Legal Owner's Name:Same as above Address: Same as above Phone: Same as above C. The applicant is also the owner D. Geographical location of the property: The property is located at the Terminus of an unimproved section of Newberry Road that extends westward from Main Street in South Windsor(Depicted in Figure 1) Street Address: L238 Main Street Assessor Map No. ` 58 Parcel: 1 Zone: FP ho://www.prophecyone.us/fieldcard.php?property id=1597884 The platform will be constructed at a location adjacent to the roads terminus (Figure 2). The coordinates of the proposed platform are as follows: 410 49' 53.36"N and 720 37' 27.25"W The location of the proposed platform is depicted in Figure 3. E. Purpose and Description of All Proposed Regulated Activity Purpose The purpose of this application for a minor activity is to authorize the construction in- place of a wildlife viewing platform at the above referenced parcel. This parcel of land is often referred to as the Hartford Audubon Society's Station 43 Sanctuary (The name Station 43 was derived from the number of the former trolley stop at Main and Newberry in South Windsor). This platform will afford members of the Hartford Audubon Society with a place from which to either sit or stand while viewing avifauna and other wildlife across the adjacent wetland that makes up a majority of the parcel. Description of All Proposed Regulated Activity In order to construct this platform, the HAS will hire a building contractor to construct the platform on site. The platform will be constructed according to plans and specifications provided in the attached plan sheet entitled "Hartford Audubon Society Station 43 Viewing Platform Structural Plans, Sections and Details" Prepared by the Maguire Group, Inc. 9/22/06. The platform will occupy approximately 287 sq. ft. of upland review area. The area of the platform will not be filled but will overlie the ground below within the upland review area that is applicable to the edge of the wetland system on the property. The wetland edge is approximately coincident with the toe of slope at the wetland edge. Fill within the upland review area is limited to four 12"diameter cast in place concrete piers. Project Schedule and Sequence Construction of the platform is anticipated to start in late summer, after the breeding season of sensitive species of conservation concern have completed nesting and seasonal use of the site (Refer to Figure 4). Construction is anticipated to take 3-5 weeks and progress in stages. The first stage is to install the concrete piers by excavating the pier holes to the project depth specified on the plan. Once excavated, Sonist tube forms will be set in place and the concrete poured into the forms. The concrete will be allowed to set before construction can resume. Once the concrete is cured, the observation deck floor will be constructed. Following construction of the floor, the sides of the platform will be constructed and erected. The final stage of the construction will be the construction of the staircase. Removal of some vegetation from the vicinity of the wetland edge is requested in order to increase the viewing opportunities from the platform. This can be done by selectively topping/pruning the existing woody vegetation to create and expand viewing corridors through the vegetated wetland edge. By lopping and pruning the existing woody vegetation, the hydric soils will not be disturbed and the banks will remain vegetated. Lopped and pruned branches can be neatly stacked on site to create brush piles for wildlife cover or removed from site if the commission so desires. Characteristic Vegetation of the Wetland edge Since the platform will not be constructed within the wetland, wetland vegetation will not be cleared from the site. Disturbance to the wetland community would be limited to selective pruning of existing woody vegetation if the commission so allows this activity as requested by HAS in the paragraph above. The majority of the vegetation that we request to prune or top include primarily patches of dogwood (Cornus sp.) and alder (Alnus rugosa) in the shrub layer and willow (Salix sp.) and American Elm (Ulmus americana) in the tree layer. Trees can be left in place but"elevated"by pruning some of the bottom branches that may be impeding views of the marsh, or cut at strategic viewing points. An herbaceous vegetation layer is interspersed within the woody vegetation dominated by of one or more of the following species: Tussock Sedge (Carex stricta), Cattail (Typha latifolia), Willow-herb (Epilobium sp.), jewelweed (Impatiens capensis) and various gramminoids. Additional information about the Hartford Audubon Society's Station 43 sanctuary and the sensitive avifauna of conservation concern it protects can be found here: http://ct.audubon.orWlBA Station43MS.htm1 Alternatives Considered Options for alternative locations of the platform are limited due to the limited amount of upland soils actually occurring on our property. Any other location would require constructing all or portions of the platform within the wetland, acquiring conservation easements from adjacent property owners for use of their land, acquiring zoning variances or a combination thereof. All other alternative locations would have similar or greater potential temporary impact to the site's natural resources and sensitive environmental receptors. ^ n t) P A •, 1: Ic„' e aae•Ky r ' .A'+fr J A Y+s', r ,J r ,,"y; ;! y ',►r..-•ha { I dam, `' •,t " r GovBfnory hK'r r. 5:, .•''I' 4rE+'excrr r:.
