Narrative Statement
Water Pollution Control Application
Carole Bancroft
1105, 1115 & 1117 Main Street
South Windsor, Connecticut
DPI Proj.No. 2547
May 15, 2009
Carole A. Bancroft owns a 3.642 acre tract on the west side of Main Street southerly of Governor's
Highway. This property has been passed down through family members over the last century. The
relatively flat and open parcel contains five buildings. The first is a historic eighteenth century
residence in the front at 1115-1117 Main Street, which is the residence of the owner and a tenant,
i.e., it is a two-family building. The second is a house to the rear at 1105 Main Street, which is the
residence of Carole's niece,Jan Phillips, who grew up across the street at 1106 Main Street. Mr.
Lawrence R. Geissler, L.S., Director of Surveying at Design Professionals, Inc.,who prepared the
survey of the tract, has determined that 1105 Main Street is non-conforming to the side yard(it is
actually 9.3 feet from the property line), and is not only encroaching upon the rear yard, but
actually extends over onto the property of an abutter(N/F Elsie Woolam)by 13.6 feet. While this
house is old, and appears in a photograph from 1928, or ten years prior to the establishment of
zoning in South Windsor, its exact age is unknown to the applicants. Of necessity, it is proposed to
be razed and replaced. The third building is a five car garage serving the 1115-1117 residence,
which is non-conforming to the side yard. Three of the bays in that building also pre-date 1928,
and thus pre-dates zoning. It will remain. The fourth building is an old tobacco shed, which pre-
dates zoning and is non-conforming to the rear yard. It will remain. The fifth building is a shed
: serving the pool area, and it too will remain. Both dwellings are served by a common driveway in
its historic location.
The applicant's proposal is to raze the residence at 1105 Main Street(straddling the property line)
in favor of a replacement house, also to the rear, but conforming to all setback requirements. The
new house will be served by the existing common driveway, rather than a fee simple access, for
which a variance was granted(Section 3.2.2.C.5a)by the South Windsor ZBA on June 5,20085
and is recorded in the land records. In order to implement this plan, and to secure a mortgage,Jan
Phillips and her fiance Eric Soares have created a rear parcel under the Interior Lot regulations.
The Planning and Zoning Commission approved their application on April 28, 2009. Zoning
regulations prohibit the creation of any additional lots.
Upon construction of the new home, the original house will be razed, offering no increase in
development for this area. The location of the new home will be closer to Main Street than the
existing home, however, it remains outside of the "current limits"of Town sewerable area, which
we were told is 200' from the edge of Main Street. Currently, the 2-family dwelling located closest
to Main Street on lot#1 (1115-1117 Main Street)is connected to the town public sewer. The
: applicant's desire is to connect their replacement home to the public sewer as well, which is
available in Main Street and is approximately 450' from the new house.

The existing sewer main within Main Street is of sufficient depth to accept gravity flow service
from the new home with a minimum 2.0% slope. The design has been reviewed by the Town
Engineer and meets his approval. The homeowner's wish is to utilize much of lot#2 for personal
agricultural purposes, and feel an engineered septic system would offer additional restrictions to
this end. In summary, this application seeks an exemption to the current mapped limit for sewer
serviceable area,to allow for the replacement of an existing house, that will connect to the existing
sewer main within Main Street. The unusual circumstances pertaining to this application, is the
fact that the construction of the new home, and connection to the existing sewer main, will offer no
increase in development over what currently exists.
