The Town of South Windsor has identified the entire length of Sand Hill Road(approximately 3,300 linear feet)between Sullivan Avenue(Route 194) and Ellington Road(Route 74)for complete roadway reconstruction and rehabilitation. No improvements to the intersections with Sullivan Avenue and Ellington Road are proposed. The existing pavement surface and the underlying base have deteriorated to the point where full-depth reconstruction is required to restore the roadway surface. Reconstruction will include 11-foot travel lanes with new bike lanes in both directions, new curbing, minor drainage improvements, and new driveways. Proposed improvements include replacement of a cross culvert of the Plum Gulley Brook tributary and outlet improvements upstream of Plum Gulley Brook. There are two cross culverts along Sand Hill Road. The first is a 3'x 6'concrete box culvert that conveys Plum Gulley Brook under the road, and the second culvert is a 2.5'x b' corrugated metal pipe that conveys an unnamed tributary of Plum Gulley Brook. Wetlands and watercourses along Sand Hill Road were flagged by Mr. Jeffery Folger, Certified Soil Scientist and Environmental Planner for the town. The two watercourses were flagged and are illustrated on the site plans. Regulated activities have been subdivided into Regulated Activity#1 and Regulated Activity#2. Regulated Activity#1 Regulated Activity#1 is located at an existing stormwater outfall south of road station 21+00, where there is erosion and undermining at the outlet. The proposed activity consists of the creation of a two-stage modified riprap plunge pool upgradient of Plum Gulley Brook to stabilize the outfall and stop further erosion and undermining. There are no direct wetland impacts associated with this portion of the project. The plunge pool system has been designed to dissipate stormwater velocities so that suspended solids (such as road sand) can be filtered before discharging into the brook and for future maintenance by the town Department of Public Works (DPW). All disturbed areas within the regulated area will be stabilized with seed or riprap as necessary. The construction of the plunge pool, grading, installation of sidewalk, and repaving of road disturb approximately 0.178 acres (7,769 SF) of the regulated upland review area. SAND HILL ROAD RECONSTRUCTION PROJECT-ATTACHMENT A SOUTH WINDSOR,CONNECTICUT DECEMBER 2009 PAGE 1 MILONE&MACBROOM` Regulated Activity#2 Regulated Activity#2 is located at the existing CMP cross culvert between road stations 31+00 and 32+00. The proposed activity includes cleaning of sediment from the existing channel, the replacement of the existing cross culvert, and the construction of a preformed scour hole. The cross culvert conveys an unnamed tributary of Plum Gulley Brook. This activity has a direct wetland impact of approximately 0.028 acres (1,202 SF) and a stream alteration of 70-' linear feet. The preformed scour hole is proposed to help dissipate velocities within the stream and allow suspended solids to be filtered before being carried further downstream. This new scour pool will also allow the town DPW to readily access this pool for maintenance. The existing trees and shrubby vegetation including the ornamental plantings are proposed to be protected during construction. The construction of the scour pool, replacement of cross culvert, relocation of catch basins, and-repaving of road disturb approximately 0.180 acres(7,833 SF)of the regulated upland review area. All disturbed areas within the regulated area will be stabilized with seed or riprap as necessary. The work will not commence prior to receipt of regulatory approvals. The culvert replacement work will be conducted during the summer months, and the duration of the project is expected to be six months. A temporary bypass channel will convey the watercourse while the new culverts are installed. A minor amount of dewatering is expected. The discharge location is depicted on the site plans. Erosion controls and temporary sediment basins will be installed in compliance with state and local guidelines. These details are included on the site plans and are described within the submitted water handling plan. Once the culvert has been installed, any disturbed areas will be stabilized with seed and/or riprap as necessary. Summary of Renlated Areas and Activities Disturbance to the regulated areas, in this case the watercourse and wetland, will be 0.028 acres (1,202 SF). Disturbance within Regulated Review Areas (Regulated Activities#1 and#2)will be 0.358 acres (15,594 SF). Area of wetlands and/or watercourses to be created will be none. Lineal feet of stream alteration will be 70 feet. Total land area of the project is 3.162 acres (137,728 SF). Percentage of total land area of the project that is wetlands and/or watercourses is 0.89%. 2186-10-3-d1409-1-rpt.doc SAND HILL ROAD RECONSTRUCTION PROJECT—ATTACHMENT A SOUTH WINDSOR,CONNECTICUT DECEMBER 2009 PAGE 2 MILONE&MACBpwow i • : a a a a '6 >tit f •••\ y ('r ,s 4' " I sir e • s i a,9 ' , Regulated Activity#2: Upstream side of Sand Hill Road Culvert (Sta. 31+50) Watland Area,(Sta. 31+5:0) — Inland Water Resources Division Department of Environmental Protection 79 Elm Street,3r'Floor Hartford,CT 06106-5127 www.ct.gov/deg f z . No improvements to the intersections with Sullivan Avenue and Ellington Road are proposed. The existing pavement surface and the underlying base have deteriorated to the point where full-depth reconstruction is required to restore the roadway structure. The proposed roadway section will include an 11-foot travel lane with a new 5-foot bike lane in directions, new curbing, drainage improvements, and repaired driveways. In addition to minor drainage improvements such as replacement of catch basin tops, more significant improvements are proposed at the following areas: - Restoration of the existing 15"RCP outlet with two-stage plunge pool(Sta. 21+00) - Replacement of the existing elliptical 2.5' x 6.6' Corrugated Metal Pipe culvert(Sta. 31+50 just west of Chief Ryan Way)with a new 48"RCP culvert The proposed improvements within these areas are within delineated wetlands and/or the associated 80' Upland Review Area subject to approval by the local wetlands agency. These regulated activities are the subject of the attached Wetlands Application. See Figure 1 for existing conditions photographs of these areas. This report documents the hydrologic and hydraulic computations supporting the design of the 15"RCP outlet(Sta. 21+00) and the new 48"RCP culvert replacement (Sta. 31+50). Existing and Proposed Conditions Restoration of the Existing 15"RCP Outlet(Sta. 21+00) The existing 15"RCP outlet for the drainage system that conveys runoff from Sand Hill Road in the vicinity of the South Windsor Police Station is in poor condition. There is evidence of significant undermining at the reinforced concrete culvert end and square concrete splash pad. DRAINAGE REPORT CULVERT REPLACEMENT SAND HILL ROAD DECEMBER 2009 PAGE 1 As part of the reconstruction of Sand Hill Road this outlet will be restored and a two-stage plunge pool lined with modified riprap will be installed to reduce discharge velocities and provide some sediment removal under low flow conditions prior to discharge to Plum Gulley Brook. See the Appendix for outlet protection computations. Replacement of Existing Elliptical 2.5' x 6.0' CMP Culvert(Sta. 31+50) The existing culvert at Sand Hill Road at approximately Station 31+50 conveys an unnamed stream and consists of an 85-foot long elliptical CMP. There is-no evidence that the pipe is structurally deficient(i.e. no sagging in the roadway surface),however, the condition of the pipe based on visual field investigation can be characterized as poor. Approximately 6-12 inches of sediment build-up is evident at the inlet side and the bottom of the pipe appears to have significantly deteriorated over time. The condition of the sides and crown of the pipe show evidence of less significant wear and can be characterized as fair. The outlet side discharges into a drainage structure near the Plum Ridge Condominium complex and is in better condition with no sediment visible. Assessment of the condition of the existing culvert was limited to visual observations at the inlet and outlet ends only. The drainage area of the watershed(Sub-Watershed#1)to the culvert was estimated to be 95.0 acres(seemFigure 2) and includes runoff from Chief Ryan Way, Andreis Trail, Carriage Drive, a portion of Nevers Park, and some runoff from the southeast side of Ellington Road. The Rational Method was used to estimate flows to the culvert. This method is especially applicable to urban areas and incorporates rainfall intensity, drainage area, and runoff coefficients based on land use. Intensity-Duration-Frequency(IDF) curves are used to input the rainfall intensity. Rainfall intensity is obtained based on the time of concentration for the watershed. The Rational Method resulted in a flow of 74.1 cubic feet per section(cfs)during the 25-year storm event. Additionally, the drainage structure to which the culvert discharges to also accepts stormwater runoff from a separate storm drainage system collecting runoff(Sub-Watershed#2) from Norman Drive, Palmer Drive, Oakwood Drive, Valley View Drive, and portions of Sunnyside DRAINAGE REPORT CULVERT REPLACEMENT SAND HILL ROAD DECEMBER 2009 PAGE 2 Drive, Birch Hill Drive, and Deepwood Drive. The Rational Method resulted in a flow of 68.4 cfs during the 25-year storm event. Discharge computations are included in the Appendix. HY8, a culvert analysis program, was used to evaluate the hydraulics of the culvert crossing. This program estimates the hydraulic parameters such as water surface elevation on the upstream and downstream sides and the outlet velocities. The model input parameters consist of culvert data, roadway data, discharge data, and tailwater data. The existing conditions model assumes a 36"x 72"Elliptical CMP with a slope of 2.24%based on invert elevations obtained by field survey shots and field measurements. A slightly larger height dimension was assumed to reflect that no sediment was observed at the downstream end of the existing culvert. The proposed conditions analysis consists of evaluating the performance of a new 48"RCP and comparing the results with that of the existing culvert. The new culvert will be installed with a slope of 1.00%. To evaluate performance a tailwater elevation must be specified at the downstream end. Stormwater flows from both Sub-Watershed#1 and#2 were considered to establish a reasonable tailwater elevation under which to analyze the existing and new culvert under Sand Hill Road. The combined flows exit the existing drainage structure into an existing 48"RCP which runs adjacent to the Plum Ridge Condominium complex eventually discharging approximately 370 feet to the south. Assuming the existing 48"RCP flows under inlet control the tailwater was established at elevation 158.3 (See Appendix). Using this tailwater elevation the headwater on the inlet side of the existing and new culvert was determined. The results of the analysis are given in Table 1 below. Table 1: Results of Existing and Proposed Conditions During a 25-Year Storm Event Culvert Headwater Tallwater Control Freeboard(ft) ft ft) Elevation' Existing 36"x 72"Elliptical CMP 159.5 158.3 160.5 1.0 Proposed 48"RCP 159.3 158.3 160.5 1.2 'Elevation of berm at inlet side of culvert DRAINAGE REPORT CULVERT REPLACEMENT SAND HILL ROAD DECEMBER 2009 PAGE 3 Under the proposed condition the headwater elevation is reduced slightly by 0.2' indicating that a 48"RCP culvert performs slightly better than the existing CMP culvert.
