Appl #06-23P, CVS Drive-Thru Pharmacy
Lane Addition
May 23, 2006
Planning Department Report
1. Request for site plan modification approval for CVS to construct a second
pharmacy drive-through lane at 525 Buckland Road, RC zone. CVS is part of
the total Town Center shopping plaza, so the zoning data for CVS is part of the
entire site. The impervious coverage will rise from 56.05% to 5 6.1% for the
entire site with the driveway addition; maximum impervious coverage allowed
is 60%.
2. We are all aware that the existing CVS is a tight site. At its closest point, the
additional drive-through lane will be 5 feet from the property line between CVS
and the telephone company to the south. As a result of the tight site, loading
maneuvers occur in such a way that supply trucks use the pavement of the
drive-thru lanes and in front of the dumpster for maneuvering. The supply
trucks cross over the drive-thru lane regardless of the number of lanes. Thus,
there is an island area that is rough-paved with Belgian blocks to discourage
customers from driving over it, while allowing supply trucks the necessary
maneuvering space. The site will also be signed in such a way that customers
entering the drive-thru lanes will do so from the front of the site, not from the
curb cut near the drive-thru lanes.
3. Addition of the 2nd lane does require moving the existing dumpster and
eliminating one parking space from the adjacent lot. There is already a 49-space
waiver for the entire Town Shopping Center site; the applicant is requesting that
the waiver be increased to 50 spaces to allow the 2nd lane. The relocated
dumpster will be screened with slatted chain link fencing. Existing arborvitaes
will be transplanted to the new dumpster enclosure and supplemented as needed
with arborvitaes of the same size and type.
4. The applicant will be adding directional signage to the drive-thru lanes. Staff
remind CVS that the directional signage must be strictly function and contain
no logos or store name, just as shown on the site plan.
5. There are no regulated wetlands in the vicinity, so no wetlands permit is
required.
i
6. South Windsor Police Department and Fire Marshal have reviewed the
application and have no comments.
7. The Planning Department has no additional approval modifications if this
application is approved.

7. Pavement markings must be maintained in good condition throughout the site drives and parking areas.
8. All free standing signs and/or building signs require the issuance of a sign permit before they are erected.
9. Final construction details must be reviewed and approved by the Town Engineer.
10. A directional sign is to be located along the approach driveway at the rear of CVS identifying the
prescription drop off as the outside lane and the full service pharmacy as the inside lane. This signage plan
must be submitted to the town staff for approval.
