Dear Mr. Semprebon:
The South Windsor Water Pollution Control Authority, at its regular meeting of February 5, 2008,
approved the application as presented for connection to the Town's sewerage system of the proposed
Wentworth Park—Phase II, located at 85 Felt Road, South Windsor, CT as more specifically shown on
plans entitled "Wentworth Park — Phase II, Site Plan, 85 Felt Road, South Windsor, Connecticut,"
Prepared by Design Professionals, Inc., South Windsor, CT; Sheet No.: 4/6, "Topographic Plan", Job
No. 2408, Drawing No.: Jobs/2408/2408_topo.dwg, Dated 9-26-07, with revision dates: 12-10-07, 12-
17-07, and 01-02-08: this approval is subject to the following conditions:
1. Town Attorney review and approval of the Association Agreement that defines the
responsibility for the private sewer line maintenance;
2. Technical approval of the Town of South Windsor Engineering Department;
3. Final Authority approval and acceptance of the sanitary sewerage connection will be given
once the sewer line has been installed and inspected by the Town staff, and based upon the
written verification of the Town staff that said sanitary sewer line was installed in substantial
conformance with the design plans approved by the Authority, and meeting all Town
regulations and appropriate technical specifications relating to sanitary sewer construction.
This approval letter must be superimposed on the final approval plans.

RE: Wentworth Park Phase II
Dear Fred
We have enclosed a WPCA application and two sets of plans for the above referenced project.
Wentworth Park Phase II has received P&Z approval. Wentworth Park Phase II is going to be a 9
unit office development similar to the Wentworth Park Phase L The main difference is that based
on changes in zoning,Wentworth Park Phase II can be sold for medical office use in addition to
regular office use.
• As part of Jeff Doolittle's comments on the project was one pertaining to the anticipated flows
from the project,and the adequacy in regards to installing the 8"sewer pipe at 0.5%slope. Based
on our analysis,in order for the 8"pipe to have sufficient flow(self cleansing velocity of
2.5"/sec)at least once per day,the pipe would need to have an instantaneous flow of 0.175 CFS
(see attached Manning pipe calculator sheet). This is equivalent to 1.3 gallons/sec. The peak
discharge from a typical water closet(toilet)is approximately 1.3 gallons/sec. With 9 units,there
: is a high likelihood that during a period when one toilet is flushed, additional water usage from
sinks,etc.would be occurring in other unit(s).As such,we do not anticipate any issues with the
adequacy of the 8"pipe at 0.5%slope.

Assuming that the above adequately addresses any issues with the 8"pipe,we will revise the
plans to address the comment regarding the layout of the sanitary laterals into the first manhole.
We are anticipating combining the two laterals from the north building into a single lateral into
the manhole similar to the design for the western building.
