This plan was rejected because of a condition imposed on the subdivision by the Inland-Wetlands Agency. It is my opinion that until all the conditions required on the filed drawings have been complied with, this plot plan will not be approved. This rejection was indicated to the engineer a week ago and the lot is now cleared and a foundation hole excavated. To continue is strictly at their own risk. Very truly yours, i r A. Bowen Davies, Deputy Town Engineer Town Hall 1540 Sullivan Ave. South Windsor, Ct. 06074 Re: Birch Hill Section 7 Felt Rd. Dear Mr. Davies: In July of 1983 the Engineering Department brought to our attention the problem of surface water flow across Lots 6, 7 and 8 from the s adjacent property to the east. Through field investigations, surveys, and discussions with the Engineering Department and the Director of Public Works we developed a plan showing improvements to be made on the land owned by U & R Construction Company, that being lots 7 and 8. That plan is entitled "Grading Plan Prepared for U & R Construction Company - - - Date 948-83". The plan was approved by the Engineering Department and the Director of Public Works and it was our belief that the chairperson of the Inland-Wetland Commission was notified. Our understanding was that Connie Eriksson Chairperson of the Inland-Wetland Commission informed the Engineering -Department that no application was necessary and the Engineering Department could approve the plans and recommendations. U & R Construction Company made the improvements in accordance with the plans. The improvement consist of installing a 15" RCP from the existing catch basin located on the easterly side of Felt Road along the property line between Lots 7 and 8, a flarred end section, rip rap and a swale along the rear of Lots 7 and 8 to intercept the surface water flowing onto the lots from the east and across the rear portion of Lot #6 to the north. On July 9, 1984 we prepared a plot plan for Lot #7 showing the house that U & R has under contract to build. Perimeter drains will be installed along the foundation with a direct connection to the existing storm drainage system. We feel that with the installation of the perimeter drains and the improvements of the lot adequate protection should be provided for surface water and ground water control . -r -2_ Re: Birch Hill Section 7 Felt Rd. U & R has a contract to complete this House in October. Therefore, we ask that you contact Connie Eriksson to see if her understanding of this situation and ours are the same so that a building permit can be issued as soon as possible Thanking you in advance.
