Concrete sidewalks along Graham and Nevers Road . We need appropriate plans for review. 2 . Drainage and curbing on Abbe. Road . We need plans and profile for review. 3 . The proposed underdrain along the Lot 24 sideline as shown on plot plan. It would assist in .the groundwater for the individual lot but not for the area. 4 . The storm drainage line on Lots 39 and 40 . This has been shown on every set of drawings since 12-22-78 . There has been nothing submitted to justify its modification or elimination. 5 . The building permit plot plans submitted for Lots 27 and 28 . It would appear that the driveways come up 10 ' in 50' or about 20% slope. Your architect should review this situation. 6 . The building permit plot plans submitted for Lots 30 and 33 . There shall be staked hay bales at the top of slope behind the foundations for sedimentation and erosion control . Without appropriate plans , all the discussions are fruitless . Your attention to this matter would permit all of. us to complete your subdivision improvements in a timely manner . June 14, 1984 Dear Bob , A , In the final stages of construction of Section V South Ridge Estates , it has become apparent that some additional storm drainage pipes and catch basins on Abbe Road will best serve all parties interests . Mr . Vielleux has agreed to do this work and in fact , has already completed most of the work; although it is over and above the work -re- quired at the time of approval of this section. For this reason, I am requesting that some financial assistance be provided to Mr . Vielleux. I beleive the Commission' s policy in the past has been to provide the cost of materials where the improvements can be consid- ered a substantial benefit to the Town as a whole . The materials involved in this work consist of three (3) catch basins ($ 2 , 600 . 00) and sixty (60) feet of 15" Concrete Pipe ($ 400 . 00) at a Total Cost of $ 3 , 000 . 00 . Section V, Garnet Lane, is no longer a construction site; it is a residential street with homeowners and little children. Keep the street clean. Use dust control. Limit the equipment on the street. 2 . The foundation drain being installed across the front yards of Lots 25 , 26, and 27 creates a problem. Certificates of Occupancy will not be issued on these lots until a mylar plan showing the pipe location with the appropri-ate—cross easements, that--rs—stxita-bl-efor filing has been submitted and approved. 3. Along the same lines--we are all aware of the drainage problems being worked on to the rear of Lots 43 , 44 and 59 . A mylar plan suitable for filing showing the pipe location, together with the appropriate easements shall be submitted and approved. 4 . Any other convenience drain should be shown on the as-built drawings . I am aware of at least two--there could be more. 5. I mentioned to Peter, that the portion of Old Farm Road from Lot 13 through Lot 19 , does not conform to the standard cross section, as required, and cannot be brought up to grade with just a 1" top course. This road is unacceptable and should be removed and redone. South Ridge Estates July 25, 1984 Page 2 6 . Box 10343 West Hartford, CT 06110 Dear Sir: RE: Southridge Estates Please be advised that on February 24 , 1987 , the Planning & Zoning Commission voted to table your request for release of the $50 ,000 bond it is holding until the Engineering Department is able to make an inspection. This matter will be placed back on the agenda the end of April. Very truly yours , Planning & Zoning Commission BY: Louise C. Evans MR/jsv Planning and Zoning Commission -5- 4/10/84 3 . South Ridge Estates, Section V , Attorney William Grace was present on behalf of the applicant and said that when this subdivision was approved the Commission required sidewalks along Graham Road, in lieu of sidewalks on both sides of the interior streets . Unfortunately, they have discovered that in order to install sidewalks on Graham will require extending a culvert over thePodunk River which is going to be costly. He noted that since the houses in the last section are selling for around $115 , 000, Mr . Vielleux will probably put sidewalks on the interior streets even if the Commission doesn ' t require it . A general discussion ensued with the Town Engineer as to what would be required . Mr . Gilligan noted that this might be a good project on which to use the Commission ' s drainage assessment funds , and Mr . Conde agreed. The Town Engineer said he roughly estimated it would cost about $5 , 000 for materials , plus labor and engineering work. The Chairman informed Mr . Grace that the Commission would be discussing the drainage account later this evening, and would keep this project in mind. Several of the Commissioners commented that sidewalks along Graham were very desirable in view of the close proximity of Eli Terry School . 3. South Ridge Estates, Sections 3 , 4 and 5 4 ,'11y The Town Engineer recommended the bonds for Sections 3, 4, and 5 be reduced to $50 , 000 . Mr. Conde made a motion to reduce the bonds for Sections 3, 4 , and 5 of South Ridge Estates to $50 , 000 , which was seconded by Mr. Asplund; unanimously voted in favor and so ordered. P•ti 0,. South Ridge Estates - Sidewalks along Nevers Road & Graham Road Mr . Lucek and Attorney Grace were present on behalfof the applicant and Mr . Lucek explained that in the final stages of construction of Section V, some additional storm drainage pipes and catch basins were required on Abbe Road . Mr . Veilleux has done the work even though Mr . Lucek claims it is over and above the work required at the time of approval of this section. He requested that the Commission provide some financial assistance for the cost of the materials which he noted cost $3, 000 . The Town Engineer noted that curbs were placed on Abbe Road and the drainage had to go in with the curbing to protect the people on Garnet Lane. Mr . Hallowell said that this is no different than any other development , and Mrs. Montana said that what they ' re saying is that because the Commission didn' t tell them to put catch basins in, that the Commission should pay for them. Mr . Hallowell noted that this Commission is not going to take responsibility for something a builder does that does not work. He said the Commission takes bonds to ensure that everything works . Mr . Lucek pointed out that South Ridge does not have any houses on Abbe. Mrs . Montana noted that they are asking the Commission to pay for South Ridge ' s engineering work which is part of the problem. Mr. Conde pointed out that the elevation of Abbe Road has not changed , and when the lots were put in the grading should have been done . Mrs. Montana said that is the builder ' s responsibility and the Commissioners concurred that they would not pay for the catch basins from the drainage account . j Planning & Zoning Commission -6- .4/28/84 Referring to the sidewalks, Mrs. Montana said she walked this area with Mr . Davies, and there are quite a few large trees that should be saved. Mr. Martel noted that there are three very large trees in front of the older, brick house, and there would only be about a foot between the walks and the road. There was a brief discussion and it was agreed that the sidewalks should stay within the Town' s right-of-way, even if it meant they would meander in front of the large trees near the roadway, and the trees are not to be cut. r t 2. -dammSouth Ridge Estates , Lots 4 3, 44 and 59, Drainage Problems Messrs. Georget 1, llstead & Grogean • The above gentlemen explained that they have been having severe drainage problems since purchasing these lots less than a year ago, and have been unable to get the builder to correct the situation. They wrote a letter to the Commission to see if PZC could help resolve this situation.. Mrs. Graney informed the Commissioners that she referred the letter to Mr. Veilleux and his attorney, William Grace, to see if this could be resolved. Apparently, Mr. Veilleux indicated to the homeowners that he would not correct the situation. Upon discussion with the Commission, it was determined that at times the backyards of the homeowners were very "mushy" and it goes up to your ankle when you step in the yard. The homeowners said they hired Close, Jensen & • _2_ 6/26/84 Planning & Zoning Commission ~ Miller to inspect the site and they recommend installation of a foundation drain. South Ridge Estates Bond Reduction Sections 3 4 & 5 The secretary informed the Commission that it is holding $160,000 in bonds covering Sections 3, 4 and 5. Mr. Davies said that the Engineering Department recommends a reduction to $70,000. Mrs. Montana made a motion to reduce the bond to $70,000, plus another $15,000 to cover drainage improvements on Lots 43, 44 and 59, for a total of $85,000. Mr. Conde seconded the motion and it was unanimously voted in favor and so ordered.
