or intermittent,
public or private. Intermittent watercourses shall be delineated by a defined permanent channel and bank
and the occurrence of two or more of the following characteristics: (A)Evidence of scour or deposits of
recent alluvium or detritus, (B)the presence of standing or flowing water for a duration longer than a
particular storm incident, and(C)the presence of hydrophytic vegetation."
TIDAL WETLANDS: According to Connecticut General Statutes, Sec. 22a-29(2)of the Tidal Wetlands
Act, Tidal Wetlands are defined as "those areas which border on or lie beneath tidal waters, such as, but
not limited to banks, bogs, salt marsh, swamps, meadows, flats, or other low lands subject to tidal action,
including those areas now or formerly connected to tidal waters, and whose surface is at or below an
elevation of one foot above local extreme high water; and upon which may grow or be capable of growing
some, but not necessarily all of the following:" (list of those plants common to tidal marshes, brackish
wetlands and other wetlands which are subject to tidal influence).
METHODOLOGY FOR IDENTIFICATION OF SOILS,WETLANDS & WATERCOURSES
1) SOILS IDENTIFICATION: Soils are investigated by digging test holes with a spade and auger. Test
holes are typically dug to depths of between 15 and 40 inches. Based on soil features, including
coloration patterns, texture and depths to restrictive layers, the soils are identified by soil series utilizing
the classification system of the National Cooperative Soil Survey. The soil map series correspond with
the State Soil Map Legend established by USDA,NRCS in the State of Connecticut Soil Survey. For
further information about soils refer to the NRCS website for.CT: www.ct.nres.usda.gov
2)INLAND WETLAND DELINEATION: Soil test holes and borings are made in selected areas in
order to determine the lateral extent of Inland Wetlands. The boundaries of all Inland Wetlands on each
project site are delineated with consecutively numbered survey tapes, unless instructed by the client to
only map wetland boundaries for planning purposes.
3)IDENTIFICATION OF WATERCOURSES: Watercourse locations are sketched onto maps. Often
ponds, streams and rivers are already shown on the survey map. If a watercourse is not shown on a
survey map, survey tapes are placed along the channel and labeled "Intermittent or Perennial
Watercourse."
4) TIDAL WETLANDS: Tidal Wetlands are identified based on a predominance of tidal wetland plants
and observation of physical markings or water laid deposits resulting from tidal action. Tidal Wetland
boundaries are established by locating the upland limits of the "Listed Plants" from the Tidal Wetlands
Act to the extent that these plants reflect inundation by tides.

Avery Street

' Existing Drainage Conditions
Avery Street, in the vicinity of the project area, is a two lane paved road with varying widths and
evident cracking. The project area stretches from Chandler Drive to Talcott Ridge for an
approximate distance of 2100 feet. The adjacent properties consist of residential homes with
grass lawns and scattered trees. Currently, the existing drainage system(s) in the vicinity of the
project area are few and according to Town personnel, do not convey roadway runoff effectively.
A single catch basin exists immediately south of the intersection with Cornerstone drive and is
responsible for collecting 800 feet of the northbound lane south to Chandler Drive. The
moderately steep grade and lack of curbing in this section of roadway facilitates conditions that
promote gutter erosion and roadway runoff onto adjacent properties. The second existing system
is located approximately 125' north of the intersection with Cornerstone drive, consisting of a
' single, catch basin along the easterly side of the road. According to Town personnel, the catch
basin is not adequate to collect the water that bypasses the uphill catch basin, due to the steep
slope and length of collection area. Opposite this catch basin, the westerly pavement transition is
' poorly graded, creating a hazardous icing condition during winter months. There are no drainage
structures for the 800 foot length of roadway leading to the low point 100 feet south of Hitchcock
Way. Even with the placement of these catch basins at the existing low point, ponding water and
icing issues are caused by minimal roadway slope and pitch. Noticeable sediment deposits were
observed at #970 Avery Street, which is a direct result of the higher profile of the gutter in the
' vicinity of the driveway.
Proposed Drainage Improvements
' The proposed project consists of approximately 2100 feet of roadway work to improve roadway
conditions and drainage.
' (R.C.P.) is proposed where a minimum of 2 feet cover can not be provided. Additionally, R.C.P.
is proposed at all outfall locations. For all drainage pipes a minimum of 1% slope was used,
except for drainage system 3, where elevations required a slope below minimum. In order to
improve drainage along Avery Street four drainage systems have been proposed and are briefly
described below:
' • System 1 consists of seven catch basins along Avery Street from Station 4+50 to 11+50.
Note CB 6 (existing basin south of Cornerstone Drive)will remain. The proposed outfall
discharges to a sediment forebay, which serve as pretreatment structure. Stormwater in
then conveyed to Water Quality Swale via a riprap spillway(see Design Summary). A
level spreader is designed to dissipate any energy and evenly disperse water before
' entering the wetlands.
• System 2 consists of five catch basins in the vicinity of the intersection of School Drive
2

' and Avery Street. In order to collect roadway stormwater before the crosswalk, two catch
basins (CB11 & CB 10) are proposed at Sta. 13+00 (14'R and 29.4'L). Catch basin CB 9
and CB 10 are designed to capture flow from School Drive prior to reaching Avery Street.
' The proposed outfall will convey stormwater to a plunge pool designed to dissipate
energy and reduce erosive velocities prior to reaching the wetlands.
• System 3 consists of a single catch basin located at Sta.17+50, 14'L,which will convey
' roadway runoff into the wetlands along the westerly side of the road. The invert of the
R.C.P Flared End will be set at Elv. 297.25,which is 0.25' below the detention pond
water surface elevation of 297.50 (which is controlled by the outlet pipe invert to the
north). Due to low outfall velocities (3.27 ft/s), the water surface will be used as energy
dissipation in lieu of placing riprap into the wetlands.
• System 4 will consist of a paved leak-off located at Sta.17+50, 14'R,which will convey
roadway runoff into the wetlands along the easterly side of the road. The paved leak-off
will extend to 19'R and then transition into an 8 foot wide modified riprap swale. The
swale will then convey the stormwater into a plunge pool to dissipate the energy before
entering into the wetlands.

Design Summary
' • Design Frequency—A design frequency of 10 years was used to analyze the proposed
drainage system.
• Drainage areas were delineated from the project survey, GIS topographical mapping and
from a field visit.
• Runoff coefficients were based on the recommended values from The Town of South
Windsor Public Improvement Specifications - Section 2.3.6.c
• Time of concentrations were based on the Seelye Chart per Town Regulations

' • Hartford County Rainfall intensity values were used as suggested by The Town of South
Windsor Public Improvement Specifications—Section 2.3.6.a.
e The storm drainage systems were designed using Hydraflow Storm Sewers 2005 by
Intelisolve.
• Pursuant to section 2.3.3 of the Town Specifications for Storm Drains and Minor Ditches,
the Water Quality Swale was designed for the 10 year storm.
• System 1 was analyzed for the 10 year storm to see if by-pass from CB4 would be a factor
' for CB6 (EX). The existing system was then analyzed for the 10 year storm to see if by-
pass would be an issue for CB8. By-pass for the 10 year storm was not considered to be a
factor.
• In accordance with design criteria of the Connecticut DEP Stormwater Quality Manual
the Water Quality Swale was designed with the following:
' 1. Convey the 10 year storm with a minimum of 6 inches of freeboard.
2. Pretreatment, consisting of a sediment forebay, should be provided to
accommodate 25%of the Water Quality Volume.
' 3. DEP design recommendations were maintained(Longitudinal slope between 1 &
2%, 3:1 side slopes,4 to 8 foot bottom width) .
' 4. Check Dams were installed for additional energy dissipation and increased
detention.
5. Outlet protection, in the form of a level spreader, was added at the swale
discharge point to prevent erosion.
6. Native Grass vegetation was selected, as recommended for enhanced biodiversity
by the DEP,that are salt tolerant, resistant to frequent inundation and drought.
