There is public water and public sewer available to the site. WPCA approval is required. Fred Shaw, Sup't of Pollution Control questioned if floor drains would be in the building. If there are, a grease/oil separator will be required. 6. The Architecture and Design Review Committee has reviewed the plans. They were very pleased with the proposed architecture of the building and the landscaping proposed. They had the following recomm ndation: topej- O(m eJcd_urf Ie utiQ afe f d,JrJIPi • Clarify that the birch landscaping is a clump of birches • Overhead doors and trims to be of bronze color • Design the front of the building entirely with split block • Final color selections for the building are to be submitted to ADRC for review • Consider changing the ornamental tree to some sort of shade tree, i.e. bradford pear The applicant has addressed all of their recommendation on the revised plans submitted. 7. If this application is approved, the planning department requests the following modifications: • Key map should be simplified so that it is legible. Driveway cuts of surrounding properties should be shown. • Final color selections for the building and sign design are to be submitted to ADRC for review STORM DRAINAGE ANALYSIS FOR RANCO COLLISION REPAIR COMMERCE WAY, SOUTH WINDSOR PREPARED BY.• BASCOMIMAGNOTTA, INC. SURVEYING AND ENGINEERING CONSULTANTS 360 MAIN STREET DURHAM, CT 06422 SEPTEMBER, 2000 BA SCOM/MAGNOTTA,INC. 5 Project Narrative The project proposes to build a 5100 SF building on a 1 acre site with related parking and drainage. Design Criteria The design of the stormwater drainage system utilizes the rational method to determine the stormwater runoff rates. A 10-year rainfall rate for the New Haven area was used to design the drainage system. Runoff coefficient "C" and time of concentration "Tc" were determined using an overland flow nomograph and charts used by the Connecticut Department of Transportation in their drainage manual. The length of flow was determined from the hydraulically most distant point from the catch basin or structure. Both the hydraulic and inlet capacities were determined as part of this analysis. A gutter flow analysis using HEC-12 was performed on the two basins located in the entrance driveway. The analysis results are attached herewith. , BA SCOM/MAGNOTTA,INC. Iazzetta, P.E., Town Enginee Date: October 13, 2000 Re: RANCO SITE PLAN — 00-43P We have reviewed the plans dated 10-2-2000 and drainage calculations for the proposed Ranco Site Plan and have the following comments: Drainage Calculations 1. Drainage calculations and gutter flow analysis should use the town's standard forms as shown in the Public Improvement Specifications. Site Development Plan 1. A-2 and T 2 certification are required as well as the original seal and signature of a licensed land surveyor. 2. Sight line to the west is shown as "35 mph, 250' sight line". a. If 35 mph is the design speed, a minimum of 285 feet sight distance is required. b.- This is a minor collector road and as such our Public Improvement Specifications (pg I-8) indicate a design speed of 40 mph which would require a minimum sight distance of 365 feet. c. A sight line easement will be required from N/F JFI Associates to provide for the sight line indicated. 3. Sight line distance to the east is not indicated. 4. The proposed Flowering Pear tree seems to be in the way of sight line to the east. 5. The storm drainage should be designed to enter the catch basin in front of this lot, to minimize impacts on the existing road storm system. 6. Pipe sizes are to be a minimum of 15"diameter. 7. Drainage in front parking lot should be directed to catch basins not to the adjacent property. f t f Ranco Site Plan - 0043P Page 2. 8. An invert is required for sanitary lateral at connection to existing stub. 9. Grading on west side of building should follow the existing as close as possible and not cause adverse effect on N/F JFI Associates. 10.Grading in rear should be clearer—"grade to drain"doesn't appear to work with proposed contours. 11.Detail of catch basin is not the Town Standard (see Public Improvement Specs). 12.Details required for Storm and Sanitary pipe trenches, temporary pavement patching. 13.Any changes to the drawing must be made to the original, not the blue line copy submitted. Town Engineer South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Re: Ranco Site Plan Review Dear Mr. Iazzetta: I am in receipt of your October 13 review memo for the referenced project and am submitting the following information and comments as described herein. Item: 1. A separate survey drawing will be submitted by the surveyor. 2. Although this road is classified as a minor collector, the road centerline was constructed with a radius adjacent to this lot of only 325 feet with a 90 degree of curvature. Based on AASHTO Geometric Design Guideline Standards Table III.8 (copy attached) the recommended design speed for this geometry is only 30 MPH. The DOT intersection criterion shows a 285-foot sight line at 35 MPH, which is appropriate for this particular location. 3. An easterly sight line distance will be shown on the plan. 4. The pear trees are no longer on the sight line with a change to 285 feet. 5. The storm layout has been revised accordingly. 6. Pipe sizes are shown to be 15 inches. 7. Proposed spot elevations and contour lines shown on the plan within the parking lot do direct water away from the adjacent lot and to the proposed catch basins. 8. The sanitary sewer as-built does not indicate the lateral stub invert. For lack of better information, it has been assumed to pitch at 2.0 percent. 9. The grading along the westerly property line is as close as practical to the building and presents no adverse effect on the adjacent property. 10.The grading along the rear of the building has been revised to more clearly show the desired effect. 11/12. Town standard details have been added to the plans. 13.The revised plans were intended as preliminary documents for review only. T Revised plans reflecting the above changes are attached herewith. Please contact me if there are any questions. Sincerely, Frank Magnotta, P. Bascom/Magnotta, Inc. Item: 1. A separate survey drawing will be submitted by the surveyor. 2. Although this road is classified as a minor collector, the road centerline was constructed with a radius adjacent to this lot of only 325 feet with a 90 degree of curvature. Based on AASHTO Geometric Design Guideline Standards Table 1II.8 (copy attached) the recommended design speed for this geometry is only 30 MPH. 10. The grading along the rear of the building has been revised to more clearly show the desired effect. 11/12. Town standard details have been added to the plans. 13.The revised plans were intended as preliminary documents for review only. Revised plans reflecting the above changes are attached herewith.
