West Road section is a two lane paved local road, approximately 22 ft wide, with an Average Annual Daily Traffic Count (AADT) of 450 vehicles per day, and contains a sharp horizontal curve which is substandard for the current measured travel speeds. The adjacent properties consist of residential homes with grass lawns and scattered trees to the west and forested Town land located along the eastern limits. Existing Wetland Environment Wetland soils were identified and flagged on the property to the east, along the length of the project limits, by the Town of South Windsor Environmental Planner/Conservation Officer in April 2008. These areas consists of both open meadow and forested areas. Proposed Site Conditions The proposed project consists of realigning approximately 800 feet of roadway to improve the roadway geometry and adequately convey drainage to the eastern wetlands. The proposed roadway will consist of a 26 foot wide crowned roadway promoting stormwater to sheet flow off the paved surface to the adjacent wooded areas or proposed grass lined swales. Two roadway cross culverts are required to adequately convey stormwater from the western watershed to the adjacent wetlands to the east. In addition, two 12" R.C.Pipe driveway culverts are proposed as a result of the vertical alignment adjustments. A summary of the proposed culverts discharging to the wetlands are briefly described below: • System 11+30+/-Consists of a 15" R.C.Pipe which will convey stormwater to the adjacent wetlands to the east. An energy dissipater, in the form of a rip rap plunge pool, will be installed and the stormwater will be allowed to flow into the wetlands via grass lined swale at graded at a 1% slope. • System 14+50 Consists of a 15" R.C.Pipe which will convey stormwater to the adjacent wetlands to the east. An energy dissipater, in the form of a rip rap plunge pool, will be installed and the stormwater will be allowed to flow into the wetlands via existing grassy meadow. Toxicity of road salt to Nova Scotia amphibians. Collins SJ,Russell RW. Department of Biology,Saint Mary's University,923 Robie Street,Halifax,NS,Canada B3H 3C3. The deposition of chemical pollutants into roadside wetlands from runoff is a current environmental concern. In northern latitudes,a major pollutant in runoff water is salt(NaCI),used as de-icing agents. In this study,26 roadside ponds were surveyed for amphibian species richness and chloride concentration.Acute toxicity tests(LC(50))were performed on five locally common amphibian species using a range of environmentally significant NaCl concentrations.Field surveys indicated that spotted salamanders(Ambystoma maculatum)and wood frogs(Rana sylvatica)did not occupy high chloride ponds. American toads(Bufo americanus)showed no pond preference based on chloride concentration.Acute toxicity tests showed spotted salamanders and wood frogs were most sensitive to chloride, and American toads were the least.Spring peepers (Pseudacris crucifer)and green frogs(Rana clamitans)showed intermediate sensitivities. We concluded that chloride concentrations in ponds due to application of de-icing salts, influenced community structure by excluding salt intolerant species. OF 2 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H.Folger—Environmental Planner/Conservation Officer Date: February 24, 2010 Re: Appl. #10-09W-Review of the proposed West Road Reconstruction, Plans dated 1/29/10. The project is to reconstruct a construct approximately 900 feet of West Road. The purpose is to reduce the curvature of the road in this section. The activity includes removing a portion of the forested area along the inside of the curve and grading this area to accommodate a paved road surface, and installing associated drainage structures. The proposed plan will result in 0.6 ac. of disturbance within the Upland Review Area(URA). A staging area is proposed to be placed within the wood line that will remain as a small parking lot for visitors to the Donnelly preserve. Site: The site is located in the on the watershed divide of the Podunk and Burnham Brook watersheds. The site is a mix of hardwood forest to the north and open field to the south. Several small wetland areas have been delineated adjacent to the work area where disturbance is proposed. These wetland areas have been labeled wetland#1 through 3. Wetland#1 (northern end)—This wetland is a forested wetland type that is part of the larger wetland complex to the east that connects to the Podunk River flood plain. Dominant vegetation in this area is Red Maple in the overstory, with spicebush and summersweet in the dense shrub midstory. Skunk cabbage, and tussock sedge dominates the groundcover during the growing season. The topography is basically flat with depressions typical of the area. A portion of the wetland area includes a man-made ditch that historically was used to direct road drainage to the east. Major functions of this wetland are flood storage, wildlife habitat, stormwater attenuation, groundwater exfiltration, and nutrient and pollutant uptake. Ecological integrity would be considered moderate due to the amount of development in the general area. This value increases as you head east into the undisturbed`portion of the property. Wetland#2(middle)—This wetland is a forested wetland type, the sub-type being a depressional wetland/vernal pool. This vernal pool would be considered ecologically functional in that the standing water persists far enough into the late spring/early summer to allow developing amphibians to complete their metamorphosis into adults.
