The policy in effect for subdivisions (and other public lighting installations by private developers) has been subject to some misinterpretation. To clarify the existing policy--on, or after, April 1, 1982, new street lighting will not be accepted for addition to the Town's street light billing at any rate other than the lowest available overhead monthly charge within Connecticut Light and Power Company's Rate 116. In new residential subdivisions with underground utilities, decorative fixtures mounted on ornamental poles, consistent with Town Council policy, shall be installed at the developer's expense. In continuations of residential subdivisions, fixtures and poles shall match the type previously installed. - - in all eases, the developer shall be required to pay the utility company, in addition to installation fees, the applicable one-time charge(s) as noted on Page 3 of the Connecticut Light & Power Company's Rate 116 (effective December 3, 1981) , as required to provide a final billing at standard overhead rates. This one-time charge is $458 per light in the present rate structure. Lamp size is limited to 9,500 lumen high pressure sodium units, without specific authorization from the Town Manager for exemptions. Approval by the Town Manager is contingent upon the receipt of written notification from the utility company of the final monthly charge for each new unit; and confirmation that all one-time charges have been paid. The foregoing is merely clarification of existing Town policy with regard to street lighting. It has come to my attention that some contractors were not paying applicable one-time charges, while others were. May 5 , 1983 Marshall Montana, Chairwoman Planning and Zoning Commission South Windson, Ct. Dear Chairwoman Montana: We are residents of the Birch Hill area, living on Birch Hill Drive . Unfortunately, we were on vacation Tuesday evening, May 3rd . when the public hearing regarding a new LaCava housing development off of Felt 3 Road was held . t t We would like to express our thoughts g concerning this area. ain concern is that there will not be a through street or twobetween mFelt and Foster roads . Unfortunately, the residents of Birch Hill Drive were not aware that Tallwood was not to go through to Foster at the time that development was built . As a result , Birch Hill Drive takes all of the school bus traffic going to Orchard Hill and Timothy Edwards ' Schools , as well as a lot of high school traffic . We do not want our street to have to take even ipore bus traffic if one or more of the new streets in the LaCava development do not go through be- . tween Felt and Foster streets . Most , of the residents on Birch Hill Drive have older children a feel thatand we it would be unfair for our street to take on the additional bus traffic of the, new area where there will, undoubtedly, be small children. In addition, developments such as the Tallwood - Rainbow Trail area are not safely laid out , as they are far too difficult for police and fire equipment to get in and out of. Hopefully, the same mistake will not be made in the ',aCava area. Thank-you for taking the time to read this . Please express these thoughts for us when the next .meeting concerning the new area is held. We are new to South Windsor and certainly like the community. As previously discussed with Messrs. William Krawski and Emil Lucek, nine lots fronting on Felt Road are unacceptable, primarily for reasons of traffic safety. Wherever practicable, lots should egress onto interior streets. I am personally not averse to retention of lots 1 and 2, as shown, however, only after alternate design attempts have been exhausted. 2.. The feasibility of constructing a street opposite Orchard Hill Drive should be explored. Indirect street access between Felt Road and Foster Street appears very desirable, in order to relieve traffic on Birch Hill Drive and Mohegan Trail/Bayberry Trail. As you are well aware, the Tallwood Drive/Autumn Drive connection was never implemented. 3. Mr. Smith should confer immediately with Mr. Martel, Town Engineer, regarding stormwater detention improvements for Phase I. 4. Phase I consists of 15 lots, rather than 17 as indicated. Two lots. were held in escrow for open space. 5. The small parcel to the northwest of the Stiles property should be incorporated into the open space. 6. You may wish to consider larger lots/frontages where lots back up to the Tallwood Drive tract. 7. The overall concept, in particular the configuration of the open space, appears to be well planned. Should you have any questions on the above, feel free to call me at the Town Hall, extension 250. Sincerely, Peter R. DeMallie Director of Planning CC: Mr. Ken Smith, P.E. Their primary concern is that traffic volumes on Birch Hill have reached unacceptable levels ; and they would like the situation corrected. In particular, they would like alternate streets developed; i . e . , through the Krawski Estates Subdivision, and other areas . Indeed, one resident expressed concern that the Green Hills Subdivision was not going to connect with Lipman Drive--even though the original proposal had indicated two access points . Ermanski 37 Bayberry Trail South Windsor, CT 06074 RE: RIDGEFIELD SUBDIVISION (FORMERLY KRAWSKI ESTATES) Dear Mr. Ermanski : This letter is in response to your letter of October 15th. I have been out to the area and have inspected the developing site relative to your concerns . It is my opinion that the drainage, that has been installed to the north of you is adequate. The heavy rains that you referred to, I believe, happened in late August. These two storms were of particular significance in that they occurred four days apart and were intensive (25 and •100 year storms) . The developing site had much exposed and easily erodible soils . Since that time, a good part of the site has been stabilized (hay bales , lawn establishment, etc . ) . Consequently, I do not feel that any corrective measures are necessary. The lot directly to the north of you has not yet been developed. When it is , the Engineering Department will give it special attention during its construction. The pavement patch at the sanitary sewer manhole on Bayberry Lane does need attention. This can be accomplished when the wearing pavement is installed on the new subdivision roads. During the inspection of the site, I did observe a difference in both color and texture between your lawn and the newly planted grass , resulting from the sidewalk construction. It is my understanding that your established lawn will eventually overtake the newer type to give a consistent color and type. Mr. Walter J. Ermanski November 5 , 1985 Page 2 Lastly, any claims of damage that you may have, due to blasting, are handled directly by the blaster or his insurance company. Parker, District Manager, Hartford County Soil & Water Conservation Dist FROM! J. Eric Scherer, Resource Conservationist, USDA SCS RE: John Dzen - Berry Patch Farm Irrigation Pond Ellington Rd, South Windsor FINDINGS: On July 22, 1985, a site visit was made to the John Dzen property at the Berry Patch Farm on Ellington Road. In attendance were Steve Cashman, Soil Conservationist, John Dzen, owner, and myself. Of principal concern was the irrigation pond and the apparent siltation of that pond. A field review of the watershed and the subdivision "Ridgefield Estates" showed on-site soil erosion reaching catch basins that outleted into a drainage ditch within. the watershed. Some attempt at soil erosion and sediment control was made to contain sediments on site. These measures were limited to placement of hay bales around the catch basins and along the downslope toe of the three lots (No. 17, 18 & 19) . These hay bales were not installed correctly. As a result the hay bales blew out and sediment entered the street and catch basins. RECOMMENDATIONS/COMMENTS Install haybales/synthetic filter barrier according to the enclosed sheets 7-25 thru 7-33 from CT "Guidelines on Soil Erosion and Sediment Control ". Hay bales/synthetic filter barriers should be installed along the curbing on the uphill side of the street on lots 17, 18 & 19. All bare areas on lots 17, 18 & 19 should be seeded and mulched according to the recommendations in the "Guidelines." enclosed. All other bare areas at the site should be seeded and mulched according to specifications. The unpaved road should be either gravelled with the road shoulders seeded or put temporary diversions across the road and mulch the bare areas. The diversions should outlet into the grassed areas on the uphill side of the road. Diversions can be located and sized according to specifications from the "Guidelines". ATTACHMENTS CC: John D. The erosion problems on the site are erosion of the bare road and shoulders and erosion of the sloping bare house lots. Some possible solutions are to put the gravel on the road and seed the road shoulders or put temporary diversions across the road and mulch the bare areas. The diversions should outlet into the grass on the uphill side of the road. Mulch the bare houselots or put sediment barriers at the downhill side of the lots. As I had told you last Fall, all of the greenhouses have been removed and the farming operation of Joe ,Krawski has ceased. However, there is still some debris and an old truck on both of our properties. We will be happy to clean not only the open space that is still under our ownership, but also the open space that is owned by the Town. Some of the debris has apparently been there for years. However, some of it appears to have been dumped there over the Winter. Nevertheless, I have instructed my people to clean up both our portion and your portion of the open space. I anticipate this clean up job will be done by the middle of May. I would like to do the work immediately, but we are so swamped with Winter back log that I need a little time to get the clean up done. Thank you for your understanding. Verification that all catch basin sumps and storm sewer pipes have been cleaned. 2. Re-point the top course of block in the catch basin in the rear of lot 7. 3. Back-up, loam and seed the areas around the handicapped ramps at Files Way and Krawski Drive. 4 . A longitudinal crack in the pavement appears to the south of sanitary sewer manhole Sta. 3+09.30. This crack is to be sealed and it should be verified that the cracking is not due to improper compaction. 5. There is too much sand and gravel in the snow belt at the southeast corner of the intersection of Files Way and Krawski Drive. This area should be loamed and seeded. 6 . The access to the open space and the area adjacent to it to be cleaned of various debris and stabilized (selective loaming and seeding) . 7 . We are presently reserving judgement on the catch basins on Files Way. It appears that water is leaching- from the basins. I would like to re-examine the catch basins when they are dry to insure they are properly pointed. 8 . Final submission and approval of "as-built" drawings. Phase II 1. Mr. DeMallie explained that no engineer- . Planning & Zoning Commission -6- 12/4/84 ing work had been done at that time and indicated that the plan the Commission saw was a conceptual plan. Mrs . Montana said she personally thinks the road should go through. Mrs . Smith noted that if the road goes through the open space will be broken up, and Mrs. Montana responded that the developer put the open space there and the Commission can change it if they wish. e The Commissioners discussed the Green Ridge Subdivision to the south of this property, and Mr. DeMallie pointed out that there would be indirect access from the proposed Ridgefield subdivision, through Harrell Way, into Green Ridge and out to Foster Street. Mrs. Montana said the traffic which has been created on Birch Hill Drive is the problem. Mr. DeMallie noted that at_ the.' original hearing he indicated if feasible, it would be desirable to have an indirect street going through. However, the 50 ' strip to Foster does not align with Orchard Hill Drive, and there is a very steep grade going down to Lot #3 on Foster. Mrs. Montana replied that just because it is not convenient to build a road there, the Commission can' t sit here and say don' t put the road through. Meandering through Green Ridge is not the answer to this problem either. Mr. DeMallie reiterated that the 50 ' strip does not line up with Orchard Hill Drive and because of the slope it would be very difficult to put in the road. Mrs. Smith said she agrees the situation on Birch Hill is bad, but doesn' t think the Commission should make the developer take the brunt of putting the road in. Mrs. Montana responded that the developer is not taking the brunt, and has to build a road for this subdivision, and the problem is engineering it. Mr. DeMallie pointed out that at the hearing LaCava' s engineer testified it would be unfeasible to put the road through. Mr. Conde replied that he would, too, if he had been hired by LaCava. Mr. DeMallie said that Phase II is independent of whether the road will go through, and the Commission could indicate that prior to submitting an application for Phase III the applicant will come in - with a complete plan showing how he will address this issue. Mrs. Montana replied that the complete plan should show that the road will go through, and Messrs. Conde and Gilligan agreed with her. Mr. Gilligan pointed out that if the road goes through the phasing may have to be changed. The Commissioners discussed the lots fronting on Felt Road, whether they are desirable, and Mrs. Montana said that there are two spots on Felt Road where you cannot see a car coming. ' f Planning & Zoning Commission -7- 12/4/84 The secretary noted that Commissioner Sorosiak was ill and couldn' t attend this meeting, but she had called the office and wanted the Commission to know that she had serious concerns with the intersection of Deerfield/Felt, and feels that adding Ridgefield will make it worse. There is only a two way stop sign and some cars do not stops. Adding a stop sign on Felt for cars going up the hill would not be good since in icy weather people wouldn' t be able to get started again. Mrs. Sorosiak felt the ideal way through would have been through Tallwood. Obviously, there is a need for another through road, but there could be a major problem with the road going .through from Deerfield. Mrs. Montana said she doesn't really see a problem with coming out opposite Deerfield, and it would be preferable to having two different intersections on Felt Road. Mr. Gilligan pointed out that significant grading is going to be required. Mr. DeMallie said at one time he thought it may be desirable to have the road more to the north, which would be better for sightline, but coming out at Deer- field makes more sense. Mr. Gilligan said the proposed lots 40 and 42 have terrible banks. The Commissioners reviewed the topographic plans and Mr. Gilligan noted that they appear to have cut away the bank heading north, but it doesn' t appear much has been done going south. The cars going up Felt Road are traveling at 40-45 m. p. h. Mr. DeMallie said that the engineer could submit documentation to the Town that the sightline is acceptable. Mrs. Montana noted that the corner lots should have the driveways kept as far away as possible from the intersection, and Lots 40 and 42 should have appropriate grading done so there is no sightline problem on Felt Road. Mr. Gilligan asked if Lots 20 and 21 are part of this section, and Mr. DeMallie replied yes . Mr. Gilligan said no, they shouldn ' t be part of this section and Mr. Conde and Mrs. Montana agreed. If these lots are included it commits Krawski Drive to being a cul-de- sac street and this may not be desirable. A discussion ensued regarding Lots 40 , 41, 42 and 43, and the Commis- sioners noted that these appear to be relatively small lots with about 100 ' frontage on the proposed Ridgefield Drive. Mr. Conde and Mr. Gilligan indicated they would prefer to see larger lots immediately adjacent to Felt Road, and other Commissioners agreed. Mrs. Montana said consideration should be given to three lots , instead of four at this location. Mr. Martel, Town Engineer, asked the Commission if they intend the through street to have sidewalks , and Mr. Gilligan said if it cannot go through with sidewalks, the Commission will permit it without side- walks , but the road going through is the number one consideration. Mr. DeMallie said he understands that the Commission wants to see a conceptual plan showing whether it is feasible or unfeasible for the road to go through. Mrs. Klenke corrected •1r. DeMallie and said the Commission wants to see a plan showing the road will go through, and several of the Commissioners agreed with her . Mr. Gilligan said Planning & Zoning Commission -8- 12/4/84 the Commission is asking the developer to show the road going through, on a conceptual plan, which must be submitted before applications for future phases are submitted. Mrs. Montana made a motion to approve the above application for an open space resubdivision on the east side of Felt Road, opposite Deerfield Drive, known as "Ridgefield, Section II:' . The plans prepared b Close, Jensen & Miller, dated July 20 , 1984, Job No. 3422 , must bemodified as follows : 1. This approval is for 17 lots, numbered 22 through and including 38. Lots numbered 20 and 21 are not a roved.- 2. Prior to submitting applications for subsequent phases , a conceptual plan must be submitted to this Commission indi- cating a road going through from Felt Road to Foster Street. 3. The applicant' s engineers must submit documentation to the satisfaction of the Town Engineer that traffic entering or exiting the proposed Ridgefield Drive will have adequate sightline in both directions on Felt Road if traffic on Felt Road is traveling at 40 m. p. h. 4. Lots 40 , 41, 42 and 43 in a subsequent phase, may not be approved in their present configuration, and consideration _should be given to combining them. 5 . Sidewalks , built to Town specifications , must be installed on the northerly side of Ridgefield Drive, and easterly and northerly sides of Krawski Drive to the end of Lot #13 . In addition, approximately 2, 300 ' of sidewalks must be installed at the developer ' s expense at a location to be determined by this Commission at a later date. 6 . Deeds for the roadways and Open Space must be submitted to this Commission prior to filing said plans . They must be approved by the Engineering Department and Town Attorney and be in accordance with the policy for accepting deeds (attached) . The deeds will be held in escrow until completion of the subdivision, and then referred to the Town Council for acceptance. 7. A surety bond, in an amount to be determined, must be submitted to this Commission prior to filing the final plans to ensure completion of all subdivision improvements includ- ing sidewalks and roadway improvements. In the event a Letter of Credit is submitted in lieu of a surety bond, said Letter of Credit must -be renewed on a yearly basis until completion of the development. If a new Letter of Credit has not been received within 30 days before the expiration date, the Commission, may, at its option, call. the Letter of Credit it is holding. Planning & Zoning Commission -9- 12/4/84 8. Street lighting shall be installed subject to the approval of the Town Manager (see attached policy) . 9. Water shall be supplied to this subdivision by the Connecticut Water Company. 10. All lots shall be connected to the sanitary sewer system, and are subject to approval of the Water Pollution Control Authority and State Dept. of Environmental Protection. 11. Prior to issuance of a Certificate of Occupancy, a grading plan for each lot must be submitted to and approved by the Town ' s Engineering Dept. 12. If, for any reason, finished grading and other site work is not completed, the Town Engineer shall determine the amount of a cash bond to ensure final grading and site work. This cash bond must be submitted prior to the issuance of a Certi- ficate of Occupancy. 13 . A drainage assessment fee in the amount of $850 shall be submitted to this Commission. 14. Street names and locations of fire hydrants are subject to I the approval of the Fire Marshal of the Town of South Windsor. Street name signs and supporting posts shall be installed by the developer in conformance with the standards of the Town of South Windsor and at no expense to the Town. 15. Drainage in this subdivision is subject to the approval of the Town Engineer . 16 . A liability insurance policy shall be submitted to this Commission naming the Town of South Windsor as an insured with a combined single limit for bodily injury and/or property damage in the amount of $1, 000 , 000 . 17. No building permits will be issued until the final plans have been filed in the Town Clerk' s Office. 18 . Prior to commencement of any site work, a meeting must be held with Town Staff. i 19 . Prior to the building of any structure on a lot, a topographic map, drawn to a scale of 1" = 40 ' , shall be submitted for each lot in the subdivision, showing proposed contours and ' elevations. No building permits will be issued until the I proposed contours and floor elevations have been approved by the Town Engineer. Planning & Zoning Commission -10- 12/4/84 20. Black and white transparent mylars of Sheets #1, #2, and #3, together with three paper prints , with the letter of approval of this Commission reproduced thereon, must be submitted to this Commission to be stamped and signed within ninety (90) days of the date of approval (by March 4 , 1984) . After signing, the plans will be filed in the Office of the Town Clerk. Mrs. Smith seconded the motion and it was unanimously voted in favor and so ordered. Mr. Vargas of Foster Street, said he is the owner of Lot #3, just south of the 50 ' right-of-way to Foster Street. He said he would like to be kept informed of any future applications . The secretary said she would put a note in the file to that effect. r MINUTES Mr. Conde moved approval of the Minutes of September 25, and October 2, 9 , 16 , 23 and 30, 1984 , with minor corrections. Mrs. Smith seconded the motion and it was unanimously voted in favor and so ordered. Respectfully submitted, Z. ._G 7zL Virginia S. She also explained that some lots may have to be sacraficed and that the advantage of a loop is that it can come back out again . Atty . Peter Alter , from Glastonbury , stated that it would be impossible to bring the road out to Foster Street . Mrs . Montana stated that sidewalks should be addressed for Birch Hill Drive residents at the time of the application. Public participation included Mr . Randy Buttero of 122 Foster Street who was concerned about condemnation of property and exactly what the procedure was. Mrs . I assured him that the project had our highest priority. I would not have attempted to put a binder course on this subdivision last November. Conditions were not favorable, and I doubt very seriously whether you would have given us your approval to pave the streets in question last Fall. During the Spring, the job was given reasonable priority, but the April weather did not cooperate. Since Mr. Ermanski ' s , letter dated May 8 , our road contractor has proceeded to fine grade the sub-base and install and grade the process gravel and process stone. Prior to the rains of this week, the job was ready for final paving and I was told by Yancey that Balf would be paving this week. - How much the weather will- delay the schedule remains to be seen. Upon Balf ' s completion of the paving, Connecticut Light & Power has assured me that they will be in to do the electrical installation. After CL&P has completed such electrical installation, we will immediately follow up with the sidewalk installation, final grading and seeding. Klock The La Cava Construction Company IL ',C 11 i 185 Silas Deane Highway Wethersfield, CT 06109 Attn: Mr. Joseph La Cava Dear Mr. La Cava: This letter is in response to your recent inquiry regarding a connection to Foster Street. You may recall that when this firm was preparing the pre- liminary layout for the remaining Krawski land, we investigated the feasi- bility of providing a connection to Foster Street. Following are the reasons that we strongly recommended that the layout be modified to eliminate this == connection. (1 ) Roadway Grade - There is presently a 50 ' right-of-way between two lots where this connector would have to go . The terrain in this ROW is very steep and , in order to construct a road- way with a gradient that would meet Town standards , a large amount of fill would be required. This would mean that slope rights would have to be obtained from the abutting owners and _•., fill placed upon their lots. This would have an impact on these lots , particularly the southern one. (2) Offset Intersection - This roadway, which has to be contained within the existing right-of-way, will be slightly offset to the south of the existing Orchard Hill Drive intersection with Foster Street. While this is not a major problem, it still creates some concern from a safety standpoint. (3) Sanitary Sewer - In constructing an east-west roadway through this area , you obviously will want lots along this roadway. = The terrain is such that a sewer cannot be constructed and = connected to the existing sewer in Foster Street. This means = that in order to service this area, a trunk line would have to = be built in a southeasterly direction along the brook to Foster Street. Construction along this corridor would be difficult, = • expensive, possibly have some environmental problems and would require obtaining easements across private property and/or go :..: through Town Open Space. •• EXHIBIT A "' An Equal Opportunity Employer For Dot Time 3 3 _ WHILE YOU WERE OUT — From Phone NO Area Code Number Extension TELEPHONED URGENT PLEASE CAL WANTSTO SEE YOU WILL CALL AGAIN CAME TO SEE YOU RETURNED YOUR CALL Messag Q e- 0•- Operator DATACOM 9161 Y af-F S j, SOWN 11N SfN< N tJt O'le Som% 1540 SULLIVAN AVENUE - SOUTH WINDSOR, CONN. 06074 80R.C AREA CODE 203/644-2511 1 October 9, 1984 REL- C IV' E D Robert F . Campbell regarding the street entrance to the Ridgefield subdivision, currently under construction opposite Deerfield Lane. Town staff and the Planning & Zoning Ccamission previously deliberated on this matter, and concluded that an entrance road opposite Deerfield Lane was preferable to alternative locations. As a condition of subdivision approval, the developer's engineer was directed to determine whether or not the proposed street entrance afforded adequate sight lines along Felt Road. As indicated on the attached letter frcan Albert Kenig, P.E. , L.S. , the street's sight line meets national standards*in both directions, and is therefore appropriately located.and designed. Egress frcan Deerfield Lane will likely continue to be a problem for motorists, but the construction of the new road opposite it was determined not to be a contributing factor. Sartor Town Manager , and Dept . of Public Safety Town of South Windsor 1540 Sullivan Avenue South Windsor , CT 06074 Dear Dick: This letter will confirm our telephone conversation today where I brought to your attention a highly dangerous street intersection . A potentially dangerous condition will exist at the intersection of Felt Road and Deerfield Lane if a proposed entrance (from a new housing development ) is allowed. As you are aware , there is an existing stop sign at this inter- section on Felt Road and at Deerfield Lane . The majority of traffic going south on Felt Road does NOT stop at this intersection , although some do slow down. I know this beca.sue I have had several near misses at this corner . The addition of another entrance at this location will generate additional traffic and thus more exposure to accidents . Because of the speed of cars going through the Felt Road stop sign, someone could be involved in a serious accident . I am writing to you because I don' t want to be the victim of an accident at this location. One solution you may want to consider is to change the entrance from this location to either Foster Road, Bayberry, or Tallwood. This change would improve the flow of traffic and prevent a dangerous condition . Very truly yours, 5 itt ( Ai) J G. CAMPBELL 20Scott Drive S . Windsor, CT 06074 q <J -- ! z c,I 1 N` July 9, 1985 RE: Ridgefield I walked the property with Joe LaCava, President, LaCava Construction, specifically the open space area. We observed some four piles of debris, predominantly wooden crates, three hoop houses containing crops and in active use. Also observed one vehicle and other implements on the property. In the vicinity of LaCava's open space land (1.7 acres in size) we also observed a farm stand which appeared to be contained in the open space deeded the town as Highgate Sub. Division. The open space I & II appear to have asparagus growing on it. We met Mr. Joe Krawski and he indicated he would move the hoop sheds later in the season. When I asked where) he did not respond specifically. My impression was he would put them on other open space. I indicated to him it would require a building permit and the town would not allow these hoop buildings in our open space. Mr. LaCava indicated he would try to clean up the debris by the end of this month and I would try to have the hoop sheds removed by this fall. * Mr. LaCava will presently contact the Pierces of 179 Foster Street Ito inform them of this disposition. Moreover, Mr. Krawski only has right/ to farm the Highgate open space which does not appear to have any sizeable acreage suitable for farming. *The Pierce's complained to Planning & Zoning Commission and had conversations with Peter DeMallie. . Verification that all catch basin sumps and storm sewer pipes have been cleaned. 2 . Re-point the top course of block in the catch basin in the rear of lot 7. 3 . Back-up, loam and seed the areas around the handicapped ramps at Files Way and Krawski Drive. 4 . A longitudinal crack in the pavement appears to the south of sanitary sewer manhole Sta. 3+09. 30 . This crack is to be sealed and it should be verified that the cracking is not due to improper compaction. 5 . It appears that water is leaching from the basins. I would like to re-examine the catch basins when they are dry to insure they are properly pointed. 8 . Final submission and approval of "as-built" drawings. Phase II 1. The area designated as "Future Roadway" north off of Krawski Drive be stabilized, i.e. loamed and seeded. Mr. Joseph LaCava - 2 - April 21, 1987 RE: Ridgefield Estates Sections I and II Phase II 2. Excess cable be removed from CL&P pole #3 west of house No. 125 Krawski Drive. 3 . Clean up the end of Ridgefield Drive. It is also suggested that an earthen berm be placed at the end of Ridgefield Drive to discourage vehicular traffic. 4. Remove bituminous material north of the driveway at house No. 33 Krawski Drive. 5. Loam and seed the snow-belt in front of: House 45 Krawski Drive House 57 Krawski Drive Lots 27 and 28 6. Bring electrical box to grade in snowshelf between house Nos . 45 & 57. 7. Excess electrical cable is exposed between Lots 20 and 39 . 8 . Stabilize cut areas at the northeast corner of Felt Road and Ridgefield Drive. 9 . Portland cement concrete spoils must be removed from the snow shelf on the northerly side of Ridgefield Drive. 10 . The two rows of junipers on the south side of Ridgefield Drive must be removed and loamed and seeded. 11. Final submission and approval of "as-built" drawings. .
