The current zoning in this area is the Buckland Road Gateway Development Zone(GD).
The minimum required lot size is 3 acres. This minimum required front yard from
Buckland Road is 65 feet. The subject parcel contains on an average of 122 feet total in
depth. To construct a building with the required parking including handicap parking,
storm drainage, driveway access to the premises, and the presence of an existing cellar
hole foundation, does not allow for adequate use or viability for this site. This minimum
side yard is 25 feet. The previous building on this site was 13 feet from the side yard.
Under Section 5.8.5.d"Improvements,"the applicant is requesting a variance to construct
the edge of the parking area to within 19 feet of the street line for Buckland Road. Also, a
variance is being requested for the non-installation of sidewalks along the road frontage at
this particular site.
The Town of South Windsor changed the criteria for this location thereby creating severe
difficulty in providing use of this site for commercial development in full compliance with
the new GD requrements.
The specific variances requested are:
1) Front yard-to allow a 20 feet front yard
— 2) Side yard-to allow a 13 feet side yard
3) To allow construction of the parking area to within 19 feet of the front streetline
4) To not construct a sidewalk in front of the property
5) Minimum existing area.0.300 acres verses 3.00 acres
6) Minimum existing lot frontage 125.41 versus 200 feet
7)Minimum existing average lot depth of 122 feet versus 200 feet

Re: Application#2324-96, Crandal and Daughter
Dear Mr. Carino:
I am the owner of property at 542 Buckland Road, directly adjacent to this site. I will be out of
Town and unable to attend your meeting of July 11 when you take up application#2324-96,
Crandal and Daughter. I would like to support all the requests for variances as listed in the
application including front and side yard, parking area, and lot frontage and depth.
This end of Buckland Road near the old five corners is unique because of the many small lots,
most with existing buildings. It is impossible to conform to the Buckland Road Gateway
Development requirements which are written for much larger parcels of land. It was my
understanding at the time these regulations were adopted that the Town did not intend to enforce
these regulations in this area. I would ask that you grant all these requests for variances.
Regarding the request for non-installation of sidewalks, I would ask you to grant this also. The
Town has decided not to include sidewalks in the Town Center Beautification program. This
decision was reached after much discussion and consultation with property owners in the center.
In fact, many trees included in the beautification program, are now planted in areas where
sidewalks should be. Even though I was a strong advocate for a program for sidewalks in our
Town Center, I do not believe the Town should force one individual to build a sidewalk to
nowhere, when the Town has taken a position against sidewalks.
Thank you for your consideration.
Sincerely,
Kirby Holcombe

RE: Appl. #2324-96 - Julie Muller, d/b/a Crandall & Daughter
Dear Ms . Muller:
At the July 11, 1996 meeting of the South Windsor Zoning Board
of Appeals, the Board approved your request for six variances to
Section 5 . 8 . 5 . a to allow: 1) 20 ' front yard; 2) 13 ' sideyard;
3) lot side of . 3 acres; 4) 125 .41 ' road frontage; 5) 122 ' lot
depth and 6) 19 ' setback for parking area. Also, a variance to
Section 5 . 8 . 5 .d ( f) to eliminate the requirements to construct a
sidewalk along Buckland Road on property located at 544 Buckland
Street, GD Zone.
The Board concluded the hardship to be that the property
pre-dates zoning regulations, and placed the following
conditions on the application:
1) A sign stating "NO LEFT TURN" at the end of the driveway
must be posted
2 ) No sidewalks are to be installed in front of this property.
3) Approval is subject to site plan approval by the Planning
and Zoning Commission.
Any new building, or alterations/additions to existing buildings
require a building permit prior to start of construction.
This action is effective upon your filing the enclosed form in
the Town Clerk's office at your own expense.
Very truly yours,
eph . Ca. Ca no, Chairman
Zoning Board of Appeals
