MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer t Date: 5/1/06 RE: App 06-13P Depietro Estates Subdivision Plan I have reviewed the proposed subdivision plan for the Depietro property at 428/450 Pleasant Valley Road, and I have the following comments: 1. The proposed street line needs to be shown and labeled 30 feet from the center of the road. The proposed ROW area needs to be conveyed to the Town by a quit claim deed. This road is classified as a minor arterial and our ROW requirements would normally be more than 60 feet, however we believe a 60 ft ROW is sufficient for this road. 2. The proposed house on lot 2 and existing house at #428 need to share a common driveway. 3. To minimize the number of road patches show only be one road patch where different utility trenches are dug through the road close to each other. The utilities at the end of the proposed common driveway and any nearby utilities for lots 4 and 6 need to be repaired with one common patch. 4. All proposed driveways should be paved with Bituminous Concrete and labeled as such. Provide a turn around for fire trucks at the end of the common driveway to lots 1 and 5. 5. Show elevations including high and low points on the proposed driveways. 6. Show the existing septic systems and label them to be abandoned for the existing houses at 428 and 450 Pleasant Valley Road. 7. Show the potable water supplies for the existing houses at 428 and 450 Pleasant Valley Road. 8. Provide calculations showing that a minimum velocity of 2.5 fps will be achieved in the 8" common sewer lateral at 0.5% slope serving lots 1 and 5. If this can not be achieved a greater slope will be required on this sewer pipe. 9. Check that there area no sightline obstructions from the proposed common driveway along Pleasant Valley Road (such as trees, shrubs, signs, utilities, etc.) If there are these items will have to be relocated. 10. Include some appropriate landscape plants in the depression between lots 1 and 5 where the foundation drains daylight. This area should be a small rain garden. 11.Change Note 8 on sheet 5 to say Pleasant Valley Road...cuts will require a permit from the Town of South Windsor. 12.WPCA review and approval is required for this proposed subdivision. Please call me if you have any questions. The plans have been revised to address Michele Lipe's comments dated 4/26/06, and Jeff Doolittle's comments dated 5/1/06. Our responses to the like numbered comments are as follows: Michele Lipe's comments dated 4/26/06 1. We have revised the plans to provide a 30' R-O-W from the centerline of Pleasant Valley Road. 2. We understand the Karl Reichle will inspect the two large oaks, and will wait for input. 3. We have provided 18' width for shared driveway. 4. We have shown a shared driveway for lots 2 and 3 with the appropriate easements. 1. The landscaping plan has been revised as requested. Jeffrey Doolittle's comments dated 5/1/06 1. We have revised the plans to provide a 30' R-O-W. 2. We have shown a shared driveway for lots 2 and 3. 3. We have added a note to the plans regarding the single road patch. 4. We have labeled the driveways to be bituminous concrete, and added a note to the plans. We have provided wider turning radius at the end of the common portion of the driveway to lots 1 and 5 to provide room to turn around a fire truck or other emergency vehicle. 5. Spot grades etc. have been added to the plans to show the grading on the proposed driveways. 6. The locations of the existing septic systems have been shown on the plans with the notation to be abandoned. ` 7. The well locations for the two existing houses have been shown on the plans. The intent is to abandon these two wells and connect the two existing homes to public water. 8. Calculations supporting the design of the sanitary sewer are included herein. 9. We checked the sight lines from the common driveways. The only potential obstructions are some low branches on existing trees within the proposed town right of way. At the sight line height of 3.5' from the proposed driveway grade, these branches do not present a problem, but with higher vehicles, as the trees continue to grow and fill out,the lower branches may become a problem in the future. We would suggest removal of the branches at this time. 10. The intent of the low depression between lots 1 and 5 is to provide a location for the discharge from the footing drains, and for overland flow from the driveways to drain to and infiltrate. The soils are very sandy in this area, and rapid infiltration is expected. A traditional rain garden is in the immediate area of the pavement, and the plants are installed to aid in cleansing of the runoff. In this case, the runoff from the driveways will be filtered through the lawn areas, prior to reaching this low area, and additional plantings in this area are not needed. Our client would prefer leaving this area as lawn area. 11. Note 8 on sheet 5 has been revised accordingly. 12. We will apply for WPCA approval upon receipt of Planning and Zoning approval. Please review the enclosed, and call with any questions or comments, or if you need additional information. Sincerely, Galen Sempre n, P.E. Enclosures: P.O.
