The bridge is referenced as ConnDOT Bridge No. 132-017 and was reportedly built in 1938. The existing bridge travel width is about 40', with reinforced cast in place concrete abutments and wingwalls. There are two utilities visible on the bridge, an 8" water main located on the upstream face of the bridge and a sewer main encased in 4'x4' section of concrete spans over the brook approximately 6 feet from downstream face of the bridge. Inspection by WMC Consulting Engineers in February 2005 revealed that the deck is in satisfactory condition, the superstructure(especially the steel beams) is in poor condition. In addition, the substructure is in satisfactory condition, but requires some repairs. The existing abutments are heavily reinforced and are supported on timber piles. EXISTING WETLAND ENVIRONMENT Currently, wetland environment exists on both sides of Main Street. Residential development and a horse farm surround the project area. The project area consist of steep mowed lawn embankments adjacent to thebrook and wetlands. State of Connecticut wetlands are present on both the eastern and western sides of the bridge where as the Federal wetlands are present only on the eastern side of the bridge. Wetland associated with the Stoughton Brook wetland and watercourse corridor are present at the base of the embankments. Mowed wet meadows are the dominant wetland community associated within the vicinity of the project site. The wetlands report in Appendix C provides a detailed description of the existing wetlands and environmental conditions at the site. PROPOSED SITE CONDITIONS The proposed bridge shall be very similar to the existing bridge. It will consist of a reinforced concrete deck composite'with galvanized steel beams. Traffic protection on the bridge will consist of full height reinforced concrete parapets with architectural treatments. There will be membrane waterproofing and 3" of bituminous concrete overlay on top of the new deck slab. Reinforced concrete approach walls with proper guiderail attachments will be added at all four corners of the bridge as well. Riprap will be provided within the existing stream channel, more specifically near the upstream side of the bridge, in order to armor and re-establish the center of the stream to match the center of the existing bridge opening and to protect the stream banks. In order to provide adequate drainage for the new bridge and roadway, two distinct drainage systems were designed. The proposed roadway within the project limits will be curbed and inlets will primarily intercept roadway runoff. The proposed catch basins will be provided with four foot sumps for water quality. The outfalls of the two proposed 11 Wengell, McDonnell & Costello Consulting Engineers Rehabilitation of Main Street Bridge over Stoughton Brook drainage systems discharge into the proposed riprap provided to armor the banks and wingwalls. WETLAND IMPACTS Approximately 3865 square feet of CT wetlands will be impacted. The impacts are due to armoring the existing channel banks near the bridge abutments and western wing walls with riprap to provide stability and prevent undercutting and shifting of the stream channel,in the vicinity of the bridge which could undermine the structural stability of the bridge. During construction, the contractor will be expected to maintain an effective sedimentation and erosion control plan to ensure protection of the stream environment within the project area. WETLAND IMPACT AREAS The area of permanent impacts will be graded and filled with 3' of riprap on a 6" base of compacted granular fill for an approximate fill volume of 197.1 c.y. The area of temporary impacts outside the channel limits will be graded to match the existing contours and then topsoil will be placed for turf establishment. The area of temporary impacts within the stream channel will be graded and lined with natural streambed material. The proposed project will replace the bridge superstructure but retain the abutments and wingwalls. Requirements of the sedimentation and erosion control plans are included in this permit application(See Sheet 10 of 13). WATER HANDLING PLAN During construction, Main Street will be closed to traffic. The project is to be completed in the following proposed stages: Stage IA 1. Install necessary erosion and sedimentation controls. 2. Remove entire existing bridge superstructure. 3. Install temporary 60" diameter bypass pipe and temporary cofferdams against south abutment as indicated. 4. Perform necessary regarding of the channel and the installation of riprap along the existing north abutment and adjacent to the existing northeast and northwest wingwalls. Stage IB 1. Maintain/install necessary erosion and sedimentation controls. 2. Relocate temporary 60" diameter bypass pipe against existing north abutment and reconfigure temporary cofferdams as indicated. 3. Perform necessary regarding of the channel and the installation of riprap along the existing south abutment and adjacent to the existing southeast and southwest wingwalls. 4. Remove temporary 60" diameter bypass pipe and temporary cofferdams. 13 Wengell, McDonnell & Costello Consulting Engineers a Rehabilitation of Main Street Bridge over Stoughton Brook See Water Handling Plan and Details(Sheets 12, 13 of 20) DISPOSAL OF EXCESS MATERIAL Other than reinforced concrete from the existing structure, no significant material removal is expected. However the Contractor shall submit, in writing, an excess material disposal plan to the Engineer and revise as requested for approval. No excess material shall be disposed of until the Engineer approves such plan. The disposal of excess material shall be in accordance with all applicable federal, state and municipal laws and requirements. Presictertl January 12, 2009 ATTN: Dennis Garceau - WMC Engineers 87 Holmes Road Newington, CT 06111 RE: Proposed Rehabilitation of Main Street Bridge over Stoughton Brook, South Windsor, CT SS&ES, Inc. Job No: 08/07-396-CT-SWI-2A Dear Mr. Garceau: In accordance with your request, Soil Science and Environmental Services, Inc. (SSES, Inc.) inspected the above-referenced project site on January 6, 2009. The weather was overcast with temperatures in the low to mid-30's.I There was an approximately 2 to 3 inch snow cover on the ground within the project area. The purposes of the inspection were to observe the existing conditions of the wetland and watercourse, including.flora and fauna, within the area of the bridge rehabilitation site, to:observe the Stoughton Brook drainage basin within the vicinity of the project site, to determine the potential impacts on the wetlands and watercourse that would be caused by the proposed bridge rehabilitation and to recommend measures to lessen the potential impacts to the flora and fauna:associated with the wetlands and watercourse' where possible. General Site Description The proposed bridge rehabilitation site is located along Main Street over Stoughton Brook in the western portion of South Windsor. Residential development and a horse farm surround the project area. Steep mowed lawn embankments adjacent to the brook and wetlands are associated with the bridge and Main Street project area. Wetlands_associated with the Stoughton Brook wetland and watercourse corridor are present at the base of the embankments. Mowed wet meadows are the dominant wetland community associated with Stoughton Brook within the vicinity of the project site. 545 Highland Avenue Route 10 Cheshire Connecticut 064I0 (203)272-7837 • Fax{263)2 2-6 " Main Street Bridge over Stoughton Brook, South Windsor, CT 3. =1-41 4 i .. Existing Main Street bridge over Stoughton Brook-looking upstream from west side(1/6/09). Wetland Description SSES, Inc. identified the CT and federal wetland boundaries within the bridge rehabilitation project area on November 7, 2005. Wetlands associated with the Stoughton Brook corridor extend east and west from the bridge.rehabilitation site. Mowed wet meadow communities dominate the wetland to the east and west of the bridge. The wetland located to the east of the bridge is located on a privately owned horse farm. The wetland located to the west of the bridge is located on privately owned residential property. Vegetation identification was inhibited due to the post-growing season (i.e. winter-time) inspection, snow cover and mowing. The dominant vegetation observed within the mowed wet meadow includes grasses, sedges, soft rush and common plantain. A catalpa tree is located within the wet meadow adjacent to Stoughton Brook on the west side of the bridge. A small area of unmowed wet meadow, shrub swamp and deciduous wooded swamp is present outside of the project area and along the northern edge of the western wet meadow community. Vegetation within this area includes silky dogwood, alder, multiflora rose, sensitive fern, purple loosestrife, cattails, tussock sedge and red maple. A small portion of the bank along Stoughton Brook became dislodged and settled within the middle of the Stoughton Brook channel west of the bridge. Silky dogwood, reed canary grass and soft rush were observed on this small piece of dislodged bank. SSES, Inc. 2 Main Street Bridge over Stoughton Brook, South Windsor, CT Watercourse Description Stoughton Brook, a perennial watercourse, flows westerly through the wet meadow wetland corridor, under the Main Street bridge and to the Connecticut River which is approximately 3;500 feet from the bridge. Stoughton Brook meanders through this fairly flat portion of South Windsor. The watercourse averages approximately 10 to 20 feet wide and was approximately 6 to 12 inches deep during the inspection. Sand is the dominant substrate component to this watercourse. Gravel was also observed to makeup some of the watercourse substrate. A few' scattered rocks were observed along the watercourse near the bridge. Some undercutting of the sandy banks was observed along the watercourse 2on both the east and west sides of the bridge. A short, riffle area was observed within the brook on the west side of the bridge. It is apparent that this watercourse floods periodically as evidenced by the debris washed-up against the fence within the wetland on the east side of the bridge. At the time of the inspection water flow was probably somewhat greater than the annual average. The water quality of Stoughton Brook is designated as Class B/A. This designation indicates that the water in the watercourse "may not be meeting water quality criteria or one or more designated uses. The goal is Class A." A drain pipe discharges water directly to Stoughton Brook on the west side of the bridge. Very little to no vegetation was observed within Stoughton Brook within the vicinity of the bridge rehabilitation project site. This is most likely due to the shifting nature of the sandy banks and substrate along the watercourse. The only vegetation observed within the watercourse channel was associated with pieces of the bank that had sloughed off into the watercourse. Currently there are no impoundments to finfish movement along the watercourse within the vicinity of the bridge: Wildlife Observation Mourning doves, cardinals, sparrows, blue jays and deer (tracks) were observed during the inspection. No finfish were observed within the watercourse during the inspection. Fish As part of the project, SSES, Inc. contacted the DEP Fisheries requesting information pertaining to finfish known to utilize Stoughton Brook. Due to.the close proximity of the bridge to the Connecticut River, our primary concern was for finfish that may migrate into Stoughton Brook from the Connecticut River especially during spawning, egg and fry development. According to Brian Murphy, Senior Fisheries Habitat Biologist in the CTDEP Inland Fisheries Division, the following fish have been documented in Stoughton Brook: American eel, blacknose dace, central mudmin'now, tessellated darter, redfin pickerel and pumpkinseed. The principal functions provided by the wetland system on the property include flood#low alteration, finfish habitat and wildlife habitat. Potential Wetland Impact According to the proposed plans prepared by WMC Consulting Engineers, titled "Rehabilitation` of Main Street Bridge Over Stoughton Brook," dated 10/28/08 (revised), there will be.direct wetland impacts associated with the proposed bridge rehabilitation project. Approximately 4,085 square.feet of CT wetlands will be impacted and. approximately 4,080 square feet of federal wetlands will be impacted. It is proposed to directly impact the wetlands in order to armor the -existing channel banks near the bridge abutments and wing-walls with ri;prap in order to provide stability and prevent undercutting and shifting of the stream channel in the vicinity of the bridge which could undermine the structural stability of the bridge. Mitigation / Recommendations After conducting the site inspection,.reviewing the plans and reviewing the Inland Fisheries Division publication that contains guidelines for bridge replacement projects (www.ct:_gov/dep/lib/der)/fishing/restoration/streamcrossingguidelines r)df), SSES, Inc. recommends the following. 1. Conduct all rehabilitation work during the<DEP recommended "seasonal construction 'window" which is between June 1 and September 30. The reasons for the construction window as described by the DEP Fisheries are as follows: it protects the spawning, egg incubation and fry development'periods, it does not interfere with the seasonal migratory periods of resident fish, it Limits construction activities such as dewatering, excavation and trenching to seasonal low flow and low rainfall periods, and sedimentation and erosion control measures are more effective due to the low flow and low rainfall period. 2. Properly install all erosion and sedimentation control measures prior to construction activities and properly maintain the measures during the duration of the construction activities. Erosion and sedimentation control measures should be removed once the project area has been stabilized following completion of the project: 3. Any disturbed habitat should be re-vegetated with non-invasive species following completion of the project. The re-establishment of the vegetation will provide continued habitat and will stabilize the soils within the adjacent streambanks; wetlands and uplands. - SSES, Inc. 5 Main Street.Bridge over Stoughton Brook, South Windsor, CT 4. Maintain the natural substrate of the watercourse in order to provide continued habitat. Also, maintain the hydrology, water flow and water quality in order to provide continued finfish habitat. Conclusion Based on the observed existing conditions at and in the immediate vicinity of the bridge rehabilitation project site, a review of the plans and a review of the CTDEP Fisheries published guidelines for bridge replacement projects, 'SSES Inc. is of the opinion that as long as the bridge rehabilitation work is done during the seasonal construction window and as long as erosion and sedimentation control measures are properly installed.and maintained, there will not be a significant impact on the finfish species that are known to utilize the Stoughton Brook watercourse: Respectfully submitted, SOIL SCIENCE AND ENVIRONMENTAL SERVICES, INC. (SS&ES) conducted`a site inspection on Dec eITlber 11, 2007 for the purpose of Inland Wetland and Federal Wetl and identification. Thomas W Pietras, SS&ES Professional Wetland and Soil Scientist, performed the investigation. The project area, located in ,the northwestern portion of South Windsor (Figure 1) , contains a mixture of ' rural residential and agricultural land uses . Stoughton Brook flows in a westerly direction below the bridge and outlets into the Connecticut River. Within the project area the brook and its ,floodplan are confined by steep slopes . These slopes rise 10 to 20 feet 'in elevation. Most' of the land alongside Main Street containing the residences is .nearly flat. DEFINITIONS OF INLAND WETALNDS AND FEDERAL; WETLANDS According to Section 22a-38 of the State of Connecticut Inland Wetlands and Watercourses Act, Wetlands "means land, including submerged land, not regulated pursuant to :sections ,22a-28 to 22a- 35, which consist of any of the soil types designated as poorly drained, very poorly drained, . alluvial, and floodplain by the National Cooperative Soils Survey, as may be amended from time to time, of the Natural Resources Conservation Service of the United States Department of Agriculture" Watercourses "means rivers, streams, brooks, waterways, lakes ponds, marshes, swamps, bogs and all other bodies of water, natural or artificial, vernal or intermittent, public or private" . Federal Wetlands are defined by the U. S. Army Corps of Engineers as : "Those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions . Wetlands generally include swamps, marshes, bogs, 545 Highland Avenue Route 10 • Cheshire• Connecticut 06410 (203)272-7837 Fax(203)272-6698 and similar areas Engineers (33CFRS328 . 3 (B) ) The 1987 , U. S. corps of Delineation Manual provides information and procedures for conducting Federal Wetland delineation. The methodology established by the Federal Government uses a' three parameter approach utilizing hydrologic indicators; hydrophytic vegetation and hydric soils for identifying Federal Wetlands . RESULTS OF DECEMBER 11, 2007 INVESTIGATION State of Connecticut Inland Wetlands are present in the floodplain as moderately well.-drained and poorly drained, silty alluvial soils . These soils were identified as the moderately well drained Winooski silt loam (106/Ws) 'and poorly drained Limerick and Lim soils (107/Lm) . A sketch map of the Inland Wetlands and soil types—is shown in Figure 2 . The limits ;of the Inland Wetlands were delineated with 'consecutivel numbered, or survey tapes . Federal Wetlands are present in the project area only on the eastern side of the bridge. They occur a a wet meadow on hydric floodplain soil (refer to Figure 3) . The meadow is a fenced pasture where horses are allowed to part of a in the wet meadow include cattail graze. Common plants sedges and fowl meadow grass . The limits of the Federal Wetlands were delineated with blue survey tapes. One data plot tran:sect' (data plots 12-W and 12-U) was established to document the vegetation, soils and hydrology along the Federal Wetland boundary. Information collected from the two data plots is included with this report. There are no Federal Wetlands on the west side' of the bridge within 100 feet of the road. The `floodplain of the brook on: the- west side of the bridge is mainly` composed of moderately well drained, non-hydric alluvial - soils . Vegetation growing in the floodplain to the west of the bridge is dominated by a mixture of non hydrophytic, field grasses .
