Dear Attorney Gerlt:
Re: Request for a 90' x 90' buildable square waiver
At the June 7, 1995 meeting of the South Windsor Wetlands Agency/Conservation Commission, a
motion to approve the request for the 90' x 90' buildable square waiver failed.
The concerns expressed by the Agency were:
1. Major watershed of the Podunk River is located in this particular area.
2. Rear yard of the lot in question would be 20' deep, potential buyers could not add a deck nor
a swimming pool, and basically the lot would be too prohibitive.
3. The absence of an area for disposal of yard wastes and the potential is there for the wetlands
to be used as a dumping area.
4. Danger of polluting wetlands.
5. Too much potential for more encroachment on a regulated area.
6. Reasonable prudent alternatives were not mentioned in the request.
Very truly yours,

Dear Mr. Warren:
Re: Appointment of Representative to Planning & Zoning Subcommittee Reviewing Sign
Regulations
The Planning and Zoning Commission, at its June 20 meeting, established a subcommittee to review
the commercial and industrial sign regulations for South Windsor. Commissioner Walter Mealy
was appointed as subcommittee chairman, and Frank Castro was also appointed to the
subcommittee. We have requested the Chamber of Commerce to appoint a representative, and
would like to have a representative from the Zoning Board of Appeals also. (Please note that Marge
Anthony was present at the PZC meeting and expressed interest in this appointment.)
Chairman Mealy would like to activate the subcommittee as soon as possible. Please let me know
who your representative will be.
We appreciate your assistance with this project!
Very truly yours,

Dear Ms. Roman:
Re: Temporary and Conditional Permits
Please be advised that the Planning and Zoning Commission is considering revising our zoning
regulations regarding temporary and conditional permits. At our meeting on June 20, we discussed
the following options:
1. Eliminating temporary and conditional permits from the regulations;
2. Designating the Planning and Zoning Commission as the granting body for temporary and
conditional permits; or,
3. Continuing the current system whereby ZBA grants temporary and conditional permits, but
with some as-yet-unspecified modifications.
We are considering this action for the following reasons:
1. PZC drafts all regulations, prepares the Town Plan of Development and the zoning map that
implements the Town Plan. Because of that work, this is the Commission that is most
knowledgeable about the comprehensive planning for land use. We're very familiar with why
we made the decisions we made in the Town Plan and on the zoning map. Because we are so
familiar with what we did and why, it makes sense that we make decisions regarding temporary
and conditional permits, which are land use decisions.
2. The Zoning Board of Appeals is set up by State Statute to deal with hardship zoning cases;
temporary and conditional permits are by their very nature not hardship cases.
3. The authority for ZBA to grant temporary and conditional permits was created by PZC through
its zoning regulations; this is not something that comes from State Statute. Since PZC created
it through zoning regulations, we can amend our regulations so that PZC is the granting
agency.
If you have any questions or would like to discuss this issue, please don't hesitate to call me at
528-7100 (w) or 289-3187 (h).
Very truly yours,
PLANNING & ZONING COMMISSION
