Kelley 49 Rosemary Lane $` South Windsor, CT 06074 Re: Windshire Abbe Estates, Ltd. Dear Mr. Kelley: At two meetings between the Engineering Department, your engineer, and you, the following information was presented to you on the Engineering Department's position on this subdivision. p . 1. Because of the configuration of this watershed and subdivision design, the Engineering Department is going to exercise extreme caution on evaluation of this proposal. The watershed area upstream of this subdivision is approximately 350 acres, most of which is undeveloped. 2. The serpentine nature of the brook, as it winds through the proposed Lots #11, 12, 13, 14, 15 and 16, should be viewed as not desirable, unless the property owners and the Town are protected from future problems, which in the present design, are reminiscent of the problems encountered by the Town in Avery Brook. 3. The detention basin, as proposed, is not designed to Town specifications, with regard to the outlet structure and the control of the potential flooded area. In the past, all detention basin areas have been deeded to the Town and outlet structures have been designed to Soil Conservation Service standards. 4. The Town will work with your engineer on drainage solutions near the intersection of Nevers Road and Ayers Road. 5. The outlet of the 21 inch drainage pipe downstream of the detention basin will be acceptable, if solutions to the drainage problems at the brook crossing at revers and a method of implementation could be obtained. This will alsorequire the detention outlet to be smaller. or To: - Richard S. Kelley Page 2. Re: Windshire Abbe Estates, Ltd. 6. There are other problems with regard to sanitary sewer locations, etc. , which we will get into, if the above problems can be solved.
