A&S Boats, Inc. is proposing the demolition of an existing building, the construction of a building
addition, and other improvements at their existing location at 729&735 John Fitch Boulevard in South
Windsor. Runoff at the site currently flows in two directions. The portion of the site between the
existing buildings and John Fitch Boulevard appears to drain toward the street. The buildings and rear
of the site appears to drain across the property line to the rear(west)of the site. The proposed grading
associated with the improvements is such that there is not expected to be any significant change to the
existing runoff patterns at the site.
The site is currently covered by approximately 61% (64,682 s.f.)of impervious surface. The proposed
improvements will result in an increase in impervious area of approximately 1,321 s.f. This increase is
not expected to create a noticeable increase in runoff from the site. However, in order to mitigate any
potential increase in runoff, the proposal includes piping roof runoff from the new addition to a shallow
drywell located in the sandy soils under the pavement. The attached calculations indicate that the
drywell is sized for approximately 1/2"-of runoff from the roof area (ignoring infiltration)._Runoff in
excess of the drywell capacity will overflow through a grate at the top of the drywell and sheet flow to
the rear of the property, which is the current drainage pattern.

RE: App 06-37P A& S Boats, 729/735 John Fitch Boulevard
I have reviewed the proposed site plan expansion for A & S Boats located at 729/735
John Fitch Boulevard and I have the following comments:
1. Label the surface material in the large existing boat storage area in the western
part of the site. This material appears to be compacted gravel. Show how there
is only 49% impervious coverage proposed for this lot. All gravel and compacted
surfaces are considered impervious. There may need to be some lawn and
landscape areas planted on this lot.
2. Clarify where the proposed concrete pad is to be constructed south of the
proposed addition.
3. How will the proposed parking spaces on gravel be line striped?
4. The gravity sanitary sewer lateral needs to be at minimum 2% slope unless it can
be demonstrated that a self cleansing velocity of 2.5 fps will be achieved at the
proposed slopes with the flows expected in this line.
5. An existing sewer pipe is shown heading west from the existing SMH between
the two buildings. Use this lateral for the gravity lateral connection or abandon
and remove it.
6. Eliminate the inside drop from the detail for the connection of the proposed
sanitary force main to the existing SMH. The 4" force main connection should be
built into the SMH invert.
7. Provide details for the proposed grinder pump system including pump make,
model, horsepower, and design head. Also include details on the storage
volume, controls,_etc. An external--connection-for-an auxiliary power-supply-may—
be required or this pump station can be wired into an existing on-site generator.
8. Note that the existing septic system on site shall be abandoned.
9. The site plan calls for an oil/water separator and the detail sheet shows an
oil/sand separator. Label these the same based on which separator is needed for
the uses on this site.
10.WPCA review and approval is needed for this site plan application.
Please call me if you have any questions.

A&S Boats, 729/735 John Fitch Boulevard
Dear Marcia:
Attached please find eight(8)revised sets of the Site Plans for the above referenced project
prepared by J.R. Russo &Associates on behalf of A&S Boats. The plans have been modified to
address comments presented in a memorandum from Jeffrey Doolittle to you dated August 9,
2006. The comments are restated below, followed by our response.
1. Label the surface material in the large existing boat storage area in the western part of
the site. This material appears to be compacted gravel. Show how there is only 49%
impervious coverage proposed for this lot. All gravel and compacted surfaces are
considered impervious. There may need to be some lawn and landscape areas planted
on this lot. As shown in the attached photos, the area beyond the limits of gravel that are
delineated on the plans is a fine sand material. Grass is growing in this area; however, due to
the lack of topsoil, the grass has not established itself very well. Regardless of the presence
of vegetation, the material is sandy and is not impervious. To address concerns that gravel
may be applied to the storage area in the future, a note has been added to the plan stating that
this area is to be maintained as pervious material. -
2. Clarify where the proposed concrete pad is to be constructed south of the proposed
addition. Dimensions have been added to the plan to define the location of the pad.
3. How will the proposed parking spaces on gravel be line striped. The gravel parking areas
are not proposed to be striped, and the striping has been removed from the plan. The area has
been dimensioned to show that adequate space exists for the number of spaces proposed.
4. The gravity sanitary sewer lateral needs to be at a minimum 2% slope unless it can be
demonstrated that a self cleansing velocity of 2.5 fps will be achieved at the proposed
slopes with the flows expected in this line. The sanitary line in question goes from south
side of the proposed addition to the oil/sand separator, then to the existing sanitary manhole

where it discharges into the existing sanitary sewer main. This line is the proposed discharge
from the floor drains within the addition. It will collect wash waster and will not transport
raw sewage. The slope of this line has been changed to be a consistent 1.0%. It is our
opinion that the 1.0% slope is sufficient for the proposed use of the line.
5. An existing sewer pipe is shown heading west from the existing SMH between the two
buildings. Use this lateral for the gravity lateral'connection or abandon and remove it.
The plan has been revised to reflect the removal of this lateral.
6. Eliminate the inside drop from the detail for the connection of the proposed sanitary
force main to the existing SMH. The 4" force main connection should be built into the
SMH invert. The detail has been revised per this recommendation.
7. Provide details for the proposed grinder pump system including pump make, model,
horsepower, and design head. Also include details on the storage volume, controls, etc.
An external connection for an auxillary power supply may be required or this pump
station can be wired into an existing on-site generator. As discussed with Mr. Doolittle,
the depth to the existing building sewer is unknown at this time.. The plan calls for a test pit
to determine the depth to the existing sewer prior to construction. This information is
required prior to completion of a pump station design. Thus, the test pit must be completed
prior to design. It is requested that the plans be approved as presented with a condition that
the pump station details be reviewed and approved by the Town Engineer prior to
construction.
8. Note that the existing septic system on site shall be abandoned. This has been noted on
the revised plans.
9. The site plan calls for an oil/water separator and the detail sheet shows an oil/sand
separator. Label these the same based on which separator is needed for the uses on this
site. Both have been labeled as an oil/sand separator.
10. WPCA review and approval is needed for this site plan application. An application to
the WPCA will be submitted upon receipt of PZC approval.
I hope that this letter and the revised plans address all of the comments satisfactorily. If there are
any questions, or you require further information, please call our office at (860) 623-0569.

Appl #06-37P, A&S Boats Site Plan
8/15/06 5 y 4 5 y s(-
Planning Department Report
1. Request for site plan approval to construct a 3,000 sq ft addition and for
permanent outdoor storage of boats at 729 and 735 John Fitch Boulevard, GC
zone. The site plan application shows two phases of implementation, with the
new addition as part of Phase I. Other Phase I improvements include connection
to public sewers and relocation of an existing hoop house that is currently
located behind the existing A&S Boats building. Phase II improvements include
demolition of the existing building at 729 John Fitch Boulevard and using the
cleared area for both customer parking and additional boat storage.
2. The applicant received a 2-year temporary& conditional permit in April 2004
for storage of boats at 713 John Fitch Blvd (Rt 5 Motorcars site) and in front of
the existing A&S building; that T&C permit has now expired. The T&C permit
did not include the rear portion of 729 John Fitch Blvd; however, this area is
being used to store boats as shown on the 2005 aerial photograph. At the time
that the Commission granted the T&C permit, Commissioners expressed
concern about the appearance of the A&S site, and the lack of landscaping or
screening. The applicant had indicated that he was planning on adding planters
in front of the existing gate.
3. Maximum impervious coverage allowed is 65%. The Zoning Board of Appeals
granted a variance in June 2005 to allow 99% impervious coverage on the
existing site, but with a condition that the combined impervious coverage on
729 and 735 John Fitch Blvd could not exceed 65%. The site plan indicates that
the entire back area of the lot at 729 JF Blvd will continue to be used for boat
storage, which raises the very real concern that the impervious coverage will
over time exceed the ZBA-imposed maximum. Staff recommend that the
required pervious area be identified on the site plan and fenced, landscaped or
otherwise protected from compaction that occurs with continuous use by heavy
vehicles such as boats and cars.

the public in spite of the recently-renovated
dk fagade, mainly because of the total lack of landscaping and the number of boats
stored between the building and the street.
6. The parking requirement for this use is 35 spaces, with 11 spaces shown on the
applicant's property. There are also 24 "deferred" parking spaces shown within
the boat storage area in the rear of 729 JF Blvd. The site plan shows that there
are 10 existing customer parking spaces located within State R.O.W. along
Route 5, with no indication that these spaces will be eliminated until Phase II is
implemented.
7. There does not appear to be any new site lighting proposed. There are at least
two CL&P spotlights on the street utility poles. These spotlights should be
brought into conformance with zoning requirements for full cutoff light
fixtures.
8. There are no regulated wetlands on the site, so no IWA/CC approval is
required.
9. South Windsor Police Department has reviewed the plan and has no comments.
10.The Fire Marshal has reviewed the plan and indicated that he requires a fire
hydrant in front of the site.
11.Water Pollution Control Authority approval is required for the sewer
connection.
12.There are no dumpsters shown on the site plan. If there are any on site or any
are added in the future, they must be on a concrete pad and screened.
13.If this application is approved, Planning Dept. requests that the items noted be
included as approval modifications.
