Grace: The Agency reviewed this application at the April 20, 1931 meeting. Some additional information is necessary regarding design and/or clarification. of the drainage system which will outlet the water across Avery Street in the vecinity of the Foran property. There is some concern that problems could arise from that lame an area draining directly on to a single property owner, Kindly work with the Town Engineering Department to resolve ` questions relating to a ditch along Avery Street, sidewalks or ` piping. The Agency would also like assurances that the "garbage dump" will be cleared up in the open space area. Grace, Esq. 25 Oakland Road South Windsor, Ct. 06074 Dear Mr. Grace: Re: App. #805, T & M Building Company "Country View Estates" Please be advised that the Planning and Zoning Commission voted at its April 28th meeting to approve the above application for an open space subdivision known as Country View Estates, on property located to the west of Avery Street, south of Dart Hill Road, consisting of 29 lots as shown on plans prepared by A. R. Lombardi, dated November 1980, consisting of 15 sheets, entitled Comm. No. 77-469, subject to the following conditions: 1. A drainage assessment fee in the amount of $1,450 (29 lots times $50) shall be paid to the Town of South Windsor. 2. A surety bond in the amount of $150,000.00 shall be submitted to the Town of South Windsor to ensure completion of all subdivision improvements; a bond in the amount of $70,000.00 shall be submitted to ensure completion of the pumping station; and a bond in the amount of $35,000 shall be submitted to ensure completion of the detention basin. 3. A liability insurance policy shall be submitted in accordance with Section 3.2.a.10 of the Subdivision Regulations in the amounts of $250,000 per person; $500,000 per occurrence and $100,000 property damage, naming the Town of South Windsor as an insured. 4. A warrantee deed for the land designated as open space shall be filed with the Town Attorney to be held in escrow until final approval of the open space land in subsequent phases. 5. Plot plans shall be submitted for the land designated as open space. 6. The location of the pumping station is subject �to approval of the Town Engineer, and a residential silencer shall be installed on it. 7. Concrete sidewalks shall be installed on both sides of the street frontage, in accordance with the Town of South Windsor Subdivision Regulations, and consistent with Public Act 75-295. 9. Street lighting shall be installed subject to the approval of the Chief of Police. 10. The placement of fire hydrants in this subdivision shall be subject to the approval of the Fire Marshal of the Town of South Windsor. 11. All approved lots in this subdivision shall be connected to the Town of South Windsor Sanitary Sewer System, subject to approval by the Town of South Windsor Sewer Commission and the State of Connecticut Department of Environmental Protection. 12. The street name "Country View Drive" is subject to the approval of the Fire Marshal. All street name signs and supporting posts shall be installed by the developer in conformance with standards of the Town of South Windsor at no expense to the Town of South Windsor. 13. Water shall be supplied to this subdivision by the Connecticut Water Company. 14. Prior to the building of any structure on a lot, a topographic map drawn to a scale of one inch equals forty feet, shall be submitted for each lot in the subdivision, showing proposed contours and elevations. No building permits shall be issued until the proposed contours and floor elevations have been approved by the Town Engineer. 15. If, for any reason, finished grading and other site work is not completed, the Town Engineer shall determine the amount of a cash bond to ensure final grading and site work. This cash bond shall be submitted prior to a Certificate of Occupancy being issued. 16. This approval is subject to approval of the Inland Wetlands Agency. 17. Black and transparent subdivision plans of the plot plans and a' black and transparent key map (1" = 200') shall be submitted to the Planning and Zoning Commission. This letter of approval, as well as the letter of approval from the Inland Wetlands Agency, shall be reproduced on the black and transparent plans as part of the final plans. In addition, one cloth copy and three paper prints of the subdivision plans shall be submitted. William E. A time sequence primarilly in the Dam and Basin Area is as follows: a. Placement of Dam materials, pervious and impervious core -- To be completed June 5th. b. Installation of outlet structure - May 26 - May 30. c. Installation of Toe Drains and Stone Drainage Blanket - June 6 - June 12. d. Installation of Rip Rap in Spillway and Plunge Pond Areas - June 6 - June 12. e. Return to excavation and reshaping Basin Area - June 12 - complete. f. Topsoil and Seed Dike Areas - June 9 - June 15. g. Return to Drilling, Blasting and Excavation of Pump Station - June 1 or June 2. 2. The majority of work is being confined to the Dam Area and pipe operations have been stopped. 3. All disturbed areas other than the Dam Area and Roadway have been stabilized and seeding is underway. 4. All stockpiles have been ringed with hay bales or to Mr. Davies satisfaction. 5.
