Dear Mr. Mannarino:
The South Windsor Water Pollution Control Authority, at its regular meeting of
September 2, 1997, gave approval for the connection to the Town's sewerage system
of a 26-lot residential subdivision at the easterly side of Avery Street, as more
specifically shown on plans entitled "Cutler Ridge - Open Space Subdivision - RR
Zone - Prepared for Mannarino Builders, Inc. - 860 Avery Street, South Windsor,
CT" by Alford Associates, Inc., Windsor, CT, Drawings No. 2 of 11, labeled
"Topographic Map and Conservation Plan," dated June 3, 1997, revised 7-11-97, 8-1-
97, and 8-11-97; No. 9 of 11, labeled "Plan/Profile," dated June 3, 1997, revised 6-24-
97, 7-11-97, 8-1-97, and 8-11-97; and No. 10 of 11, labeled "Plan/Profile," dated June
24, 1997, revised 7-11-97 and 8-11-97, and subject to the following conditions:
1. Technical approval of the Town Engineering Department.
2. Final Authority approval and acceptance of the sanitary sewerage connection
will be given once the sewer line has been installed and inspected by the
Town staff, and based upon the written verification of the Town staff that
said sanitary sewer line was installed in substantial conformance with the
design plans previously approved by the Authority, and meeting all Town
regulations and appropriate technical specifications relating to sanitary sewer
construction.
3. An agreement between the developer, Mannarino Builders, Inc., and Town
of South Windsor engineering staff that two manholes, #7 and #1, and the
pipes entering the manholes are satisfactorily located for proper function of
the system. If this agreement cannot be made, the developer agrees to add
two manholes at a reasonable distance to reduce the number of connections
per manhole.

4. Properties requiring pumping systems will have minimum 250-gallon
holding tanks and electrical connections to provide auxiliary power if
required.
5. The easement ending on Avery Street has a tree close to, or on, the easement
right-of-way; it is understood that the Town shall have the right to remove
the tree in the event that it interferes with Town access to the right-of-way.
6. Cleanouts must be provided.
7. This approval letter must be superimposed on the final approval plans.
