The current production facility structure is nonconforming with respect to parking requirements and minimum front yard setback An existing residential structure located on the same parcel and a wing of the existing production facility will be demolished as part of the development of this project. As a result, total coverage of structures on the lot will actually be reduced by approximately 1,150 square feet. IMPERVIOUS COVERAGE: Although the Owner does not anticipate use of all of those spaces on a regular basis, the Town Planner has requested that the Owner maximize the number of on-site parking spaces. To accomplish this, the amount of impervious area on the site has been compromised. In an attempt to comply with Section 10.2 of the Town's Zoning Regulations regarding maximum impervious coverage, the Owner has looked into the acquisition of additional adjoining property. However, that cannot be accomplished without compromising the adjacent property's compliance with Section 10.2.Therefore, the Owner has no choice but to request a variance for this Section. (Please see Site Data on attached Site Plan.) FRONT YARD: The Owner is requesting a variance from Section 10.2 relating to the minimum front yard requirement (50 feet) in order to permit a loading platform and dock to be constructed. The proposed loading dock would be built 15 feet 8 inches behind the face of the existing structure, which is located approximately 24 feet 3 inches from the_front_property line. Therefore, the face of the loading dock would be approximately 40 feet from the front property line. It is not possible to relocate the loading area to another portion of the site due to both the effort to maximize on-site parking and the required layout of the production process. For reasons of safety and free flow of vehicles on.-site, it is prudent to separate delivery truck tragic from automobile traffic. This implies a different approach to and from loading areas outside the on-site parking areas. Similarly, it is not possible to provide for the minimum turning radii required by trucks along the side of the structure where vehicular parking must be located. These restrictions alone made it necessary for the loading areas to be located along the front of the structure ATTACHMENT Application for Town of South Windsor Zoning Board of Appeals August 11, 1995 (revised August 15, 1995) page 2 SIGNS: The Owner is requesting a variance from Sections 5.2.4.4 and 5.1.3 relating to the size and number of signs permitted. Two building signs and a free-standing sign are proposed (see attached drawings.) As a retail operation located adjacent to a six-lane road on which vehicles travel at higher speeds. identification signs must be of sufficient size and appropriate location to be noticed. Existing evergreen trees at the site's southeast comer require that a free-standing sign be installed to help announce the facility to northbound travelers. Numerous precedents exist along Route 5 for this variance. • Smaller building signs will not provide sufficient identification;other nearby commercial structures along Route 5 have significantly larger building signs than the ones proposed with this application (Please see Building Elevations attached.) • By itself, the building sign on the building's southern face will not provide adequate visibility to northbound travelers;a free-standing sign is necessary for this reason, and other nearby commercial structures have large free-standing signs. • A reduction in the size of the existing building sign would put the facility at a disadvantage with respect to other businesses along Route 5, unless those businesses were also required to reduce the size of their signs to comply with Section 5.1.3. 1 1 1-611 L] re r:IB I i I I 11'-6" x 4'-6"x 1'-0" metal-r or fiberglass self-illuminated ! sign box w/black frame, white background, blue-green (teal) & white letters& tan bagel 0 Co 9"diameter round steel support column, anchored to base plate & concrete footing i Design of Free-Standing Sign for Between Rounds, 19 John Fitch Boulevard, South Windsor, CT scale: 1/2"- 1'- 0" f VOL. 754 )0 SCHEDULE A A certain piece or parcel of land known as 19-27 John Fitch Boulevard, with all the improvements thereon located, and situated in the Town of South Windsor,County of Hartford and State of Connecticut on the westerly side of Route No.5 and being bounded as follows: ` EAST by Route No.5,one hundred eighty-eight(188)feet; fo NORTH by land now or formerly of Orlando J.Root et al,one hundred eighty(180)feet; WEST by land now or formerly of The Lombard Realty Company, one hundred fifty and its thirty-seven hundredths(150.37)feet;and n sa SOUTH by land now or formerly of the said The Lombard Realty Company, one hundred eighty(180)feet. The hardship noted on the 2 variances granted is that there was acquired as much land as possible but zoning regulations require more parking as a result of expansion. There is no more land available. The Board denied without prejudice your request for a variance to Section 5.2 .4 .4 and 5 . 1.3 to allow two additional signs, one free standing 52 sq. ft. , and a second building sign 23 sq. ft. , at property located at 19 John Fitch Blvd. , GC Zone. The reason for the denial on the last variance is because there was lack of information. The Board felt they needed more information on the size, shape, location, lighting, wording and more information on the proposed building signs . Any new building, or alterations/additions to existing buildings, may require Plannng & Zoning approval and a building permit prior to start of construction. This action is effective September 7, 1995 and upon your filing the enclosed form in the Town Clerk's office at your own expense. Very truly yours, P,Lq Robert W. Warren, Chairman Zoning Board of Appeals RWW:dr Attmt. cc: Building Department Planning Department I, Robert W.
