Parking for 25 to accommodate a single field may be okay, but he is claiming only to use one of two fields for the first year or two. What happens after that? 2. Gravel parking surface is not accessible with or without a designated space with signage. 3. Netting behind the goals is a great idea! And, he is correct in identifying a similar issue at the high school practice fields along Ayers Road. -----Original Message----- From; Lipe, Michele Sent: Wednesday, April 21, 2010 8:59 AM To: Favreau, Raymond; Duchesne, Christopher; Gantick, Michael; Folger, Jeffrey Cc: Banach, Marcia Subject: FW: Memo re soccer fields Hi Folks, Here are some of the latest comments from Tom Simmons, the applicant proposing the soccer fields at West Road and Sullivan Ave. This public hearing for this application will be Tuesday, April 27th. After talking with multiple people about seeding and grass. We have decided we are going to alternate the two fields. One in the fall and then use the other in the spring, this will give the grass almost a full year to grow. So we would only utilize one field a year for the next year or two. Handicap. We will have a handicap sign and parking spot, the gravel parking will be equal and adjacent to the fields. I don't see a problem with a wheelchair getting to the edge of the field. The fence. We are going to put in two large 14 foot polls on each corner of the goal and run a net to catch all stray shots on goal. Uconn has the same set up and this prevents any shots from going in the crowd. normally the balls that are going out to the end of the field are miss shots on goal. We never had a ball go into the road on our old field with this set up. I would recommend this for the South Windsor High school field. I watched numerous balls going into traffic during a varsity game. Very dangerous and big liability I understand. We will take every precaution and if we have to run a bigger netting we will. Thank you All 4/23/2010 Hi Tom, I know that you have submitted information in the past regarding how you anticipate the fields will be used and have responded to comments/questions staff had, but what I need from you know is a detailed description of the project to be handed out to the PZC and the general public who are looking for information on your proposal. The narrative should include things like: anticipated usage, hours of operation, and days of the week, bathroom facilities, garbage provisions, and any other improvements you are proposing to make to the site. Please send that informationalong to our office at your earliest convenience. Appl 10-18P, Simmons Soccer Field T & C Permit PH 4/27/10 1. Request for a two-year temporary and conditional permit to allow the creation of two soccer fields and associated parking on property located at the southwesterly intersection of Sullivan Ave and West Road, GC zone. The field closest to Sullivan Ave is approximately 80 feet from the property line. 2. The wording of the T & C permit regulation is that, "Temporary and conditional permits may be granted by the Commission for a period not to exceed 2 years. Such approval may be given after a public hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially served, and the appropriate use of neighboring property will not be substantially or permanently injured, and traffic and other hazards will not result from such use." 3. The applicant is seeking a T & C because outdoor recreation is not a permitted use in the GC zone, and the soccer use is intended to be a temporary use until such time as the owner proceeds with development plans. 4. This site has historically been farmed. There are regulated wetlands on the westerly portion of the site which limits what can be done without a wetlands permit. The improvements proposed by the applicant are to rake flat the farm rows and seed the fields. No drainage improvements are proposed and grading will be minimal. The applicant has indicated that he understands this will limit playing time when the fields are too wet to be used. 5. The applicant has noted that for the first year, he intends to alternate the fields to allow the grass to get established. 6. The applicant's narrative notes that the fields would typically be used Monday— Friday 5:50 PM - 7:30 PM, with games on Saturday and Sunday. He anticipates that at most there would be three games per day, approximately 90 minutes each. The plan needs to show the poles and nets to be used to prevent missed goal shots from going into either road. I do not think a 4 foot high chain link fence is enough. The written description is not clear. 2. This site is flat and has poor drainage. I think these fields and surrounding grass _areas will have will have puddles without proper grading and drainage improvements. However, I understand the applicant wants to use this site without making any drainage improvements. Only the grading that will be done on site should be shown on the plans. Remove any lines and arrows for grading swales that will not be done. 3. The plan should show the driveway to the parking area moved so it lines up with the driveway across the street, a bigger turn around area at the closed end, and additional (grass)overflow parking areas that can be used if needed. 4. The plan correctly notes that West Road is being reconstructed. The road will be raised about 6 inches in front of the proposed parking area and will be curbed with 6" BCLC. The parking area should be raised slightly so it is not a low area. If the driveway were moved about 100 feet to the south(or to the south end of the parking lot) it would be near the new high point in the road, could be out of the new curbed area and would not receive much road runoff. Plans for the reconstruction of West Road are available in the Engineering Department. 5. Include a detail for the proposed gravel parking area. This should have at least 8 inches of compact gravel or processed aggregate base or 4 inches of each. I will talk to Kenneth Pudeler, our architect, about making the parking area larger. I will ask for the pick-up or drop- off area to hold at least 25 to 30 cars. Your second concern was the fence. I spoke with someone that owned a driving range, and he gave me information on an individual that would put in two telephone poles off the very end corners of our soccer field. He would connect a cable from each pole and drape some black netting across them. The poles are estimated to be 30 to 40 feet tall, and this would prevent any balls from entering Sullivan Avenue. The third concern was bathroom facilities and refuse. We will put in a row of ten arborvitae and we will situate the portable toilet and a standalone garbage can behind these bushes. Note that we will try to show all of these adjustments on the new plans. We are trying to stay away from any sort of draining. We want to rake the field out and put in grass seed. When the fields are wet,we will stay off of them until they are dry enough to play on.Please understand that we are spending a small fortune on these fields, and we will not allow the kids to play on them when they are wet. I do understand from talking to the architect that we would like to slope the dirt a couple inches as we are raking out the field to try to establish some sort of crown. I did speak with Jeff Folger and I told him that we are trying to stay away from any sort of significant grading. Please understand that we are looking for something we can rake out, seed, and play on. We would like to have two fields on the site. The field to the left looking on to the property from West Road would only be used in the fall as a practice field. The main field would only be used for games. If you have any additional questions, please contact me. I will contact the architect and have all of these issues applied to the next set of plans. Please note:We could have Ken move the main field back more so there wouldn't be a problem with the center field being too close to the road or needing more fencing than necessary. We can make the training field to the left smaller. A minimum of twenty-two players are'on each regulation field during a game (more for practice), not to mention potential spectators. • What is the handicap accessibility? (gravel parking lot, path to the fields, etc?) • The 4 foot high fence along Sullivan Ave. and West Road should provide enough of a barrier to prevent most stray soccer balls from entering either street. I believe there is about 60 feet at it closest point between the goal line of field #1 (southern most field) and West Road, and about 80 feet at it closest point between the goal line of field #2 (north)and Sullivan Ave. • Distance between the two fields appears adequate.
