The proposed East Addition is shown over an existing grease separator and the sanitary sewer lateral. How will access to this grease separator be maintained? Consider relocating this grease separator outside of the proposed building expansion. 2. Add a second "Do No Enter" sign at the east side of the proposed exit driveway onto Rye Street. 3. Relocate approximately 6 potential future expansion parking spaces that are shown over the proposed stormwater drainage swale on Sheet 3. 4. Add a small rip rap energy dissipater at the end of the roof leader to the south of the proposed addition and in the proposed detention basin where the grass swale enters. 5. Remove Note 20 on Sheet 4 as this is not necessary. 6. Include Notes for the Operations and Maintenance of the stormwater system for the entire site on these plans and in the Stormwater Management Plan. These notes need to include control of vegetation, sediement, erosion, mosquitoes and any litter and debris in the stormwater swales, basins, inlets and outlets. 7. On the Detail for Pavement, include a Heavy Duty label in layer 3, processed aggregate. 8. In the Stormwater Management Plan, include a stormwater analysis of the existing pavement and grass/tree area to the west from the Sullivan Avenue Driveway through to the Rye Street Driveway. If this area is not contributing to the stormwater flow off site include a statement with supporting documentation to this effect. 9. A permit is needed from the ConnDOT to connect to the CB in Sullivan Ave. 10.A Street Excavation Permit from the Town is needed for the new driveways on Rye Street. Please let me know if there are any questions. 1 Traffic Impact Analysis Nu Way Tobacco 200 Sullivan Avenue South Windsor, Connecticut RECE 11/Ep NOV 09 Prepared by Design Professionals,Inc. 425 Sullivan Avenue South Windsor,CT 06074 DPI Project No. 09 2829 *: o * November 9,2009 N NAL Table of Contents: Page# Introduction 1 Study Area 1 Existing Roadway Network 1 Proposed Site Drive 1 Site Line Analysis 2 Appendices Site Location Map A Speed Study(Connecticut Counts, L.L.C.) B Introduction: The following traffic study has been prepared as part of the Planning and Zoning Application for site plan approval of the 200 Sullivan Avenue L.L.C. site development. The site is located on the northeast corner of the intersection of Sullivan Avenue and Rye Street. The site-consists of a parcel of land containing 7.29 ac. The proposed development is to consist of the construction of a 12,300 sf addition on the west side of the building, and a 4,245f sf addition on the east side of the building to expand the existing manufacturing facility. Appendix A contains a site location map for the study site. Study Area: The extent of the study area is based on the projected impact of the proposed development on the surrounding roadway network. The proposed additions will allow for a shipping dock to be constructed on the west side of the building. Receiving will remain on the easterly dock. The proposal is to construct a 30'paved driveway on Rye Street,to allow for trucks and passenger vehicles to enter and leave the site. In addition, a 15' gravel driveway is proposed south of the existing tobacco barn,to allow for tractor trailers to receive shipments, and exit the property, entering Rye Street southbound. Traffic generation for the site will essentially remain constant, with the exception that the average once-daily tractor trailer will receive product on the west side and enter Rye Street, where this operation currently occurs on the east side of the site entering Sullivan Avenue directly. In addition,Nu Way Tobacco hopes to increase their workforce by up to 4 employees. Existing Roadway Network: Rye Street at Sullivan Avenue: This intersection is a tee(3-way)signalized intersection. Sullivan Avenue runs in the east/west direction through this intersection. Rye Street runs from Sullivan Avenue to the north. The Rye Street southbound approach is two lanes wide, with one left turn lane and one right turn lane lane. The Sullivan Avenue eastbound approach is three lanes wide with two through lanes and one left turn lane. The Sullivan Avenue westbound approach is two lanes wide, with one through lane and one right-turn lane. Proposed Site Driveways: The proposed bituminous drive is designed to intersect Rye Street to form a tee intersection._ The site drive-will_be controlled-by a stop sign, allowing for-free.flow of traffic on Rye Street. There will be a single lane approach on the site driveway. A second gravel proposed driveway is designed to intersect Rye Street to form a tee intersection. This site driveway will have a bituminous apron as required by the town of South Windsor, and will be for tractor trailers exiting the site only. The site is projected to be permitted during the Fall of 2009, and construction is to be complete by the spring of 2010. Connecticut Counts, L.L.C.,was retained to provide a speed study, in order to ascertain the 85 h percentile speed of vehicles traveling on Rye Street in proximity of the gravel driveway. The study was performed for 7 days beginning on Thursday, October 22,2009, and ending on Thursday,October 29,2009. This report is provided in Appendix B. In summary, the 85t'percentile speeds traveling northbound and southbound on Rye Street are 35 mph and 34 mph respectively. Sight Line Analysis: The sight lines for the proposed site driveways were reviewed to determine the adequacy of the proposed site drives. A speed study was conducted to determine 85th percentile speeds in the vicinity of the driveway. The study indicated that 85d'percentile speeds of 35 and 34 mph were observed northbound and southbound respectively on Rye Street, in the vicinity of the outbound driveway. For a design speed of 35 mph, an intersectional sight distance of 390 ft. is required per the 2004 AASHTO manual"A Policy on Geometric Design of Highways.and Streets". Based on field measurements, sight distances of 390' are provided southbound of the truck egress driveway and exceed 760 ft. looking northbound. For the 30' bituminous drive north of the gravel driveway, sight distances were measured at 580' looking south, and greater than 540' looking north. As the field measured sight distances meet or exceed those required for the appropriate design speeds,we believe that the sight distances provided are adequate for the proposed driveways. Existing Conditions: The 7.29 ac. site is presently developed with an industrial building (approximately 69,168 sf.)and associated parking lots. In addition there is an existing tobacco barn located on site. Undeveloped areas on site consist of a lightly wooded area with deciduous trees. The land generally slopes westerly and drains into an existing catch basin located in the Rye Street Right of Way which discharges southerly into the piped storm system within Sullivan Avenue.Existing runoff conditions have been analyzed usmg TR-55. Results are included in Appendix A. Proposed Development: The proposed development of the site consists of the construction of a 12,300 s.f addition on the western side of the building and an addition to the eastern side of the existing building. Parking is proposed to replace areas where the existing parking will be eliminated due to the westerly building addition. Two new driveways are proposed to be constructed to Rye Street. A 30' wide paved driveway across from the existing driveway at Maneeley's banquet facility, and a 15' wide gravel driveway meant for truck egress only. Water quality measures are proposed for the site consisting of a vegetated swale which discharges into a surface water quality basin,to collect runoff from the improved areas. The swale will allow for infiltration of runoff as the soils allow. Off-Site Analysis: The site presently drains to an existing catch basin structure at the north-west property corner. Storm water flows out of this structure, through an 18"RCP pipe that has a reverse pitch,south-westerly through an adjacent property,to an existing catch basin structure located within Sullivan Avenue. Peak Runoff Control: The detention basin has been designed to accommodate.runoff from all storm events and reduce peak discharge rates. Nonstructural Drainage Systems: The site will make use of a number of nonstructural measures to help control the storm-water on the site, and enhance the ability for infiltration of runoff into the soil. The detention basin has been sized to detain the increase in peak runoff associated with development, and reduce the post-development peak-rate of discharge to rates equal to or less than existing peak rates of runoff. The swale has been integrated into the design where appropriate to control runoff. Erosion/Sedimentation Control Systems:An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Seeding and mulching disturbed areas as soon as practical during construction. 4. Limiting the areas of disturbance during construction. 5. Installation of construction entrance pad. 6. Maintenance of the above measures. Stormwater Runoff Quality:A number of water quality measures have been integrated into the site design to provide for treatment of the stormwater runoff from the site. The vegetated swale is of sufficient length and slope to adequately treat the surface runoff from the improved areas. Conveyance System: The on-site conveyance system proposes sheet flow runoff directed into the swale. The basin will discharge into the existing piped storm system located within the Sullivan Avenue Right of Way. Discharge at the Natural Location: The site presently drains into the piped stormwater system located in the Rye Street Right of Way,which discharges to the stormwater system located in the Sullivan Avenue Right of Way. Under developed conditions, the site will continue to discharge to these locations. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Detention Basin. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Basin Outlet: The water quality basin outlet should be inspected twice annually, and all debris and silt should be removed. The discharge point from the outlet system should be inspected also, and all silt and debris should be removed. The riprap at the discharge should be re-arranged and additional stone added as needed. All silt and debris should be disposed of at a suitable location. Detention Basin: The detention basin should be inspected annually. All woody growth that could inhibit proper flow within the basin should be removed. Excess debris that has been deposited within the basin should be removed. Any erosion noted within the basin should be stabilized. Topographic Contour Map: Topographic contour maps have been provided showing the drainage area for the site. The map showing developed conditions are included in the rear of this report. Floodplain Boundaries: The site is not located within the floodplain. Drainage Design: Runoff from the developed site will drain to the water quality basin. The gravel lot and driveway are assumed to be impervious(100%runoff from impervious areas). Developed runoff was analyzed utilizing TR-55. Results are included in appendix B. Hydmflow Hydrographs by Intelisolve, was utilized to model storm events, and to model the proposed detention basin. Detention basin design criteria are included in Appendix C. Hydraflow hydrographs for all storm events are included in Appendix D. A summary of existing/post development peak rates of discharge are as follows: 2-yr 10-yr 25yr 50yr 100yr Ex.Peak Runoff 5.32 8.11 9.65 11.01 12.38 Post-Dev. Peak Runoff(basin disch.) 4.52 7.25 8.79 10.07 11.32 Conclusions: The on-site stormwater system with the associated water quality swale and detention basin will mitigate any potential storm-water quality and quantity impacts from the proposed development. Existing Conditions: The 7.29 ac. site is presently developed with an industrial building (approximately 69,168 sf)and associated parking lots. In addition there is an existing tobacco barn located on site. Undeveloped areas on site consist of a lightly wooded area with deciduous trees. The land generally slopes westerly and drains into an existing catch basin located in the Rye Street Right of Way which discharges southerly into the piped storm system within Sullivan Avenue.Existing runoff conditions have been analyzed using TR-55. Results are included in Appendix A. Proposed Development: The proposed development of the site consists of the construction of a 12,300 s.f. addition on the western side of the building and an addition to the eastern side of the existing building. Peak Runoff Control: The water quality basin has been designed to accommodate runoff from all storm events and reduce peak discharge rates. Nonstructural Drainage Systems: The site will make use of a number of nonstructural measures to help control the storm-water on the site, and enhance the ability for infiltration of runoff into the soil. The detention basin has been sized to detain the increase in peak runoff associated with development, and reduce the post-development peak rate of discharge to rates equal to or less than existing peak rates of runoff. The 200 ft vegetated swale is of sufficient length and slope to adequately treat the surface runoff from the improved areas. Conveyance System: The on-site conveyance system proposes sheet flow runoff directed into the swale. The basin will discharge into the existing piped storm system located within the Rye Street Right of Way. Discharge at the Natural Location: The site presently drains into the piped stormwater system located in the Rye Street Right of Way. Under developed conditions, the site will continue to discharge to this location. Hydraflow Hydrographs by Intelisolve, was utilized to model storm events, and to model the proposed detention basin. Peak Runoff(basin disch.) 4.84 8.10 9.52 10.76 11.99 Conclusions: The on-site stormwater system with the associated water quality swale and detention basin will mitigate any potential storm-water quality and quantity impacts from the proposed development.
