Subject: Nevers Park Batting Facility
Matt,
We have a building permit application for the indoor batting facility at Nevers Park that has been pending for
about 3 months. Planning and Engineering;have not signed off on it because the final site plan has not been
submitted. The permit is long past the time when it should be acted upon(30 days)—but this one is sensitive
because it is Mayor Pelkey's project....We have not been successful in our attempts to get final plans. Can you
talk to John and let him know that we need to clear this permit ASAP, by either receiving the plans we are
awaiting or denying the permit?Thanks.

Just checking on the status.....
If you have not received what you are waiting for, can you tell me who it is suppose to come from so that I can put
some pressure on them? (This is holding up the issuance of the building permit and I know they have already
poured the foundation).

Re: Application 09-22P,TOSW Batting&Pitching Facility
After reviewing the plans and visiting the site, I am in full support of the intended project at
Nevers Park indicated on application 09-22P and foresee this as a well-utilized addition to the
baseball component of the park.
Observations and questions to consider.
• Where will the building entrance door be located (accessibility)?
• What is the handicap accessibility from the gravel drive to the building? Is additional
sidewalk needed along the building for this purpose to tie everything together (drive,
building, press box)?
• Is the electrical service being pulled from the Press Box to both the dug outs and
batting/pitching building?
Should you have any questions, or need more information, please don't hesitate to call.

Indoor baseball facility proposed for Nevers Road Park Print Page
By Kory Loucks
Journal Inquirer
Published:Wednesday,May 28,200812:21 PM EDT
SOUTH WINDSOR—An indoor batting and pitching facility Is in the works at Nevers Road Park, officials reported at the Planning
and Zoning Commission meeting Tuesday.
Thp proposed steel structure would be 40 feet wide by 80 feet long and 18 feet tall.It would be built behind the South Windsor
Community Center,Town Manager Matthew B.Galligan said.
The project Is estimated to cost$100,000,with$50,000 from the town and the other half funded from private donations.
Craig Zimmerman of the American Legion Baseball Program said there has not been a baseball field added to the town in over
30 years.
Whenever a new field has been built,Zimmerman said, another has been removed.
The indoor baseball and softball practice facility would be used by the school athletic department as well as private groups.
"We view this as a practice field,"Zimmerman said.
It would not need to be staffed, however, since coaches would be there when it is being utilized. It wouldn't be a for-profit facility
open to the public.Zimmerman added.
Zimmerman said the town would charge utility fees to the clubs for use.It would be electrically heated, and a unisex bathroom is
proposed with a separate heating control unit
The facility would not be visible from the road.It would be available€or use all year tong,Zimmerman said.Since it would be
enclosed, there would be no noticeable noise, although there would be additional vehicles parking nearby.
Galligan said today he was unsure when the estimated installation date would be,observing that the private groups still have to
raise$50,000 to pay for half the facility.
"This has been endorsed by everyone In the recreation department,"Zimmerman said.
Football scoreboard at Rye St.Park
Also in the pipeline is a proposed 24foot-by-8 foot electronic football scoreboard for the Rye Street Park.
Darren DeMartino with the South Windsor Football League said the league Is talking to Rockville Bank to advertise on a 24-foot
by-1-foot banner on the bottom or top of the football scoreboard
DeMartino said the sign would cost about$7,000,with electric hookup adding another$7,000.
The PZC was supportive of the proposal, although there was no vote required.Assistant Director of Planning Michele R.Lipe
said she wanted to bring this to the attention of the commission since it does not have regulations that specifically address offshe
signage.
The scoreboard would have maroon and gold lettering,DeMartino said, and would also be used by the lacrosse teams in the
spring.

3. Appi 09-22P, Town of South Windsor Batting/Pitching Facility at Nevers Road Park request for Site
Plan modification for a 3200 sf batting and pitching facility on property located at 150 Nevers Road RR
zone
Peter DeMallie, Design Professionals and Craig Zimmerman, Legion Coach presented this application with
the following comments;
❖ This proposal is located at the Rotary Field in the vicinity of the press box and concession building which
is located behind home plate. The batting facility will be used year-round with indoor heating provided.
❖ Proposed building is a 40' x 60' steel building with a height of 16' (20' at the peak); tan finish on the
exterior side walls and a green metal roof.
❖ Building will be used for pitching and batting practice, plus teams will be able to try out in South
Windsor—not go to neighboring towns for this process.
•- The building is modeled after a UConn baseball facility.
❖ ADRC gave a positive review of the proposal.
❖ Landscaping will feature plantings on the southwest and southeast corners of the building; arborvitae,
dogwood, and day lilies are proposed.
❖ The north side of the building will be graded level flat because of the activities that go on in that area
(including storage of the clay pile for the baselines).
❖ Drainage will be picked up on the north side by gutters and roof leaders.
❖ A concrete sidewalk is .proposed from the building itself to the concession building. The new building
will not have plumbing;bathrooms in the concession.building will be used&heated for year round use.

❖ Building will contain two indoor pitching tunnels (14' x 65').

❖ Possibility of installation of a door on the easterly side(ventilation purposes).
❖ Proposal includes two windows located on the south side of the building.
❖ Handicap accessibility is not available however; arrangements can be made at an alternate facility at the
High School.
❖ There will be no paving in conjunction with this project; there is a graveled driveway approaching this
area.
Banach provided the following report:
1. Request for site plan modification for a 40'x 80'batting/pitching facility at Nevers Park,RR zone.
2. Pedestrian access is provided via a concrete sidewalk.
3. Architectural and Design Review Committee reviewed this application on May 21. While they were not
excited about the metal building, they acknowledged that it is a utilitarian building for a utilitarian use,
and the windows and landscaping would help to soften the building.
4. There is no new lighting shown on the plans. If there is new lighting, it will need to have full cutoff
fixtures.
5. The Director of Recreation reviewed the proposal and has some questions:
• What is the handicap accessibility from the gravel drive to the building? Is additional sidewalk
needed along the building for this purpose to tie everything together(drive, building, press box)?
• Is the electrical service being pulled from the Press Box to both the dugouts and batting/pitching
facility?
6. Fire Marshal reviewed the plans and has no comments.
If this application is approved, the Planning Dept has no requested approval modifications.
Town Engineer had no comments.
Discussion ensued among the Commission with the following comments and concerns: Replies will be in
Italics.
• Missed opportunity of not using rain gardens. Drainage will be installed underground, not to have wet
areas near field.
• Rear side of building will be utilized for the storage of clay(for the field) and trash containers.
• Lighting. Light is proposed off pedestrian door—sufficient light in area.
• Justification of moving site from 3rd base to l t base. Cost prohibitive for 3rd base area, e.g., tree
removal, electricity &plumbing. Press box already has water and sewer etc.. Staff agreed that the Vt
base area is desired.
