Hyyppa&Associates,Inc. 124 Hebron Avenue Glastonbury, CT 06033 DRAINAGE REPORT WILLOWBROOK GOLF COURSE The subject site is a vacant parcel of land approximately 85 acres in size which is partially being used as farm land. There are a number of wetlands on the site, two drainage channels which discharge stormwater from abutting residential development and the Podunk River which traverses the site in a north-south direction. The proposed project consists of constructing a Par 60 golf course, clubhouse, parking lot and amenities. A drainage analysis was done of the site to evaluate the proposed impact using the SCS TR-55 Methodology: In the process of preparing this analysis, it became quickly apparent that the proposed project reduces the runoff from the site. Under existing conditions with the site being farmed, the average runoff coefficient(CN) is greater than the proposed. A review of the drainage Travel Time also indicates that the"Before"Condition is greater than the"After". This means that the proposed runoff for any storm event will be less after the golf course is built than it is now. A storm sewer system has been designed for the parking lot. In order to help cleanse the runoff, the water will be discharged into a "biofilter" prior to "sheet flowing" overland into a wetlands which is located approximately 200 feet west of the Podunk River. 19-Old 5crt-- sari S Ac, Ae- t',43 tip 'Yt, n cv®cam r "s". `h t Q <°• S /✓ G Q Y14a y` 2 n lacy- -1, Ac- ' 30 - Cv E Cv14rvalad CA- 1t Are-_ 72- 79 -77 Ae- 6,14-ivu t" CR) y A-c- psi 3 a y y(7 cos` Sol i- 2-0 A-) } old O-A) 3 _ e 77 ev Zo y67 7ylz c2o v t 74 29A (A--c.) # 3 ltosa Q ev r c- A CR, 13 A-c- 7 4 2_ e 7Z F7 __rya 1 S-7 F 76:3'6 PZf V 7 0 So,e_ spa t_ Q-r V t C9 VA r 1,1x 1 o&-As (A) l d e 3 0 3 0° C TD, 1 A,- 77 1 -7 i eou A v Grp ! 4tve,. lDv et lAa-o-4%) .a} ' vo-✓/ fit► v c,- U (✓epic c— Ra u; `I, (2,1 vim. It is our intention to develop a wellness center similar to the St. Frances and Hartford Hospital properties located in Avon and Glastonbury. It is our understanding that under regulation 6.1.2.7, of Section VI, this type of facility could be considered at that location. We have an informal hearing before the Planning and Zoning Commission, scheduled for August 21, 2001, at 7:30pm, to further discuss this issue. I look forward to meeting with you at that time. MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: July 19, 2001 Re: Review of the proposed Willowbrook Golf Course. Plans dated 10/19/00. The project is to construct an 18-hole golf course, driving range, clubhouse, and parking lot. Proposed regulated activities include filling approximately 1,946 sqft of wetlands filling; 12,100 sqft of clearing of vegetation within wetlands; 7.9 acres sqft of grading within the URA; and 1.3 acres of clearing of vegetation within the URA. Site: The site is located in the Podunk River watershed. The parcel is comprised of 85 acres. The site is 50% open(active agriculture, tilled soil) and 50% early to mid- successional forest. The Podunk River runs through the property with '/4 of the property on the west side of the river (abutting Brookfield Street). Major wetland areas occur along the river channel and in the middle/southern portion of the property. There is a linear band of regulated soils in the northeast corner of the property heading diagonally into the center. This band occurs along a drainageway from properties offsite. Offsite drainage has caused a fairly deep (25') gully to form. This drainage actually completely infiltrates into the ground and travels underground for approx. 500 feet before breaking out into a wetland again. A small pond exists in the southwest corner adjacent to Brookfield Street. Three-quarters of the property slopes in a westerly direction towards the Podunk River. The slopes are generally moderate 3-8%. Dirt roads wind through the property that have provided access to the Agricultural fields. There is a crossing of the Podunk present, which dams up the river into a pond to the north. . There are several eroded gullies on the property caused by runoff from the agricultural fields as well as from offsite residential development. These areas originate from points of concentrated flow from the fields. The large southern wetland area would be categorized as a forested wetland type with several wetland depressions present that contain water at least part of the year during the growing season. Several of these would be classified as vernal pools. Delineation of wetland boundaries shown appear to be accurate. Initial discussions with the environmental consultant, REMA Ecological Services, indicate that they have not found any obligate vernal pool vertebrate species present. Other amphibian species (green frog) were present and breeding in the pools. The big storm that occurred on June 15th resulted in significant sedimentation to the eastern most vernal pool. This highlights the fact that this pool and others are probably impacted on a yearly basis by nutrients, chemicals, and sediment associated with agricultural practices. So the likelihood of sensitive obligate species of amphibians utilizing this pool for breeding is low. Stormwater from the proposed parking lot (west side of river adjacent to Brookfield Street) will be directed into a linear biofilter and dispersed via a level spreader into the riparian area to the east. Stormwater shedding off of the playing area on the east side of the river is shown to flow off of the site unimpeded. This is an area of concern. It is expected that runoff will concentrate within 150 feet and pose a potential erosion hazard, especially near areas where slopes will be cleared. This has not been adequately addressed in the plan. Impacts: For the most part, the main channel and riparian area of the Podunk is being avoided as far as direct impacts are concerned. Clearing of trees is proposed to occur west of Holes # 1 and 2. This area is showing clearing on a slope that leads to the Podunk River floodplain. The limit of clearing in this area would come up to 80 feet of the River channel. Similar clearing of slopes is proposed in the northeastern portion of the property along the large gully. Similar concerns for this area. The area associated with the 10"'hole will experience the greatest amount of disturbance, in both direct wetland impacts and impacts within the upland review area. The presence of the tee, green and fairway as an area cleared of naturally occurring vegetation will displace indigenous terrestrial wildlife using this area. The small wetland proposed to be filled will not result in any negative impact. The vernal pool that will have all of the surrounding vegetation cleared around it will develop a denser lower and mid vegetation component due to the increase in available light. I would speculate based on personal experience with other similar situations at other golf courses that mobile, generalized species of amphibians will continue to use the pool. Areas to be cleared within wetland areas and within the URA will also result in the displacement of wildlife present in those areas. Soils on the site are depicted on the plans where the playing areas are proposed and consist of Enfield Silt Loam Eroded (EsB2) 3 to 8% slopes. This soil is listed as having an erosion potential of high. This seems to be borne out on the land by the presence of rills and head cut gullies present in agricultural fields from recent storms. Based on the soil scientist report, subsoil is likely to consist of fine, red, sandstone material. There is a high likelihood of red water shedding off of the site during rainstorms. Erosion hazard is a concern, especially where slopes are cleared to provide air circulation around greens. The erodable nature of the soil will make areas of concentrated flow a concern. Flow patterns after construction have been requested, this information has not been provided yet. As of this date, I have not seen an environmental report. A partial E&S plan was submitted on July 18"' , late afternoon. Mitigation of proposed disturbances has not been proposed. Overall I believe that this proposed land use will result in a net improvement to the existing wetland system when compared to the prior and existing use. Folger, Environmental Planner/Conservation Officer Re: Review of Willowbrook Golf Course -Plans dated 07/17/01. I have reviewed the revised plans for the proposed golf course; these are additional comments: 1. The Erosion and Sedimentation control plan shows perimeter controls and temporary sediment basins placed in strategic places during construction. After final grading is achieved and seed is planted an extensive series of silt fence check dams will have to be installed to intercept and slow runoff until the turf is fully established. While this might be difficult to forecast and place on a proposed site plan due to changes that may occur in the field, this should be included in the Erosion and Sediment Control narrative. 2. The proposed cleared slopes west of hole#s 14 2 are an area of major concern.. Runoff patterns shown indicate significant amounts of water flowing over the top of the slope toward the wetland area. Some of the areas shown exceed 300 feet in length. This will allow runoff to achieve velocities that can downcut and created slope failures. The soils indicated, (Tg) Terrace Escarpment sand and gravel, has a high erosion potential, as evidenced by the current erosion gullies on the site. Aggressive slope plantings and soil reinforcement practices are called for. The slope plantings should consist of plants that have a deep root system, are drought tolerant, and-can tolerate mowing. An example of a suitable seed mix would be: 30%Eastern Gamagrass _ 25% Smooth Bromegrass 15% Hard Fescue 15% Tall Fescue 10% Red Top 5% Annual Rye Applied at 50#/acre. Soil reinforcement mats may or may not work in areas receiving concentrated flow. An engineered solution must be proposed. I. A mixture of shrubs that have a high wildlife food and cover value should be considered to be planted along areas where the clearing of available forest will result in an abrupt"edge"or transition from managed turf grass to forest. This will mitigate to some extent the loss of wildlife habitat along these areas. 4. The applicant should consider method to infiltrate or capture runoff before it gets to the sensitive slopes. cc. Banach, Director of Planning Date: July 31, 2001 Subject: Willowbrook Golf Course Dated 7/5/01 (plotted 7/18/01) The Public Works Department has reviewed the subject plans and offer the following comments: Sheet 3/11 1. To minimize disturbance along property lines and to keep the golf carts (which will make some noise) further from houses, it is recommended that consideration be given to moving the golf cart path to the west of holes #12, #16 and to the south of hole #3. 2. Clearing limits along property lines should be minimized as much as possible to provide the greatest vegetative buffer as possible. 3. The area along Brookfield Street and the N/F Draugelis property should be protected/screened to mitigate errant golf balls emanating from the driving range. 4. There is insufficient detail to evaluate grading along Brookfield Street. Presently some stormwater flows onto the proposed site. If grading along proposed site/Brookfield Street is to be changed how will stormwater be handled? 5. Proposed chain link fencing crossing the Podunk and other drainage ways/areas should be designed so as not to create problems/restrict flow. Detail for these areas needed. Access to Willowbrook Golf Course will be provided by an access drive located about 375 feet south of the south leg of Wentworth Drive. The trip generation information included in the ITE Trip Generation reference for Golf Courses was used to determine the number of new trips anticipated from the proposed 18-hole golf course on 85 acres. The study assumed that the Willowbrook Golf Course would be constructed over a period of two years. Capacity analyses were done for the intersection of Brookfield Street at the site access drive for the year 2003 Build conditions and at the intersection of Sullivan Avenue at Troy Road for existing conditions, 2003 No-Build conditions and 2003 Build conditions. The trips generated by Willowbrook were distributed to the surrounding roadways by assuming that two-thirds of the site trips would turn in each direction when entering and leaving the site drive and that half the generated trips would turn in each direction at the intersection of Sullivan Avenue and Troy Road. The capacity analyses found that left turns from Brookfield Street onto the site will operate at Level of Service A during the morning and afternoon peak hours and that golfers will experience LOS A during both peak periods as they leave the golf course. The signalized intersection of Sullivan Avenue at Troy Road presently operates at Level of Service B during the morning and afternoon peak hours and will continue at the same LOS B during both peak hours with the added trips associated with the proposed golf course. Sight distance measurements were made at the intersection of the site access drive and Brookfield Street. The sight distances available to drivers looking left from the site drive are greater than the Upper Intersection Sight Distance presented in the ConnDOT Guidelines for Highway Design for the 85th percentile speeds on Brookfield Street, and meets the Minimum Intersection Sight Distance when looking right from the site access drive. Additional sight distance looking right(beyond the Upper Intersection Sight Distance) can be provided by removing the shrubs surrounding the pet cemetery sign and relocating the sign. The available sight distance for vehicles turning left from Brookfield Street onto the golf course site is greater than the distance presented in the ConnDOT reference. Since traffic operations at the intersection of Brookfield Street and the site access drive will be very good Levels of Service A and sight distances exceed the standards established by ConnDOT in their Highway Design Guidelines for the 85h percentile speed of travel on Brookfield Street, no offsite improvements are suggested by this study as a result of the added traffic generated by the proposed 18-hole Willowbrook Golf Course. C:\BUSINESS\TOPSTONE\REP0RT.DOC 1 Introduction South Windsor Golf Course, LLC proposes Willowbrook Golf Course, an 18- Hole"Executive" Golf Course with club house and driving range, on approximately 85 acres located along the east side of Brookfield Street in the town of South Windsor. Access to Willowbrook will be provided by an access drive located about 375 feet south of the south leg of Wentworth Drive. This report was prepared by Traffic Engineering Solutions to address the traffic impact on roadways surrounding the proposed golf course. The following scope of work was included in this study: ■ Making 24-hour directional machine counts on Brookfield Street in the vicinity of the access drive to the proposed golf course. The count included a directional speed study to determine the 85th percentile speed of travel in each direction on Brookfield Street (85th percentile speed was used to determine the intersection and stopping sight distances for vehicles entering and leaving the site). ■ Making turning movement counts during the morning (7:00 AM to 9:00 AM) and afternoon (4:00 PM to 6:00 PM) peak periods at the following location: 0 Sullivan Avenue (Route 194) at Troy Road. ■ Obtaining from the Town of South Windsor traffic accident data for the latest three year period for Brookfield Street in the vicinity of the site and from ConnDOT for Sullivan Avenue in the vicinity of Troy 1 Road. ■ Making visual observations of roadways and land use conditions along the route from Sullivan Avenue to Troy Road and Brookfield Street that most golfers will use when approaching and leaving the golf course. ■ Determining the number of trips expected to be added to the roadway system by the 18-hole golf course. ■ Completing morning and afternoon peak hour capacity analyses for the intersection of Sullivan Avenue (Route 194) and Troy Road to determine existing operating Levels of Service (LOS) and the anticipated LOS for the traffic volumes expected upon completion of the proposed golf course, and completing capacity analyses for the proposed access drive to Brookfield Street for the future traffic conditions with the golf course. s Field measuring the sight distances (looking left and right) available for drivers entering and leaving the site access drive and compare these distances with the Connecticut DOT Guidelines for Intersection Sight Distances for the 85th percentile speed determined from the speed study made for Brookfield Street. Existing Conditions The proposed Willowbrook Golf Course with club house and driving range is located on approximately 85 acres along the east side of Brookfield Street in South Windsor, Connecticut. The site has approximately 1,800 feet of frontage along Brookfield Street beginning 1,000 feet south of the south leg C:\BUSINESS\TOPSTONE\REPORT_DOC 2 extending approximately 800 feet north of the of Wentworth Drive andg to pp y south leg of Wentworth Drive. Visual observations were made in the vicinity of the site and traffic counts were made on Brookfield Street in the vicinity of the site access drive and at the intersection of Sullivan Avenue and Troy Road. Brookfield Street begins at its southerly end at a "T" intersection with Troy Road and runs in the northeast direction for about 4,500 feet where it ends at a "T" intersection with Griffin Road. In the vicinity of the golf course site, the road is 27 feet wide with a single lane of travel in each direction. A double yellow center line separates the two directions of travel. The posted speed limit for Brookfield Street is 30 miles per hour(mph). The golf course site is located about midway along the length of Brookfield Street. Access to the golf course will be provided by a single drive located about 375 feet south of the south leg of Wentworth Drive. Land use along Brookfield Street is predominantly single family homes with one commercial pocket located along the east side of the road several hundred feet south of the site. This commercial area includes Laidlaw Transit, Inc.; Mitchell Associates; Environmental Services, Inc.; Coven Construction Co.; and Pleasant Valley Landscaping. Troy Road runs from the northwest to the southeast between Rye Street ` and Sullivan Avenue. The total length of Troy Road is about one mile. Brookfield Street intersects Troy Road about 1,000 feet northwest of Sullivan Avenue. In the vicinity of Brookfield Street, Troy road is 24 feet wide with a single lane of travel in each direction. A faded double yellow center line separates the two travel lanes. The posted speed limit of Troy Road in the vicinity of Brookfield Street is 25 miles per hour. Sullivan Avenue at Troy Road is a signalized "T" intersection with Sullivan Avenue traveling east to west and Troy Road intersecting from the north. There are two lanes approaching from the west on Sullivan Avenue, an exclusive left turn lane and a through lane. The East leg of Sullivan Avenue (westbound direction) and the Troy Road approach each have a single lane approaching the intersection. The traffic signal operates with three vehicular phases including an eastbound advance to allow left turns to proceed with a green arrow, followed by a phase that allows both Sullivan Avenue approaches to proceed through the intersection and allows eastbound left turns when gaps in westbound traffic allow. The left turn operation from Sullivan Avenue onto Troy Road is refereed to as protected/permitted. The third phase allows traffic on Troy Road to enter the intersection. This intersection is not part of a traffic signal system or coordinated with other locations along Sullivan Avenue. Existing Traffic Volumes T Twenty-four hour automatic traffic recorder(ATR) counts were made on Brookfield Street in the vicinity of the access drive for the proposed golf course on June 28 and 29, 2001 for this study. Additionally, turning movement counts were made at the intersection of Sullivan Avenue and C_\BUSINESS\TOPSTONE\RE PORT.DOC 3 Troy Road during the morning (7:00 AM to 9:00 AM)and afternoon (4:00 PM to 6:00 PM) peak periods on June 28, 2001. According to the machine count, the daily traffic volume on Brookfield Street is 1,551 vehicles per day (vpd). The morning peak hour of travel on Brookfield Street occurred between 7:00 AM and 8:00 AM when 103 vehicles traveled the roadway (26 vehicles traveled northbound and 77 vehicles traveled souhbound). During the afternoon peak hour 136 vehicles traveled Brookfield Street(94 vehicles northbound and 42 vehicles souhbound). The June 2001 machine counts and turning movement traffic counts are included in the Appendix to this report. Accidents The ConnDOT Bureau of Planning and Research compiles records of accident data reported by investigating police authorities. Accidents which result in death, injury, or property damage in excess of$1,000 are required to be reported. Accident data was obtained for Sullivan Avenue (Route 194) from 500 feet west to 500 feet east of Troy Road. The accident data covered the latest three-year period for which records are available, July 1, 1997 to June 30, 2000. During the three years covered by the ConnDOT accident data a total of twelve accidents were reported along this 1,000-foot ( section of Sullivan Avenue with six of these accidents occurring at the intersection of Troy Road. All six accidents at the intersection were rear end accidents involving vehicles traveling in the westbound direction. The ConnDOT Bureau of Planning and Research also assembles the reported accidents on State roadways and compiles the accidents to a report entitled Traffic Accident Surveillance Report (TASR). The TASR is used to prioritize accident sites statewide. A second list, the Suggested List of Surveillance Study Sites (SLOSSS), is a listing of locations which offer the greatest promise of accident reduction resulting from implementation of corrective action. The most recent TASR and SLOSSS cover the period from 1995 to 1997. Sullivan Avenue west of Troy Road is not included on the TASR list as having accident rates that would require further review for improvements. The section of Sullivan Avenue between Troy Road and Morgan Farms Drive is included in the TASR as having an accident experience greater than expected and is included in the SLOSSS list for further review, and has a priority listing of 1,223 out of 1,466 locations. The South Windsor Police Department provided accident experience for Brookfield Street in the vicinity of the golf course site. Only one accident was reported along Brookfield Street near the Willowbrook Golf Course site during the past two years. Project Generated Traffic r_ New trips to the roadway system generated by the proposed golf course were determined from the Institute of Transportation Engineers (iTE) r C:\8USINESS\TOPSTONE\REPORT.DOC 4 reference, TripGeneration'. The ITE reference has established mathematical relationships based on studies of various land uses to determine their trip generation rates. These trip generation relationships have been standardized and published in the Trip Generation reference. The ITE reference provides trip generation information for"Golf Course". Trip Generation estimates for the proposed golf course were calculated based on ITE Land Use Code 430-"Golf Course". The following trip generation relationships were used to determine the number of daily, and morning and afternoon peak hour trips during a weekday and daily and peak hour trips on a Saturday and Sunday that would be generated by the 18- hole golf course on 85 acres. The results summarized in Tables 1 and 2 show the number of trips related to the number of holes and to the total acreage of the golf course site. To assure a conservative analysis for the impact of the proposed Willowbrook Golf Course, the trips shown in Table 1 were used with the analyses completed for this study. Capacity Analyses Capacity Analyses were done to determine the existing and anticipated quality of traffic operations at the intersection of Sullivan Avenue (Route 194) and Troy Road and the anticipated quality of traffic operations at the intersection of Brookfield Street at the proposed site access drive. Letter designations from A to F are used to represent the Levels of Service (LOS) 2 Assumes 50%entering and 50%leaving since iTE Trip Generation provides no distribution. 3 Assumes 50%entering and 50%leaving since iTE Trip Generation provides no distribution. C:\BUSINESS\TOPSTONE\REPORT.DOC 6 for the traffic operation at each intersection or roadway, with LOS A representing the best operating conditions and LOS F the worst. The Level of Service is determined differently for signalized intersections, unsignalized intersections with multi-way STOP, and unsignalized intersections with STOP control on the minor street approaches. For signalized intersections and unsignaiized intersections with multi-way STOP control, the analysis considers the operation of all traffic entering the intersection and the LOS is determined for the overall conditions at the intersection. For unsignalized intersections with STOP control on the minor street, the analysis assumes that through and right-turning traffic on the major street is not affected by traffic on the side streets. Hence, the LOS is determined for the movements on the side street and the left-turn movement from the major street onto the side street. Levels of Service are defined by the average delay per vehicle as indicated below. Signalized Intersections Level of Service Avg. The year 2003 analyses assume a two year buildout for the golf course. The 2003 No-Build traffic volumes were determined by applying a two percent compounded annual growth factor(totaling 1.0404% growth for two years)to the 2001 through traffic volumes to account for growth that may occur in the area surrounding the site. Trips generated by Willowbrook Golf Course as shown in Table 1 were added to the 2003 No- Build traffic volumes with two-thirds of these trips added to each turn to and from the site and half the generated trips added to each turn at the signalized intersection of Sullivan Avenue and Troy Road. The results of the capacity analyses are presented in Tables 3 and 4. Table 4 shows that left turns from Brookfield Street onto the site will operate at Level of Service A during the morning and afternoon peak hours and golfers will also experience LOS A during both peak periods as they leave the golf course. Site Access A single drive located along the east side of Brookfield Street approximately 375 feet south of the south leg of Wentworth Drive will serve the proposed Willowbrook Golf Course. Visual observations and sight distance measurements were made at the location of the site drive to determine the Intersection Sight Distances and sight distance for Stopped Vehicle Turning Left Across Oncoming Traffic. Intersection Sight Distances {the distance C:\BUSINESS\TOPSTONE\REPORT.DOG 8 drivers leaving the golf course will be able to see in either direction along Brookfield Street)were measured at a distance of 10 feet off the edge of Brookfield Street with a 3.5 foot height of eye and height of object in accordance with ConnDOT Standards for determining Intersection Sight Distances. The sight distance looking left(south)from the site drive is 608 feet and can be increased by clearing trees and vegetation along the site frontage. The sight distance looking to the right(north)from the site drive is 535 feet and can be increased to 850 feet by removing the shrubs around the Willowbrook Pet Cemetery sign and relocating the sign. The Intersection Sight Distance for Stopped Vehicle Turning Left Across Oncoming Traffic will be more than 600 feet. The posted speed limit on Brookfield Street in the vicinity of the site is 30 miles per hour(mph). The speed study conducted for Brookfield Street at the site drive found that the 85'h percentile speeds (the speed at which 85 percent of all drivers travel at or less than)are 42 mph for northbound traffic and 48 mph for southbound traffic. The Connecticut DOT presents minimum and upper standards for intersection sight distances (ISD) in their January 1999 Guidelines for Highway Design. The ConnDOT Guidelines are presented in metric, which required that the prevailing speeds be converted to kilometers per hour. Figure 11-2D of the ConnDOT Guidelines presents ISD information for each 10 kph increment for speeds between 40 and 100 kph. The Intersection Sight Distance available to drivers looking left from the site drive onto Brookfield Street without clearing (608 feet) exceeds the Upper ISD of 571 feet presented in the ConnDOT reference for vehicles traveling northbound on Brookfield Street at the 85'h percentile speed of 42 mph. The Intersection Sight Distance available to drivers looking right from the site drive onto Brookfield Street without clearing (535 feet) is slightly greater than the minimum ISD of 522 feet presented in the ConnDOT reference for vehicles traveling southbound on Brookfield Street at the 85th percentile speed of 48 mph. The Upper ISD looking right from the site drive is 724 feet according to the ConnDOT reference. As previously indicated, additional sight distance greater than 724 feet can be achieved by removing the shrubs surrounding the pet cemetery sign and relocating the sign. A summary of available intersection sight distances and distances required by ConnDOT in their Guidelines for Highway Design is presented in Table 5. According to Figure 11-2F of the ConnDOT Guidelines, vehicles turning left from Brookfield Street onto the site drive can see more than 600 feet to a vehicle approaching from the opposite direction. This distance is far greater than the 340 feet required by the ConnDOT reference for vehicles traveling in the northbound direction at the 85`h percentile speed of 42 mph. Conclusions South Windsor Golf Course, LLC proposes Willowbrook Golf Course, an 18- Hoie "Executive"Golf Course with club house and driving range, on approximately 85 acres located along the east side of Brookfield Street in the town of South Windsor. The signalized d Can be increased to 850 feet by removing shrubs surrounding the pet cemetery sign and relocating the sign. C:\BUSINESS\TOPSTONE\REPORT.DOC 10 intersection of Sullivan Avenue at Troy Road presently operates at Level of Service B during the morning and afternoon peak hours and will continue at the same LOS B during both peak hours with the added trips associated with the proposed golf course. Since traffic operations at the intersection of Brookfield Street and the site access drive will be very good Levels of Service A and sight distances exceed the standards established by ConnDOT in their Highway Design Guidelines for the 8e percentile speed of travel on Brookfield Street, no offsite improvements are suggested by this study as a result of the added traffic generated by the proposed 18-hole Willowbrook Golf Course. We request that this letter be read and submitted to the minutes of said hearing. As home owners,we appreciate the guaranteed open space and the scenic beauty that Willowbrook Golf Course promises and we understand the advantages of having a golf course in our back yard. Unfortunately, this is a literal description. The 17t'tee is approximately 100 feet from our back deck. Our concerns center on the following: • The proximity to our back yard. • The six(6)foot chain link security fence which will be approximately seventy-five (75)feet from our back deck. We question the need for fencing in general. We know of no other golf course in surrounding towns that have fencing. Specifically,we find the idea of a metal fence aesthetically unpleasant and offensive. • The naturally intrusive nature of a golf course invading our privacy. There will be activity in our back yard from sunup to sundown. • The greens and tees are closest to the highest density housing in the plan,i.e. Skyline Drive and Greenfield Drive. The distance appears to be approximately six(6)to twenty-five(25)feet from the property lines. • Lack of a guaranteed buffer. • Safety issues,i.e.misdirected golf balls. Dear Mr. Kelly: At the August 15, 2001 regular meeting, the Inland Wetlands Agency/Conservation Commission approved application #01-28P, Willowbrook Golf Course - Brookfield Street- Inland Wetland/Conservation Commission application for the construction of an 18-hole golf course, clubhouse, driving range, and associated improvements on 84 acres located easterly of Brookfield Street, southerly of Greenfield Street, westerly of Skyline Drive (Assessor's map #124, parcel #77) RR residential zone. This approval is subject to the following conditions: 1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission. This must be completed within 65 days of approval prior to any construction activity on the site. Plans submitted to Planning & Zoning Commission shall be considered having met this requirement. 2. The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use. 3. The permit is valid for five years and shall expire on August 15, 2006. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. Willowbrook Golf Course August 17, 2001 Page 2 4. All approvals required must be obtained and submitted prior to any activity on the site. 5. A contact person shall be identified on the plans. 6. The plant dates for the understory plantings should be from March 15 through April 23, 2001 and should be placed on the plans. 7. Environmental consultant to monitor and approve mitigation and stormwater bio-filter (mitigation) during construction. Annual reports to be submitted to the Town by the environmental consultant. 8. We recommend a bond in the amount of$20,000 be submitted to the Planning & Zoning Commission to ensure compliance with the Erosion and Sedimentation Control Measures. 9. We recommend a bond in the amount of$15,000 be submitted to the Planning & Zoning Commission to ensure proper construction and establishment of the mitigation and stormwater structures. The bond to be held for three growing seasons after completion Very truly yours, INLAND WETLANDS AGENCY/ CONS RVATION COMMISSION liz h Warren, Chairperson .dr cc: Chief Building Official Town Engineer Appl #01-28P, Willowbrook Golf Course Public Hearing, 8-21-01 Planning Department Report 1. Request for Special Exception approval to construct a golf course located on Brookfield Street, RR zone. Maximum impervious coverage allowed is 10%. Lot size is 84 acres; minimum lot size for a golf course is 30 acres. Front yard setback is about 180 feet for the clubhouse, 50 feet minimum setback required. 2. Special Exception criteria for non-residential uses in the RR zone include: • traffic impacts will not be detrimental to the residential character of the neighborhood; • there will be minimal adverse effects on existing uses in the area; • surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • impacts will not be detrimental to the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; • the land is physically suited to the proposed use and minimal adverse environmental impacts are created; and, • due consideration to preservation of historic factors has been demonstrated. 3. There are no established parking requirements in our regulations for golf course use. The applicant is proposing 129 spaces. 4. The clubhouse building has not been designed as yet, so Architectural and Design Review Committee review has not occurred yet. The applicant will be required to have the clubhouse and parking area design, landscaping, site lighting, and sign design reviewed by ADRC prior to construction. 5. A chain link fence is proposed around the golf course to protect from vandalism and unauthorized use. Given the generally unattractive appearance of chain link fencing, staff have suggested the use of green or black vinyl-coated chain link, with as much landscaping as possible along the fence. 6. It is a little unclear whether or how our buffer requirements apply to this application. Section 10.4.2 requires that whenever a permitted, non-residential fie -TA 6ON-v i 4o fu,u r I'd lip 'I On a, Uv 41-- ItA - , yv; -t'.4 use is established in a residential zone, the appropriate buffer shall be established along all property boundaries which abut the residentially zoned land rather than along property boundaries which abut non-residentially zoned land. This site has about 1000 feet of common boundary with a General Commercial Zone, and about 5000 feet of common boundary with residential zone. There is no requirement for a buffer when a non-residential use is surrounded completely by residentially-zoned land. There were no buffers required with Topstone golf course. The Commission's interpretation is needed to answer this question. 7. Parking lot interior landscaping requirement is 5%, with one tree for each 10 spaces. Applicant is providing about 13% landscaping. 8. Signage has not been designed yet. The free-standing sign cannot exceed 32 square feet in size, 10 feet maximum height. A building sign is also permitted, limited to one square foot for each 2 feet of building frontage. 9. There are regulated wetlands on the site. IWA/CC approved the site plan on August 15, with a $20,000 bond for erosion & sediment control and a $15,000 mitigation bond. Also, preservation of the willow trees located along the Podunk River is required. August 23,2001 Marsha Banach Town of South Windsor-Planning&Zoning RC CE'vE 1540 Sullivan Avenue G South Windsor,CT 06074 AUG 2 7 2001 Dear Ms.Banach: W SOR PIARoG DEPT. This letter is in follow-up to Tuesday's Planning & Zoning mee an e subsequent approval of the Willowbrook Golf Course. While the residents of Morgan Farms Drive, and clearly many other surrounding neighborhoods, are disappointed with the decision to allow a chain-link fence, we applaud the overall decision and welcome the course. From a tax and open space perspective,it will be a benefit to not only the adjacent communities, but to the entire town of South Windsor. However, while we respect the urgency of a quick decision,we want to ensure that the interests of local residents are represented. As we understand, the approval is subject to a list of contingencies to be met by the applicant. In addition, the comment was made that the town would hold Mr.Kelly to his word on all issues addressed at the Planning&Zoning Public Meeting. Regarding the fence, it is clear the town will require a coated fence (black or green) to help alleviate aesthetic and maintenance (rust)concerns. It is also clear,as it relates to Morgan Farms Drive, that according to Mr.Kelly's statement before the Commission, the fence will be entirely below street level surrounding the entire culdesac. Per his statement, the fence will be set back and placed down the slope of the culdesac. A couple of items remain unclear and as a community,we would like clarification on the following: • Exact fence placement - as it surrounds the culdesac on Morgan Farms Drive and runs adjacent to the abutting properties(Ketaineck/Kapchunos/Brown). While Mr.Kelly assures us it will be set back and below street level, the site plan has it very close to the property lines. • Maintenance—As with all residents, the town rightfully can expect us to maintain our street frontage. This includes mowing and snow removal. Who will be responsible for maintaining the area on the culdesac side of the fence? It will certainly require routine mowing and trimming as well as leaf removal. Also, as Mr. Kelly stated, there is a problem currently with dumping of grass clippings and branches. As residents,we also want to see this stop,as it is not only Morgan Farms residents doing the dumping. We are confident that the Golf Course, along with some aesthetically pleasing landscaping on the culdesac side of the fence will end this problem. Who will be responsible for planting a few shrubs and maintaining? Again,we are supportive of the course and thrilled the Planning& Zoning Commission was able to move from plan presentation to approval in the same night. This will allow Mr. Kelly and his development team to get to work on the course construction. We hope you will show the same expediency and consideration for the residents of Morgan Farms Drive by promptly responding to our concerns outlined above. Sincerely, James P. Mary B. Shepard South Windsor Golf Course LLC c/o Topstone Golf Course 516A Griffin Road South Windsor, Connecticut 06074 Dear Ms. Shepard: We understand you intend to perform work in wetlands for the construction of a new golf course, Willowbrook Golf Course, in South Windsor, Connecticut. It appears that this project may involve activities that require a permit from the Corps of Engineers. The following is an explanation of Corps jurisdiction as defined by Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. A permit is required under Section 10 for all work seaward of mean high water in navigable waters of the United States. In New England, for purposes of Section 10, navigable waters of the United States are those subject to the ebb and flow of the tide and a few of the major waterways used to transport interstate or foreign commerce. Permits are also required under Section 404 for discharges of dredged or fill material into all waters of the United States, including navigable waters, inland rivers, lakes, streams, and wetlands, as well as the excavation/grading within these waters/wetlands. On the coastline, our jurisdiction extends landward to the high tide line (i.e., the highest predictable tide) or to the landward limit of any wetlands, whichever is more extensive. In interior waters, our jurisdiction extends landward to the ordinary high water mark or to the landward limit of any wetlands, whichever is more extensive. The term "wetlands" is defined by Federal regulations as "...those areas that are inundated or saturated by surface or groundwater at a frequency and -2- duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions..." (Federal Register, November 13, 1986 33 CFR Part 328.3(b)). Wetlands generally include swamps, marshes, and bogs; however, forests and meadows that lack surface waters can also be wetlands. In addition, wetland delineations as determined for Federal, state, and local agencies might not be interchangeable. Please note that the authorizations referred to above must be obtained before any work or filling is done in areas subject to Corps jurisdiction. Performing such work or filling without first obtaining Corps authorization could result in substantial penalties. If you have any questions regarding this letter, please contact me at (978) 318-8373. Sincerely, Stephen D. Town Engineer Date: 10/02/01 Re: Willowbrook Golf Course Drainage The Town of South Windsor has received several calls from residents concerned about the stormwater drainage channel on the south side of the Willowbrook Golf Course project. There have been drainage problems in this area in the past and there is the opportunity to improve the drainage channel now, during construction to prevent future problems. We appreciate your clean-up of the brush and debris in the old channel. A well defined, maintainable channel needs to be established, which is large enough to convey the stormwater along the side of the golf course thereby preventing erosion and flooding of the golf course and abutting residential properties. To achieve this objective, the Town will extend the two 24" RC pipes which cross Morgan Farms Drive, approximately 40 feet further down stream from where they currently end. At the end of these pipes the Town will construct a structure which will slow the water and catch some of the sediment. To prevent erosion and flooding downstream of these pipes a well defined channel needs to be created. This has been partially done, but in several locations the channel needs to be better defined. To handle the stormwater flows without erosion or flooding, this channel should be 6 to 8 feet wide at the bottom and 2 feet deep from the top of immediately adjacent banks. With a 6 to 8 foot wide bottom and side slopes no greater than 3H:1V the channel can be seeded with grass and mowed. The grass should prevent erosion and is easy to maintain. Jute matting or another similar material should be laid down to prevent erosion before the grass is established. If there is some erosion because the grass does not become well established or for other reasons, the channel bottom and sides can be lined with "modified rip-rap" stone (mostly 3-6 inch in size). A sketch of this channel cross section is included for your information. Where there are trees existing near this channel they may need to be removed or graded around so they are not further impacted by this construction. This drainage channel also needs to be moved away from the sewer manhole off the end of Saddleback Drive to protect it from erosion. Alternately, the channel can be piped along side this structure. With a 6 to 8 foot wide bottom and side slopes no greater than 3H:1 V the channel can be seeded with grass and mowed. I explained the drainage swale outlined in my memo above to the south of Morgan Farms Drive. He understands but wants the following: 1 —The Town to set grades for this drainage swale. He will construct it and seed it. 2 —The Town should get a drainage easement all the way from Morgan Farms Drive south to the town property and maintain this drainage swale. Joe is not sure this will not erode and wash out even after it is grassed. He does not seem willing to put in rip rap stone to prevent erosion, which may be needed in a few places. 3 —The Town will get a drainage easement for the rip-rapped ditch to the north of Morgan Farms for maintenance. 4 —The natural drainage channel on the northwest side needs to be crossed with the fence for security reasons. He is proposing to install a culvert in this channel. The fence will cross over this and be anchored to it. I said he needs to submit a change order for this culvert. He will have his engineer call me and we will work together on this but the design will be his. Joe will maintain this culvert and fence. He asked about grates across the culvert and I think they need to be less than 3- 1/2 inches or greater than 9 inches apart so they are not an entrapment hazard. These would require a lot of cleaning and maintenance with all the debris visible in this channel. There is also a lot of erosion in this channel. 5 — On the west side the drainage will flow down the cart path (which will be paved and curbed) to a structure (catch-basin or yard drain) where it will be piped through a berm and out toward the existing pond. 2 (AA)how bfllb_ G , be !o, 'OD f 44 / t Z.37S -fir --- ------- ---------__-___-____-----_ . _`__---- -____---------- Db' • Definition Structurally lined aprons or other acceptable energy dissipating devices placed between the outlets of pipes or paved channel sections and a stable downstream channel. STEAD,JR. k NGop SUBJECT: WILLOWBROOK GOLF COURSE SWALE DATE: OCTOBER 25,2001 I measured the channel for needed easement dimensions and for material to line the interior. Easement: East of Morgan Farms we need a 60-foot wide along fence with gate by 55 feet east/west from the gate. From the 55-foot point(east of the well) we will need a 25-foot wide easement to High Street. From Morgan Farms west we will need a 25-foot wide easement. This will contain the channel westerly to near the sewer manhole. From that point west the channel works it's way northerly and would eventually work outside the 25-foot limit. All measurements are from the fence line. Channel Liner: • I called EPPCO. They said they did not handle "North American Green flexible channel lines" but did handle something similar. I faxed them copies of the material you gave me. They will send me literature and prices today. The channel width at the bottom is 9.5 feet. It will take two strips to line the bottom and come up the sides high enough to contain 6 to 8 inches depth of flow. Each roll is approximately 83 feet long. It will take 16 rolls to do 600 feet x 13 feet. The rolls weigh about 501bs. each so we can install this without equipment. Please see if we can get written permission to work in this area. I intend, if we get the material,to propose to Mike that we do this on Saturday, November 3rd. We will do this even if the dual 24-inch pipes have not been extended. CC: Michael J. Gantick,P.E.
