Dear Mr . Kelley:
The South Windsor Water Pollution Control Authority, at its regular
meeting of March 16 , 1993, approved the Fitch Meadow Development as
detailed on plans entitled "Fitch Meadow, 62 John Fitch Boulevard,
prepared by Torres Engineering, Dated 6/21/91 , Last Revision
1/23/92" , subject to the following conditions :
1 . .Town Engineering technical approval obtained ;
2 . Developer shall either install manhole 145 feet north of
existing manhole identified on plans for Sanitary Sewer
Construction, Sewer Contract A Asbuilt Drawings , dated
10/3/72 , Drawing #3-A, Station 13+32 . 5, perpendicularly
crossing Route 5 to connect to existing sewer line; or if
possible, the contractor has the option of connecting
directly into said manhole at Station 13+32 . 5 , running
perpendicularly across Route 5 and ending at the existing
manhole 118 feet east of proposed John Fitch Meadow Lane; -
3. A 20 foot permanent easement for sewer maintenance is
required across all private property within cluster develop-
ment if the final plan approved establishes Fitch Meadow
Lane as a public road. Said permanent easement shall be
documented in the property records of properties involved .
4. All manholes will be placed in the middle of the blacktopped
roadway and manhole covers shall be no deeper than or. raised
by any more than one-quarter inch .
5 . Final Authority approval and acceptance of the sanitary
sewerage system will be given once sewer has been
installed and inspected by the Town staff , and based
upon the written verification of the Town staff that
said sanitary sewer was installed by the developer in

substantial conformance with the design plans previously
approved by the Authority, and meeting all Town regulations
and appropriate technical specifications relating to
sanitary sewer construction ; and
6 . This approval letter must be superimposed into the final
approval plans .
