LeSure, owner of business and residential property 9 Cliffwood Drive 648-2963 690-9883 (cell and business) Nature of Business • This will be creativity workshops involving drawing, water color and simple paper collage. The only materials we will be using will be: water colors, acrylics, gesso, glue, pencils, pens, and pastels/oil pastels. I do not want to use varnishes or glue guns in my home because of potential health risks to all. • I propose conducting no more than nine workshop sessions per week at any one time, preferably on weekdays. For this first session,I am limiting the weekly workshops to Tuesday, Wednesday,and/or Thursday, offering the potential for morning, afternoon, and evening workshops. Realistically, my goal is to run two or three workshops total this spring. • Maximum number of participants for any session at any time will be 8. • Through the summer,I would remain available for people to have independent"mini" workshop sessions through much of the summer, but only on Tu,Wed,and Thursday, with only one evening offered per week. Again, I will strictly limit the numbers of people here at any one time. • All materials are provided by me—nothing will be sold for use by the public or any participants. The cost includes materials and instruction. • All workshops will take place in the ground floor studio, called a(first floor family room in existing plans from 1990, when we purchased the home.) This is nowhere near 25% of the full dwelling. (It is approximately 300 square feet.) Parking and traffic concerns • The maximum number of people I want per session is eight, with six or seven being the optimal number. We have two driveways on the premises, one on each end of the house, so it is possible to keep all cars off the street for workshops. The driveway in front of the studio and upper level garage alone will hold six vehicles at a time. • No extra vehicles will be used, and I expect no'extra traffic of any sort from deliveries. Visibility and Changing the Nature of the Neighborhood While there is a bay window in the studio, seating inside will begin a few feet from the window. Since the driveway is more than fifty feet from the street and it is a quiet neighborhood, this should not be an issue. I close the drapes in the evening whenever there is activity at that level anyway. Water,Sewers,Septic The residence has two septic tanks, one for each side of the house. I am the only family member who lives in the zoned in-family apartment above the garage and studio area. Because the sessions are just two hours in length, and there will be at least an hour between sessions,I do not foresee any undue strain on the system. The extra use of water will be only cleaning brushes and water-based products. There is no hazardous material involved. eScNe • C Miscellaneous • All materials will be stored in my home, not the garage, in shelving and closet space in the studio area. • There are three existing doors already (front, back,to the garage)and no change to the exterior has been necessary, or is there any structural change required inside. Future Growth As stated previously,I do not want this to grow beyond 9-12 workshops a week, and run about 9 or 10 months of the year. I would rather not run a full complement of workshops in the dead of winter, or in the month between Thanksgiving and New Year's. During winter months,if I do run workshops they will be limited to six participants,to allow for the reduction of space from plowing. The growth goals over the next five years would be to be able to include weekend workshops several times a year, and to lead equally small writers workshops. The mission is to create an ongoing artistic community in my home—not to create large classes. The intimacy of small groups is far more conducive to creativity than the more anonymous venue of classes of ten students and more. I am also a freelance promotional writer myself and will continue to pursue that aspect of my own career, which rules out making conducting workshops five days a week,year- round. {.UlY tG/tGUT 06084' LUOW►r- MA VZ-1 SZ ELuGA ------------------------------ ----------------------------------- `zS•o C • tit _ .Q N . 0 oD , Q : tj12A1 h1/+oE m t /mat' B X tO yIL Q v 2 S 50 3 '8• a s MnDT Qnc .ner .V"IGAGE SURVEY LOT 9 CLIFFWOOD - LAND OF ROGER F. & SANDRA M. LeSure 9 Cliffwood Drive South Windsor CT 06074 Dear Ms. Lesure: Re: Appl 09-13P, Paint, Paper&Pens Major Home Occupation We regret to advise you that the. Planning & Zoning Commission voted on April 14, 2009, to deny without prejudice the above referenced application. The reasons for denial are as follows. 1. The proposed home occupation is too big for the residential neighborhood and does not meet the following major home occupation requirements: • the home occupation is compatible with other permitted residential uses in the residential district • the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; • the residential character of the dwelling and the neighborhood are preserved, and; 2. There are sight line issues on this property (forsythia hedges) that create safety concerns at the intersection of Lawrence Road and Cliffwood Drive. The Commission also voted to waive the application fee if you wish to resubmit an application for a home occupation that is more compatible with the surrounding residential neighborhood. Application for an acessory apartment under 4.7 of the zoning regulations for property located at 9 Cliffwood Drive, RR zone. The applicant has an existing temporary and conditional permit for a mother-in-law apartment (which has been in place approximately 8 years) and is requesting to make it an accessory apartment. 2. The criteria which must be met includes the apartment can not exceed 700 sq ft- this apartment is approx. 950 sq ft. (including the family/laundry area which is used by all occupants of the house) . The accessory apt regulation allows the Commission to grant a waiver to this provision after considering the impact on existing uses in the area, surrounding property values, and consideration of historic factors. The applicant has provided a sketch of the layout of the apartment. The main house was built in 1965. A single- family appearance must be maintained; the appearance of the house is not changing as the apartment is on the second floor of the house. There is adequate water and sewage disposal- there is a seperate septic system for the accessory apartment. The applicant is aware that the owner must occupy one of the two dwelling units at all times. 3. There are two separate driveways that exist and can accomodate three cars as required in the regulations . Tt;--' appl:leant acldessc tke—au:nber r A^Q•,,apaen e.
