March 15, 2007 Mr. Fred Shaw Superintendent of Pollution Control Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074-2786 Re: General Permit for the Discharge of Minor Tumbling or Cleaning of Parts Wastewater,Wheel Design Group,LLC,571 Nutmeg Road North,South Windsor, CT, CEA Project#CT0069-06 Dear Mr. Shaw: Corporate Environmental Advisors, Inc. (CEA) has been retained by Wheel Design Group, LLC, to assist them in securing a General Permit for the Discharge of Minor Tumbling or Cleaning of Parts Wastewater from the Connecticut Department of Environmental Protection (DEP). The wastewater discharge from parts cleaning operations at their facility, located at 571 Nutmeg Road North in South Windsor, will be discharged to the Town of South Windsor sanitary sewer system for final treatment at the Town's POTW. Prior to issuing this General Permit to the registrant DEP requires that the Town of South Windsor provide written approval to Wheel Design Group for the discharge of the wastewater from their parts cleaning operation, as described in the permit registration package. Only upon receipt of the Town's approval to allow this discharge will the registration package be forwarded to DEP for processing. In order to determine if this discharge is acceptable to the Town, we have enclosed a copy of the complete DEP General Permit registration package for your review. The package contains a description of the process generating the wastewater, the filtration system for the removal of solids, and laboratory results of the parts cleaning wastewater, analyzed for all parameters in DEP's General Permit requirements and the Town of South Windsor's Water Pollution Control Authority"Discharge Regulations". The Town of South Windsor requires, in its Discharge Regulations, that all discharges to the sanitary sewer system,be analyzed for a number of specific contaminants. CEA noted that sulfur dioxide and nitrous oxide were included on the list of potential contaminants. As part of this permit application package CEA took a sample of the parts cleaning wastewater at Wheel Design Group and submitted it to a CT Department of Health J www.cea-inc.com MANCHESTER BUSINESS PARK, 66 SHELDON ROAD • MANCHESTER, CT 06040 • PHONE: 860-533-9410 a FAX: 860-533-9420 Solutions Since 1985 Mr. Fred Shaw, Town of South Windsor March 9,2007 Page 2 Services (DOHS) approved analytical laboratory(Spectrum Analytical, Inc. of Agawam, MA) for analyses of a number of substances, including the two noted above. The laboratory informed us that they knew of no protocol or methodology, past or present, for the analysis of these compounds in wastewater. In that the Town likewise did not know of any protocol or methodologies for analyzing wastewater for sulfur dioxide and nitrous oxide, CEA followed its recommendation and contacted the Bureau of Materials Management and Compliance Assurance, Water Permitting & Enforcement Division of DEP. On December 21, 2006 we spoke with Mr. Donald Gonyea of that department. Mr. Gonyea also did not know of any methodology for determining the presence of these two compounds in wastewater, nor did he recall analyses for these substances ever being part of a wastewater permit registration or application. As a result, CEA was unable to analyze wastewater from Wheel Design Group for these two compounds. CEA respectfully requests your review of the registration package and, if you determine the discharge — as described — is acceptable for the Town sanitary sewer, please render your approval, in writing,to Wheel Design Group. Again, once your approval is received the package will be forwarded to DEP for review and processing. Thank your for your time, and attention to this application. The registrant imports custom aluminum alloy automobile wheels from outside suppliers. Hub attachment holes are drilled into the wheels by Wheel Design Group using a CNC machine.. After drilling is complete wheels are removed and rinsed with city water to remove any excess metal turnings and cutting oil. Rinse water will be discharged, on an intermittent basis, to the POTW. Potential substances that may be present in the discharge:.include certain metals from the alloy wheels (aluminum, magnesium, titanium, and boron) and residual amounts of water soluble cutting oil (Hangsterfer's brand S-500; a Material Safety Data Sheet is attached). 5.A detailed description of the treatment system installed to treat the discharge. Settlable metal chips and shavings from the wheel drilling will be removed from the rinse water through the use if-dual filtration system. At the beginning of the drain a #20 mesh stainless steel trap has been installed, that all rinse water will pass through, to affect the removal of solids. After rinse water passes through this first filtration unit'-it will pass through' a "plumbers trap", also equipped with-a stainless steel-mesh filter for the solids removal. This trap is located approximately six feet downstream of the rinse sink, but upstream of the connection to the sanitary sewer discharge pipe. CASE NARRATIVI?: The data set for work order SA55259 complies with internal QC criteria for the methods performed. The samples were received @ L2 degrees Celsius. An infrared thermometer with a tolerance of+/-2.0 degrees Celsius was used immediately upon receipt of the samples. Additonal metals were requested for analysis and added on March 2,2007. One of these,Zirconium, must be spiked as its own standard for batch QC samples. The sample volume had been disposed of by the time the additional metals were added so the original digestate was analyzed, along with the original batch QC samples. Zirconium was calibrated for analysis but there is no batch QC associated with this element, however there is instrument QC. The data for this element should be considered qualitative, Please refer to"Notes and Definitions"for all sample/analytc qualifiers. Qualifiers will narrate any non-conformances and issues relating to quality control samples and/or sample analysis/matrix, I Ilimgren Drive•:\tuuram,L\01001•Otter.floral nuilctiucSample Receiing 830 Silver Sheet•Agawnm.MA 0 100 1•Admiaislnati%e Offices"Volatile S Air Drpu t„ieitls Page I of 8 1-800-789-91 I5•413-789-9018•FAX 413-739-1076•tot,tc.;pcctram-auadyticatcom +.
