Russo Associates 1 Shoham Road East Windsor, CT 06088 RE: Wetland Functions Victory Outreach Ministry, Inc. 329 Scantic Road East Windsor/South Windsor, Connecticut Dear Mr. Russo: This letter is to confirm that in April 2006 I examined the southwestern portion of the above referenced parcel for the presence of wetlands and watercourses as defined by Connecticut State Statutes. My investigations were conducted utilizing a spade and auger. The wetlands that were delineated are within the area of the proposed detention basin and outfall for the previously approved development. This new proposed work is downstream of the original proposed outfall into the Scantic River. Wetlands delineated were at the base of the bank of the Scantic river and are part of the river's floodplain. Vegetation within the area delineated consists of slippery elm (Ulmus rubra),poison ivy (Toxicodendron radicans),red maple (Acer rubrum), cottonwood(Populus deltoides), shagbark hickory(Carya ovata)and beech (Fagus grandifolia). There is a small isolated pool in the area of the outfall that was looked at for the presence of vernal pool species. Non were found in March or April. This area probably fills after snow melt when this area floods. Wetland functional values provided by the wetland area are ground water recharge, flood flow alteration, sediment retention, nutrient retention, and wildlife habitat. Most of these functions are provided by the wetlands at the base of the slope because they are nearly level to gently sloping. Wetlands of all types provide wildlife habitat to some degree. Wetlands on site provide a moderate to high level of wildlife habitat due to its direct connection to the Scantic River. Joseph Russo, P.E. ' J.R. Russo Associates April 16, 2006 Page 2 All of the work proposed is in areas along the river that have previously been impacted historically. It appears that the area to be used for the outfall had been cleared and ramped for use as a boat launch. The where the detention basin had been cleared for agricultural production In summary, based on my site visit and a review of the proposed plans I am of the professional opinion that the proposed work will not have a negative impact on the functions presently provided by the wetlands. If you should have any questions, please call this office at your convenience. Sincerely; LO Michael F. Gragnolati Registered Professional Soil Scientist os-o 1 oc April 14, 2006 Louise E. Doolittle, P.E., Town Engineer E Date: 5/17/06 U RE: App 06-21 W—Victory Estates, 329 Scantic Road have reviewed the revised drainage report and plans for the Revised Victory Estates 41-unit Active Adult Housing Development at 329 Scantic Road in East Windsor, and I have the following comments: 1. Provide a turn-around area along the gravel access drive by the proposed stormwater management basin. 2. To prevent erosion under the culvert ends, a cutoff wall needs to be included under the flared culvert end of both the detention basin inlet and outlet pipes. This can be compacted processed aggregate or concrete and should be at least 3 feet deep, 1 foot thick, and 2 feet wider than the wide end of the flared culvert end section (extend 1 foot beyond each side). The flared end section needs to be securely anchored to this cutoff wall. Include this on the details. 3. Include a detail for the construction of the vegetated swale. This will need to be lined with rip rap if any erosion develops. 4. Provide calculations for the sizing of the rip rap emergency spillway. I suggest this have a wider bottom and 3H:1 V side slopes. 5. Include a non-woven geotextile under the gravel roadway base.
