As part of a townwide road and drainage improvement program, the existing culvert at Graham Road is being replaced due mainly to the deterioration of the existing culvert and headwalls. Twin 48-inch reinforced concrete pipe culverts presently extend under Graham Road north of the intersection with Ayers Road. The culverts convey an unnamed brook which collects stormwater runoff from areas to the east and from Graham Road. The Natural Resources Conservation Service soil survey mapping does not identify any wetland soils within the project area. An unnamed perennial watercourse is conveyed through a defined channel and under Graham Road. Duringour field investigations, Milone&MacBroo Inc. g m, flagged the watercourse and its vegetated banks. The watercourse and wetland limits are represented on the site plans by wetland flag sequences W-1 through W-9 and W-101 through W-109. ATTACHMENT A GRAHAM ROAD CULVERT REPLACEMENT PROJECT I MAY 2008 PAGE 1 - MILONE&MACBROOM® s I - r. Upstream of the culverts, the watercourse has densely vegetated banks and a riprap/boulder lined channel. The vegetated banks consist of sensitive fern, grasses, and sedges. The banks are devoid of woody vegetation and are mowed periodically by abutting property owners. Downstream of the culverts, the watercourse is densely forested and has significantly eroding banks. Sediment deposition and anthropogenic debris (e.g., garbage) are present within the watercourse. The streambed consists of stones, gravel, and coarse sand. The overstory is dominated by mulberry, Norway maple, Eastern hemlock, and slippery elm. The understory consists primarily of invasive species including multiflora rose, poison ivy, oriental bittersweet, and European privet. The work will not commence prior to receipt of regulatory approvals. The work will be conducted during the low-flow summer months when traffic demands are reduced due to school summer vacation. Graham Road will be temporarily closed to traffic (expected to be 30 days), and the duration of the project is expected to be 60 days. A temporary bypass channel will convey the watercourse while the new culverts are installed. A minor amount of dewatering is 1 expected. The discharge location is indicated on the site plans. Erosion controls and temporary sediment basins will be installed in compliance with state and local guidelines. These details are included on the site plans and are described within the submitted Water Handling Plana Only clean fill and bank-run gravel will be used to install the culvert. The work area will then be repaved upon completion of the work. Much of the disturbance will be temporary in duration and will be repaired upon completion of the work. A memorandum dated December 3, 2007, which was previously submitted.and reviewed by the town, documented alternative treatments for replacement of the existing culvert. This report documents revised hydrologic and hydraulic computations supporting the design of twin 42-inch reinforced concrete pipes as the preferred culvert replacement. Existing and Proposed Conditions The existing culvert at Graham Road consists of twin 48-inch reinforced concrete pipes. The southernmost pipe is currently filled up with approximately six to seven inches and 10 to 12 inches of sediment on the upstream and downstream sides, respectively (see Figure 1). The drainage area of the watershed to the culvert was estimated to be 83.74 acres (0.13 square miles) (see Figure 2). The Rational Method was used to estimate the flows to the culvert. This method is especially applicable to urban areas and incorporates rainfall intensity, drainage area, and runoff coefficients based on land use, Intensity-Duration-Frequency (IDF) curves are used to in-put the rainfall intensity. Rainfall intensity is obtained based on the time of concentration for the watershed. Runoff coefficients of 0.9, 0.3, and 0.2 were used for impervious, grass, and forested landuse types, respectively. The Rational Method resulted in a flow of 64.0 cfs and 75.0 cfs during the 50- and 100-year storm events, respectively. Discharge computations are included in the Appendix. HY8, a culvert analysis program, was used to evaluate the hydraulics of the culvert crossing. 1 This program estimates the hydraulic parameters such as water surface elevation on the upstream t and downstream sides and the outlet velocities._The model input parameters consist of culvert +f data, roadway data, discharge data, and tailwater data. The slope of the existing pipes is 3.5% and 3.8% for the north and south pipes, respectively. The proposed conditions analysis consists of evaluating a twin 42-inch reinforced concrete pipe. The slope of the proposed crossing is set to 1.25% and 2.14% for the north and south pipes, respectively. The difference in the pipe slope is due to providing a low flow condition by lowering the northernmost pipe invert by six inches. The depth f flow p o ow and outlet velocities for the existing conditions and proposed alternatives during a 50-year storm event are as shown in Table 1. Results of the HY8 analyses are included in the Appendix. HY8 results also indicate no overtopping of Graham Road in the existing and proposed conditions during a 100-year storm event. t Table 1: Results of Existing and Proposed Conditions During a 50-Year Storm Event Crossing Type Upstream Depth Downstream Outlet Velocity (feet) Depth(feet) (feettsecond) Existing Twin 48"Reinforced Concrete Pipe 2.87 1.33 12.10 Proposed Twin 42"Reinforced Concrete Pipe 2.80 1.45 9.83 (North) Proposed Twin 42"Reinforced Concrete Pipe 2.30 1.09 10.70 ! (South) There is significant evidence of undermining of the existing culverts and downstream erosion due to the steep grades and outlet velocities. In general, outlet velocities greater than 6.0 feet/second require outlet protection measures to the channel and the banks on the downstream side of the culvert. Appropriate protection will be provided for the proposed crossing as required. The proposed alternative conveys a 50-year storm flow without flowing full and does not overtop during a 100-year storm. Some sedimentation can be expected to occur in the southernmost pipe of the proposed twin 42-inch pipes due to the channel bend on the upstream side entering the culvert. 2186-04-j3108-rpt.doc DRAINAGE REPORT GRAHAM ROAD CULVERT REPLACEMENT MILONE&MACBROOM® FEBRUARY 2008 PAGE 2 APPENDIX s MILONE&MACBROOM° Engineering, JOB k A 14A M An Ab C-u Z-,,IF Q T RE N 9E{i F' 'T Landscape Architecture and Environmental Science SHEET NO. 1 OF MILONE &MACBROOM® CALCULATED BY--K.A:TV NJ DATE C)( D k_t'j 99 Realty Drive i Cheshire,Connecticut 06410 CHECKED BY `V DATE ` ✓C j (203)271-1773 Fax(203)272-9733 SCALE __ •ca1. , = ;fie _ vt r .fe ,er pen v - Se.c,ra - __ .
