MEMORANDUM TO: Thomas D'Auria, Building Official
FROM: Planning & Zoning Commission
RE: Ann's Plaza, Sullivan Avenue
We will be considering a site plan for the area to the west of Ann' s
Plaza within the next week or so.
The Commission is very concerned about the parking lot at Ann 's Plaza.
It is extremely difficult for cars to back out of the parking spaces
in front of the building, and there doesn' t appear to be enough space
between the building and the first row of cars. We would like to
know if this parking lot conforms to the site plan which we approved.
Would you please check out the dimensions of the parking spaces,
distance between the building and first row of spaces, and between
the rows of parking spaces, and traffic patterns to see if they
conform to the site plan which we approved?
If they do conform to the site plan, then obviously the parking layout
is not working, and we will take that into consideration when we
review the new site plan.

MEMORANDUM
April 23 , 1985
TO : Planning and Zoning Commission
RE : Parking at Ann ' s Plaza
Attached are the parking standards that are informally used for
the Engineering Department ' s design criteria . Also included is
a marked-up copy of the filed site plan . Stall dimensions are
usually disregarded as Planning and Zoning regulations are more
restrictive .
The major problem appears to be within the area circled in red .
The dimension from the walk at the north face of the building ,
north to the extreme of the middle parking stalls should be 63
feet - 20 ' (parking stall) + 23 ' (aisle space) + 20' (parking
stall) . The actual field dimension is 57 ' which means there is
a shortage of 6 ' . If "full sized" vehicles are parked in stalls
1 through 12 , this 6 ' shortage will be absorbed in the aisle be-
tween the two parking areas . This will greatly reduce turning
movements entering and leaving these parking stalls .
The problem is not as severe on the northwest or southern part
of the property as design standards are more nearly met .
Possible Solutions :
1 . Eliminate parki g spaces 1 through 5
2 . Angled parking spaces 6 through 12
3 . Angled parki spaces 1 through 19
4 . Restrictive compact parking spaces 7 through 11 .
5 . To have th applicant be responsible for a more
workable s heme .

Dear Jack:
Re: Application of Twin Plaza
As a result of our telephone conversation of Tuesday, April 23
with you, and also Wednesday, April 24 with Mr. Kenneth Bidwell,
attached is a set of plans entitled: Twin Plaza, Property
of Michael K. Tartsinis et al; 3-29-85, 1" = 40 ' , Lucek Engineer-
ing Assoc. Inc. , sheets 1, 2, 3 & 4 . These plans represent an
application before the South Windsor Planning and Zoning Commission.
The feeling of Town staff and the Commission is for a single
entrance to service the existing and proposed site. This appli-
cation is to be before the Commission on May 7, 1985 for further
discussion and possible action on the application.
We would appreciate your review and comments as this proposal is
on Sullivan Avenue (Connecticut Route 194) and will require a
DOT permit with respect to the curb cut.
If you have any questions or comments, please call me.
Very truly yours,

Re: Traffic Report for Property of Michael Tartsinis
855 Sullivan Avenue, South Windsor, CT
The proposed retail development fronts Sullivan Avenue (Route 194)
and is adjacent to Ann Field's Plaza. It is intended to consist of 18,384 sq. ft.
of retail shops and a 2,500 sq. ft. bank served by 86 parking spaces. Trip
generation rates published by the Institute of Transportation Engineers
for retail centers predict the following trips per day per 1,000 sq. ft. of
floor space:
40.7 trips, weekdays x 20,884 sq. ft. = 850 trips
42.0 trips, Saturdays x 20,884 sq. ft. = 877 trips
20.4 trips, Sundays x 20,884 sq. ft. = 426 trips
The 1982 Connecticut DOT traffic counting report indicates total two-way
average daily traffic (ADT) on Sullivan Avenue between Route 5 and
Oakland Street is 10,400 trips per day with predicted peaks of 1,248 trips
per hour. Thus Sullivan Avenue is operating between Level A
(free flow) and Level B (stable flow). Retail centers generate peaks at
other than commuter peak periods, but even ignoring that and adding the
predicted retail use peak of 105 trips per hour to the existing
street peak of 1,248 yields 1,353 trips per hour which is still between
Level A (800 trips/hr.) and Level B (1,800 trips/hr.).
The parking lot layout is standard good practice with backing and turning
movements occurring between stalls and collector lanes to carry traffic
onto and off the site. Then bank drive-in window should have a stop-sign
at its exit to establish right of way to the thru traffic moving in
front of the retail shops. Also, if possible, the drive-in structure could
be moved south along the wall one car length 089 to provide a
one-car queue beyond the window.
If you have any questions, please call me at 643-2520.
Sincerely,
Donald Holmes, P.E.

RE : Application of Michael Tartsinis - Twin Plaza
I have reviewed the plans prepared by Lucek Engineering Assoc . -
Inc . for Michael Tartsinis et al , 885 Sullivan Avenue, Project
84-104 with the following recommendations and modifications .
Sheet 2 of 5 or 6
The Conservation Easement be noted as such and
placed on the map .
Sheet 3 of 5 or 6
1 . That the sideyards be indicated off the westerly
property line of the affected site .
r
2 A manhole be constructed on the sanitary sewer
ateral where the pipe size and type change .
Sheet 4
1 . The proposed p antf`ngs be removed on the State ' s
right-of-way a.n ''be incorporated onto the interior
of the site .
During staff review meetings , it has been indicated to the
' appli.cant ' s engineer.-_that roof drainage be directed away from
the paved areas on the asterly side of th proposed building .
lso discussed was the route of ttaff ' for the drive-in structure
of the proposed building . Two`olutio s to potential problems were
addressed . The first is the clos'eltu ning movement for vehicles at
the northeast corner of the structuk where the strong possibility
exists of vehicles hitting the buil ing,._ A solution to this would
be for curbing to protect the buil ing an vehicles by directing
wheel movements away from the building . The cond problem is the
visibility of the drive-in structure to drivers w le the route to
the structure is not so obvious . A partial solution to this problem
is a "teardrop" shaped island not allowing this direct access . I
do not feel completely comfortable with this solution as it may
further add to the frustration of drivers being able to see the
structure but unsure of the routings of how to get there .

Note to PZC from Rick Martel:
Re: Ann' s Plaza
He got a call from Jack Moriarity (Permit Section - DOT) this morning.
1. They may not be opposed to a single curb cut - their main
concern is that these are two separate parcels and future
transfers should be kept in mind. Town could get a
determination (in a couple of weeks) if the Town asks in
writing to DOT Permit section (1107 Cromwell Avenue,
Rocky Hill, Ct. 06067)
2. They are not resistant to plantings on island as long as the
plantings do not grow over 2 ' in height over center line of
pavement of state highway and are salt resistant.

MEMORANDUM
April 23 , 1985
TO: Planning and Zoning Commission
RE: Parking at Ann ' s Plaza
Attached are the parking standards that are informally used for
the Engineering Department ' s design criteria . Also included is
a marked-up copy of the filed site plan. Stall dimensions are
usually disregarded as Planning and Zoning regulations are more
restrictive .
The major problem appears to be within the area circled in red .
The dimension from the walk at the north face of the building ,
north to the extreme of the middle parking stalls should be 63
feet - 20 ' (parking stall) + 23 ' (aisle space) + 20 ' (parking
1 . Eliminate parking spaces 1 through 5
2 . Angled parking spaces 6 through 12
3 . Angled parking spaces 1 through 19
4 . Restrictive compact parking spaces 7 through 11 .
5 . To have the applicant be responsible for a more
workable scheme .

Dear Mr. Martel: ' G
We have completed a preliminary review of the plans submitted S'Or
by you on April 24, 1985 for the proposed "Twin Plaza" adjacent to
Route 194 in South Windsor.
We concur with the single driveway concept, if the two
properties will be allowed internal access to each other. Two drives
could also be allowed, but the internal access should be eliminated.
Our preliminary review has not included our Office of Traffic
or considered State Traffic Commission or drainage requirements. Therefore,
we reserve final approval of the proposal until such time as you have
accepted the development of the second lot of this two lot subdivision.
Mr. John Moriarty, of this office, is available for additional
information at 566-4744.
Very truly yours,

Avenue, shall be angled to encourage traffic to drive around
the center row of parking spaces, and standard bituminous lip
curbing shall be installed at both ends of the row.
2. Roof drainage shall be directed away from the paved areas on
the easterly side of the proposed building.
3. Proof of cross drainage, travel and parking easements shall be
submitted to this Commission.

Re: Utility Pole Relocation, Twin Plaza, Sullivan Avenue
Please be advised that the Planning and Zoning Commission
has agreed to let the utility pole remain as relocated in the
driveway island at Twin Plaza. As a condition of this approval,
the utility pole and the island must be clearly marked to be
highly visible to motorists, by use of reflectors, entrance/exit
signs, yellow painted curbing around the island, to be
coordinated with Sergeant Thomas Hart, Traffic Unit, South
Windsor Police Department (644-2551) .

RE: UTILITY POLE RELOCATION - TWIN PLAZA - SULLIVAN AVENUE
Dear Mr. Tartsinas:
This letter is per our conversation the week of March 1, 1991, .in regards
to the relocated telephone pole. After reviewing the above site on
March 5, 1991, I am making the following recommendations:
1. Reduce the island approximately twelve feet (12) south
of Sullivan Avenue.
2. Install Keep Right Sign 2B-25 (R4-7) on both the north
and south ends of the island.
3. Pavement markings - install at least two (2) arrows on
entrance/exit drive located on the east/west sides of
island. Using white paint.
4. Pavement markings - paint the curb line surrounding the
island using yellow paint.
5. The owner shall maintain all signage and pavement
markings.
If you have any questions, please contact me at your convenience.

6 . Michael Tartsinis Site Plan for Twin Plaza
a . Traffic report does not address the applicant ' s proposal
to utilize existing parking situated behind the Ann Field ' s
building to meet the parking demands of the proposed build-
ing . Will there be sufficient parking to serve all of the
existing and proposed uses? What if another restaurant
were to locate in the new building?
b . Needs a fourth handicapped parking space .
Planning & Zoning Commission
Page 4 .
C . Parking (existing , required and to be provided) should
be conveyed in the data block, and clarify what ' s re-
quired for Ann Field ' s Plaza , for Twin Plaza, and for
both together ;
d . Sheet two should be labeled "survey" , not "plot plan" ;
e . Label "stockade fence" around the dumpster ;
f . The State will likely disallow landscaping within the
Sullivan Avenue right-of-way . Therefore , additional
landscaping should be provided out front in lieu of
parking spaces , as discussed with Mr . Lucek.
g . A concrete curb , with landscaping behind it , should be
provided to protect the northeast corner of the new build-
ing .
h . And finally, as for the circulation scheme , I find it
unacceptable as portrayed . First , unless nixed by the
Department Of Transportation, a common entrance should
be provided to serve both plazas . Second , the bank drive-
in teller circulation pattern required vehicles to travel
around the Twin Plaza building . This is a long , difficult ,-
and circuitous maneuver . Customers would more likely
observe the drive-in-window, and proceed directly to it ,
which conflicts with other vehicles and does not afford
sufficient queuing for peak periods . If this drive-in
location must remain, I suggest creating a curbed , land-
scaped , and curved island east of the overhang, thus pre-
cluding access from anywhere but behind the building , as
well as a series of signs and pavement markings which direct
the customer in the desired traffic pattern . Relocating
the bank to the other end of the building would appear far
superior , although I understand the propsective bank tenant
prefers the present location due to enhanced visibility,
among other reasons . The planning , department does not
recommend approval of this site plan until the above concerns
have been satisfactorily addressed .
