RE: Sanitary Sewer Expansion
Program, Pleasant Valley
Area Sewers, Contract "M"
Dear Ms. Eriksson:
During the course of the Sewer Commission' s meeting last
Tuesday night (February 6th) James . and Laura Towscher, who
have purchased a piece of property off Hilton Drive and ad-
jacent to the proposed Podunk River trunk sewer (to be con-
structed under Contract "M" of the Sewer Expansion Program)
ff made a plea to the Sewer Commission to use its good offices
to have the seasonal restrictions removed from the construction
of that trunk sewer. Mrs. Towscher related her discussion
with you or the Inland Wetlands Commission, and pointed out
the fact that no one seemed to recall why the Inland Wetlands
Commission stipulated that no work on the Podunk River sewer
could be carried out between March 15 and September 15. In
discussing the matter with personnel in Purcell Associates'
office, no one seems to be aware of why that requirement was
laid down either.
In any case, the Sewer Commission requested us to make appli
cation to the Inland Wetlands Commission for the waiving of
that requirement or restriction in the permit.
Therefore, please consider this letter an application on behalf .
of the Sewer Commission for the alteration of the Inland
Wetlands permit to allow the sewer construction in the Podunk
River contiguous wetlands between the period March 15 and
September 15. Naturally all other requirements of the Permit
would be adhered to as they relate to the conduct of operations
in a regulated wetland, and erosion and sedimentation control
methods.
Please advise this office accordingly if you need any sup-.

Re: Permit 040 - Town of South Windsor Sewer Expansion
Pleasant Valley Road - Hilton Drive (Podunk River Trunk)
Dear Connie:
I reviewed the minutes of January 17, 1977 , page 9 and 10,
that makes reference to construction constraints, specifically
September 15 to March 15 is the stated construction time.
Due to the timing of the awarding of the contract and normal
construction practices of starting at the lowest point and
working uphill, this does impose a burden on an early accep-
tance of the installation. The DEP letter of 11/9/76 which
said the valve of the project may outweigh the temporary
impact of the activity is a valid point. The apparent
intent of construction of the trunk line only in the winter
is reasonable. Frozen ground doesn' t erode much, especially
when the precipitation is snow. The siltation and erosion
will occur mostly during rains and a thawing condition.
I would recommend to the Inland/Wetlands Agency that they
consider amending the Permit 040.
1. Remove the time restriction.
2. Encourage or propose that the construction along the
Podiank River be completed as soon as possible.
3. The areas under construction will be brought up to
final grade, loamed and seeded as soon as practical.
Grading and seeding should be within 500' of active
excavation.
4. Siltation controls - i.e. , hay bale berm, should be
installed and maintained through the life of the
contract.
This would have to be approved by the Sewer Commission,
as it is a change in the contract. - Also, it would have to
be approved by Purcell Associates to see if it would cause
any difficulty from their end. Then, it would have to be
approved by -the contractor, as it changes his construction
schedule, equipment, personnel, etc. This could be a

I visited the site on the evening of 3/9/81 and observed where the sewer
construction went through the property. without making the tour prior
to construction, my conclusion has to be from that observation on 3/9/81.
It appears that the ground either side of the trench which was undisturbed
was firm and dry. The area within the sewer construction was soft, wet
and not similar to the originalexisting ground. According to the ease-
ment drawing on file, the permanent easement is 20 ' wide and the tempor-
ary easement is 20 ' to either side, a total of 60 ' .
The DEP representatives met with Mr. Tauscher on the site, after the
Town meeting. I was not.
