The 8.5 acre site will be developed at this time. The site is presently undeveloped. The site is part of a previously approved industrial subdivision, known as"Executive Court",consisting of 17 lots. Appendix A contains a site location map. Proposed Development: The proposed development of the site includes the construction of a main building to house G&S Scrap Metal,LLC,(a scrap metal recycling facility), which will include offices, staging areas and processing areas. Outdoor staging/sorting/ processing/storage areas, and associated access driveways and parking will also be constructed. The site presently drains in two principal directions. The south side of the site drains to the south into a swale located along the southern boundary of the property and flows westerly, entering an existing culvert and discharges into the larger wetlands area along the western boundary along Nutmeg Road North. The north and west sides of the site drain to the northwest into an existing intermittent watercourse. Both the southern swale and the watercourse discharge from the site via a 24"culvert under Nutmeg Road The storm drainage system proposed for the site is divided into two sections.Runoff from the outdoor staging/sorting/processing/storage area and paved areas to the north and east of the proposed building will be collected into a storm drainage system, piped through a water quality system consisting of a"Stormgate"and"Vortechs Model 2000 Stormwater Treatment System",and discharge into the existing watercourse located along the western edge of the site.Runoff from the building(roof leaders)and parking area located to the south of the building will drain via a piped stormwater system consisting of catch basins, equipped with trap hoods, and will discharge into the existing watercourse. Off-Site Analysis: The proposed development of this site was analyzed in the previously approved stormwater management plan for the"Executive Court"industrial subdivision. Peak Runoff Control: The proposed development of this site was analyzed in the previously approved stormwater management plan for the"Executive Court"industrial subdivision. Riparian Buffers: In order to protect the intermittent watercourse while also allowing for an economically feasible project,a riparian buffer of 50 feet will generally be provided along the northern intermittent watercourse. In some areas the buffer area was reduced to 30±feet to provide a truck turn around area and also within storage areas. Erosion/Sedimentation Control Systems:An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 1 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Installation of temporary sediment basins during construction. 5. Stabilizing disturbed areas as soon as practical during construction. 6. Limiting the areas of disturbance during construction. 7. Installation of construction entrance pad,and sweeping of roadways as needed. 8. Maintenance of the above measures. Stormwater Runoff Quality: The main water quality measures proposed are the "Vortechs Stormwater Treatment System"and trap hoods located within catch basin structures. Conveyance System:The on-site conveyance system consists of overland flow into the catch basins connected by HDPE piping. Discharge at the Natural Location:The site will continue to discharge to the wetlands located along the western boundary and offshe the 24"culvert at Nutmeg Road North. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Waxer System, and the"Vortechs Stormwater Treatment System". The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and/or debris. The riprap shall be re-shaped and replenished as required. Catch Basins: The catch basins shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1'. Pavement Sweeping: The parking lots shall be swept at a minimum of once per year, in the spring shortly after the end of the snow season. Vortechs Stormwater Treatment System: After installation of the Vortech structures and prior to stabilization of the site, the structure shall be inspected monthly and after significant rainfall events. The structures shall be cleaned as required. After final stabilization of the site, the Vortech structures shall be inspected quarterly, until the first cleaning is required,to determine a required cleaning cycle. Once a cleaning cycle is established, the structures shall be inspected a minimum of once/year. 2 All maintenance of the system shall be in compliance with the manufacturers specifications. Topographic Contour Maps: A topographic contour map has been provided showing the drainage areas for the site at a scale of 1"=40'. The map showing the existing and developed conditions is included in the rear of this report. Floodplain Boundaries: The site does not contain any floodplain boundaries. Drainage Design: The drainage design of the site has been completed utilizing generally accepted design methods. The runoff from the site under existing conditions was determined as part of the stormwater management plan developed for the previously approved"Executive Court"industrial sub-division. The plan for the proposed developed lots of"Executive Court"was as conservative as possible with the developed impervious coverage maximized at 65%for all lots. Under developed conditions lot# 17 proposes only 54%impervious coverage. The runoff under developed conditions was determined utilizing the rational method for a 10 year storm. The drainage piping on site was designed using the rational formula. The results for the developed discharge / storm sewer calculations are included in Appendix C. On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the site are included in Appendix C. The storm sewer has been designed for a 10- year design storm utilizing the rational formula. Water Quality Volume Calculations: The water quality volume calculations for the site are included in Appendix B. Conclusions: The on-site stormwater system and the Vortechs Stormwater Treatment System, together with the previously approved improvements to the "Executive Court Sub-division" will mitigate any potential water quality and quantity impacts from the development of the site. 3 APPENDIX A RgAq .g cq S SITE AD 4SNBERRy ROAD BAKER LANEfh o q EMFgd a LEI SA a m PO DESIGN PROFESSIONALS, INC. The plans have been revised to address comments by yourself and Jeff Doolittle. Our responses to the like numbered comments are as follows: Your comments dated 02/08/08 • 1. The proposed limits of clearing have been added to the plans. 2. The limits of the concrete steel yard have been scaled back to provide a vegetated buffer along the existing wetlands in this area. 3. The proposed fence has been adjusted to coincide with the proposed limits of clearing along the wetlands. Your comments dated 02/13/08 : • 1. The plans have been revised to encompass two surface basins for water quality on the site in addition to utilizing the existing drainage swale along the south side of the site for • water quality. Storm water calculations supporting the required water quality volume design are included with this letter. Jeff Doolittle's comments dated 02/15/08 1. The subdivision's phase I improvements that are required on the subject site have been added to the plans._-These include-grading for the-drainage-Swale,-and a 4' stone dust walking path. In addition, notes have been added regarding the need to the subdivision's - developer-to complete-these improvements priorto or as-part of-the-proposed-site • development. 2-.---Th-e--p1ans have men revised.to encompass two surface basins for water quality on the site in addition to utilizing the existing drainage swale along the south side of the site for water quality. Storm water calculations supporting the required water quality volume design are included_With this letter. 3. See attached revised water quality volume calculations for the two proposed basins. 4. We have noted on the plans, the need to uncover and inspect the 24"culvert on site. In regards to the Nutmeg Road culvert, the need for inspection and possible replacement of this culvert should not be the responsibility of the individual lot developer. This culvert collects runoff from an extensive area, and if there was a concern with the condition of : i this culvert, then it should have been addressed at the subdivision stage. To put the burden of inspection and possible replacement of this culvert on the developer of lot 17 is unfair. • 5. Appropriate measures have been integrated into the design plans for the treatment of the • storm water runoff from the site. 6. We understand that WPCA approval will be required, and the appropriate application will be submitted once P&Z has acted on the project. 7. We will work to address any additional engineering comments as they become available. If you have any questions, please feel free to call. Sincerely, Galen Semprebon,P.E. MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: February 27, 2008 Re: Appl. 08-07P Review of the proposed G&S Scrap Metal site plan. Revised plans dated 02/26/08 The project is to create an industrial building, storage area, and parking lot on 8.5 acres, and a second building lot of 1.5 acres. Proposed wetland disturbance is estimated to be 70 sgft and disturbance within the URA is estimated at 83,095 sqft. Site: The site is located in the Bancroft Brook watershed. The site is comprised 10 acres. Currently the site is an early to mid successional field on the western portion and a mature hardwood forest on the eastern portion of the site. The site was cleared in the late 80s as part of work associated with an earlier subdivision was approval. The site is flat with very little change in elevation. Minor grading and clearing were done in the 1980's as well as eliminating a drainage ditch that was present at the time. Wetlands: The wetlands on the site would be characterized as an intermittent watercourse, shallow marsh and a forested wetland. Wetland flagging shown on the plan appears to be accurate. The forested area in the eastern portion is a mix of various hardwood species including swamp white oak,red maple, and black gum. The understory is moderate with sweet pepperbush and blueberry present. The wetland portion occurs in the center of the stand with a forested buffer of between 80 to 150 feet present to the west. The forested area adjacent to the wetland provides considerable shade to the wetland which prevents desiccation of the wetland due to evaporation. The soils are homogeneous medium grain sands with very little moisture holding capacity. The hydrology has been altered in the general area that has resulted in a reduction of the groundwater table in a number of areas within the site and on adjacent parcels. Despite this alteration the forested wetland within the woodlot remains viable, with wetland indicator species present. Main functions of this wetland are groundwater recharge and wildlife habitat. A man-made drainage ditch that was built in the late 1980's has developed into a watercourse that conveys groundwater from the site. This watercourse empties into a shallow marsh that was also man-made. The marsh persists for most of the growing season. This wetland conveys water from the site, across Nutmeg Road and continues to the west. Main functions of these wetlands are groundwater exfiltration(ditch), stormwater conveyance, flood storage, nutrient and sediment attenuation, and wildlife habitat. Stormwater: No detention is proposed. Stormwater quality is proposed using two biofilters, a wet basin on the northern portion of the site and a 400 foot grassed swale on the southern portion of the site. The wet basin discharges into a swirl chamber to trap floatables that escape the basin. The northern drainage reaches the basin via sheet flow across the parking lot into the basin. Traphoods are proposed in all catchbasins. Impacts: The soils listed on the site report are Windsor(WvA) 0 to 3% slopes and Ninagret(NnA) 0 to 3% slopes. These soils have an erosion potential listed as low. Perimeter controls appear to be adequate to contain sediments from construction activities. The proposed limit of clearing west of the wooded wetland on the eastern portion of the site is designed to preserve the shade value of trees adjacent to the wetland. The horizontal separating distance is the estimated vertical height of trees (50 feet)which will continue to provide shade and minimize evaporation within the wetland during summer months. The level of the bottom of the stormwater basin approaches the elevation of the adjacent watercourse, so water levels should be adequate to maintain wetland vegetation. The structure and the adjacent structure should provide adequate water quality renovation. Stream side vegetation should remain to provide shading to the watercourse. o.N N BE,q y n F Town O-P Soath ?V O C , U 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 SOR•co TELEPHONE (860) 644-2511 Date: February 13, 2008 To: Design Professionals 425 Sullivan Avenue South Windsor, CT 06074 From: Jeffrey H. I have reviewed the site plans for the proposed Jay's site plan with the following additional comments 1. In reviewing the elevation of the outlet structure in the basin and the elevation of the basin bottom, it appears that the bottom of the basin is one foot higher than the outlet pipe that goes under Nutmeg Road. How does this situation provide for residence time for water quality renovation? cc. I have reviewed the site plans for the proposed Jay's site plan with the following initial comments 1. Please show the limit of clearing. 2. Portions of the Phase I concrete steel yard encroach into the upland review area to within 15 feet of the wetland boundary. The proposed Phase II storage yard significantly encroaches into the upland review area to within 20 feet of the wetland at several points and within 5 feet from the wetland boundary at one point. This area is mature hardwood forest which provides high quality wildlife habitat and shade to the wetland. The proposed activity would require the removal of one third of the total area that is currently mature forest on the site. The western portion of the forest up to the wetland would be entirely removed. This would significantly increase the evaporation rate within the wetland. Since the soils present are comprised of uniform medium sands with very little moisture holding capacity, this activity would cause the wetland to prematurely dry out in the spring. A significant portion of the mature hardwood forest within the upland review area should remain to prevent loss of soil moisture to the wetland and maintain forested wildlife habitat. 3. A fence is proposed to be constructed that would bisect the wetland. This would act as a significant impediment to wildlife using the wetland area. Please reposition the fence along the limit of clearing. cc. Town Engineer Town Planner IWA/CC SO*N 8 _ 1540 SULLIVAN AVENUE• SOUTH WINDSOR, CT 06074 TELEPHONE(860) 644-2511 March 6,2008 David A.
