MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey Doolittle, P.E.,Town Engineer Date: 5/3/10 RE: App 10-22P D&D'Dependable Resubdivision have reviewed the subdivision plan for the new lot for D&D Dependable Construction by 2163 Ellington Road and I have the following comments: 1. Who is the 25 foot Drainage ROW shown on the west side of the proposed Lot B for? Is this drainage ROW being used? Are there any pipes, swales,or other drainage facilities within this ROW? 2. The proposed Lot B is being graded to direct all surface water down the accessway along side the proposed driveway. Where will this water go? This development must not add to or alter the surface water flow from or onto abutting properties Additional drainage pipes and structures may be needed at the end of the proposed driveway or along side the driveway,or to and in the existing 25 foot Drainage ROW to catch surface water flow. There must not be more surface water flowing onto abutting properties to the west. 3. What will happen to the existing wood corral fence that is shown on Lot B? 4. The driveway needs to be located to provide the best sight line possible in both directions. An encroachment permit from the Conn DOT is needed for any new driveway cuts. 5. Is the existing house connected to the public water in Ellington Road? Town records show this property on public water, but the plan does not snow a water connection and shows a well pump back by a shed. Clarify the existing water supply for the house, and use of any existing wells on this property. 6. WPCA review and approval is needed fora new sanitary lateral connection for the proposed Lot B. Please let me know if there are any questions. 1 PERMITS/INSP PAYMENT RECPT#: 20409281 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 \ DATE: 06/15/10 TIME: 14:05 CLERK: mariadace DEPT: CUSTOMER#: 0 PARCEL: CHG: PZ PLANNING AND ZO 50.00 AMOUNT PAID: 50.00 PAID BY: D&D DEPENDABLE CONST PAYMENT METH: CHECK 1992 REFERENCE: A AMT TENDERED: 50.00 AMT APPLIED: 50.00 CHANGE: .00 PERMITS/INSP PAYMENT RECPT#: 20409282 TOWN OF SOUTH WINDSOR 1540 SULLIVAN AVENUE SOUTH WINDSOR CT 06074 DATE: 06/15/10 TIME: 14:08 CLERK: mariadace DEPT: CUSTOMER#: 0 PARCEL: CHG: BONDPL BOND FEE - PLAN 18000.00 AMOUNT PAID: 18000.00 PAID BY: D&D DEPEND. The primary purpose of our investigation was to ascertain what types of soils are present here, and whether any wetland types exist. The investigation took place in the morning of April 14th, 2010. A series of borings were taken using a soil auger to depths of two feet or more. Particular attention was paid to one area which evidenced shallow surface inundation that likely occurs here during and immediately after'substantial rain events, particularly in the late Winter and Spring of a given year, before the growing season is well along and evapotranspiration by plants is low. It is obvious that surface water from surrounding properties to the south and to the west enter the property during such storms. The wooded area investigated is a post-agricultural area dominated by pioneer type vegetation including. In the woody overstory the following species were observed: black Rema.Ecological Services,LLC•164 East Center Street,Suite Z Manchester,CT 06040 .860.649-REMA(7362) &860.647.8397(fax) Soils Investigation RE: 863 2163 Ellington Road, South, Windsor RIAA May 11, 2010 Page 2 cherry, black birch, pin oak, eastern cedar, sugar maple, tulip tree, and apple. Dominant plants in the woody understory included, multiflora rose, black cherry, Asiatic bittersweet, Japanese barberry, and Morrow's honeysuckle. Plants emerging in the herbaceous understory included Canada mayflower, woodferns, and jewelweed ' The dominant soil type within Proposed Lot B, including the wooded area, is the Ninigret and Tisbury soil series complex. These are moderately well drained soils of uplands that have formed in glaciofluval (i.e. stratified sand and gravel outwash) deposits. It should be noted that no wetland type soils or any regulated wetlands or watercourses were observed anywhere on the overall property (i.e. Proposed Lots A and B).
