Department of Conservation Windsor CT 06095 Agriculture Service Phone 688-4946 October 26, 1982 Mr. William O'Neill 210 Main Street Manchester CT 06040 Dear Mr. O'Neill: This is to verify the field location of the wetland boundary behind the Windshire Drive turn-around in South Rindsor. The boundary was flagged with ribbon. Bramblebrae Road is proposed to cross at the upper limits of the upper end of a small finger of the wetlands. The road would not be crossing a wetland according to the revised wetland boundary. The soil boundary was generally accurate according to the Hartford County Soil Survey Report with the exception of a few minor changes.. Kathy Cyr and I checked the soil boundary on 10/22/82. - This wetland is at the upper limits of the major wetland area. Dominant species of the wetland are intermediate size red maple with some white ash. This wetland finger has less significance to wildlife, but all segments of a wetland are important toward the total unit. I hope this information will be useful toward proper land use of the area. There has been no change from the presentation to the Inland Wetlands Commission in that the design is similar to the 1950 ' s in which you are making a point discharge of a _30" pipe within 30 feet of an abutter, (structure No. 12) and you are grading the abutter' s property without any documentation. In the preparation of Section I, there was much effort put into the design of-the 200+ acre watershed, the outlet structure and the downstream improvements It appears that Section II is an independent subdivision- and should make _its own arrangements for storm water. detention and discharge across lands of others. Until this matter has been resolved to the satisfaction of the Town Engineer and the Town Attorney, I would not expect an approval of the Wetlands Commission. You will see on the attached sheet that the construction of Phases I and II of Windshire Abbe will not measurably change the water surface elevation in the natural detention area during a 100 year storm. As you are aware, the proposed stormwater discharge in Phase II is approximately 1000 feet from the property line of Mr. Ireland . Assuming full development of Windshire Abbe Estates Phase I and Phase II the increased run-off during the 100 year storm will not measurably raise the water surface elevation in the natural detention basin. Therefore, the property N/F Ireland, which is more than 1,000 feet from the proposed Phase II storm water outfall, will not be flooded from the increased run-off from Windshire Abbe Phase I and II. 2 . The field located limit of the wetland is shown on the 1"=40 ' plan. (Sheet 4 of 7) . The approximate wetlands limits shown on the attached 1"=200' plan are based on the Town' s official wetlands map. 3 . The increased storm water run-off in the detention area during the peak 100 year storm attributable to Windshire Abbe Estates section II is 0.62 acre feet. 4. The enclosed profile dated 4-5-83 was developed from field information showing the elevations along the northern property line of property N/F Ireland. Hopefully this information is responsive to your request and we may expect action at the April 11, 1983 meeting. If you have any questions please call . Very truly yours, William D. O'Neill, P.E.
