Application for the construction of an 8, $050 sf building located on the northerly side of Commerce Way, and westerly of Rye Street, I zone. 2 . Proposed building coverage is 18%;50% allowed. Proposed impervious coverage is 48%; 65% allowed. The required number of parking spaces needed for the proposed office and manufacturing use is 17 spaces . The applicant has proposed 10 spaces, indicating an area which can accommodate the additional spaces if needed. 3 . There are no regulated wetlands on this site nor 100 year floodplain. The applicant received IWA/CC approval and the Commission required a $2, 000 E & S bond. 3 . There is public water in the street and Town sewers in the road. Fred Shaw, Sup' t if Poll Control has reviewed the plans and indicates the Building sewer should include a manhole in the street right of way. and will need to provide a sanitary manhole detail. If discharge to sewer will involve a process wastewater (industrial) discharge, applicant must obtain State DEP NPDES Permit and Town WPCA approval. A sewer connection charge will be due at the time of construction. 4 . The Architecture and Design Review Committee reviewed the plans and the committee commented that the proposal appears to be standard to the existing development on Commerce Way and is acceptable as designed. It was noted that the proposed landscaping is well done. If this application is approved, the Planning Department has no recommended changes . Iazzetta, Town Engineer DATE: April 11 , 1996 RE: SATELLITE TOOL MACHINE 96-17P We have reviewed the drawings dated 3-26-96 and the drainage study for the proposed Satellite Tool Machine Site Plan and have the following comments : 1 . Drainage study indicates that the storm water from this site into the existing storm system in Commerce Way will increase by more than 3 CFS . The applicant must either provide detention or provide an analysis that shows that the storm system was designed to handle this increase flow. 2 . Sheet S-2 a. A manhole is required for the sanitary lateral connection. It must be placed within the Town ROW. b. The elevations shown on Sheet A-1 show a low point near the loading area. This differs from the plan. Which is correct? C. What is "reserved parking" - is this future parking? d. There is only one catch basin proposed for this site. This does not appear to be sufficient based upon the grading shown. Also the area of proposed parking closest to Commerce Way appears to hold water when looking at the proposed grading. e. A handicap parking space is shown, however no ramp is shown to get over the proposed curb . f. Proposed slopes along the west side of the building are shown as 1 : 1 . Also along north side slopes are 2: 1 . town recommends 3: 1 as a maximum slope. 3. Sheet S-3 details for pavement and concrete sidewalk are required. Appl. #96-17P, Satellite Tool Machine Co., construction of 8,000 sq. ft. building on the easterly side of Commerce Way,northerly of Rye Street, I zone. Chris Esseppi from PDS Inc. represented the applicant. He noted that this site will be visible from Rye Street until such time as the surrounding lots are developed. There currently exist scattered white pines and occasional hardwoods such as ash(about 15-year growth). The proposed building is about 8,000 square feet and is located well back from the street(about 90 feet). The loading docks are located on the east side of the building. The dumpster will be located at the rear of the site and will be screened with arborvitae. The owner would like to try to save some of the white pines where possible. The building is a pre-engineered structure,to be faced with grey split face block. The architectural panels will also be grey. Rooftop units are behind the mezzanine, which is about two feet higher than the remaining roof. The window frames will be bronze anodized.. Loading dock doors will be white. There is no signage designed at this time. Site lighting is proposed to be wall-mounted. Committee members commented that the proposal appears to be standard to the existing development on Commerce Way and is acceptable as designed. It was noted that the proposed landscaping is well done. The meeting adjourned at 6:00 p.m. MEMORANDUM TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: April 24, 1996 RE: SATELLITE TOOL MACHINE - 96-17P We have reviewed the revised drawings dated 4-16-96 for the proposed Satellite Tool Machine Site Plan and have the following comments: 1 . A new drainage study should be submitted. 2 . Sheet S-2 a) The regrading in the front of the lot has ignored the existing 84 contour. Please have applicant revise the proposed grading. b) Note 1 indicates that boundary information was taken from a Luzzi Engineering survey dated 1-97 . (1 ) An A-2 survey by Neriani Surveying was attached as part of this application. Will this be filed and if so shouldn' t reference be made to this survey? (2) The 1-97 date is incorrect. c) A plunge pool is shown - a detail will be required. 3. Sheet S-3 a) Pavement detail is required. b) Level spreader detail should show riprap size as intermediate or modified etc. c) Level spreader detail should show riprap over 6" processed gravel over filter fabric to provide reverse filtration.
