Section I -Executive Summary
The drainage system for the "Chinese Baptist Church of Greater Hartfor — King Street " site
development is carefully designed, utilizes a combination of structural and non-structural storm water
management components, and takes a preservation and enhancement approach. The system as
designed meets the appropriate regulations at the time of this report. In addition, Integrated Pest
Management is necessary to protect the health of the regulated areas and the natural biologic
processes that currently exist and will exist as part of the project.
Non-structural Best Management Practices (BMP) seek to reduce stormwater runoff impacts through
careful site planning and design. Non-structural BMPs include such practices as minimizing site
disturbance, preserving important site features, reducing and disconnecting impervious cover,
flattening slopes, utilizing native vegetation, minimizing turf grass lawns, and maintaining natural
drainage features and characteristics. Structural BMPs include various types of basins, filtering
surfaces, and devices strategically located throughout the site in areas not typically suited for larger,
centralized structural facilities.
This project has been carefully and precisely designed to meet the latest stormwater management
regulations. This project maximizes the practical use of the following strategies:
1. Protect areas that provide water quality benefits or areas particularly susceptible to erosion
and sediment loss
1. Minimize impervious surfaces and break up or disconnect the flow of runoff over impervious
surfaces
2. Maximize the protection of natural drainage features and vegetation
3. Minimize the decrease in the existing"time of concentration"
4. Minimize land disturbance, including clearing and grading
5. Minimize soil compaction
6. Provide low maintenance landscaping that encourages retention and planting of native
vegetation
7. Provide vegetated open-channel conveyance systems that discharge into and through stable
vegetated areas
8. Provide preventative source controls
In addition to the non-structural BMPs, structural stormwater management measures can also be and
are used to implement low impact development. Known as structural LID-BMPs, these structural
measures are identified as low impact BMPs by storing, infiltrating, and/or treating runoff close to its
source.
The primary purpose of this stormwater management plan is to maintain the health and quality of the
local waterways, protect the adjacent wetlands and to mitigate the increased impervious surfaces.
The key elements necessary for the protection of the environment include the following
1. Detention/Infiltration
2. Swales/Ditches
3, Naturalized Vegetation
4. Minimized Disturbances
5. Disconnected Impervious Surfaces
6. Long term plan to maintain stormwater quality features.
This stoimwater management plans generally follows the guidelines as outlined in the "2004
Connecticut Stormwater Quality Manual".
Section 2-Site Description:
Existing Condition:
The property that makes up the project consists of approximately 12.6 acres of rural / agricultural
terrain.
The slopes are generally flat of less than 8 percent. The land is predominately pervious surfaces of
open field of scrub brush and grasses. The northern and eastern boundaries are vegetated with a
variety of deciduous trees and underbrush. The west boundary is an open field formerly used for
agriculture. The southern edge of the parcel is bounded by King Street.
An existing watercourse, identified on the FIRM maps as Burnham Brook, runs north of the parcel.
The entire site drains toward the watercourse.
No subsurface drainage systems are present on the site. There is evidence that extensive earthen
materials were removed from the site in the past. The soils are very sandy and well drained.
Proposed Condition:
The site will be developed to provide a church structure in a single two-story building. Surface
parking for up to 199 vehicles will be provided.
The drainage system has been designed to reduce the site runoff to the greatest extent possible, while
protecting the existing wetland system by utilizing both primary and secondary treatment approaches.
Our treatments included the following:
1. Separation of the "clean" from the " dirty" runoff: The effectiveness of most treatment
practices decrease with increasing drainage area and volume of runoff, by increasing
hydraulic load, velocities and detention times. By separating the flows, we have maximized
the effectiveness of our system. A large portion of the clean runoff from the building's roof is
not combined with the runoff from the parking lots. The clean runoff is directed to rain
garden infiltrators before being discharged. The potentially sediment-laden runoff from the
parking lots is collected with swales and catch basin and directed through our treatment
systems.
2. Deep Sump Catch Basins (Secondary Treatment Practice): The removal of sediment from the
stormwater runoff is important to protect the wetlands and watercourse. The use of 4-foot
sumps on all of the catch basins will aid in sediment trapping.
3. Hooded Catch Basins (Secondary Treatment Practice): To control the discharge of floatable
debris and. petroleum products hooded outlets are included on the last structure in all
subsurface drainage systems. The use of hooded basins is limited to the last structure in a
system.
4. Infiltration Basin (Primary Treatment Practice): The basin will retain a large portion of the
initial flush of storm water to provide treatment, infiltration and attenuation of the storm water
flows. The treatment is primarily through the sedimentation process where suspended
Page 4 of 93
particles and pollutants settle to the bottom. Secondary effects include the reduction of
soluble pollutants by absorption to sediment, bacterial decomposition, and the biological
process of aquatic and fringe wetland vegetation. This basin will not maintain a permanent
pool of water and will be maintained as a low maintenance naturalized lawn area.
5. Water quality swales /rain gardens will be implemented (Primary Treatment Practice): Four
areas will be developed as rain gardens to provide some infiltration stormwater storage.
These areas are set to receive water from the buildings roof. Two other areas will be
developed as swales to pre-treat surface runoff from the parking lot areas.
6. Dry Wells (Secondary Treatment Practice): Dry wells are proposed to receive water from a
portion of the building's roof system. The dry wells will attenuate the peak flow by providing
infiltration, storage and absorption.
All disturbed areas will be stabilized with turf as indicated on the plans. Research has shown that
well-established turf actually protects the perviousness of the underlying soils. The EPA
recommends using turf as cover. The turf provides protection of the underlying soil strata, is self-
healing if damaged, reduces nitrogen and phosphorus loading, and is easy to maintain.
Section 3-Design/Engineering Narrative
The hydrology and hydraulic analysis consists of two sets of calculations. These analysis include:
1. Existing Condition: This condition represents the site as it exists today. This analysis
serves as a baseline for comparison as well as computations necessary for the Storm Water
Quality Computations
2. Proposed Condition: This condition analyzes the full build of the development.
a. The extent of the site disturbance is based on the disturbance and impervious areas
proposed at the full build
b. Site modifications include the construction of a church structure, surface parking,
landscaping,recreational fields and drainage facilities.
c. All drainage features, including the pipes, driveway culverts and swales have been
designed to accommodate the 10-yr storm event, while providing for retaining of first
inch of rainfall and conveyance of the 100 year storm.
d. The proposed drainage has been designed to meet the current water quality standards
as outlined in the 2004 Connecticut Stormwater Quality Manual.
e. The project will not result in appreciable harmful effects to the environment.
f. The site and associated drainage are designed with a view toward the protection of the
local and regional resources.
g. The natural drainage patterns have not been altered.
The analyses provide a comparison of the pre- and post-development conditions. It includes all
significant features, including, wetlands, and existing depressions to account for all significant
ponding factors.
Peak runoff rates were calculated utilizing the "Urban Hydrology for Small Watersheds, Technical
Release No. 55 (TR-55/TR-20)"methodology and procedures. Modeling was performed using TR-
20 System Controller/Editor Version 2002,06.
Flow and velocity calculations for the swales were performed in accordance with HDS.No. 5.
r v t
Water quality computations were computed in accordance with the 2004 Connecticut Stormwater
Qualify Manual.
The design discharge point for the project was selected to be the natural outfall located on the
northern boundary of the parcel then dissipates into wetlands fringing Burnham Brook.
Significant storm water detention has been included in the design to provide for the maximum
detention times to optimize water quality before being discharged offsite. All of the water quality
standards as outlined in the 2004 Storm Water Quality Manual have been achieved. No areas
within the wetlands, 100-foot upland review area or flood plains have been impacted by this project.

Section 5-Maintenance and Inspection Requirements
The STORM WATER QUALITY SYSTEM, as designed, has minimal maintenance requirement.
The maintenance required is easily accomplished with inexpensive or readily available equipment.
The following table identifies the feature, short description of the maintenance activity and
anticipated schedule;

Basin Sand and Debris Removal2 The build up of sand/silt should
be limited to no more than 3
inches average depth,or when
the monitored flooding times
exceed 24 hours. Anticipated
cleaning requirements are
greater than 10 years.
A severe storm event shall be any storm event that exceeds 1/2 inch of rainfall in less than 12 hours.
2 This schedule was computed based on 100%of grit applied to the parking area reaches the basins.
3 The inspection for and removal of invasive species should be part of the routine established for the Integrated Pest
Management Plan.
The need for extensive sweeping is not anticipated, but the typical schedule would be performed on
curbed areas in the early spring once the threat of snow and ice is passed. The sweeping should be
performed in a timely fashion to minimize the transport of sand and other grits downstream into the
basin and drainage system.
All hard features of the drainage systems (catch basins, manholes, inlet and outlet structures) shall be
inspected to assess the conditions and proper function of the system. All structural components must
be inspected for cracking, subsidence, spalling, erosion, and deterioration at least annually. Swales,
ditches, scour holes and basins shall be reviewed for erosion and quantity of debris and sediment.
Sediment removal should take place when the basin is thoroughly dry. Disposal of debris and trash
should be done at suitable disposal/recycling sites and in compliance with all applicable local, state,
and federal waste regulations.
Mowing and/or trimming of vegetation must be performed on a regular schedule based on specific
site conditions. Grass should be mowed at least once a month during the growing season. The basin
system should not be mowed more than 6 times per year nor less than 2 times per year.
Vegetated areas must also be inspected at least annually for erosion and scour. Vegetated areas
should also be inspected at least annually for unwanted growth, which should be removed with
minimum disruption to the soil bed and remaining vegetation. When establishing or restoring
vegetation, biweekly inspections of vegetation health should be performed during the first growing
season or until the vegetation is established. Once established, inspections of vegetation health,
density, and diversity should be performed at least twice annually during both the growing and non-
Page 7 of 93
growing seasons. The vegetative cover should be maintained at 85 percent. If vegetation has greater
than 50 percent damage, the area should be reestablished in accordance with the original
specifications and the inspection requirements presented above.
All use of fertilizers, mechanical treatments, pesticides and other means to assure optimum vegetation
health should not compromise the intended purpose of the system. All vegetation deficiencies should
be addressed without the use of fertilizers, herbicides and pesticides whenever possible.
Section 6-Responsibilities
Responsibility for operation and maintenance of the drainage facilities, including periodic removal (at
least twice a year) and disposal of accumulated particulate material and debris, shall remain with the
owner or owners of the property with permanent arrangements that it shall pass to any successive
owners unless assumed by a governmental agency. If portions of the land are to be sold, legally
binding arrangement shall be made to pass the basic responsibilities to successor in title.
The detention facilities shall include the respective detention / retention/infiltration basins, swales,
check dams, vegetative linings, rain gardens, dry well, swales and any other appurtenance with
respect to the function of the overall system.
Section 7-Plan Review and Monitoring
As with any dynamic system, periodic assessment is essential to the long-term success. It is
anticipated that minimal effort will be required since the system is conservatively designed. With
proper periodic maintenance and due diligence in respect to periodic inspections, problems will be
minimal and easily resolved.
To assist with identifying long-term trends within the system, a log of all on-site activities should be
kept and added as addenda to this Stormwater Management Plan. The log shall contain such
information such as, but not limited to, start and completion of each site build out, findings of each
annual inspection, findings following inspections after significant storm events, and maintenance and
repair activities.
Section 8-Integrated Pest Management
Integrated Pest Management(IPM)is the coordinated use of physical, biological and cultural controls
and least toxic pest control products and techniques to prevent unacceptable levels of pest damage by
the most economical means with the least possible hazard to people, property and the environment.
IPM involves the monitoring of the pest populations, establishment of injury levels, modification of
habitats (to eliminate sources of food, water, harborage and entry), utilization of least toxic controls,
keeping of record, and evaluation of performance on an ongoing basis.
Inputs such as pesticides, fertilizers and irrigation are costly. By using IPM techniques to apply these
inputs only when they are truly needed, you can reduce costs. IPM can also help you schedule
required applications at precisely the right time, so you get the best possible results and the highest
dollar value from your product.
Other benefits include the following:
1
• IPM reduces risk. IPM results in fewer pesticide applications at reduced rates, using the safest
possible materials. This minimizes the dangers associated with pesticide applications, including
accidents, drift, and toxic effects on non-target organisms and wildlife.
• IPM delays pest resistance. Applying the same pesticide over and over again results in insect,
disease and weed pests that are no longer killed by the formerly fatal pesticide. By choosing from
all possible control methods, including biological pesticides, beneficial organisms, and rotating
pest control methods, resistance can be delayed or prevented. Preserving the effectiveness of
existing pesticides helps reduce costs for everyone.
• IPM preserves the environment. Indiscriminate pesticide and fertilizer use can reduce
populations of beneficial plants, insects, fish, animals and other organisms. Limiting pesticide
applications to essential uses —while using the least toxic materials whenever possible--helps
preserve the environment.
Section 9-IPM—Monitoring
Monitoring is a regular, systematic observation of the areas where pest problems might occur, and it
is a key component in every IPM program. Monitoring is not just making casual observations while
you are on the site doing something else. Monitoring—or regular inspection of the site to determine
if pests are approaching a damaging level — should be an ongoing activity throughout your IPM
program.
Benefits of monitoring include the following:
• A greater awareness of pest activity, including changes in pest populations
• Up-to-date information on the health of your plants
• Data that can be used to compare pest outbreaks from season to season
• Early detection of pest problems, resulting in the availability of more management options
• An effective monitoring program to save money by giving you the information you need to
determine exactly when, where and how often to spray
• Assessment of soils to maintain near optimum conditions to promote healthy plants and turf,
which promotes better resistance to pests and disease
Visual Inspection
Visually inspecting your plants on a regular basis is an important component of an effective
monitoring program. Careful, systematic inspections will help you keep track of the health of your
plants and identify any potential weed or pest problems. Visual monitoring is very subjective;
therefore, it is important that the same person does the scouting the whole season. How often you
inspect your plants will vary, depending on such factors as the time of year, their growth stage, the
type of plant, and the presence of any weeds or insect pests. What is important is that you monitor on
a regular basis.
What To Look For
• The presence of plant diseases or insect pests. Try to determine the species of the pest,
what stage it is in,how many insects are present, the extent of the disease, and how the insect
pests or diseased plants are distributed (i.e., general distribution, scattered or localized).
Note: Some insect pests are very mobile, and it will be difficult for you to count how many
are on a specific plant. In these cases, use a sweep net or insect trap.
T 1
+ Symptoms or damage to the plant. Look at the plants characteristics, how they differ from
the appearance of a normal plant, severity of symptoms, where on the plant the symptoms or
damage is found, and how many nearby plants appear to be affected. Also, try to determine
the cause of the symptoms if it is not readily apparent.
+ Other insects. In the case of an insect infestation, note whether any beneficial insects are
present (natural enemies of the pest). Also, note the presence, numbers and distribution of
any other insect pests that could cause additional problems.
• Weather conditions. Note the current conditions (temperature, precipitation, wind speed)
and whether there are any obvious variations from what they normally are at that particular
time of year. It is also important to look back at weather conditions from the past week or so
to determine whether any unusual weather events occurred.
• Other contributing factors. Note when pesticides were last applied to the plant, and when
other practices such as fertilization or irrigation took place.
Where To Look
When inspecting your plants, be sure to get a good representative sample. That means regularly
checking plants in a number of different areas of the site. One good way to do this is to follow the
same zigzag pattern each time you do a visual inspection. Randomly choose plants to inspect along
the way. Be sure to mark affected plants for easy identification on your next visit so you can evaluate
any changes that may occur.
Your local Cooperative Extension Agent is a good source of information on specific insect pests.
Magnification
To properly use a hand magnifier, hold the lens close to your eye and move the object you are
looking at close until it is in focus. Magnification is expressed as "x." A 20x magnifier shows you
an object 20 times larger than life, so be sure to choose the lowest magnification needed for your
task. The lower the magnification, the greater the "depth of field" and "field of view." For example,
at 2x, you may be able to see an entire insect clearly, from the tips of its antennae down to its tarsi
(toes). At 1Ox,you'll see either antennae or tarsi in detail, but not both at the same time.
Written Records
It is important to keep a written record of what you find each time you do a visual inspection.
Written record should include the following:
• The type of plant, its size, location, and condition(i.e.,the extent of any damage)
• The date and time the inspection took place
• Which pests are present, how many, their stage of growth, and distribution
• Identification of any beneficial insects
• Weather conditions
• Date of last pesticide application
• Other contributing factors (such as fertilization or irrigation)
Section 10-IPM—Soil Testing
Soil testing is essential in order to check the levels of nutrients, pH, and other factors that affect your
soil's ability to support plants. The most important factor in testing is to carefully remove samples
from your soil.
1
A good representative soil sample will help determine whether you need to take such actions as
applying lime or fertilizer. If the sample is not representative of your soil, you run the risk of
inaccurate test results, inappropriate recommendations, and higher potential for unwanted results.
When To Sample
Sampling can be done anytime. To maximize the benefits of sampling and have enough time to
apply fertilizers and lime, it is recommend that sampling be performed in the fall.
Samples may be taken after planting if suspect soil conditions exist. Take the sample from the area
around the roots of the seedlings.
Where To Sample
If the soil is uniform across the site, take 5 to 10 samples from random locations throughout the site.
Combine these samples into one sample by mixing them in a plastic bucket to avoid metal
contamination. Make sure the bucket was not previously used with lime or fertilizers.
If the soil is highly variable from one part of the site to the other, divide the field into smaller uniform
areas and treat each of those areas as a separate location. Take 5 to 10 samples from each area.
Combine these as suggested above. Test each combined sample from each area separately. Separate
test results will allow you to appropriately remedy the deficiencies of each subdivision within the
site. Indicators of variable soil include differences in soil appearance, texture, wetness or salt
content.
Section 11 -IPM—Pest Management Techniques
Managing pests can at times mean applying pesticides, herbicides, fertilizers or other products. The
choice of materials has a lot to do with your success, but so does how you apply them. At up to $600
per gallon for pest control chemicals, you need to make those dollars count. In addition, proper
selection will target the problem and minimize undesirable affects on and off site.
Prior to the use of any products, other options should be considered. The alternatives should include
the following:
• Doing nothing
• Improving the conditions for the host to assist in self defense
• Manual removal of the pest or affected plants or turf to minimize pest spread
• Modifying the condition of the site. As an example, fungus can be controlled by reducing
watering, improving air circulation on the site, increasing the sun exposure or other long term
physical site changes.
• Applying biological controls such as supplying predator insects
If, as a last resort, it is determined that any of the above alternatives are not suitable, the use of
products may be used. The use shall be limited to the affected area and shall target the pest. Only
Licensed Applicators under the direct supervision of a License Supervisor in accordance with all
applicable laws and regulations shall apply regulated products.
The local Cooperative Extension Agent is a good source of information on specific insect pests.
It should be noted that this plan is not intended to be comprehensive, as IPM plans are dynamic and
evolve with the life of the project. Early stages of a project life will require different techniques to
address different problems that 5 years, 10 years or longer from now. It is important to keep detailed
and systematic records to provide a history of the project for future Managers to become familiar
with the sight, its design objectives and purposes of the control measures and techniques
implemented.
