Site plan comments: a. ROW quit claim will be required. Documented rights for use of ROW must be submitted. b. Details of the material bins should be provided. 2. Narrative Comments a. What are the hours of operation for the two businesses? Will the storage units be accessible 24/7? b. Will the vehicles stored on site be gone every day during the hours of the business? There appears to be conflict with outdoor overnight storage (and possible storage during the day) and access to the rear storage units on 12 unit building/access to storage bins in the rear. 3. Landscaping plan: a. Additional screening should be provided along the easterly property line to ensure screening of the bins (a cross section illustrating how the four foot high arborvitaes will screen the rear bins and outdoor storage of vehicles would be helpful). ADRC Comments • the landscaping screening on the easterly side of the site should be extended up to the proposed fence to screen the landscape bins along the rear property line • details of the landscape bins to be used must be provided • hours of operation should be reviewed as it relates to the lighting on the site 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail michelerlipe(Msouthwindsor.org MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey Doolittle, P.E.,Town Engineer Date: 06/24/09 RE: App 09-24P South Windsor Stone & Landscaping Engineering has reviewed the plan for South Windsor Stone and Landscaping at 287 Strong Road and I have the following comments. 1. Please provide a quit-claim deed for ROW for Strong Road for 25 feet south from the center of the existing ROW along the entire frontage of both properties. This additional ROW is needed for any improvements to Strong 'Road and is based on the minimum ROW width needed for roadways. 2. The driveway needs to have a paved apron of at least 20 foot length. 3. The encroachment of the driveway to the CUP property to the south should be removed from this property or be formalized with an easement. A better defined, reasonable radius (such as 25 feet)for the western side of this driveway needs to be established to better define the driveway limits and reduce the encroachment area. 4. How will the islands and borders of the driveway and parking areas be formed? Will bituminous curb be used? Please label this on the plans. 5. This plan seems to make for awkward traffic flow around the site. There are two different uses intermixed on this site which does not help the traffic flow. I suggest these two uses be separated and/or reduced on site to simplify the traffic flow. 6. Will the parking spaces be striped? If not, how will they be marked? 7. The grading of the main parking area to the east of the building is confusing. It appears to make water run north on the east side and south on the west side. This will be difficult to build and will probably result in puddles in this area.. This grading needs to be simplified and clarified. 8. Have any soils test pits been dug on site to check the suitability of the soils for infiltration the groundwater elevation? Infiltration is mentioned in the Stormwater Management Plan but there are no provisions made to help stormwater infiltrate into the ground. Infiltration devices should be considered. 9. Water will pond in a grass swale at 0.5%. I suggest this swale be sloped at 1% if the intention is to have it drain quicker between storms. 10.What will happen to the existing 6" CMP from the site to the CB in front? 1 11.Stormwater will back-up into the swale during storms from the 2 to the 100 year intervals. More than half the swale will be inundated during the 25-200 yr storms. 12.The elevation of the west side of the swale and north side of the detention basin appears to be 74.0 which is 0.1 ft above the 100 year storm elevation. These sides need to be raised to provide at least 1 foot of freeboard for the 100 year storm all around the detention basin and swale. 13.The Stormwater Management Plan shows an increase in the peak runoff from this site during the 2 and 10 year storms. These calculations and the detention basin design need to be modified so there is no increase in peak runoff for any storm from this site. 14.The outlet from the detention basin leads onto abutting property without any clear flow channel or rights to drain shown. Additional information as to existing drainage channels, topography and rights to drain need to be provided to complete the evaluation of the stormwater system design. . 15.There needs to be an outlet structure from the detention basin with details and elevations. 16.Provide a flared end and rip rap plunge pool at the end of the DB outlet pipe. 17.There needs to be a rip rap emergency overlow spillway near the detention basin outlet. 18.Provide a gravel access road to the detention basin outlet. 19.Provide an operations and maintenance plan for the grass swale and detention basin/water quality basin on the plans. These should be mowed at least twice a year and inspected after major storms or at least twice a year. 20.Details of the detention basin berm are needed. 21.the Water and Sanitary Sewer Construction Sequence notes on Sheet 5 do not seem necessary. If left, these need to refer to South Windsor(see note 6). A note that sewer construction must comply with the Town of South Windsor Public Improvement Specifications should be included. 22.This plan needs to be submitted to the WPCA for review and approval. Please let me know if there are any questions. 2 J 0 OWN Sf Town 0-ps-outh vtu 9 ,t 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 R•co TELEPHONE (860) 644-2511 CERTIFIED MAIL 7002 1300 0001 4578 5270 June 3, 2009 Design Professionals Karen Isherwood 425 Sullivan Avenue South Windsor CT 06074 Dear Ms. Isherwood Re: Appi. # 09-24P—South Windsor Stone &Landscaping, LLC Please be advised that the Public Hearing of the Planning & Zoning Commission in the above referenced matter has been scheduled for Tuesday, June 23, 2009, at 7:30 in the Council Chambers of the South Windsor flown Hall, 1540 Sullivan Avenue. Applic. 09-24P Dear Marcia We are enclosing 8 sets of revised plans for the above referenced site. Please note that the primary building has been revised to increase the length of the warehouse by 16',and also has 2 garage doors located along the southern wall.Reference to Phase 2 building expansion has been eliminated. The plans have also been revised to address comments by Jeff Doolittle, and Michele Lipe. Our responses to the like numbered comments are as follows: Michele Lipe's,comments dated 6/23/09: Site Comments: a. We have relocated the proposed building such that should the town seek a"taking,in the future,to widen Strong Road,no zoning variance would be required. b. The material bins will be concrete blocks commonly referred to as"mafia blocks".These same bins have been constructed similarly on other sites in town including jays Landscaping and Birch Mountain Earth Works.Typical dimensions for the blocks are 2'x2'xl0'.The maximum height of the bins will be 6'to the rear and 4' in front. e Narrative Comments: a. The hours of operation are as follows:Monday through Friday,7:00 am to 5:30 pm. And Saturdays,7:00 am to 2:00 pm. b. Vehicles will not be stored on-site during hours of operation. Landscaping Plan: a. Additional screening has been provided along the easterly property line as requested. We expect to illustrate screening at the public hearing. • Jeff Doolittle's comments dated 6/24/09: 1. We have relocated the proposed building such that should the town seek a"taking"in the future,to widen Strong Road,no zoning variance would be required. 2. We have specified a 20'paved apron as requested. 3. We are currently pursuing an agreement with CL&P. 4. Concrete curbing will not be used.We intend to provide a landscape island within the gravel lot,and protect the landscaping with concrete wheel stops to prevent damage from vehicles. : Jeff Doolittle's comments dated 6/24/09: : 5. As previously discussed, the site expects very little traffic to be generated by the self- storage units.Typical traffic on site will be limited to those shopping at the landscape supply building, which has a lot for patrons,as well as those vehicles entering the gravel lots for pickup of landscape material from the bins. 6. Parking will not be striped. Spaces will be delineated by using concrete wheel stops. 7. As discussed,I did review the plan in order to modify some elevations along the eastern edge of the gravel parking lot.Limited changes have been provided. : 8. No soils testing has been performed on the site.We expect sandy soils as found nearby. Infiltration will most likely occur within the bottom of the vegetated water quality swale, however,as usual,I do not include these calculations within our drainage study in order : to be more conservative. 9. Our design for the water quality Swale follows best management practices. Our intent is not to have it drain quicker,it is to increase travel time within the vegetated swale, thereby increasing the effectiveness of water quality treatment. 10. As discussed, plans now note that the existing 6"pipe will be plugged within the catch basin structure. : 11. Our design calls for a 100 year storm elevation of 74.15,which will have ponding water within the entire swale along the western boundary, for a limited time, until it drains out of the basin,and/or infiltrates into the ground, weather permitting. 12. The basin outlet design has been modified at your request. The new 100 year storm elevation is 74.15.An 8'wide berm has been designed to provide the required 1' of freeboard in areas of fill.Where the basin or swale have been constructed in excavation, the higher elevation is not required. Therefore,we have noted on the plans to maintain the existing elevation along the western boundary. 13. All post-development peak discharges for storm events 2-100 have been reduced to meet or reduce existing peak discharge for the site. : 14. The discharge from our water quality basis in located on our property. It has been directed to a low area on-site which currently receives runoff from the entire property. As : discussed,I have provided additional spot elevation both on and off site which indicate the low area, which is a part of a swale that extends along the southerly property line, and continues westerly toward the rail road. When this swale fills over 72.6,it spills over to the existing catch basin structure located adjacent to Strong Road. 15. A detention basin outlet structure has been provided as requested.Details for the structure have also been provided on Sheet 5. 16. A level spreader has been specified at the water quality basin discharge point.A detail for : the level spreader has been provided on Sheet 5. 17. An emergency overflow spillway has been provided as requested.A detail for the spillway has been provided on sheet 5. : 18. A gravel access drive has been included as requested.A detail for the access drive has been provided on sheet 5. 19. An operations and maintenance schedule has been added to Sheet 5 which includes maintenance of the vegetated swale as requested. 20. A detail for the detention basin berm has been provided on sheet 5. 21. The notes have been removed from the plan. They were included in error.A note(#21) : has been added under"Site Construction Notes"which indicate that sewer construction must comply with the Town of South Windsor Public Improvement Specifications. 22. We understand that WPCA review/approval is required. 0 a a W a w a tr °o ••evve'•vveevevveveeeeeeveeeveeveeeeeeeveveeeeoeeveveeeoeveveeeeeeeeeeeeeveveeevveveeeeeveeeeeeeeeeeeeeveeeeeeeeeeeeeeveeveeeeveee s t i TRAFFIC STATEMENT SOUTH WINDSOR STONE&LANDSCAPING,LLC 287 STRONG ROAD SOUTH WINDSOR,CONNECTICUT South Windsor Stone&Landscaping,LLC, is proposing to construct a facility at 287 Strong Road. The site is 1.65 ac. located on the southerly side of Strong Road, easterly of the adjacent Connecticut Southern Railroad. The parcel contains few remains from previous buildings.Historically, the site had contained a number of greenhouse buildings and storage buildings, where Patria Greenhouse once operated. The proposed development of the site consists of the construction of three buildings: a 2,982 S.F.Landscape Material/Garden Center building, and two self-storage buildings (25'x50' and 50'x60').In addition, the site will provide a gravel parking area,a paved handicap parking space, and gravel storage areas. The site proposes access to Strong Road via two driveways. The main entrance drive provides direct access from the lot to Strong Road. The second driveway is proposed to access onto a Right Of Way owned by the adjacent property owner(N/F Connecticut Light and Power)which extends northerly, intersecting with Strong Road.Plans depict that this right of way access encroaches on the applicants parcel. The secondary driveway will not be constructed until a"Right of Access"has been-ranted by the adjacent property owner. The site will be used for a number of purposes including a garden center/nursery business providing wholesale and retail sales of a variety of landscape material,self-storage buildings available for lease, and a yard for display and storage of landscape material. The site will have in general, two separate uses;the operation of the nursery/garden/landscape material center business, and the lease of self-storage units. Trip generation for the 17 self-storage units is expected to be negligible as these units are typically operated by patrons who come to deliver, and allow items to remain in storage for some time. These units may experience infrequent visits to add or claim items on a monthly basis. Using the Nursery(Garden Center)generation rates per employee and assuming that only 2-3 employees would be on-site for sales and general business operation, the office and on-site sales would generate the following: Landscape Material Business Trips Weekday A.M.Peak Hour P.M.Peak Hour Generation rate 22.173 0.750 2.387 Vehicle Trips 67 2 7 PERMITS/INSP PAYMENT RECPT#: 20375325 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 DATE: 09/18/09 TIME: 12:08 CLERK: michelerl DEPT: CUSTOMER##: 0 PARCEL: CHG: BONDPL BOND FEE - PLAN 5000.00 AMOUNT PAID: 5000.00 PAID BY: SILVESTRI ARTHUR V & PAYMENT METH: CHECK 1038149 REFERENCE: A AMT TENDERED: 5000.00 AMT APPLIED: 5000.00 CHANGE: .00 PERMITS/INSP PAYMENT RECPT#: 20375324 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 DATE: 09/18/09 TIME: 12:07 CLERK: michelerl DEPT: CUSTOMER#: 0 PARCEL: CHG: BONDPL BOND FEE - PLAN 3000.00 AMOUNT PAID: 3000.00 PAID BY: SILVESTRI ARTHUR V & PAYMENT METH: CHECK 1038210 REFERENCE: A AMT TENDERED: 3000.00 AMT APPLIED: 3000.00 CHANGE: .00 Rpr 20 2009 8:26AM HP LASERJET FAX New g • Buildings April 20,2009 Art Silvestri 724 Strang Rd South Windsor,CT 06074 Daw Art Silvestri, We sincerely appreciate the opportunity to provide you with a Uni-]Frame 1 Commercial Lester Building Quotation. Mr. Silvestri has requested a permanent travel easement(ingress/egress)over the CUP access strip to serve his landscape materials supply and storage business. It is our understanding this access would be secondary in nature, inasmuch as his primary access will be accessed via a new driveway on Strong Road. In exchange for the easement, Mr. Silvestri proposes to convey to CUP a permanent travel easement over his property to accommodate the vehicles presently accessing the CUP facility (shown on their maps as an area of encroachment). Although completion of any transaction with the company is subject to appropriate reviews, negotiated contracts and applicable approvals, I wish to inform the commission that we in the process of reviewing Mr.Silvestri's proposal, and are hopeful that a mutually successful resolution can be reached In the best interest of both parties. There are some non-conforming residential uses in the area, including the house to the west of the site, and residences on the north and south sides of Strong Road. Three new one-story buildings are proposed, initially totaling 6,560 square feet of floor area, and in the future 8,240 square feet. The first is a 2,310 sq.ft.landscape center building with wrap around porch to house offices,a retail showroom,a conference room, and a warehouse area for storage and processing of landscape materials. A contemplated second phase addition to the rear of this building would add another 40' x 42' area, or another 1,680 sq.ft. With dark green sloping roofs, tan exterior walls, cupolas, window and door treatments, and a wrap-around porch, this primary building will be aesthetically appealing. The second is a 3,000 sq.ft.building with twelve self-storage units. The third is a 1,250 sq.ft. self-storage building with five units_ The self storage buildings will have similar color schemes, sloping roofs, and cupolas as with the primary building. SW Stone and Landscaping also proposes a 12 car parking lot including one paved handicap space, an outdoor display/sales area for such items as flowers, nursery stock, landscape materials,as well as Christmas trees and other seasonal items. To the rear of the parcel will be 18 bins in a yard for the storage and sale of landscape materials,e.g.,topsoil, crushed brick, aggregate, stone and pavers.A dumpster pad and water quality basin are proposed in the southwest comer(right rear)of the site.After-hours commercial vehicle parking will be to the rear. The property's outbuilding will be razed. Access will be from a driveway entrance on Strong Road, which has acceptable sight lines. If permission is granted by NU,a secondary means of ingress and egress will be Jul 14 09 09:35a p.4 over the existing NU driveway. The NU driveway, which was previously deeded over by the Patria family, encroaches on the subject parcel. This facility will not generate significant vehicle trips. Please see our traffic statement for further traffic-related information. Landscape elements include a free-standing 5'x 8'masonry sign at the entrance, with seasonal and perennial plantings, and two masonry columns on either side of the entrance drive.A 30 sq. ft.building-mounted sign will be centered on the front fagade.Principal landscape areas are to the east side of the primary building, within the center island, the area of the large 60"maple, in the water quality basin, and along the easterly boundary. Selected plant materials include pear trees, arborvitae, yews, rhododendron, holly, daylilies, stonecrop, ornamental grasses, and a variety of plantings for the water quality basin. If the self storage buildings are not built initially, solid fencing will be installed to screen the yard from the street. All three buildings will function as yard screening. Lighting includes lanterns and Quasar luminaries. All are designed to ensure adequate site illumination, without projecting off-site. Our stormwater systern includes a 250 feet long water quality swale which discharges into a water quality basin. The basin has been designed to accommodate runoff from storm events and reduce peak discharge rates. The engineered design will mitigate any potential stormwater impacts from the proposed development. Please refer to the stormwater management plan for further information, including erosion and sedimentation control measures. The site does not contain any federal flood plain nor regulated inland wetlands(see communication from Highland Soils regarding their field investigation). We have reviewed the commission's special exception review criteria,as enumerated in Section 8.4,and we believe the proposed landscape materials sales&storage facility,as described herein,in the documents/plans provided, and in our testimony at the forthcoming public hearing, is consistent with the goals and objectives of those 14 criteria. 9. i \ E D Narrative Statement."m WJL - - South Windsor Stone&Landscape Supply,LLC RECEIVED 287 Strong Road South Windsor, Connecticut 242009 DPI Proj.No. 2646 June, 2009 MMU WoEff Rev.:7-24-09 South Windsor Stone&Landscape Supply,LLC has applied to the Planning&Zoning Commission for a new industrial facility in the Industrial Zone at 287 Strong Road. The proposal is to establish a landscape materials sales&storage business pursuant to a special exception application(Article 4,Table 4.1.1A),and also to establish a self-storage warehouse facility pursuant to a site plan application. The former use is proposed pursuant to regulations adopted on January 13 of this year. The latter use is permitted by right. The level, 1.65 acre site is bordered on the west by the railroad line(across Route 5 from Nassau's Furniture) and by a recently renovated residence at 275 Strong Road(occupied by family members),on the north by Strong Road,on the east by the access drive serving a Connecticut Light and Power facility, and on the south by CL&P.The property owners,Arthur and Cindy Silvestri, purchased this property in June,2008.It is the site previously occupied by the Patria Greenhouses (Bruno Patria). The entire surrounding area is zoned Industrial. There are some non-conforming residential uses in the area, including the house to the west of the site, and residences on the north and south sides of Strong Road. Three new one-story buildings are proposed, initially totaling 7,232 square feet of floor area. The first is a 2,982 sq. ft.landscape center building with wrap around porch to house offices,a small retail showroom,a conference room, and a warehouse area for storage and processing of landscape materials. With dark green sloping roofs, tan exterior walls, cupolas, window and door treatments, and a wrap-around porch, this primary building will be aesthetically appealing. The second is a 3,000 sq.ft.building with twelve self-storage units. The third is a 1,250 sq.ft. self-storage building with five units. The self storage buildings will have similar color schemes, sloping roofs, and cupolas as with the primary building. SW Stone and Landscape Supply also proposes a 12 car parking lot including one paved handicap space,an outdoor display/sales area for such items as flowers, nursery stock, landscape materials,as well as Christmas trees and other seasonal items.Regulations limit the area allowed for both interior and/or exterior retail sales to a maximum of 20%of the building gross floor area and exterior display, storage and yard areas. Therefore, the landscape center building will be limited to 596 sf for retail purposes, and the exterior yard will be limited to 6,542 sf for retail purposes. To the rear of the parcel will be 18 bins in a yard for the storage and sale of landscape materials,e.g., topsoil, crushed brick, aggregate, stone and pavers.A dumpster pad and water quality basin is proposed in the southwest corner(right rear) of the site.After-hours commercial vehicle parking will be to the rear. The property's outbuilding will be razed. 4 Access will be from a driveway entrance on Strong Road, which has acceptable sight lines. If permission is granted by CL&P,a secondary means of ingress and egress will be over the existing CL&P driveway. The CL&P driveway, which was previously deeded over by the Patria family, encroaches on the subject parcel. The applicant has been in communication with CL&P,which has been receptive to the notion of exchanging travel easements, but the proposal is presently working its way through CL&P's inter- departmental review process (see CL&P letter). This facility will not generate significant vehicle trips. Please see our traffic statement for further traffic-related information. This property is northerly of a CUP facility which is accessed by a narrow 20 feet wide fee owned strip sliver of land to the east of his site. This property is northerly of a CUP facility which is accessed by a narrow 20 feet wide fee owned strip silver of land to the east of his site. Mr. Silvestri has requested a permanent travel easement(ingresstegress)over the CUP access strip to serve his landscape materials supply and storage business. In exchange for the easement, Mr. Silvestri proposes to convey t.o,CL&P a=permanent travel easement over'his property to accommodate the vehicles presently accessing the CUP facility (shown on their maps as an area of encroachment). Although completion of any transaction with the company is subject to appropriate reviews, negotiated contracts and applicable approvals, I wish to inform the commission that we in the process of reviewing Mr. Silvestri's proposal, and are hopeful that a mutually successful resolution can be reached in the best interest of both parties. Existing Conditions: The site is presently consists of mostly poor quality grass with many exposed soil areas.Historically, the site was utilized for Patria Greenhouses and contained several greenhouse buildings and storage buildings. The land generally slopes south-westerly and drains into an existing ditch located along the southern property line which flows northerly within the adjacent parcel and enters the piped storm system within Strong Road. Proposed Development: The proposed development of the site consists of the construction of a 3,654 S.F. Landscape Materials Center building, and two self storage buildings(1250 sf&3,000 sf)with associated parking, and gravel storage areas. Water quality measures are proposed for the site consisting of a 280 ft.water quality swale which discharges into a surface water quality basin,to collect runoff from the improved areas. The basins will provide settling areas for sediment, and the swale will allow for infiltration of runoff as the soils allow. Off-Site Analysis: The site presently drain to the existing drainage channel, and will continue to do so under developed conditions. Peak Runoff Control: The water quality basin has been designed to accommodate runoff from all storm events and reduce peak discharge rates. Nonstructural Drainage Systems: The site will make use of a number of nonstructural measures to help control the storm-water on the site, and enhance the ability for infiltration of runoff into the soil. The water quality basin will provide a permanent pool to allow for settling and infiltration. The Swale has been integrated into the design where appropriate to control runoff. Erosion/Sedimentation Control Systems:An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Use of the waxer quality basin as sediment basin during construction. 4. Seeding and mulching disturbed areas as soon as practical during construction. 5. Limiting the areas of disturbance during construction. 6. Installation of construction entrance pad. 7. Maintenance of the above measures. Stormwater Runoff Quality:A number of water quality measures have been integrated into the site design to provide for treatment of the stormwater runoff from the site. The water quality basin will treat runoff from the site via a permanent pool. The basin has been designed as a"Pocket Pond"utilizing the Connecticut Stormwater Quality Manual, 2004,which requires a permanent pool which retains 50%minimum of the required water quality volume. The remaining 50%(maximum)will be treated by extended detention within the basin. Conveyance System: The on-site conveyance system proposes sheet flow runoff directed into either the swale or directly into the water quality basin. The basin will discharge into the existing drainage channel located on site. Discharge at the Natural Location:The site presently drains to the south to an existing drainage channel which extends off-site. Under developed conditions, the site will continue to discharge to this location. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water Quality Basin System. The following maintenance schedule is intended to be a minimum guide, and additional inspections_and maintenance measures may be required following large storm_ events that could cause the deposition of excess debris in the system. Basin Outlet: The water quality basin outlet should be inspected twice annually, and all debris and silt should be removed The discharge point from the outlet system should be inspected also, and all silt and debris should be removed. The riprap at the discharge should be re-arranged and additional stone added as needed. All silt and debris should be disposed of at a suitable location. Water Quality Basins: The water quality basins should be inspected annually. All woody growth that could inhibit proper flow within the basins should be removed Excess debris that has been deposited within the basins should be removed Any erosion noted within the basin should be stabilized. Topographic Contour Map: Topographic contour maps have been provided showing the drainage area for the site. The map showing developed conditions are included in the rear of this report. Floodplain Boundaries: The site is not located within the floodplain. Drainage Design: Runoff from the developed site will drain to the water quality basin. The gravel storage yards are assumed to be impervious(100%runoff from impervious areas).A summary of existing/post development peak rates of discharge are as follows: 2-yr 10-yr 25yr 50yr 100yr Ex. Peak Runoff 1.01 2.40 3.24 4.00 4.79 Past-Dev.Peak Runoff(basin disch.) 0.97 2.34 2.80 3.25 3.62 Conclusions: The on-site stormwater system with the associated water quality basin will mitigate any potential storm-water quality and quantity impacts from the proposed development.
