Driveway shown on Lot#3 should be shown outside of the State Drainage Easement. 2. Chapel Road is considered a collector street—shared driveway should be provided for the new lots as provided in Chapter 4, Section B.4.a of the Subdivision regulations. 3. WPCA approval is required. Doolittle, P.E., Town Engineer SOUTH WINDSOR PLANNING DEPT, Date: 6/17/03 RE: App 03-31 P, Terra Technologies Group I have reviewed the Subdivision Plan for 3 lots on Chapel Road by Terra Technologies Group dated May 20, 2003. 1 have the following comments: 1. Additional spot grades need to be shown to indicate the slope of the driveways. At a minimum spot elevations need to be shown where the driveways meet the road and at any change in grade in the driveways. The driveways need to be constructed so water flows out to the road. If the driveway slopes toward the buildings, there needs to be a 4"-6" hump near the road to keep road water out of the driveway. 2. To the east side of the houses on Lots 1 and 3 additional spot grades or contours need to be shown to indicate a drainage swale and where and how the surface water drains around these houses. 3. The front yards of these lots need to have more spot grades to show how the water will drain around to the sides and back. Lot 3 has a potential flat spot in the front yard. Lot 2 shows much of the front draining across the driveway which is not desirable. 4. Provide details and elevations for the sump pump connections from these houses to the catch basins. The drain pipe from each sump pumps needs to have a check valve and be sloped toward the catch basins for most of the way. This is to insure the pipes will drain when the sump pumps are off and water does not flows back into the basements. 5. The 24' dia. drainage pipe on Lot 3 needs to be shown. According to our records, this pipe runs 334 feet south from the CB in front of Lot 3 and ends at a rip rap channel. The outlet is on Lot 3. 6. If the driveway entrance for Lot 3 is to be within the existing curb cut and State DROW, written authorization needs to be obtained from the State. I suggest the driveway leave this DROW in as short as distance as possible after entering this lot. 7. A street cut permit with a permanent patch fee will be required for the installation of the water line, sanitary sewer line and foundation drains in the street ROW. 8. A drain layers permit will be required for the connection of the sanitary sewers for each lot. 9. An application must be submitted to the WPCA for their review and approval. Warren - Chair, South Windsor Inland Wetland/Conservation Commission Date: June 23, 2003 Re: Appl. 03-31 P, Terra Technologies, Chapel Road subdivision The IWA/CC, at its June 18t" meeting, approved the proposed three-lot subdivision. One of the approval conditions was to include a landscaping easement between lots 1 and 2, and lots 2 and 3, that would preserve the woody vegetation between the lots; and preserve a drainage way that directs surface runoff to the wetland in the rear of lot#2. We understand that the PZC would prefer a shared driveway in this area. However, we felt that accepting an easement in these areas was a mitigating factor to clearing the properties and reducing the available wildlife habitat in the area, while maintaining existing drainage patterns and providing a natural, visual buffer. 1 Pt0y1N Sf4 FO 7-own V/ Soabl C V&-?.,dLOt C • 9 ` 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 fdSOR.CO AREA CODE 860/644-2511 CERTIFIED MAIL June 30, 2003 Ms.Judy Schuler Design Professionals, Inc. 165 South Satellite Road South Windsor, CT 06074 Re: 03-31P, Terra Technologies Group, LLC &Chapel Road Group, LLC Dear Mrs. Schuler: We are pleased to advise you that the Planning & Zoning Commission at its June 24, 2003, meeting approved with modifications application #03-31P, Terra Technologies Group, LLC & Chapel Road Group, LLC to create 3 lots on 3.7+ acres to be know as Chapel Road Subdivision property located on the southerly side of Chapel Road, across from Rugby Lane, RR/RR-0 zone as shown on plans prepared by Design Professionals, Inc., project #1701 and dated June 20, 2003, as revised.
