Application of Joseph A. Krawski, Jr. , for a one lot resub- division located on the west side of Foster Street , opposite Orchard Hill Road, approximately 178 ' more or less from Foster Street, being an interior lot , in an AA-30 zone. Chairperson Montana referred to a letter from Attorney Harold Cummings stating that he is withdrawing this application. 2 . Application of South Ridge Estates for an open space resub- division consisting of 18 lots on Old Farm Road, east of Nevers Road, known as Section IV of South Ridge Estates , RR zone. Attorney William Grace was present on behalf of the applicant, and said this is the fourth phase of this subdivision. He noted that the third section was approved in May of 1981 and there are four lots remaining of the 11 approved. There will be one other section, Phase V, consisting of 9 lots along Linda Lane to the north. Old Farm Road will eventually be completed through to Abbe as originally planned. The developer is trying to keep the homes in the mid-seventies so that financing, such as CHFA, is possible . Most of the buyers are young couples purchasing starter homes . Drainage was worked out sometime ago, and this system will tie into the existing system. Sewers will tie into existing lines . The 18 lots in this section are Lots #12 through and including 23 , `an3 Lots #34 through and including 39 . A roa3—stub will be'-I-eft between # 19 and #20 to the south to land owned by Balf . Attorney Lassman represents Balf and Mr. Grace said they have agreed upon the location of the stub. To date 35 lots have been approved . The 18 lots in Section IV are located on approximately 12 acres. Mr . Grace noted that the Comprehensive Plan calls for a road connecting Graham and Abbe, and this subdivision meets all the zoning requirements . No one in the audience spoke in favor of , or in opposition to this application. Mrs. Evans noted that some rather large trees in the detention area have died and should be replaced, and Mr. Grace said they are aware of that . Commissioner Hallowell raised a question about the key map , and noted that the date:" of the original key map should be indicated on the current key map , with revision dates. Considering that a request for this situation be corrected on December 15 ,° 1983 , copy of letter enclosed, and after a number of assurances that it would be done within days, and still not done, it appears that a different approach to the South Ridge Subdivision is necessary and appropriate evaluation will be taken. Items three and four were completed expeditiously, however , no response was given to items one and two. My wife made several phone calls to "The Real Estate Store" and eventually ended up in a nasty phone conversation with an employee. The end result of the conversation was : Item 1 . We would have to pay for a private survey if we wanted boundary markers installed . 2. A letter would be sent to the siding company requesting that someone contact us. To date we have not had the lot surveyed for boundary locators or been contacted about the siding. I would like you to re-investigate these two uncompleted items. I have also enclosed a copy of chapter four of "The conditions for subdivision acceptance" for the town of South Windsor which clearly states your responsibility for installation of lot markers in item 4.4 .
