CIVIL, SANITARY AND ENVIRONMENTAL 1066 STORRS ROAD • STORRS,CONNECTICUT 06260 • (203) 420-7308 CONSULTANTS May 10, 1983 AMENDMENT TO REPORT ENTITLED: REPORT ON DRAINAGE DESIGN FOR PROPOSED COMMERCIAL BUILDING AT 681 JOHN FITZ BOULEVARD, SOUTH WINDSOR, CONNECTICUT This letter was prepared as an amendment to the above refer- enced report, since the Town had reservations about the point dis- charge followed by a stone apron as originally proposed. It was feared that the discharge would concentrate in one stream and cause erosion. For this reason the Town wishes to eliminate the pipe de- signed to discharge the 5 CPS flow. They wish to construct a dike that will allow the flow to seep through, discharging in a sheet- like manner . Also, the Town wishes to construct the storage basin for a 50-year design storm instead of the 10-year criteria previ- ously used. A hydrograph was developed for the 50-year frequency storm which produces an approximate thirty percent.;(58%) increase in the volume to be stored and only allow the 10-year storm discharge of 5 CPS. The 50-year storm resulted in a new peak flow of approxi- mately 7 CPS under existing conditions and a peak flow of 16 CPS after the proposed construction. Under the 50-year conditions, the actual storage needed decreased due to the existing 50-year out- flow. Therefore, the basin volume was increased to store the 50_- year inflow, but will be limited to the 5 CPS outflow of the 10- year storm. Since the elimination of the discharge pipe was stipulated by ` the Town, the basin will be constructed in such a manner that water will be allowed to -flow through at an approximate rate of 5 CPS when it is filled to capacity. A stone construction is recommended which will, hold water for only a limited time before it is dis- charged through the body of the dike. Installing a cover of finer material on a portion of the upstream_ p tream side of the dike will reduce the discharge through the stone. Also, the Town may consider installing a series of 4-inch pipes (7 pipes @ S = 6.5% and n = 0 .009: solid rigid PVC pipe) instead of the one 8-inch pipe at an eight percent slope. These 4-inch pipes would spread the discharge over a larger area and thus reduce the Potential erosion problem. CIVIL, SANITARY AND ENVIRONMENTAL 1066 STORRS ROAD STORRS,CONNECTICUT 06268 (203) 429-7308 CONSULTANTS April 8, 1983 REPORT ON DRAINAGE DESIGN FOR PROPOSED CONNERCIAL BUILDING AT 681 JOHN FITZ BOULEVARD, SOUTH WINDSOR, CONNECTICUT This report was prepared to discuss the principles involved in the drainage design for the proposed construction of Building No. 2 at 681 John Fitz Boulevard in South Windsor, Connecticut. The present drainage pattern, as shown on Figure No. 1, indicates that 1 .1 acres from the adjacent property to the north drains onto said property and that the combined discharge flows southerly toward the location of the barn and enters the stream from the direction of the barn. The proposed scheme of development would contain all surface water runoff within the developed parcel and discharge the surface runoff through an existing swale at the same rate as water present- ly flows from the property. The calculations attached to this re- port indicate how much flow is presently exiting from the property through this swale and through the property to the south. Cal- culations were prepared to design the grading in such a manner that this same amount of flow will be maintained after development takes place. It must be emphasized that there will be a considerable im- provement for the southerly neighbors of the developed lot. Pre- sently, water discharges southerly from the subject property onto the neighbor 's property before the flow enters the brook. This is going to be eliminated and all flows will be discharged directly to the brook, thus lessening any runoff related problems presently ex- perienced by the adjacent owners. r APR 111983 -117t LENARD ENGINEERING, INC. DRAINAGE DESIGN FOR CON14ERICAL BUILDING SOUTH WINDSOR, CONNECTICUT Page 2 April 8, 1983 Calculations indicate the present peak runoff from the pro- perty as it occurs under natural condition is 5.0 cfs. A runoff hydrograph was developed for this flow, as shown on Figure No. 2 (smaller hydrograph) . By the creation of a storage basin, the ex- cess flow above this peak will be stored in the basin and released at a rate not exceeding the above shown 5.0 cfs flow. Consequent- ly, the discharge pipe was designed to pass 5.0 cfs maximum flow when flowing full. A larger hydrograph was developed and plotted on Figure 2 for the increased flow. The volume above the-peak of the smaller hy- drograph (all flows above 5.0 cfs) must be stored. The volume to be stored can be seen as the difference between the larger hydro- graph and the straight line representing the 5.0 cfs discharge. The storage volume will be reduced with infiltration which occurs during the period of storage. This infiltration occurs through the bottom and sides of the storage swale into the sandy soil. The calculations indicate that the maximum volume of storage which will build up will be approximately 11,800 cubic feet. At the outlet of the discharge pipe a stone apron was provided to prevent any erosion occurring from the exiting flow. In effect, this design is identical to a flood control facility which retains flows and limits the discharge to a predetermined rate. The at- tached calculations are referenced and are self-explanatory. I inspected the area in the field with you and reviewed a copy of the Site Plan for Connecticut Trucking Co . The following are our findings: Before development, the easterly 170 ' + or - of the property drained to Route 5 with the remainder draining to an ir}ter,::ittent brook west of the property. This brook flows across the northwest corner of your property. With the development as shown on the site plan, about 120 ' + or of the property flows east to Route 5 with the remainder flowing west to the brook. The flow from the roof of the building is directed to a drywell . All of the paved portion of the developed lot drains to Route 5. The developed area that flows to the west, consists of gravel drive , sand fill and natural ground. A line is shown around the fill area labelled as "Limit of Tree Removal" . Some tree removal occurred outside this limit, but it is my understanding that it has stopped. Since areas with trees and forest litter have less storm runoff than cleared areas , it is important that the area be left in its natural state .
