The following work was included in this study: • Making 24-hour directional machine counts on Nevers Road about 450 feet south of Wood Pond Road(approximately 200 feet south of the site access road). The count included a directional speed study to determine the 85th percentile speed of travel in each direction on Nevers Road(85th percentile speed was used to determine the intersection and stopping sight distances for vehicles entering and leaving the site). • Making visual observations of roadways and land use conditions along Nevers Road in the vicinity of the site. • Determining the number of trips expected to be added to the roadway system by the proposed 20 Active Adult Homes. • Completing morning and afternoon peak period capacity analyses for the intersection of Nevers Road at the site access road to determine the operating Levels of Service (LOS)for the future traffic volumes anticipated upon completion of the Active Adult Homes in Eagle Run. • Comparing the intersection sight distance shown on the profile prepared by Alford Associates for drivers looking left(south)from the site access road onto Nevers Road with the Connecticut DOT Guidelines for Intersection Sight Distances for the 85-- percentile speeds determined from the speed study made for Nevers Road. Existing Conditions Mannarino Builders proposes to build 20 homes in Eagle Run,an Active Adult Community for"Seniors"who are at least 55 years old and remain able to care for themselves, but cAbusiness\Mannarino-Nevei s utcipt.doe are seeking a home with lower maintenance requirements. The site is situated along the east side of Nevers Road approximately 240 feet south of Wood Pond Road. Nevers Road in the vicinity of the site varies in width from 22 to 24 feet. There is a single lane of travel in each direction with a double yellow center line separating the two directions of travel The posted speed limit on Nevers Road in the vicinity of the site is 35 miles per hour. Nevers Road is straight and gently rolling in the vicinity of the site. North of the site the road goes down a slight hill, and south of the site the road goes up a small hill which crests approximately 450 feet south of the site drive. A twenty-four hour machine count was made on December 16, 17 and 18, 2003 on Nevers Road just south of the site. The traffic count indicates that the daily traffic volume on Nevers Road is 1,526 vehicles. The morning peak hour of travel occurred from 9:00 AM to 10:00 AM when 129 vehicles traveled Nevers Road(54 vehicles traveled northbound and 75 traveled southbound). The afternoon peak hour occurred from 5:00 PM to 6:00 PM when 135 vehicles traveled Nevers Road(95 northbound and 40 southbound). The machine count included a speed study which indicated that the 85 h percentile speed of travel on Nevers Road is 44 miles per hour for both northbound and southbound travel. Trip Generation New trips to the roadway system generated by the proposed Eagle Run Active Adult Community were determined from the Institute of Transportation Engineers(ITE)reference,Trip Generation'. The ITE reference has established mathematical relationships based on studies of various land uses to determine their trip generation rates. These trip generation relationships have been standardized and published in the Trip Generation reference. The proposed 20 Active Adult Homes are being developed for"Seniors"who are at least 55 years old. The ITE reference provides trip generation information for several related land uses for senior housing including: "Retirement Community"and`Elderly Housing—Detached". The ITE reference also provides trip generation information for standard housing including"Single- Family Detached Housing". The trips generated by the 20 Detached Homes were calculated for Senior Housing and Standard Housing to provide a comparison of the number of trips Senior and Standard housing would generate. The trip generation was based on Land Use Codes 251 -"Elderly Housing— Detached"and 210-"Single Family Detached Housing". The following trip generation relationships were used to determine the number of daily, and morning and afternoon peak hour trips that would be generated by the proposed Eagle Run Active Adult Community and by a similar size standard residential development. The results are summarized in Tables 1 and 2. Senior Housing Elderly Housing—Detached(20 Homes) Average Weekday Trips Not Available Morning Peak Hour 0.21 Trips per Unit 36/64 Afternoon Peak Hour 0.23 Trips per Unit 64/36 where T is the number of trips and X the number of detached homes 1 Trip Generation Sixth Edition published by the Institute of Transportation Engineers,1997 cAbusiness\Mannarino-Nevers\ltrrpt.doc 2 Standard Housing Single-Family Detached Housing(20 Homes) Average Weekday Trips Ln(T)=0.920 Ln(X)+2.707 Morning Peak Hour T=0.700(X)+9.477 25/75 Afternoon Peak Hour Ln(T)=0.901 Ln(X)+0.527 64/36 where T is the number of trips and X the number of detached homes Table 1 -Trip Generation Senior Housing Trips Entering Trips Leaving Daily Morning Peak Hour 2 3 Afternoon Peak Hour 3 2 Table 2-Trip Generation-Standard Housing Trips Entering Trips Leaving Daily 118 118 Morning Peak Hour 6 18 Afternoon Peak Hour 16 9 Tables 1 and 2 show that the number of trips generated during the peak hours is considerably less for Senior Housing than for the same size single-family residential community with no age restrictions. Because many people continue working well past their fifty-fifth birthday, and since the trip generation information for the residential use with no age restrictions is higher (more conservative),the Trip Generation estimates for standard housing were used for the proposed 20 homes in the Eagle Run Active Adult Community. The capacity analyses completed for this study used the higher number of generated trips present in Table 2 to provide a conservative(worst case)evaluation of the operating Levels of Service Capacity Analyses Capacity Analyses Capacity Analyses were done to determine the anticipated quality of traffic operations at the intersection Nevers Road and the site access road. Letter designations from A to F are used to represent the Levels of Service(LOS)for the traffic operation at each intersection or roadway, with LOS A representing the best operating conditions and LOS F the worst. The Level of Service for unsignalized intersections with STOP control on the minor street assumes that through and right-turning traffic on the main street is not affected by traffic on the side street(s). Thus, the LOS designation is for the movements on the side street and the left-turn movement from the main street onto the side street. Levels of Service are defined by the average delay per vehicle as indicated below. 6business\Mazmarino-Neversltrrpt.doc 3 Unsianalized Intersections Level of Service Avg. DelaylVehicle (in Seconds) LOS A < 10.0 LOSB > 10.0 and< 15.0 LOS C > 15.0 and<25.0 LOS D >25.0 and<35.0 LOS E >35.0 and<50.0 LOS F >50.0 Level-of-service capacity analyses were completed for the 2005 Build conditions for the intersection of Nevers Road at the site access road. The year 2005 analyses assume a two year buildout for the homes in Eagle Run. The 2005 traffic volumes on Nevers Road were determined by applying a two percent compounded annual growth factor(totaling 104.04%growth for two years)to the 2003 through traffic volumes on Nevers Road to account for growth that may occur in the area. Trips generated by the 20 new Active Adult homes were added to the 2005 traffic volumes on Nevers Road assuming that seventy-five percent of the new trips would travel to and from the south and fifty percent would travel to and from the north on Nevers Road. This approach provides a conservative analysis of the impact from the site trips as the total number of trips assigned to the roadway system represents 125%of the generated trips. The results of the capacity analyses are presented in Table 3. Table 2: Unsignalized Intersection Capacity Analysis 2005 Build Location H Delay LOS Nevers Road at Donna Drive S-Bd Left Turn AM 7.3 A W-Bd Site Access Road Peak 9.2 A S-Bd Left Turn PM 7.5 A W-Bd Site Access Road Peak 9.3 A Delay= Average stopped delay,in seconds,to all vehicles entering the intersection or to vehicles making the specified turn. Table 3 shows that left turns from Nevers Road onto the site access road and the site access road approach to Nevers Road will operate at Level of Service(LOS)A during the morning and afternoon peak hours upon completion of the proposed 20 Active Adult homes. Site Access Access to the twenty Active Adult homes will be provided by an access road located along the east side of Nevers Road approximately 250 feet south of Wood Pond Road. Visual observations were made at the location of the site access road, and Alford Associates prepared a sight line profile for drivers looking left(south)from the access road onto Nevers Road. The Intersection Sight Distance shown on the sight line profile is 437 feet. The visual observation cAbusiness\Mannarino-Nevers\ltrrpt.doc 4 indicates that the sight distance looking to the right(north)from the site access road is greater than 600 feet. The sight distance for Stopped Vehicle Turning Left Across Oncoming Traffic(derived from the sight line profile)is more than 435 feet. The posted speed limit on Nevers Road in the vicinity of the site is 35 miles per hour (mph). The speed study conducted for Nevers Road at the site frontage found that the 85th percentile speed(the speed at which 85 percent of all drivers travel at or less than)is 44 mph for both northbound and southbound travel. The Connecticut DOT presents Minimum and Upper standards for intersection sight distances(ISD)in their January 1999 Highway Design Manual. The ConnDOT guidelines are presented in metric, which required that the prevailing speeds be converted to kilometers per hour. Figure 11-21)of the ConnDOT Guidelines presents ISD information for each 10 kph increment for speeds between 40 and 100 kph. The Intersection Sight Distance available to drivers looking left from the site access road onto Nevers Road(437 feet)equals the Minimum(437 feet)ISD presented in the ConnDOT reference for vehicles traveling northbound on Nevers Road at the 85 ' percentile speed of 44 mph. The Intersection Sight Distance available to drivers looking right from the site access road onto Nevers Road(more than 600 feet)is greater than the Upper ISD of 617 feet presented in the ConnDOT reference for vehicles traveling southbound on Nevers Road at the 85th percentile speed of 44 mph. A second sight distance measured for this study is for Stopped Vehicle Turning Left Across Oncoming Traffic. According to Figure i 1-2F of the ConnDOT Guidelines, vehicles turning left from Nevers Road onto the site access road should be able to see 342 feet. The 437 feet available to drivers making the left turn from Nevers Road onto the site access road is far greater than the distance required by the ConnDOT reference for vehicles approaching from the opposite direction at the 85`h percentile speed of 44 mph. The Stopping Sight Distance for vehicles approaching from the rear of the vehicle turning left onto the site access road should be approximately 377 feet. The available Stopping Sight Distance(more than 600 feet)is far greater than the required Stopping.Sight Distance. All sight distances available to drivers entering and leaving the proposed site access road meet or exceed the Minimum standards presented in the Connecticut DOT Highway Design Manual for the prevailing travel speeds on Nevers Road. The Intersection Sight Distance looking left from the site drive meets the Minimum requirements and all other sight distances exceed the Upper requirements. Conclusions Eagle Run,an Active Adult Community for"Seniors"who are at least 55 years old is proposed for the east side of Nevers Road approximately 240 feet south of Wood Pond Road in South Windsor. Access to the Active Adult homes will be provided by an access road located along the east side of Nevers Road about 250 feet south of Wood Pond Road. The trip generation information included in the ITE Trip Generation reference for Single Family Detached Housing was used to determine the number of new trips anticipated from the proposed 20 Active Adult homes within Eagle Run. The study assumed that the Active Adult Community would be constructed over a period of two years. Capacity analyses were done for the intersection of Nevers Road at its intersection with the site access road for the 2005 Build conditions. The trips generated by the single family homes were distributed to the roadway system by assuming seventy-five percent of the new trips would travel to and from the south and fifty percent would travel to and from the north on Nevers cAbusiness\Mammino-Nevers\lhrpt.doc 5 Road, providing a conservative estimate of the impact expected from the Active Adult Community-. The capacity analyses found that left turns from Nevers Road onto the site access road, and the site access road approach to Nevers Road will operate at the best Level of Service A during the morning and afternoon peak hours upon completion of the proposed 20 homes. Alford Associates prepared a sight line profile for drivers looking left(south)from the access road onto Nevers Road. The Intersection Sight Distance shown on the sight line profile is 437 feet. Visual observation and field measurement indicates that the sight distance looking to the right(north)from the site access road is greater than 600 feet. The Intersection Sight Distance looking left from the site drive meets the Minimum ISD requirements and all other sight distances exceed the Upper requirements presented in the ConnDOT Highway Design Manual for vehicles traveling at the 85`l percentile speeds on Nevers Road.. Since traffic operations at the intersection of Nevers Road at the site access road will be very good Levels of Service A for left turns from Nevers Road onto the site access road and for the site access road approach to Nevers Road, and adequate sight distances are available at the site access road to provide drivers the visibility needed to safely enter and leave the site,no offsite improvements are suggested by this study as a result of the added traffic generated by the proposed Eagle Run Active Adult Community. There will be no noticeable impact on traffic flow or traffic operations on Nevers Road as a result of the proposed Eagle Run Active Adult Community. I have reviewed the proposed plan with the following initial comments: Perimeter erosion controls must be placed along the northern edge of construction. Silt fence must be shown along the toe of the proposed cut slope. Proposed catch basins should have 4-foot sumps incorporated to maximize sediment retention. The detail sheet and the narrative show 2-foot sumps. Special sediment protection is needed around the yard drains. The effectiveness of the proposed infiltrators can be significantly reduced by sediment entering the system. Please provide a detail showing how these structures.will be protected. I would recommend placing a ring of turf around the drain cover and then erecting the silt fence surround. The proposed sediment basin should be designed to maximize storm flows through the structure. A minimum of a ten-minute residence time_through-the.system-luring-a 1.2-5-'storm-should------- --- the target. Please-demonstrate that this can be achieved with the present design. The detail for the basin should include the topsoil mix for the bottom of the basin. The mix should include-12 inches of topsoil mixed with leaf compost, 30%by volume. This high organic soil will not only:provide an excellent growing medium, but will also work as a filter by adsorbing metal and other contaminants found in stormwater. Interior erosion controls should be placed n the plan to be installed during construction. Drainage ways-between houses are proposed that will require measures to slow stormwater prior and during seed establishment. Please provide soil test pit data to verify the feasibility if the proposed infiltrators. The following are initial comments from Town Staff regarding zoning and engineering issues: A traffic report is needed. Drainage computations are needed. Architectural elevations are needed. A Landscape Architect must stamp the landscaping plans. The ownership of the open space parcel to the north must be resolved. A lighting plan must be submitted. Road profiles must be submitted. Is the application a subdivision or a free split? "As these plans are so incomplete, the application will not be officially received nor will staff review commence until all required information has been submitted." cc. The following work was included in this stu&: • Making 24-hour directional machine counts on Nevers Road about 450 feet south of Wood Pond Road(approxirnaWy 200 feet south of the site access road). The count included a directional speed study to detemnme the 85th percentile speed oftravel in each direction on Nevers Road(85th percentile speed was used to determine the intersection and stopping sight distances for vehicles entering and leaving the site)_ • Making visual observations of roadways atad land use conditions akmg Nevers Road in the vicinity of the site. • Deterrnlning, the number of trips expected to be added to the roadwray system by the proposed 20 Active,Adult Hanes. o Completing morning and afternmoon peak penod capacity analyses for the intersection of Nevers Road at the site access road to determine the operating Levels of Service (LOS)for the future traffic volumes anticipated upon completion ofthe Active Adult Homes in Eagle Run. • Comparing the intersection sight distance shown on the profile prepared by Alford Associates fxrr drivers looking left(south)from the site access road onto Nevers Road with the Connecticut DOT Guidelines for intersection Sight Vistmwes for the 85t' percentile speeds detemined from the speed study made for Nevers Road. Existing Conditions Mawmrioo Builders proposes to build 2U homes in Eagle Run, an Active Adult Community for"Seniors"who are at least 55 years old and remain ablo to care for themselves, but c:lbue.+itutat+ytaanuino-NUttt.doc 12/29/2003 04:26 8606530625 TRAFFIC ENGINEERING PAGE 03 are seeking a home with lower mairttena».Ce requirements. The site is situated alOD9 the east side of Nevers Road approximately 240 feet south of wood Pond Road. Nevers Road in the viand-y of the site varies in width frcym 22 to 24 Beet_ There is a single lane of travel in each direction with a double yellow center lme separating the two directions of travel. The posted speed limit on Nevers Road in the vicinity of the site is 35 miles per hour. Nevers RrAd is straight and gently rolling in the vicinity of the site. North of the site the road goes down a slight hill, and south of the site the road goes up a small hill which crests approximately 450 feet south of the site drive. A twenty-four hour machine count was made on December 16, 17 and 18, 2003 on Nevers Road just south of the site. The traffic count indicates that the daily traffic valunie on.Nevers Road is 1,526 vehicles. The morning peakk hour oftrrvel occurred from 9:00 AM to 10:00 AM when 129 vehicles traveled Nevers Road(54 vehicles traveled northbound and 75 traveled southbound). The afiernocm peak hour occurred from 5:00 PM to 6:00 PM when 135 vehicles traveled Nevers Road(9$northbound and 40 southbound). The machine count included a speed study which indicated tha#the 85"'percentile speed of travel on Nevers Road is 44 miles per hour for both northbound and southbound travel. Trip Generation New trips to the roadway system generated by the proposed Eagle Run Active Adult Community were determined from the Institute of Transportation Engineers(M)rrefemnee,Trip G wration'. The ITE reference has establislitd mathematical relationships based on studies of various land uses to determine their trip generation rates. These trip generation relationships have been standardised and published in the Trip Generation reference. The proposed 20 Active Adult Homes we being developed fnr"Seniors"who ire at least 53 yews old. The ITE reference provides trip generation infbmx ation for several related WW uses for senior housing including:"Rairur-ont Community"and"Elderly Housing-Detached". The ITE reference also provides trip generation infomtafiion for standard housing including "Si e- Family Detached Housing" The trips generated by the 20 Detached Homes were calculated for Senior busing and Standard Housing to provide a compari m of the number of trips Sensor and Standard housing would generate. The trip generation was based on Land Use Codes 251 -"Elderly Housing- Detached-and 210-"Single l<amity Detached Housing". The following trip gewraWn relationships were used to detemmiue the number of daily, and morning and afternoon peak hour trips that would be generated by the proposed Eagle Run Active Adult Community and by a similar size standard residential development. The results are surnrnarized in Tables I aril 2. The capacity analyses oornpletod for this study used the higher number of generated trips present in Table,2 to,provide a conservative(worst case)evaluation of tltc operating Levels of Service Capacity.Analyses Capacity AnaIym Capacity Analyses were done to determine the anticipated quality of traffic operations at the intersection Nevers Road and the site amm road. Letter designations from A to F are used to represent the Levels of Service(LDS)for the traffic operation at each intersection or roadway, with LOS A representing the best operating conditions and LOS F the worst. The Level of Service for unsignaiized mtmections with STOP control on the miner street assumes that through and right-tummg traffic on the main street is not of xted by traffic on the side street(s). Thus, the LOS designation is for the movements on the side Aand and the left turn movement from the main street onto the side strut. Levels of Service are defined by the average delay per vehicle as indicated below, c:\bu,incw\N1annaritw:Nevem4Uq*.dov 3 12i'-?9l2003 04:26 8606590625 TRAFFIC ENGINEERING PAGE 05 Uzisig axl Irrtersectz Level of Service Avg. The Intersection Sight Distance shown on the sight Um profile is 437 feet. The visual observation riMWj,Ae481 MecmariQo-NnKatUta7p[.dUC 4 a 12/2912003 04:26 8606530625 TRAFFIC ENGINEERING PAGE 06 indicates that the sight distance looking to the right(north)f om the site access road is greater than 600 feet. The sight distance for Stopped Vehicle Turning Left Across Oumning Traffic(derived from the sight line profile)is more than 435 feet, The posted speed limit on Ntvers Road in the vicinity of the site is 35 milts per hour (mph). The speed study conducted for Nevers Road at the site£Ynntage found that the 85a' percentile speed(the speed at which 95 permit of all driwi s travel at or less than)is 44 mph for both northbound and southbound travel. The Connecticut DOT presents Minimum and upper standards for intersection sight distances(ISD)in their Jam ary 1999 Faigbway Design Manual. The ConrDOT guidelines are presmted in metric, which required that the prevailing speeds be converted to kilometers per hour. Figure 11-21)of the ConnDOT Guidelines presents ISD information for each 10 kph increment for speeds between 40 and 100 kph, The Intersection Sighs Distance available to drivers looking left from the site access road onto Nevers Road(437 feet)equals the Minimum(437 feet)ISD presented in the ConnDOT reference for vehicles traveling northbound on Nevers Road at the 85" percentile speed of 44 mph. The Intersection Sight Distance available to drivers kroldtrg right from the site access road onto Nevers Road(mare than 600 feet)is greater than the Upper ISD of 617 feet presmuod in the ComOOT reference for vehicles traveling southbound on Nevers Road at the 8501 percentile speed of 44 mph. A second sight distance measured for this study is for Stopped Vehicle Turning Leif Across Onooming Traffic. Acconfin8 to Figure 11-2F of the ConnDOT Guidelines, vehicles turning left frown Nevers Road onto the site access road should be able to see 342 feet. The 437 fret available to drivers making the left turn front Nevers Road onto the site access road is far greater than the distance rewired by the ConnDOT reference for vehicles approaching f vrn the opposite direction at the 85 percentile speed of 44 mph. The Stopping Sight Distance for vehicles approaching from the rear of the vehicle turning left onto the site access road should be approximately 377 feet. no available Stopping Sight Distance(more Um 600 feet)is far greater then the required Stopping Sight Distance. All sight distances available to drivers entering and leaving the proposed site access road unfit or exceed the Minimum standards presented in-dw Connecticut DOT Highvmy Design Manual for the prevailing travel spuds on Nevcrs Road. The Intersecxion Sight Distance looking left from the site drive meets the Minimum requirements and all other sight distances exceed the Upper requirements. Mr. Mannarino has approached us to construct a sewer line across town-owned property, which is the old Wood Pond Estates that was given to the town through the Planning and Zoning subdivision rules and regulations. The Town staff and I have no problem with him going through the property, as it is the most economical and feasible way to bring the sewer to the property without adversely affecting the system. The problem that we are facing is that although the Town will now have the right of the property by prescription, I believe no warranty deeds have been signed at this point. The Town Attorney and I are currently contacting the attorney who represented Mr. Douglas to see if we can get this matter resolved. The Town does not have a problem with such an easement, as it will be a temporary disturbance at the site and the best way to build a sewer line. We will continue to work on the deed issue to get it resolved in a timely manner. I want to thank the Planning and Zoning Commission for their consideration in this matter. Very truly yours, l Matthew B. Galligan Town Manager MBG:ck MEMORANDUM To: Jeffrey Doolittle, Town Engineer Cc: Marcia Banach, Dir. of Planning From: Jeffrey Folger, Environmental Planner Date: January 20, 2004 Re: Storage issues in Wood Pond I have examined Town aerial photos from 1946, 1956, 19665 1986, and 1996 that show Wood Pond in various stages of evolution. The 1946 air photo shows the pond in an advanced state of eutrofication. Heavy surface vegetation including woody shrubs and herbaceous plants are clearly evident and covering over 95% of the surface of the pond. The contributing watershed is at least 50% wooded with a forested area of at least 300 feet surrounding the pond. The forest vegetation would buffer adjacent agricultural impacts (nutrients). The 1956 air photo shows the pond with almost 100% open water with no discernable bottom. This could mean that between 1946 and 1956 either the pond bottom was altered, or the water level was increased. There is no discernable land scarring that would indicate that a dredging operation had taken place. The sand mining operation to the north required an access road to be built with a culvert. It is possible that the level of the culvert was raised over time causing the water elevation in the pond to increase. The 1966 air photo still shows an open water situation. The 1986 air photo shows the pond with the addition of the Wood Pond residential subdivision as well as Wood Pond Road to the south and Riverside Drive to the north. Woody vegetation has started to encroach into the open water area from the south and around the edges. I would estimate that 20% of the open water area has been encroached upon. Doolittle FEB Town Engineer 72004 Town of South Windsor corvsF`' Nad'sor 1540 Sullivan Avenue LlioNoo MIEN South Windsor, CT 06074 RE: Mannarino Builders Inc. Eagle Run (Appl 03-96P) and Joseph Lane Estates (App104-06) Dear Sirs: My family has lived at 49 Wood Pond Road since 1988. We are very interested in the subject applications as they will impact the use and value of our property: Over the past sixteen years while enjoying all of the beauty surrounding our parcel we have become increasingly concerned with the steady rise in the level of the water in the pond behind our property. According to a report dated February 10, 2004 from Skip Alford addressed to Jeff Doolittle, the water elevation for a 100-year storm is at a 177.7 foot elevation. Based on the topographic detail provided in the map captioned"Eagle Run,An Active Adult Community,Watershed Map" dated December 29, 2003 and made part of the submission for the Eagle Run Project over the past two years the water line has exceeded 180 feet on several occasions and in fact this past summer the water level approximated 182+ feet and remained high enough to encroach on our property well beyond our rear shed rendering it virtually useless for extended periods of time. As you can imagine we are very concerned with the effect these new projects will have on the pond and specifically on how it impairs the use of our property. According to Mr. Alford's calculations the net effect of"Eagle Run" and"Joseph Lane Estates"will be to create a rise in maximum water elevation by 0.1 feet. When initial development of the property surrounding the pond was taking place in the early 1980s it may have been true that the 100-year flood level would be 177.7 feet. That is no longer even remotely true. The pond has not successfully withstood existing urbanization over the past 20+ years. The Town of South Windsor has been delinquent in maintaining the pond at all. There is no longer any downstream relief until water levels far exceed the 180 foot level and even then it is a slow, prolonged process. This situation is causing a dramatic increase in the mosquito population around not only our property but also a number of other lots bordering the pond. Last year our back yard was for all intents and purposes unusable during much of the summer because of mosquito infestation. This had not been a significant problem until about 3 or 4 years ago and has become increasingly worse. Performance of the pond has not only been impacted by downstream blockages but even more dramatically by silt deposition from runoff on Wood Pond Road and surrounding roads including roads added subsequent to the original Wood Pond Road project. Leaves and branches are currently blocking part of the discharge valve adjacent to Riverside Drive near Nevers Road. The pipe itself is filled with about 3-6 inches of silt greatly reducing the discharge capacity. Because of the blockage at that point, the primary discharge pipe is unable to function and it is only when water levels reach excessive heights can the secondary discharge pipe release at least some level of runoff This situation can only be exacerbated with the addition of the two subject developments. This will further degrade the use of our property while continuing to deteriorate the land surrounding the pond. Mosquito infestation will also become more of a concern. Before either of these projects is approved the pond situation must be addressed. As I mentioned above one of two things must be true; either the pond is unable to handle even the current level of urbanization (for example, the diameter of the discharge pipe may be inadequate) and, thus, will be unable to handle the added burden of the subject projects or the Town has been delinquent in maintaining the pond and must bring the pond up to the performance level required for existing urbanization before a meaningful evaluation can be performed to determine the impact of future urbanization. Either way these projects cannot now be approved without more work being done. It was reported at the February 10,2004 PZC Meeting by both the Town Engineer and the Builder that a proper evaluation of the pond has not been completed and cannot be completed until after the spring thaw. While I disagree in part (blockage of the discharge pipes can be seen right now) this only adds to my concern that these projects should not be approved at this time pending evaluation of all aspects of the project including water discharge and impact on adjoining property values. While I am not conceptually opposed to either of these projects I must insist that the necessary re-work be performed b the Town and the Builder and evaluated b an P P Y Y independent third party before either of these applications is accepted. Thank you for your time and consideration. Please feel free to contact me at work at 203- 532-3603 or at home at 860-644-3842 to discuss this further. Very truly yours, .L. MEMORANDUM To: Marcia Banach, Director of Planning Jeff Folger, Environmental Planner/Conservation Officer Michael Gantick, P.E., Director of Public Works From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 3/2/04 RE: Wood Pond outlet by Riverside Drive I inspected the outlet from Wood Pond and the culverts crossing Riverside Drive today. The ice is beginning to soften and break up. I estimate that the water elevation in the pond has dropped about 8"-12" since the winter based on the top of ice and the visible water. No water was flowing out from the pond. There is a high point in the bottom of the outlet channel mid way between the culverts and the pond that is about 6"-8" above the water level in the pond. There were also two logs down across the mouth of the outlet channel near the pond. It appears that the high point in the channel and the logs across the mouth of the channel have held back the water in the pond and caused the water level in the pond to be high for extended periods this past fall and winter. Cleaning out the channel will be beneficial as the water will keep flowing from the pond and the water in the pond should not remain high for as long after storms as it recently has. We should continue to work with Rob Mannarino to clean out this channel as he has agreed to do as part of the Joseph Lane Estates and Eagle Run projects. also looked at the two culverts that cross Riverside Drive. A small trickle of water was flowing into the eastern culvert that has the lower invert elevation. Water from the road was flowing into the western culvert via the catch basins in the road. There was about 2"-3" of silt in the inlet to the culverts. No water was flowing out of either culvert. There was ice and about 8" of silt in the culvert outlets. It looked like the western culvert may be obstructed by ice or some other debris. There was also a lot of silt and debris (fallen branches, leaves, rip rap, silt) downstream of the culvert outlets. I recommend the Town plan on cleaning out these culverts and the outlet area. The Town owns the property to the north of Riverside Drive along Nevers Road. MEMORANDUM To: Jeffrey Doolittle, Town Engineer Cc: Marcia Banach, Dir. of Planning From: Jeffrey Folger, Environmental Planner Date: January 20, 2004 Re: Storage issues in Wood Pond I have examined Town aerial photos from 1946, 1956, 1966, 1986, and 1996 that show Wood Pond in various stages of evolution. F i The 1996 air photo shows a significant increase of vegetation in the pond. The open water area has been reduced. I would estimate that 40% of the open water area has been encroached upon. There are no man-made structures present that effects the outflow of water from the pond. The channel that drains the pond to the north is in good shape with a sand and gravel bottom. There is no indication that the channel has been degraded by sediment. Wood Pond appears to be in a state of eutrophication and over time is evolving back into a swamp. Urban inputs from the adjacent residential developments within the watershed will accelerate the process. The neighbors have mentioned that there has been a rise in the water level of the pond. Mature trees at the northern end of the pond are inundated to a height of 1 foot plus. This certainly seems reasonable if the pond is becoming shallower due to a buildup of organics and sediments on the bottom. This would also result in a reduction of available storage during storm events. A MEMORANDUM RECEIVED To: Marcia Banach, Director of Planning JAN 2 8 2004 From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 1/28/04 SOUTH WINDSOR PLANNING DEPT, RE: App 03-95P, Eagle Run SRD Application I have reviewed the Site Plan for a the Summerwood SRD and have the following comments: 1. The existing sight lines need to be shown from the proposed driveway onto Nevers Road in both directions. 2. FE#4 should be extended further to the south to get it as far-from unit 3 as possible. 3. FE #4 and FE #4A should be changed to yard drains or type CL CB's. This would make the grading easier and they would be less of a nuisance. 4. The Top of Frame elevation of the detention basin outlet structure needs to be lowered so it takes water during the 100 year and possibly 50 year storms. 5. The top of the detention basin berm needs to be raised to provide at least 1 foot of freeboard during the 100 year storm. (El. 182.2) 6. The elevation of the emergency spillway should be above the top of frame elevation of the outlet structure and below the top elevation of the berm. (Sugggest El 181.7) 7. The drainage study needs to show that there will be no deleterious downstream impacts from this development. The water elevation of the pond to the north of Wood Pond Rd can not be raised due to increases in peak flow or volume of discharge from this development during any storm event as this would flood some of the yards around the pond. The drainage study shows no increase in peak runoff during the 100 year storm but does not address other storms (2, 10, 25 and 50 year) or changes in volume. The drainage study should show that the time of the peak discharge from this development does not correspond with the time of peak discharge from Wood Pond Road and the existing development that discharges into the pond. 8. Consider changing the inlet orifice to the detention basin outlet structure so it is smaller or changed to a smaller lower orifice and larger upper orifice to increase the detention for 2 and 10 year storms. 9. Lower the grade over the 24" storm drainage outlet pipe to provide 1 foot of cover. This is to reduce the size of the hump over the pipe and allow the new grades to be better blended in with the existing grades. 10. Add another clean out in both of the collector drains by the neck of the cul-de-sac, midway in the runs in front of units 9 and 14. 11. Revise the grading of the cul-de-sac so it has a slight crown and the slope is less. The slopes of the driveways around the cul-de-sac can be adjusted to allow the gutter elevations to be changed on the north and east sides. 12. The steeper slopes on the south side of the site will be difficult to maintain if turf grass is planted there. Suggest these slopes be planted with a low maintenance ground cover such as Crown Vetch or Flat Pea. 13. Add notes specifying the length or number of the infiltration chambers to be used at each of the locations shown on the plan sheet 4. 14. On Detail Sheet 10 label the thickness of the stone layer under the infiltrators. 15. On Sheet 10, change the detail for the Flared End Section to show a compacted processed aggregate base under the end of the flared end(18"thick x 30"deep min) 16. Galvanized frames and grates are to be specified for the catch basins and detention basin outlet. 17. Two additional catch basins may be required in the cul-de-sac. 18. Why are there so many driveways in the cul-de-sac? There should only be 3 driveways in the cul-de-sac. 19. Why is SMH 1 so deep? Suggest the invert of SMH 1 be raised and the pipe slope between SMH 1 and SMH2 be increased to at least 1%. 20. Raise the TF elevation of SMH 5 to at least the top of the berm elevation. 21. The cross country SMH (5 &6)are to have watertight manhole frames&covers. 22. WPCA review and approval is required for this site. Please call me(x 245)if you have any questions. RE: App 03-95P, Eagle Run SRD Application I have reviewed the revised Site Plan for the Eagle Run SRD (received on 3/4/04) and I have the following comments: 1. The Top of Frame elevation of the detention basin outlet structure needs to be lowered to about elevation 180.9 so it takes water during the 100 year and possibly 50 year storms. 2. Change the inlet orifice to the detention basin outlet structure so it is smaller(15"was previously discussed with the Engineer)to increase the detention for 2 and 10 year storms. 3. All erosion and sedimentation control measures are to be in place prior to earth moving operations in each area and maintained/cleaned out during construction. Call Jeffrey Folger, Zoning/Wetlands Enforcement Officer for inspection when measures are in place, prior to commencement of site work or if any problems/concerns arise during construction. 2. All topsoil stockpile areas to be protected(ringed with haybales or equal). 3. During construction of the road/driveway a crushed stone tracking pad is to be installed and maintained to minimize tracking of dirt/gravel on to Nevers Road. Calcium chloride or water is to be used for dust control as required. 4. No paving until grass is established in the detention basins. qql Public Works 1. Three complete sets of approved/revised plans to be provided to Town prior to start of construction. They will be stamped by the Planning Department along with plans developer needs. Only approved plans are to be used on the job site. 2. The Engineering Department is to be notified forty-eight (48) hours prior to the start of major construction work with inspections and testing per Developers Checklist (requested, required) for the following: a. After site is staked out b. All drainage work c. Preparation of subgrade, compaction tests as per Developer's checklist d. Preparation of subbase, six(6)inch lifts e. Placement of bituminous concrete, two (2)inch layers maximum 3. Certification of gravel used as subbase and processed stone for base will be required from an approved testing company. 4. Certification of all products used-- storm pipe, structures, pavement, etc., shall be presented to the Town Engineer prior to installation. 5. Two (2) weeks' notice must be given prior to placing the finish pavement course. This is to allow for inspection and correction measures(if necessary)of the infrastructure, prior to final pavement. 6. Applicant/developer should be aware that the inspection of the infrastructure improvements may result in the replacement of structure tops and/or structures prior to final paving if found to be deficient. 7. No subgrade formation/base in frozen ground/snow. Same for pipe/structure installation. 8. Progress As Built Plans are to be submitted to the Town Engineer for approval prior to paving and after subgrade formation. 9. As built plans are to include horizontal and vertical location of all underdrains, collector drains, footing drains, and sanitary sewers and house service laterals located as per revised as-built checklist. 10. All pipe and structures to be backfilled with free draining material, compacted in maximum one foot lifts with approved compaction equipment or approved equal if deep trench is encountered. Any pipe or structure work requires inspection prior to backfilling. 11. Any problems and/or questions regarding construction of this project will be directed to Gibby Creighton in the field at(860) 573-7179 and at home at(860) 668-2568. 12. All filling to be done in accordance with Department of Transportation specifications. To be compacted in maximum lifts and tested as necessary. 13. Job meetings will be held as needed, and can be called by the developer or Town. 14 Forty-eight-(48)hours' notice needed for certificate of occupancy inspection. i 5. Any proposed changes are to be presented to the Engineering or Planning Department prior to implementation on change order form in quadruplicate with 4 copies of the drawing. Town will attempt to turn around within 24 hours. 16. Normal hours of operation 7:00 a.m.—5:00 p.m.,no work on Sunday. 17. Street cut permit needed from the Town of South Windsor. 18. No paving after October 15 or before April 15 without written approval from Director of Public Works. 19. Extra care must be taken when compacting around structures such as catch basins and manholes. These spots often become problem areas in the future due to settling, therefore, the town staff/inspectors will be requesting additional compaction tests in these areas. 20. Inspection of gravel access roads required prior to placement of topsoil. 21. Sanitary lateral locations should be tied down to existing structures and shown on the progress as-builts. 22. For concrete sidewalks, 8"depth with reinforcements is required at driveway crossings. If the sidewalk is constructed before lot development, the locations must be indicated on the as-built plans. If a proposed driveway location is moved, the sidewalk must be removed to the nearest expansion joint and rebuilt to the proper depth with reinforcement. 23. If a concrete monument is located within a driveway; a cast iron frame and cover must be provided for town public improvement specifications. 24. During construction of individual sanitary sewer house laterals, the contractor shall prepare an as-built sketch on standard form provided by the Engineering Department. This form should be submitted to the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department suggests that the contractor also show locations of foundation drains and water laterals on this form. 25. ,During construction for individual house lots, lot to lot drainage must be addressed with drainage swales as necessary. For lawn establishment, town staff will be requiring erosion control measures to be installed prior to the issue of the certificate of occupancy to ensure soil stabilization. A detailed erosion control plan must be implemented and depicted on the plot plan for review prior to the issuance of the building permit—most particularly on lots with extensive grading. Planning Department 1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes required, contact the Planning Dept. Additional landscaping installed on one part of a site will not preclude planting all of the remaining items shown on the landscaping plan. SNET/NU 1. Contact utilities for coordination of utilities connection. Fire Marshal 1. Blasting(if required)to be coordinated with the Fire Marshal. qq9 Police Services 1. Emergency phone numbers for the duration of the construction must be provided to Police Services on a company letterhead. If the developer occupies or owns the building after construction emergency numbers must be provided to Police Services. 2. All buildings located on property that abuts a public highway must be numbered and visible from the street. All numbering shall comply with Town Ordinance 6-800 through 6-802. Barns, garages, and outbuildings, which are located on the same premises as a numbered structure, are excluded. 3. Erect temporary sign on the site during construction identifying the project. 4. If an alarm is to be installed contact Police Services. Building Department 1. Plan review with Building Official/Fire Marshal required prior to application for building permit.
