Request for site plan approval to construct two retail buildings on Buckland Road north of Lowe's. Gateway Development zone. Maximum impervious coverage allowed is 60%, with a 5% bonus for consolidated parcels. Proposed building height is 37.5 feet; 60 feet allowed. Lot size is 5.8 acres; minimum lot size allowed is 3 acres. Frontage is 398 feet; minimum allowed is 200 feet. Front yard setback is 67 feet, 65 feet allowed. 2. The provisions of Section 3A, access management, apply to this site. The applicant is complying by having the driveway connect to the Lowe's driveway rather than to Buckland Road, and by making provisions for a future interconnection with the abutting property to the north.(State Traffic Commission approval is also required. — .,(;,1 ,< ; ,, t + 3. A sidewalk was shown along the Buckland Road frontage on the first set of plans. It seems to have been eliminated in the revised set; we need it restored to the plan. 4. We do want to remind the applicant that all business in the Gateway zone must be conducted within completely enclosed buildings, and no outdoor storage is allowed. We note that we continue to have difficulty obtaining compliance with these requirements from one of the major stores on this consolidated site. 5. The parking requirement for this proposal is 111 spaces, 112 provided. 6. There are no loading docks proposed. 7. The architecture complements the existing site architecture. The applicant has indicated that there will not be exposed roof hardware visible as you drive down the hill from Target/Lowe's. 8. This application was in front of the Architectural and Design Review Committee on June 2 and June 16, but there were not enough members present to provide input to the Commission. 9. Proposed lighting includes 25' poles with full cutoff fixtures similar to those used in the parking lots at Evergreen Walk. k i c 371 Lc._ 10.The Gateway Zone requires parking lot landscaping for 10% of the interior of the parking lot. The applicant has met this requirement. 1 11.One free-standing sign is proposed at the entrance. The sign size is 24 square feet, on a fieldstone base with an overall height of 10 feet.. 12.There are regulated wetlands on this site. IWA/CC is still in the process of hearing this application. 13.South Windsor Police Department has reviewed the application and has not identified any issues with the proposal. 14.The Fire Marshal has also reviewed the application and has no comments. 15.Public water and sewer are provided. Water Pollution Control Authority approval is required. 16.There is a dumpster shown on a concrete pad and screened with an attractive fence and landscaping. 17.The Town of Manchester was notified of this application in accordance with the requirements of State statutes. 18.If this application is approved, the Planning Department requests, in addition to items already noted, that: • the plans document the future access easement to the abutter to the north • The traffic controller easement be dimensioned and labeled as such; and • An easement for the sewer be added to the plans. 2 r Evergreen Run—JD 7-18-05 1. Sidewalks into site 4' wide, not 3' 2. Sight line options: a. Modifying Lowe's parking lot the preferred option; actually solves the problem b. Next preferred option is the traffic calming with the raised intersection, reduced curve radius and center island, and flashing beacon. Raised intersection to be stamped concrete(not stamped asphalt). Doesn't solve the problem but hopefully reduces traffic speed c. Not preferred: moving driveway. Interferes with left turn queue, affects STC approval APpl#05-34P,Evergreen Run Site Plan July 12, 2005, update 1. IWA/CC granted approval for this site plan on July 6, with a condition that no building permits may be issued until detention basin #1 at Evergreen Walk is adequately constructed; and with a requirement for additional stabilization to address the erosion of the stream to the north. IWA/CC is requiring a bond in the amount of$50,000 for mitigation and stabilization of the watercourses. July 26, 2005, update 1. There were three alternatives discussed on July 12 for handling the sight line issue: modify Lowe's parking lot; move the driveway for Evergreen Run closer to Buckland Road; or add traffic calming measures to slow traffic, thereby requiring a shorter sight line distance. The applicant has been keeping Jeff Doolittle and me informed as they are working on resolution. 2. The preferred alternative is to modify Lowe's parking lot. This option actually resolves the sight line issue. The loss of parking spaces would be minimal, and in an area of the parking lot that is infrequently used. 3. The next alternative, traffic calming measures, addresses the problem by attempting to reduce traffic speed to the speed that matches the available sight line. This option requires modification of driving habits rather than resolution of the problem. It also introduces a flashing signal, which does not add to the aesthetics of the area. However, the raised intersection and other calmed pavement areas would have an attractive stamped concrete pattern, and the island can be landscaped with low plantings, thus adding aesthetic appeal. In the event Lowe's parking lot cannot be modified, staff consider this to be the best compromise. 4. The final alternative, moving the driveway closer to Buckland Road, resolves the sight line issue but introduces a new set of issues due to its proximity to the traffic light at Buckland Road. Staff do not consider this a viable option due to the interference with the left-turn queueing lane. Also, this option would require additional review and approval by the State Traffic Commission. 3 1 l.One free-standing sign is proposed at the entrance. The sign size is 24 square feet, on a fieldstone base with an overall height of 10 feet.. 12.There are regulated wetlands on this site. ' Executive Summary ' Parcel'V' This report summarizes the changes in drainage that will occur as a result of construction of a ' proposed Commercial Development north of the existing Lowes Drive on Buckland Road in South Windsor, CT. The Proposed development will occupy approximately 3.4 acres of a 5.7 acre parcel. The site is currently occupied by an abandoned house, with some unkept lawn areas on the west side of the house, and wooded areas to the east of the house. Soils are Agawam sandy loams and Enfield silty loams, both of Soil Conservation Service soil type B,with some type C/D soils in the rear (east)of the site within the wetland areas. Runoff from the proposed development's buildings and parking lots will drain to a detention basin located to the west, across Buckland Road. This basin was constructed in conjunction ' with the Evergreen walk project, and was sized to attenuate flows from portions of that development, as well as flows from this parcel. Detailed calculations and drainage maps for flows resulting from the proposed Evergreen Walk and Expo Center development were summarized in a previous report titled"Drainage Report:Expo Design Center"Last revised on January 27,2003. Calculations developed for this report use base flows from our January 27, 2003 report with additional runoff from the Parcel"L" site added to the model. The pre and ' post development flows for the detention basin(including proposed flows from this site)will be as follows: ' 2 1.95 .78 10 9.56 2.56 25 15.52 5.82 -9.70 100 27.77 22.10 -5.67 The proposed parking area storm drainage system was designed for the 25 year design storm, ' and will incorporate drainage structures with two foot sumps to maintain water quality. The detention basin will improve water quality further by allowing sediments to settle. F.\P96\96481\A48(Parcel L)\Drainage\drainrep.doc Corres. ' Fuss&O'Neill Inc. Existing Conditions ' The subject property consists of a 5.7 acre parcel located to the north of the existing Lowes Drive off Buckland Road, and across from the newly completed Evergreen Walk development. The site is currently unused, with an abandoned house and driveway located in the front of the ' parcel, and wooded areas to the rear of the parcel. The site also contains two separate wetland areas to the rear(east)of the parcel, and part of the detention basin constructed for the adjacent ' Lowes/Target Plaza. Soils on the site are SCS soil type B. Proposed Conditions The proposed buildings will cover approximately 0.64 acres. The adjacent parking areas will add approximately 1.7 more acres of impervious area. The proposed additional impervious ' areas will increase the amount of runoff discharging from the site, if undetained. However, runoff will be piped to the detention basin on the west side of Buckland Road, which was sized during the design of the Evergreen Walk development to accept flow from this parcel. Accordingly, an 18" RCP storm pipe and manhole were installed across Buckland Road, and . stubbed on this property during the construction of Evergreen Walk to facilitate the future development of this parcel. ' The detention basin will have a total storage volume of approximately 5.6 acre-feet. The pond ' will have a 4 inch diameter low-level outlet,an 8 inch diameter second stage outlet, and a third stage double catch basin grate outlet. The bottom of the pond will be at an approximate elevation of 83 feet and the highest elevation of the basin's berm will be 90 feet. During the 100 ' year storm, there will be approximately 1 foot of freeboard within the basin. Preliminary groundwater data indicates that the basin will be dry at least part of the year. Under dry conditions, the basin can store the runoff from 1-1/2"to 2" of rainfall before discharging through the outlet. The basin is located in an area of Merrimac soil, which the SCS classified as having a permeability of 2 to 6 inches per hour. Assuming a conservative 1"per hour, the basin will take 19 hours to drain completely when starting full at the low level outlet elevation. Storm sewer systems were designed to convey the 25 yr design storm for the proposed ' development. Minimum pipe cover is 3 feet, and minimum pipe slope is 1%, to maintain adequate pipe velocities in all areas. ' Methods U.S.D.A.Natural Resources Conservation Service(SCS)TR-55 methods were used to develop ' input information which was input into the Pondpack hydrologic computer model, which is based on SCS TR-20 methods. Please see Appendix B for the Pondpack calculations and drainage map. The storm sewer systems were sized using the StormCAD computer model. Input information ' for the model was derived using Rational Formula methods based on the drainage areas depicted in the drainage area map in Appendix A. Times of concentration for paved areas were assumed ' F:\P96\96481W48(Parcel L)\Drainage\drainrep.doc Corres. Fuss&O'Neill Inc. to be the minimum allowable time of 5 minutes. The StormCAD output indicates that all of the proposed pipes will have adequate capacity. Since all storm systems outlet to the detention basin, the 25 year water surface elevation in the ponds was used as the starting hydraulic grade line elevation in storm pipe calculations. ' Summary ' With the use of the proposed detention basin, proposed peak discharges from the site and from the proposed access road will be less than existing flows through the 100 year storm, as required by Town regulations. Banach PlanningDirector of Town of South Windsor MAy 3 y 200 1540 Sullivan Avenue pHWNpSORp Gppp. South Windsor CT 06074 So RE: Evergreen Run Traffic Impact Statement Our File: 94010.00 Dear Ms. Banach: We have prepared this letter to address the traffic impact associated with the proposed retail development known as Evergreen Run. This development is on the tract of land located north of the driveway to the Lowes/Target development from Buckland Road, and is referred to as "Parcel U. It is our understanding that an application to the Town of South Windsor for final site plan approval has recently been submitted. This letter has been prepared in support of that application. The proposed development is to consist of 27,730 s.f. of retail development in two buildings, supported by a total of 112 parking spaces. Access to the site is proposed by way of a single driveway to the existing Lowe's driveway. The site location is presented in Figure 1 with respect to the surrounding roadway network. Existing traffic volumes for this project were taken from the combined traffic volumes for the Evergreen Walk development as presented in a traffic impact report prepared by our office dated April 18,2001 and revised through July 13, 2001. Those volumes are presented as the "2004 existing traffic" volumes in Figure 2 of this report. A 1% annual growth rate was applied to project the traffic forward to a design year of 2006. The resultant volumes reflect the 2006 background traffic volumes for this development, and include all traffic from future proposed expansion of Evergreen Walk. The development is located on a discrete parcel, and all traffic generated by it will utilize the driveway to the Lowes Drive. However, this is also a connected portion of a much larger development, and many of the trips into and out of this site will be shared with trips to and from other portions of the Buckland Hills Area. Thus, the methodology for computing the anticipated traffic, in accordance with the recommendations published by the Institute of transportation Engineers (ITE) in its report entitled Trip Generation, is as follows: Civil &Traffic Engineers • Surveyors• Planners • Landscape Architects Tel 860.653.8000• Fax 860.844.8600 9 email mail@fahesketh.com Marcia A. Banach May 27, 2005 Page 2 • Trip generation for the proposed development is estimated utilizing the ITE Trip Generation regression equations for a retail development with a floor area of 27,730 s.f. These volumes are applied to the proposed site driveway. • The trip generation is run for the 27,730 s.f. development utilizing the regression equations based on the total square footage of the adjacent development plus the proposed development (331,138 s.f.). The increase in traffic to the local roadway network is reflected in the volumes derived in this way. • The difference in these two figures is the generation that is shared by the two developments. The traffic generation computed using this methodology is presented in Table 1, attached. The traffic distribution was computed to reflect the shared trips within the Buckland Hills area. Traffic was distributed to the local roadway network with 50% oriented through the existing Lowe's Development, 20% to and from the north on Buckland Road, 20% to and from the south on Buckland Road, and 10% to Evergreen Walk on Tamarack Drive. The distribution is presented in Figure 4. The site generated traffic was distributed to the local roadway network as presented in Figure 5. The combined traffic volumes, upon completion of the development, are presented in Figure 6. Capacity analyses were completed for the p.m. and Saturday peak hours for the background and combined traffic volume conditions for the intersection of Buckland Road with Lowe's Driveway and the intersection of the Lowe's Driveway and the proposed site driveway. The analysis indicates that the intersections operate at acceptable levels of service under both the background and combined traffic volume conditions. The intersection of Buckland Road and the Lowe's Driveway operates at a LOS B during the p.m. peak hour and at a LOS C during the Saturday peak hour under the background traffic volumes. With the addition of the site generated traffic the intersection will continue to operate at the same levels of service. The intersection of the proposed site driveway and the existing Lowe's Driveway is a proposed unsignalized intersection with the Lowe's Driveway oriented in an east/west orientation. The proposed site driveway approaches from the north. The Lowe's Driveway provides a dedicated left turn lane and a single through lane on the eastbound approach and a single shared lane on the westbound approach. The Lowe's Driveway operates free of control. The proposed site driveway provides a dedicated left turn lane and an exclusive right turn lane and is proposed to operate under stop sign control. The Marcia A. Banach May 27, 2005 Page 3 analysis of the proposed geometry under the combined traffic volume conditions indicates that all movements at the intersection will operate at a LOS C or better during peak hours with the exception of the southbound left turn, which will operate at a LOS E during the Saturday peak hour. Based on the analyses summarized in this report, it is our professional opinion that the traffic volumes associated with the proposed Evergreen Run will not have a significant impact on the surrounding roadway network. We appreciate the opportunity to provide this analysis to you. If you require any additional information regarding this project, please do not hesitate to contact us. Very truly yours, F. 'Al. Doolittle, P.E., Town Engineer Date: 6/10/05 RE: App 05-34P, Evergreen Run Site Plan I have reviewed the above site plan application for property at 90 Buckland Road (known as Evergreen Run)and I have the following comments: 1. Add sidewalks to this site from Buckland Road or Lowes Driveway for pedestrians to access this site. 2. The proposed Property line along Buckland Road needs to be at least 10 feet from the existing curb. The property between this line and the Road ROW needs to be deeded to the Town 3. What is the building called that is separated into two sections? Is this Building A? 4. There is a large flat area in the driveway in front of the building that is separated into two sections where I think water may pond. Revise the grading and/or add more catch basins in this area to insure water drains from the drive. 5. Another catch basin may be needed on the east side of the entrance drive in the section of Lowes Drive that is being widened to catch water coming down the Lowes Drive and prevent it from running down this site drive. 6. A guide rail is needed on the west side of the entrance drive by the steep slopes. 7. How will the dumpster pad and transformer be screened? 8. It appears a temporary construction entrance is needed while the driveway ramp is being constructed. Show this on the plans. 9. The Roof Drain clean-outs should have metal grates in the sidewalk or pavement. 10. 1 think there should be some concrete curb in this development to match that in Evergreen Walk and Lowes/Target. 11. The 6" of bank run gravel in the Lowes Drive widening area should be increased to 12" in rock or wet areas. 12.The retaining wall needs to be designed and stamped by a Professional Engineer licensed in Connecticut Please let me know if you have any questions. Banach, AICP Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074-2786 RE: M/S Town Line Associates/ Evergreen Run Development Parcel "L" Buckland Road South Windsor, Connecticut Dear Ms. Banach: Following a question from Jeff Doolittle, we have measured the sight distances that will be available from the proposed entrance drive to the above referenced site. Measurements were taken for entering left turning vehicles and exiting vehicles. For entering left turning vehicles, 190 feet of sight distance will be available, and for exiting vehicles, 225' will be available looking to the left. Looking to the right, it is possible to see all the way to the signalized intersection at Buckland Road. In accordance with the State of Connecticut Highway Design Manual, published in December of 2003, these sight distances translate into a 20 mph design speed for exiting vehicles (Figure 11- 2 C) and 23 mph for entering left turns (Figure 11-2 J). Currently, there are no posted speed limit signs on the Lowe's drive. We therefore recommend that speed limit and intersection warning signs be posted to limit drivers' speeds in this area. We anticipate that the low volume of traffic on this drive and the proper signing of the intersection will provide adequate and safe operations at this location Please contact our office at any time if you should have any questions concerning this information. Banach, AICP Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074-2786 RE: M/S Town Line Associates / Evergreen Run Development Parcel "L" Buckland Road South Windsor, Connecticut Our File: 94010.00 Dear Ms. Banach: We have prepared this letter to document our examination of site access alternatives, and our findings and recommendations in this regard. We are presenting it to you in support of an application for site plan approval As you are aware, the site is located on the northeast corner of Buckland Road and the drive to the Lowe's and Target developments (which will be called the "Perimeter Drive" in this letter.) In the majority of developments of parcels such as this, access would be provided directly to and from Buckland Road, with potential secondary access provided along the Perimeter Drive. In order to conform to the access management . recommendations of the Town, however, the sole access to this parcel has been proposed to be on the Perimeter Drive. No curb cuts have been proposed along Buckland Road. Locating the driveway to the parcel is restricted by several constraints, such as wetlands to the east and required separation (to accommodate vehicle queuing) to Buckland Road to the west. The recommended drive location presents the greatest possible separation from Buckland Road without wetlands encroachment. In response to a question from Jeff Doolittle, the Town Engineer, we measured the sight distances that would be available from the proposed entrance drive. Civil &Traffic Engineers • Surveyors • Planners • Landscape Architects Tel 860.653.8000• Fax 860.844.8600 9 email mail@fahesketh.com Marcia A. Banach, AICP July 21, 2005 Page 2 In accordance with the State of Connecticut Highway Design Manual, published in December of 2003, these sight distances translate into a 20 mph design speed for exiting vehicles (Figure 11-2 C) and 23 mph for entering left turning vehicles (Figure 11- 2 J). Although we initially recommended that speed limit and intersection warning signs be posted to limit drivers' speeds in this area, it was clear from the reaction of the Planning & Zoning Commission that additional measures would be necessary. We have, therefore, investigated several options for reducing the travel speed in the area, or, alternatively, increasing the available sight distance. A. Removal of the Obstruction The sight distance is restricted g e est cted by the retaining wall and associated grading along the inside of the Perimeter Drive curve. The most straightforward approach to solving the problem would be to remove the obstruction to the sight line, thereby providing adequate sight distance for the measured 85t" percentile operating speed (29 mph in the downhill direction and 30 mph uphill). This requires the provision of 375 feet of sight distance for exiting vehicles, and 245 feet for entering left turns. These sight distances are plotted in Figure 1, attached. The implementation of the changes shown in Figure 1 results in.major impact on the Lowe's parking lot due to the required reconstruction of the retaining wall and regrading in the sight line area. The primary impediment to this approach is that the developer does not control the land in this area, and that the covenants and agreements governing the shared use of the driveway do not provide for the ability do accomplish this work without the approval of Lowe's. Therefore, it is impossible to be certain that these improvements can be accomplished at this time. B. Shift of the driveway Alternatively, it would be possible to shift the driveway to the east (uphill) or to the west (downhill) in order to provide better sight distance beyond the retaining wall obstruction. Shifting the wall uphill is not possible because of the serious wetlands impacts that would occur. Shifting the drive downhill would produce a driveway location as shown in Figure 2. Apart from the serious development impact that this would have on the parcel, and the difficulty that would result for continuing future access through to the north, this relocation is not feasible because the computed queues from the Buckland Marcia A. Banach, AICP July 21, 2005 Page 3 Road signal would block the driveway to the site, causing operational problems and introducing safety concerns. C. Traffic Calming Measures The existing sight lines will accommodate an operating speed of approximately 20 mph. An investigation into various "traffic calming" measures was undertaken to determine if it would be feasible to reduce the downhill operating speed by approximately 9 miles-per- hour. The following elements, presented in Figure 3, were investigated: • Speed Humps — Speed humps are used to slow traffic at an isolated location. They are approximately 3inches high and 12 or more feet wide. They are not recommended for locations where the curve radius is less than 300 feet. The existing centerline radius of 150 feet precludes the use of such devices at this location. • Speed tables — Speed tables are essentially large speed humps that are used in conjunction with some other feature (such as a pedestrian crosswalk or intersection). The use of a speed table at the intersection to the east (uphill) of the driveway will serve to slow traffic in the downhill direction. The proposed raised intersection would have a textured pavement and appropriate signing and markings. It is anticipated that the intersection would be raised approximately 6 inches. • Lane widths — It is recommended that the center islands be raised, and that the lane widths be reduced to 10 feet, plus shoulders to allow for the proper tracking of large vehicles. It is also recommended that the shoulders use textured pavement to provide visual and tactile restriction of the travel path. • Horizontal geometry— It is recommended that the downhill (westbound) centerline radius be reduced to 100 feet. Figure 3.29 of Traffic Calming— State of the Practice, published by the Institute of Transportation Engineers (iTE) indicates that a 100 foot curb line radius will result in a travel speed of approximately 20 mph (see below). Marcia A. Banach, AICP July 21, 2005 Page 4 30 26 So C 40 D+ 20 G Q, _ i_ 15 'a 20 FTi 10 d t0 5' 0 0 _ 0 10 20 so [ 40 ss0 0 :50 too 150- 200- 250-.... Curb Radius(ft)' Curb Radius(ft) Figures 3.28 and m9.crossing Distance and Turning Speed versus Curb Radius. D. Visual Enhancement The primary concern with the location of the intersection is that the passing drivers may be unaware of the intersection and not see an approaching vehicle. It is recommended that the intersection location be signed with the appropriate intersection warning sign, and that a flashing "beacon" be installed-at the intersection. This signal will be visible well in advance of the intersection, and should alert the motorists to the intersection location. Use of flashing beacons has been documented by ConnDOT to provide an effective deterrent to accident-prone locations. E. Effectiveness The ITE published effectiveness data for two parameters in evaluating the use of traffic calming measures. The first, which is related to traffic volume reduction is not applicable here. The second is involved with speed reduction, and offers an opportunity to evaluate the effectiveness of the proposed measures. The studies for speed reduction through the use of vertical measures (such as humps and tables) involved the observation of before and after speeds at some 265 locations. The average pre-control speed was computed to be 35.26 mph, and the average post- control speed was computed to be 28.13 mph, for a reduction of 7.13 mph (20.24%). Application of this reduction to the observed speed at our location indicates a final- speed projection of 22 to 23 mph. Marcia A. Banach, AICP July 21, 2005 Page 5 ITE also reports a speed reduction resulting from "Narrowings" as being 2.6 mph, although only 7 observations were made in this category. The use of the narrow lane widths applied to this case would bring the speed near to 20 mph. In addition, as noted above, the use of a 100 foot radius, by itself, should be sufficient to reduce the operating speed to 20 mph, and the provision of the flashing beacon should enhance the intersection visibility. F. Conclusion We anticipate that the combination of the above traffic calming measures will reduce the travel speeds such that the sight distances available at this location will be adequate for the low volume of traffic on this drive. It is our professional opinion that the above recommended controls should provide an adequate margin of safety at this location. Please communicate with our office at any time if you should have any questions concerning this information. 4A. s yours, th & ssociates, Inc. . Mitchell, P. E. Lamson"<alamson@flbarch.com> To: "Marcia Banach"<banach@southwindsor.org> Date: 10/8/05 12:02PM Subject: Parcel L- Evergreen Walk: Progress with Lowe's Hi Marcia, As promised here is an update on our"progress"with contacting Lowe's to get them to agree to the revisions to the existing retaining wall to improve the sight line conditions. Our site contractor has started the work on the driveway for the other traffic calming issues. We hope to have the paving (at least the binder course)complete before the plants close for the season in November. We have continued to communicate with the engineering representative of Lowe's regarding the issues that they had initially raised. As it turns out several of those issues are already addressed by previously executed agreements between all of the parties in Northern Hills (Target, Lowes and Northern Hills LLC). We were truly down to issues such as whether the reconstruction of the wall will interfere with access by their customers, approval of the revisions to their parking lot, and who would pay for the improvements. Your letter to them was a great help. Early this week we were provided with the name of another person at Lowes who we were told was the coordinator for Lowes inhouse. I have spoken with him and he has indicated that it appears that the relocation of the wall and change in that corner of the parking area are"non-issues"for Lowes. He asked for photographs of the area of the wall so that he can use them to explain this revision to the decision makers at Lowes. took those photos this week and they have gone to him. He indicated that we should hear from them within a week to 10 days-which should be between the 17th and the 21 st. I will keep you posted. Alan F. The paving should be completed and temporarily curbed sufficient to allow the parking field to drain to the two CBs in front of the north building. 5. The eight (8) parking spaces at the east end of the north double row of parking between the two islands should be omitted and this area used to provide access to the parking field. The proposed driveway east of these spaces should be temporarily closed. This avoids all temporary traffic from having to make the sharp left turn at the bottom of the ramp. 6. The sidewalk along Buckland Road and the sidewalk between Buckland Road and the parking area do not have to be completed. 7. All drainage in the parking lot must be installed and operational. 8. All site lighting must be installed and operational. 9. Binder course may be used for the winter. Although the Town would prefer that binder be placed only when the temperature is 40 degrees and rising, they have agreed that we can place the binder at our risk and any bad areas that are exhibited in the spring will be removed and replaced before final paving. They asked us to "do the best we can". The parking lot and entrance drive must be fully striped. The paint can be water-based since it is only temporary. 10. If the perimeter parking lot curb has not been placed along the west and east side of the parking field, then we will have to provide pinned wheel stops on all the parking spaces abutting future sidewalk or graded areas (not along the south edge adjacent to the south building). 11. We will need to have the required enclosure around the dumpster pad at the dumpster at the northeast corner of the south building. 12. The curbs on the ramp driveway will all have to be in place down to the bottom of the ramp. 13. The guide rails along the ramp driveway will need to be installed. 14. The end of the wall on the Lowes property will have to be relocated and reinstalled. As soon as Lowes has signed the agreement we need to provide a change order showing the change in the wall. 15. There is apparently a low point at the northeast corner of the intersection of the Lowes driveway and Buckland Road that existed and has been made larger by the widening of the Lowes driveway. Spazzarini had agreed to mill this area and patch it. This must also be done to eliminate the low point and the resulting ponding/freezing. Encl. These elevations show the location and color of the awnings for the two buildings as approved. The only revision to this is with regard to the south building. Because Citibank's corporate color is blue and Verizon's corporate color is red, we would like to swap the color of the awnings on those two spaces. So the two red awnings on either side of the gable on the north elevation will be blue, the two blue awnings on the west end of the building will be red, the two blue awnings on the south elevation (Lowe's driveway side) will be red, and the on red awning on the south side will be blue. We have enclosed color samples of the Sunbrella awning material: Pacific Blue Style 4601 Black Style 4608 Jockey Red Style 4603 These are exact matches to the colors shown on the elevations. Please indicate your concurrence with our conclusion. Also please return the color swatches so that we can monitor the installed material. Encl. Lamson, AIA, AlCP DATE: September 6, 2007 RE: Evergreen Run — Parcel L Project No. 02808.21 Landscaping Following up on our conversation earlier today, we are forwarding a copy of the Planting Plan to you with markups indicating the changes we wish to make. The installation of the sign along the main driveway (south side of the property) will require us to remove some of the plantings that are in the vicinity of the sign. We also noticed that grass has not seeded will along the north side of the building near the west end. This is due to the shadow cast by the building and the shade from the trees on the adjacent property. We propose to mulch this area (approximately 25 feet X 60 feet) and relocate the plantings from the sign area to the west end of this mulched area. This will stabilize the slope along the north side of the building and maintain the total amount of planting on the property. Encl.
